The downing of the Malaysia Airlines jet in Ukraine may be a "war crime", the UN's human rights chief says.
Pro-Russia Ukrainian rebels and the Ukrainian authorities have accused each other of shooting down flight MH17.
A Ukrainian official said on Monday that MH17's data recorders show it came down due to "massive explosive decompression" caused by a rocket.
Meanwhile, heavy fighting has again prevented an international police force from reaching the crash site.
The Ukrainian military said it was battling separatists for control of several towns near the site in eastern Ukraine.
All 298 people on board the airliner - mostly Dutch - died on 17 July.
'War crime'

International police want to help secure the huge site so that plane wreckage and human remains can be examined by international crash experts.
Most of the bodies have been removed, many of them repatriated to the Netherlands.
"This violation of international law, given the prevailing circumstances, may amount to a war crime," Navi Pillay, the UN High Commissioner for Human Rights, said of the downing of MH17.
"Every effort will be made to ensure that anyone committing serious violations of international law including war crimes will be brought to justice, no matter who they are," Ms Pillay said.
Ms Pillay spoke as the latest UN report on Ukraine suggested at least 1,129 people have been killed and 3,442 wounded in the Ukraine conflict since mid-April.

The conflict has displaced more than 200,000 people, many of whom have fled east to neighbouring Russia.
Meanwhile, Ukrainian security spokesman Andriy Lysenko told reporters on Monday that recovered flight data showed the aircraft crashed due to a massive, explosive loss of pressure after being punctured multiple times by shrapnel.
Flight MH17's two black boxes are currently being analysed by aviation experts in the UK.
Shelling
Russian Foreign Minister Sergei Lavrov said he hoped monitors from the OSCE international security body would be able to deploy on the Ukraine-Russia border in the next few days.
In a statement on Monday, the Ukrainian military said it had "entered" the towns of Shakhtarsk and Torez and was working to seize control of Pervomaysk and Snizhne - all close to the crash site of MH17.
A separatist leader in Donetsk, Vladimir Antyufeev, told the AFP news agency that the Ukrainian army had taken over part of the crash site.
A team of Australian and Dutch police and forensic experts abandoned attempts to reach the site on Monday due to the security situation in the area. It was the second failed attempt in as many days.

The army is also trying to take control of two main roads in eastern Ukraine, which the government in Kiev believes to be vital supply lines from Russia for rebel forces in Donetsk.
In the past 24 hours there has been heavy artillery fire at the city of Horlivka, where several civilians were killed.
In the city of Donetsk at least three people died in shelling too, the municipal authorities say. And there are reports of civilian casualties as a result of the shelling of Luhansk, which is also held by the rebels.
Last week, the US-based Human Rights Watch said both sides in the conflict were using unguided Grad rockets against civilian areas, in violation of human rights norms, and urged them to stop doing so. It documented several attacks in which, it said, the rockets were apparently fired by government forces.
The US has produced what it calls satellite evidence that rockets have been fired at Ukrainian forces from Russian soil.
Russia denies that any of its forces are helping the rebels.

A court in the Hague has awarded shareholders in the defunct Russian oil company Yukos the largest compensation package to date.
The Court of Arbitration said Russia should pay $50bn (£29.5bn) in damages.
It said Russian officials, under President Putin, had manipulated the legal system to bankrupt Yukos, and jail its boss, Mikhail Khodorkovsky for fraud and tax evasion.
Russia's Foreign Minister said Russia will appeal the decision.
Yukos was once the country's largest oil producer.
'Major step'
Foreign Minister Sergei Lavrov said: "The Russian side, those agencies which represent Russia in this process, will no doubt use all available legal possibilities to defend its position."
The claim was filed by a subsidiary for the financial holding company GML, once the biggest shareholder in Yukos Oil Co.
GML Executive Director Tim Osborne said: "The majority shareholders of Yukos Oil were left without compensation for the loss of their investment when Russia illegally expropriated Yukos."
"It is a major step forward for the majority shareholders, who have been battling for over 10 years for this decision."
'Win time'
In addition to forcing the company into bankruptcy, Russia also sold Yukos' assets to state-owned businesses for political purposes, according to the claimant's lawyer Emmanuel Gaillard.
Mr Gaillard said: "This is an historic award. It is now judicially established that the Russian Federation's actions were not a legitimate exercise in tax collection but, rather, were aimed at destroying Yukos and illegally expropriating its assets for the benefit of State instrumentalities Rosneft and Gazprom."
Dr Florian Otto from risk advisory company Maplecroft said that Russia will be hoping to win time and reduce publicity. He said: "For Russia, paying the money is out of the question, as this could be construed as an acknowledgement that the seizing of Yukos' assets was illegal - a viewpoint the Kremlin will never accept.
"The comments by Foreign Minister Lavrov indicate that the government will try to kick the problem into the long grass.
"The ruling does not come as a surprise to any of the parties involved, but the coincidental timing with the downing of flight MH17 certainly adds to the pressure Russia is currently exposed to.
"The case serves as a fresh reminder of state interference in business at a time when business confidence is already at a low point".
Lawyers said that if Russia does not voluntarily accept the ruling, it can be forcibly enforced by shareholders seizing assets abroad.
Leonid Nevzlin, former deputy chairman of Yukos told a Moscow radio station: "I think shareholders are ready for the next stage -- if Russia refuses to pay them, to search for and seize Russian assets all around the world."

