Russian Intervention in Ukraine Is Likely, NATO Says

DONETSK, Ukraine — The prospect of a Russian intervention in eastern Ukraine appeared to rise sharply on Monday, threatening to take to new lows what is already the sharpest East-West confrontation of the post-Cold War era.
As the Kremlin announced it had sent a convoy of humanitarian aid to Ukraine under the auspices of the International Red Cross, the secretary-general of NATO said there was a “high probability” of a Russian attack and Ukraine raised its estimate of Russian troop strength on the border.
With increasing urgency, Western governments have condemned in advance any Russian aid missions, which they fear could serve as a pretext for a military incursion to support hard-pressed pro-Russian separatists fighting the Ukrainian Army in the country’s southeast.
In a telephone conversation Monday with the president of the European Union, José Manuel Barroso, President Vladimir V. Putin of Russia said he was sending the convoy with aid to Ukraine, though it was unclear whether it had crossed the border.
Fighting intensified around the wreckage site of Malaysia Flight 17, the latest update to the current visual survey of the continuing dispute, with maps and satellite imagery showing rebel and military movement.
A Kremlin statement about the phone call said Mr. Putin had “focused attention on the catastrophic consequences of the military operation” of the Ukrainian Army, and the need for urgent assistance for the civilian population.
“It was noted that the Russian side, in cooperation with representatives of the International Committee of the Red Cross, is sending a humanitarian convoy to Ukraine,” the statement added.
The European Commission issued a statement about the phone call saying Mr. Barroso had “warned against any unilateral military actions in Ukraine, under any pretext, including humanitarian,” but did not clarify whether he had been told the Russian convoy was en route.
NATO has said in the past that Russia had amassed about 20,000 troops along the border, enough to begin a ground invasion.
But on Monday, a Ukrainian military spokesman, Andriy Lysenko, said the numbers had risen alarmingly, to around 45,000 troops, supported by 160 tanks, 1,360 armored vehicles, 390 artillery systems, 150 truck-mounted ground-to-ground rocket launchers, 192 fighter jets and 137 helicopters. Those figures could not be independently verified.
Earlier Monday, the Kremlin said it would dispatch humanitarian aid across the border into Ukraine only with the consent of all parties concerned, including the Ukrainian government in Kiev.
“Very intensive work is being carried out,” said Dmitri S. Peskov, Mr. Putin’s spokesman, according to Russian news agencies. Once the details were worked out, the aid would be delivered immediately because of the “tragic humanitarian situation” in Luhansk and Donetsk, he said.
Russia’s foreign minister, Sergey V. Lavrov, told reporters on Monday that the details of a humanitarian operation were being discussed with Ukraine and will be carried out with the International Committee of the Red Cross.
He added that he hoped Ukraine’s Western allies “will not put spokes in the wheels, but will think about the people who badly need the resumption of electricity and water.”
Ukraine, the United States and European nations have repeatedly warned Russia against mounting a stealth invasion under the disguise of humanitarian aid, and have looked on with growing alarm as Russian officials have spoken in ever-stronger terms about the humanitarian plight of eastern Ukrainians.
“We see the Russians developing the narrative and the pretext for such an operation under the guise of a humanitarian operation, and we see a military buildup that could be used to conduct such illegal military operations in Ukraine,” the NATO secretary-general, Anders Fogh Rasmussen, told Reuters in an interview Monday.
A Russian intervention would almost certainly provoke another round of economic sanctions by the West and further isolate the Kremlin diplomatically. Apparently calculating that Moscow is unwilling to shoulder those costs, Ukraine has been pressing ahead with a military offensive against pro-Russian separatists despite the Russian military buildup on the Ukrainian border.
That continued on Monday, as the Ukrainian Army shelled outlying districts of Donetsk, tightening a siege there and on another rebel-held city, Luhansk, cutting supply lines for both civilian and military goods. Adding to a sense of desperation, residents in Donetsk awoke to learn that a stray rocket had broken open a gate of a high-security prison, allowing more than 100 convicts to escape.
By Monday afternoon, some escapees from the high-security penitentiary — still being run by officials of the Ukrainian government — had turned themselves in, said a guard outside the walls who requested that he be identified only as Vitaly as he was not authorized to speak publicly. He said that rebel fighters were trying to capture the rest of the escapees now loose in the besieged town.
“They are dangerous criminals, recidivists and murderers,” he said, adding that four rockets struck the prison late Sunday. Two of them landed in the prison yard, decapitating a prisoner who had eight months left on his sentence, and wounding 10 others.
With the gate knocked off its hinges, the prisoners stampeded to freedom, he said, overwhelming the few guards on duty.
“Five guards were no match for 200 panicking prisoners who just saw somebody’s head blown off,” Vitaly said.
In Kiev, the office of President Petro O. Poroshenko released a statement saying that he had spoken Monday with President Obama, who had welcomed a Ukrainian decision to allow humanitarian aid into the city of Luhansk under the aegis of the Red Cross.
The statement said the European Union, Russia and other countries including the United States would contribute aid.

President Barack Obama offered his assistance to the new government emerging in Iraq Monday, sending a clear message to Iraqi Prime Minister Nouri al-Maliki as he tries to cling to power: go.
In brief remarks from outside his vacation home in Martha’s Vineyard, Obama endorsed Iraqi Prime Minister-designate Haider al-Abadias U.S. airstrikes against the Islamic State of Iraq and Syria (ISIS) entered their fourth day.
“Today, Iraq took a promising step forward,” Obama said, hours after al-Abadi was selected to be come the country’s next head of government. Obama said he and Vice President Joe Biden called al-Abadi to extend congratulations “and to urge him to form a new Cabinet as quickly as possible, one that’s inclusive of all Iraqis and one that represents all Iraqis.”
Iraq’s newly elected president named Haider al-Abadi prime minister earlier on Monday, after the coalition of Shiite political parties turned against the current premier. Al-Maliki has since accused the president, Fouad Masoum, of carrying out a “coup against the constitution.”
Obama did not directly mention al-Maliki, who has resisted efforts to unify Iraqi sects against ISIS and has indicated he will challenge efforts to remove him from power, saying only, “I urge all Iraqi political leaders to work peacefully through the political process in the days ahead.”
“The United States stands ready to support a government that addresses the needs and grievances of all Iraqi people,” he added.
Obama acknowledged that there is no easy political solution to the crisis in Iraq. Before departing for vacation Obama had said it would take more than weeks to solve the problem. “This is going to take some time,” he said Saturday.
“I’m sure that that there will be difficult days ahead,” Obama said Monday. “But just as the United States will remain vigilant against the threat posed to our people by ISIL, we stand ready to partner with Iraq in its fight against these terrorist forces. Without question, that effort will be advanced as Iraqis continue to build on today’s process and come together to support a new and inclusive government.”

Ukraine Liveblog Day 175: 106 Convicts Escape Donetsk Prison During Shelling

This morning, the website of the Donetsk mayor, Oleksandr Lukyanchenko, announced that 106 prisoners had escaped penal colony number 124 in Donetsk after the facility was struck by shells, killing one prisoner. 
The prison, in the Kirovsky district of Donetsk, was struck by a shell late yesterday evening. One prisoner was killed. The staff headquarters and an electrical substation in the prison were also damaged by the blast. A riot broke out in the prison and 106 prisoners escaped. 
Novosti Donbassa specified that the attack had taken place at around 22:00, with 5 shells landing on the grounds of the prison, 3 of which struck the housing unit. They reported that 5 prisoners had received injuries of "medium severity" and that two prison employees had also been wounded. All casualties were being treated in the prison hospital.
Novosti Donbassa later reported that 34 of the escaped prisoners had been returned to detention.
The State Penitentiary Service announced that the institution intended that all remaining escapees be returned to serve the rest of their sentences once the situation was stabilised.
Work is under way to locate the prisoners and restore electrical power to the prison, which is currently running on reserve power.
The prison service stressed that the situation in the prison was difficult, but manageable, noting that food and water were still being provided for. The prisoners have reportedly been transferred to specially equipped shelters and are receiving psychological care to deal with the stress of the shelling.