Illegal deals
Yukos was disbanded in 2007 after filing for bankruptcy in 2006.
The company was formerly controlled by Mikhail Khodorkovsky, who was at one point Russia's richest man. Responding to the news, Mr Khordorkovsky said it was "fantastic" that shareholders were "being given chance to recover assets".
Mr Khodorkovsky built Yukos into Russia's largest investor-owned oil company after the fall of the Soviet Union.
He was arrested in 2003 and spent ten years in jail after being convicted of fraud and tax evasion but was pardoned last December.
The state-owned Rosneft bought the bulk of Yukos assets though auctions after the company was declared bankrupt. It says all the deals were legal.

The judgement is powerful ammunition for President Putin's critics.
For their case, the key words in the ruling are these: "Russian courts bent to the will of Russian executive authorities to bankrupt Yukos, assign its assets to a State-controlled company, and incarcerate a man who gave signs of becoming a political competitor".
That potential political rival - to President Putin - is Mikhail Khodorkovsky.
Though he wasn't involved this case, he was at the centre of the events that led to the downfall of Yukos.
The ruling is littered with testimony from witnesses pointing to Mr Putin's anger about Mr Khodorkovsky, particularly when the former Yukos chief raised the issue of corruption.
The court concluded that what happened to him and the company were not the result of proper legal processes.

Russia could be hit with European Union sanctions on its banking, defence and hi-tech energy sectors within days over its role in the Malaysia Airlines disaster, Downing Street has signalled.
David Cameron's spokeswoman said there was "broad consensus" that sanctions should be applied on these areas of the Russian economy but there was debate about whether to restrict this action to future, rather than existing, contracts.
She indicated that Downing Street was hopeful an agreement would be reached on tougher sanctions when European Union ambassadors meet to discuss the issue on Tuesday morning. So far, Brussels has only agreed to impose asset freezes and travel bans on individuals and firms linked to the Kremlin, stopping short of wider sanctions on industries used by the US.
However, the EU is looking likely to match America's actions after agreement among western nations that Russia supplied Soviet-era Buk missiles to separatist rebels in Ukraine that shot down flight MH17.
"There are two areas that we continue to press for strong action," the Downing Street spokeswoman said. "One on the so-called tier-three sanctions covering sectoral areas; there will be further discussion by officials today ahead of that meeting of ambassadors tomorrow.
"And then to look at possible listings to cover those with influence on the Russian regime. The criteria have now been expanded to allow for travel bans and asset freezes to be imposed on individuals who are seen to be influencers on the Russian regime, Putin's inner circle of advisers, and we are certainly doing work to make the case for a number of individuals who should be sanctioned under those new criteria.
"The focus in Brussels today and tomorrow is agreeing tier-three measures. It can be done by written procedures. Ambassadors could agree it tomorrow and then it could formally go through without the need for any meeting. We are certainly pushing for ambassadors to agree this.
"Our focus is on securing agreement tomorrow so that these measures can come into force as swiftly as possible."
She said it was possible that sanctions could be applied within 24 to 48 hours of any agreement on Tuesday but it could take longer.
Echoing George Osborne's warning about the impact on UK financial services, the No 10 aide said there would be "the possibility of some pain to be felt here in the UK in terms of these measures but you have to look much more broadly at the wider crisis and the fact that you've had a passenger airline shot out of the sky with 298 people losing their lives.
"There are three areas where we are pushing but there is broad consensus there should be action in these areas. They are the financial sector, the defence sector and the hi-tech energy sector," she said.
Asked if the energy sanctions would cover oil and gas, she said they would be "focused on hi-tech, newer technologies rather than those broader existing sectors".
Ahead of the meeting, Russia said it would not retaliate with sanctions of its own or "fall into hysterics". Sergei Lavrov, the foreign minister, said the penalties could even make the country "more independent and more confident in our own strength".
"I assure you, we will overcome any difficulties that may arise in certain areas of the economy," he said. "We can't ignore it. But to fall into hysterics and respond to a blow with a blow is not worthy of a major country."
He also denied Russian involvement in the Ukraine conflict and called for "honest, open participation of all those who have access to information about the crash".
"Anything else we will consider as deceitful attempts to influence the investigation, putting presumption of innocence in doubt," he said. "I don't want to throw accusations in advance, but I expect that no one will try to cover up evidence."
The UK has been pushing for tougher sanctions on Russia for some time, along with eastern European countries with closer borders to Russia.
In an article for the Sunday Times last week, Cameron hinted that other nations in Europe had been less willing to consider sanctions that could hit their own economies. There has been particular tension over whether France will be able to deliver an order of military helicopters to Russia and Germany has been worried about its reliance on imports of Russian gas.