Ukraine Rocket Attack Leads to Mass Jail Breakout

(DONETSK, Ukraine) — Rockets slammed into a high-security prison Monday in the rebel-held city of Donetsk, igniting a riot that allowed more than 100 prisoners to flee, authorities in eastern Ukraine said.
Donetsk city council spokesman Maxim Rovinsky said a direct rocket hit killed at least one inmate and left three others severely wounded. In the chaos, he said 106 prisoners escaped, included some jailed for murder, robbery and rape.
In the past week Ukrainian government forces have intensified their military operations and surrounded Donetsk, the largest city in rebel-held eastern Ukraine. Exchanges of rocket fire and deaths from shelling have become a feature of daily life and hundreds of thousands have chosen to flee.
The prison break became possible after a substation providing the building with electricity was damaged, disabling the facility’s alarm system.
“Extremely dangerous prisoners are now free. It is hard to know the extent of threat this poses to the city, which is flooded with weapons,” Rovinsky said.
Rebels routinely accuse government forces of using heavy artillery in their campaign to retake Donetsk.
But Ukrainian security spokesman Andriy Lysenko blamed the prison strike on separatist fighters.
“Bandits in Donetsk shelled residential quarters and correctional facility No. 124,” he said.
Prisoners said the rocket hit their building late Sunday night.
“At around 10 p.m., after lights went out and the prisoners began heading to their sleeping quarters, a rocket hit this place,” said one prisoner, who gave his name as Vova Kordemansky. “Nobody was in this room, but one guy downstairs had his head blown off.”
Officials with Ukraine’s state penitentiary service said later Monday that 34 prisoners had returned to the jail. It was not immediately possible to verify that claim.
One of the prisoners who had apparently returned to the prison told The Associated Press that inmates were forced to flee to avoid incoming rockets, but were apprehended in a nearby neighborhood.
Both Ukrainian government forces and the pro-Russian rebels who want independence for their eastern region have deployed heavy and often imprecise weapons in the battle that began in April. Apartments and other civilian buildings have frequently been hit, adding to the mounting death toll among civilians.
Rovinsky said Monday at least 10 homes, shops and garages were hit by overnight rockets. He added that 20,000 people had no electricity in Donetsk and an estimated 400,000 have fled the city, which had a pre-war population of 1 million. Many shops have closed and supplies are dwindling at the few still open.
Local authorities have attempted to continue providing basic services, such as trash removal and a skeleton bus service.
The Ukrainians army’s strategy has focused on encircling Donetsk and nearby rebel towns and breaking off road links with other separatist towns and villages further east, closer to the Russian border.
Many of those in Russian-speaking eastern Ukraine distrust the new central government in Kiev, which came to power after the February ouster of former President Viktor Yanukovych, whose power base was in eastern Ukraine.
Fighting began a month after Russia annexed Ukraine’s peninsula of Crimea in March.

По его словам, позиция германского руководства заключается в том, чтобы Москва направляла колонны машин с гуманитарной помощью "только с явно выраженного согласия украинского правительства", - передает агентство AFP.
Кроме того, Зайберт подчеркнул, что Берлин "с большой озабоченностью" следит за ухудшением ситуации в Донецкой и Луганской областях. Он также добавил, что немецкая сторона готова содействовать в доставке гуманитарных грузов в кризисные регионы, если эти действия будут скоординированы международными организациями, например Красным Крестом.
Напомним, сегодня пресс-секретарь президента России Дмитрий Песков заявил, что "гуманитарная помощь Украине будет оказана незамедлительно после согласования всех нюансов". "Работа ведется очень напряженная. Как только и в случае, если удастся согласовать все необходимые и модальности и нюансы, то естественно, это будет незамедлительно", - сказал он.