How much good and evil can you take in a night? Watching “Spartacus,” Yuri Grigorovich’s ponderous three-act ballet, is a like being trapped inside a pinball machine and bounced among four protagonists. One team features the noble, valiant Spartacus and the innocently virtuous Phrygia. On the other are the sadistic Crassus and the conniving Aegina.
On Friday, the Bolshoi Ballet, wrapping up its Lincoln Center Festival season at the David H. Koch Theater, presented Mr. Grigorovich’s signature 1968 production, which helped solidify the company’s assertive, hot-blooded approach. Perhaps the most generous point to be made about Khachaturian’s cinematic score — feverishly propulsive, achingly melodramatic and deeply grating — is that it matches the redundancy of the choreography. If you become anxious that you’ve missed a step in a Grigorovich ballet, never fear: It will repeat.
Before the premiere of Mr. Grigorovich’s “Spartacus,” there were two earlier unsuccessful attempts, by Leonid Yakobson, in 1956, and Igor Moiseyev, in 1958. In the Grigorovich version, modeled loosely after the Third Servile War in which Spartacus’s slave rebellion was quashed by the Roman ruler Marcus Licinius Crassus, the narrative has a pro-Soviet bent: Purity and bravery are pitted against debauchery and greed.
Mr. Grigorovich’s production came eight years after Stanley Kubrick’s epic film, which also served to mirror the events of the time, notably the Army-McCarthy hearings. (In the movie, Crassus asks the slaves to name their leader; each proclaims, “I’m Spartacus.”) The ballet, for all its melodrama, endures for its male dancing and its kitsch appeal, yet Friday’s cast defied both with a missing ingredient: Soviet heroism.
In the ballet, Spartacus (Mikhail Lobukhin) and Phrygia (Anna Nikulina), his beloved, are taken prisoner by Crassus (Alexander Volchkov). Now a gladiator, Spartacus, to his horror, is forced into committing murder; he inspires a revolt but after defeating Crassus, lets him go. Aegina (Svetlana Zakharova), a courtesan, incites Crassus to take revenge. Spartacus, outnumbered, is pierced to death and his body lifted high into the air by dozens of spears. It’s more Boris Eifman than, well, Boris Eifman. That’s only fair; Mr. Grigorovich came first.
“Spartacus” opens as Crassus stands with an arm raised holding a military standard and his lower half obscured by rows of shields. In an instant, the armor breaks apart to reveal an army. Amid a swirl of capes and flashing blades, the men pour onto the stage with stouthearted marches, lunge jumps and forward leg kicks. In this ballet, the army is part of the scenery, though Mr. Volchkov, soaring through the air in arched, backbend jumps, never truly seems to step out of it. His virtuosity and bearing lack weight.
Throughout “Spartacus,” galvanizing group dances, in which the power of unison is forcibly displayed and replayed, contrast with danced monologues for the main characters that reveal emotional interiors through malleable, sculptural movement passages. In an early one, Mr. Lobukhin hugs himself and then stretches his arms imploringly; soon, anger takes over, and he whips the chains connecting his wrists from side to side and collapses to his knees.
Like Mr. Volchkov, Mr. Lobukhin showed the outlines of the character; his Spartacus needed more refinement and wildness that couldn’t be earned through yet another jump or an anguished reach of splayed fingers. Ms. Nikulina’s plasticity as Phyrgia wavered in and out of seamlessness; glimpses of the way her legs could caress the air were too abrupt, and her tendency to chase after the music mournfully gave her character too slight an air. Yet in her final solo, after Spartacus is killed, Ms. Nikulina, hair streaming around her shoulders, came into focus: Tension left her body even as she stood on point with her fists clenched.
Ms. Zakharova, a glittering Aegina from the start, reveled in her depravity. With a twinkle in her eye and catlike enchaînement, she used her willowy frame like a showgirl. She has the legs to bring down an army, and she did. Enticing Spartacus’s men with courtesans and wine, Ms. Zakharova wrapped her long limbs around a staff covered with a floral vine. Phallic symbols go on for days in this ballet.
Much more shocking was how arid “Spartacus” has become. Without the right spirit and heat, it doesn’t have a fighting chance.