Putin's end may be soon

The Kremlin's latest behavior is suicidal for Russian President Vladimir Putin. 
Obsessed with idea of a big Russian empire, blinded by immense power over his own nation, previous military victories in Chechnya and Georgia, inspired by Josef Stalin and other political figures of the past, as well as by relatively bloodless annexation of Crimea, Putin, who people thought of as a very rational politician, seems now to lose his political scent, and ready to get involved in a risky venture that will cost him, at least, the crash of the Russian Federation in its today’s form or his leadership.
After the seemingly costless annexation of Crimea, his attempt to gain more territory was not a surprise. Putin has been planning the operation for years and the Kyiv revolution was a long-awaited push for its start. According to the plan, the eastern pro-Russian Donetsk and Luhansk regions, which are now the main separatist strongholds, were just a preface, aperitifs before more "tasty dish," such as Zaporizhia, Kherson, Mykolayiv, Odesa, Kharkiv regions and, depending on success there, maybe more.
The Crimea was crucial not only because of the Russian Black Sea Fleet, which is situated there, but also because of its proximity to Ukraine's south mainland, thus the control over peninsula gives Putin opportunity to send troops right to the southern border what we can observe now. Together with Russian-controlled region of Transnistria, it gives Kremlin possibilities to invade and try to take control over the Azov and Black Sea region, and move further. But not everything went according to the plan and these big failures altogether are tightening the noose around Putin's neck. Here they are:
1. Political indifference in the east. Although the largest part of population in Luhansk and Donetsk regions supported Russia and was brainwashed by Kremlin propaganda, they were politically indifferent. The so-called Luhansk and Donetsk "peoples' republics" were widely supported among locals but only morally - one thing is to promenade with a Russian flag on the peaceful street and another is to lay with Kalashnikov in a trench - people were not ready to die for the Russian idea. Separatists, ruled by Russian intelligent officers, felt a serious lack of recruits. They tried to close these holes forcing the locals or with Russian mercenaries. Moreover, after terror against civilians more and more locals became disenchanted with the rebel movement and disillusioned after seeing facts on the ground contrast with fictions in Russian media. The idea to make a civil war between east and west of Ukraine, where Russia could participate as a peacemaker - failed.
Of course for Putin this isn't a reason to stop the operation and propagandistic media will show another, far from reality picture, but the war on East costs Russia more than it was planned, and shows that further participation in the conflict will lead to bigger casualties among Russians.
2. Ukrainian army, leaders. Former President Viktor Yanukovych and his government over past years have been doing everything to destroy the Ukrainian army. Evidently they cleaned the area for intervention. And according to plan when Russian troops could step on Ukrainian land (openly or as 'humanitarian' mission) there would be almost no one to fight. But they didn't take into account the high level of patriotism that was alive not only in Lviv, Ivano-Frankisk and other western regions, but spread with the speed of light over the whole country, the new generation who identifies itself as Ukrainian and sees not a lot in common with northern neighbor. Across Ukraine, patriotically minded citizens unite in support of the impoverished military: flow of money and supplies are reaching the army via groups in social networks, websites, text messages and volunteer organizations. After Ukraine's defense ministry issued an appeal for help for the impoverished armed forces, over the next four months, $11.7million was reportedly donated - including $2.8million from mobile phones, by people sending text messages to a special number, 565.
It is also known that together with Ukrainian regular army volunteer battalions such as Azov, Dnepr, Donbas and Aidar, fight against Russian-backed insurgents. The stories of jailed Ukrainian film director Oleh Sentsov, pilot Nadiya Savchenko, as well as Kyiv millionaire Vyacheslav Konstantinovsky, who has joined the army in Donbas, and has put his assets, including a Rolls Royce Phantom, on the market to benefit the military, inspire the country.

At the same time Ukraine seems to have finally strong political leaders - the President Petro Poroshenko, as well as Prime Minister Arseniy Yatsenyuk, do not do everything perfectly and there are some claims maybe be put forward them, but in such a critical economic and military situation we have now, they seem to defend the interests of their country and doing it well although there are still many things have to be done. Actually Ukraine has got its own Saakshvilli.
At the same time military governance becomes more experienced and more efficient in planning and leading antiterrorist operations, as well as we can use now the experience of Georgia and do not make the same mistakes. In spite of all provocations made by Russians, shelling of Ukrainian troops from their territory, our army has not given them a direct reason to invade as it was in 2008 with Gerogia.
All this has a tangible impact on Ukraine's performance in the battlefield: during last weeks national forces have made big advances, pushing the rebels out of territory they have held for three months and closing in on Donetsk and Luhansk, the region’s largest cities and last major rebel strongholds. Without Russian help the riot will be stifled very soon.
3. Malaysia Airlines MH17 plane crash. This tragedy, which killed 298 people from different countries, became a turning point in Ukraine-Russia conflict. Ben Judah, the author of "Fragile Empire: How Russia Fell In And Out Of Love With Vladimir Putin" expressed brilliantly, when he wrote: "The rebels blew up more than a plane. They blew up Russia’s winning position in Brussels against sanctions" <…> "Russia's European diplomacy now lies in the wreckage of the MH17". Although reaction inside Russia was weak, world public has drastically changed its attitude towards Putin. Unlike the Kremlin, Western politicians are obliged to report to their people and react on public’s wrath, which was directed against Russia's leader. As a result – a new package of sanctions was imposed that hit not only individuals from Putin's close circle, but targeted the key sectors of the Russian economy. So, here we go to another thing which was out of plan.

4. The reaction of the West. Russia's economy is at zero growth despite high oil prices and is already teetering on the edge of recession. The move to close the access of Russian state banks to Western financial markets will hurt not only the Kremlin's coffers, but also the Russian oligarchs whose companies are tied into them. Did Putin expect this? Unlikely. Russian President supposed that Europe would close eyes on his Ukrainian deeds, as it was with Georgia in 2008. And it is not the end, the sanctions war will continue on three fronts. The first one is Western sanctions against Russia. The second front is Russian sanctions against west that actually hurt Russians far more than Westerners. "Russia sanctioned itself" is a right description of the recent food embargo that Kremlin imposed as an answer to economic sanctions from the West.
The third front is Ukrainian sanctions. We all know that Europe is dependent on natural gas imports from Russia. If Moscow really wanted to harm EU it would turn off the gas provoking an energy crisis. But Russia is also dependent on gas exports to Europe that's why it may only threaten West with higher energy prices. But there is a third and the central part of the conflict - Ukraine, which has little to lose. The country doesn't receive gas from Russia since June 16, when OAO Gazprom cut its supplies in a debt and pricing dispute but serves as a vital route for Russian oil and gas to European customers. On August 8 Ukraine's Prime Minister Arseniy Yatsenyuk has warned that government might cut complete or partly Russian oil and gas flows through its territory. Yatsenyuk said the Ukrainian parliament was expected to vote on the bill on August 12. There is a high probability that Ukrainian Government will use this instrument to pressure Putin. 
Besides sanctions West will help Ukraine with money and military supplies – this help will be vaster and vaster, it will be like a fuel and will make Russian war against Ukraine long-term, more devastating for both sides, what can cause instability and disappointment inside Russia.
5. Defeat in informational war.
From the beginning Putin tried to present situation in Ukraine as internal conflict or civil war where he can put on sheep's clothing and assume the role of peacemaker, but he underestimated such a huge power nowadays as Internet and mobile technologies. Did Russian President, who built his dream on the strategies of the past times, could consider that all his long and well-planned informational tactics would crumble like a house of cards just because Russian pubertal soldiers like to make selfies on a buk forgetting to switch off their geo-tagging, or upload photos of military trucks carrying Grad rockets toward Ukraine's border on Vkontakte? That, while Moscow solemnly denied accusations in participation in conflict, local citizens from Russian village Gukovo, Rostov region, would shoot and publish on YouTube a video showing the shelling Ukraine with GRAD from Russian territory? In spite of powerful propaganda machine Russia definitely lost the informational war and everything they do now in this field aimed only at domestic consumer.
Aleksandr Sotkin, a 24-year-old Russian soldier, has been posting selfies online. Some of them show Sotkin inside an armoured personnel carrier. According to an Instagram map, Sotkin posted two of his photos from within Ukraine.
Yet, in a country where criticism is rare and can result in exile or prison, most remain silent. But I strongly believe that the ranks of people who do not support their government are much bigger than we may suppose, we just do not hear them now. Russia, economically weak, devastated and tired of corruption, lawlessness, cruelty of "siloviki" (security or military services) and courts that already broke destinies of thousands of innocent citizens, frequent violations of human rights and dignity, attack on freedom of speech, wars and terroristic attacks, internal arrests and political murders, poverty in rural regions… How many lives have been already destroyed by the system over last decades? Do you really think that families, friends of these victims love Putin? And why does Kremlin try to take control over internet now if everything is so good? There is much more behind the facade of national "love". Russia is more like a tinderbox - one small sparkle and it may explode. The full-scale long, fatally destructive for both countries, war in Ukraine will be this sparkle. It is evident now that it will not be so fast and easy for Russia as previous military operations. It will harm all levels of Russian society - Putin's close "friends" and top oligarchs who much more care about their profits than political ambitions of Russian president, as well as ordinary citizens. The less what may wait for Putin is conspiracy inside his own circle with goal to remove him, the more - economic, political collapse, which will lead to a bloody power shift.
Russian President faces a choice: to step back and remain as a winner with Crimea in his hands or to go further and to lose everything, entering the history as disgraceful ex-KGB dictator. What wins - cold rationalism or thoughtless emotions – we will see very soon.

В Екатеринбурге готовят пикет за федерализацию / Дождь
Жители Екатеринбурга (Россия) 17 августа собираются провести пикет в поддержку "принципов федерализма".
Об этом сообщила заявитель пикета Ирина Скачкова в эфире российского телеканала "Дождь".
По ее словам, городская власть уже отклонила заявку на проведение митинга днем, сославшись на проведение ремонтных работ в указанном месте. Теперь активисты готовятся подавать новую заявку - на проведение массового пикета вечером.
Если же сторонникам федерализма и на этот раз откажут - они готовы провести серию одиночных пикетов, которые не требуют предварительных заявок. 
"Акция в любом случае состоится. В каком виде - сейчас решается", - отметила Скачкова. Она подчеркнула, что акция в Екатеринбурге пройдет в поддержку акции, которая ранее была заявлена в Новосибирске.
 "Мы поддерживаем те принципы, которые были ими заявлены, - добавила Скачкова. - Мы за равноправие регионов, чтобы полномочий регионам было предоставлено как можно больше".
Напомним, ранее Роскомнадзор вынес предупреждение 14 российским СМИ и в том числе ТСН.uа о недопустимости размещения информации о "Марше за федерализацию Сибири", который планировался в Новосибирске.
У Путина всячески пытались не допустить этого марша и Роскомнадзор пригрозил заблокировать ресурсы, если из них не будет удалена информация о предстоящем в Новосибирске "Марш за федерализацию Сибири".

Война России против Украины: последние события в Донбассе

Что происходит в Луганске, Донецке, Горловке, Макеевке, Алчевске и других горячих точках востока Украины
Аннексировав Крым, Россия продолжила антиукраинскую агрессию на территории Донбасса. Искусственные Донецкая и Луганская "народные республики" стали центрами объединения российских наемников, профессиональных боевиков, диверсионных групп на основе выходцев из Кавказа и местных пророссийских активистов. Получая из России через неохраняемые участки границы финансирование и вооружение, в том числе тяжелую бронетехнику, реактивные системы залпового огня "Град", террористы регулярно обстреливают не только лагеря и блокпосты сил АТО, но и жилые дома, в результате чего гибнут мирные граждане.
Новоизбранный президент Порошенко в рамках плана по мирному урегулированию ситуации на востоке Украины объявлял 10-дневное перемирие, за время которого силы АТО были атакованы боевиками более 100 раз, погибли 27 бойцов. В результате 1 июля активная фаза антитеррористической операции была возобновлена. С того времени силовики освободили ряд городов Донецкой и Луганской областей, в том числе Славянск, считавшийся неприступной крепостью террористов. Кольцо вокруг бандитов сжимается, украинская сторона хоть и несет потери, но продвигается вперед.
