Nato is to deploy its forces permanently at new bases in eastern Europe for the first time, in response to the Ukraine crisis and in an attempt to deter Vladimir Putin from causing trouble in the former Soviet Baltic republics, according to its chief.
Anders Fogh Rasmussen, the former prime minister of Denmark, said that next week's Nato summit in Cardiff would overcome divisions within the alliance and agree to new deployments on Russia's borders a move certain to trigger a strong reaction from Moscow.

Shushkevich Understood Instantly August 1991 Coup was a Counter-Revolution

Staunton, August 24 – Unlike some Western leaders who suggested that the leaders of the August 1991 coup in Moscow included reformists on the model of Mikhail Gorbachev, Stanislav Shushkevich, then deputy chairman of the Belarusian Supreme Soviet and later president of Belarus, understood instantly that they were committed to “the revival of the old Soviet order.”
In an interview with Sergey Pavlovsky of “Tovarishch.online,” Shushkevich says that “when [he] heard about the composition of the State Committee for the Extraordinary Situation on Radio Liberty, he “understood that nothing good could be expected” from any of them and their actions.
(The Belarusian leader notes in passing that when Mikhail Gorbachev wanted to nominate him vice president, Yanayev – later vice president of the USSR and leader of the committee – couldn’t even tell Shushkevich the title of his candidate dissertation when the Belarusian asked him about it at the time.)
Shushkevich says that he wanted to convene the republic supreme soviet but that its chairman and his immediate boss, Nikolay Dementey, said there was no need for that given that he had spoken with Anatoly Lukyanov, the head of the USSR Supreme Soviet. Shushkevich said that shortly thereafter he assembled it but only on August 26 when the coup had failed.
The Belarusian leader says that he was surprised by the coup because he didn’t think that there were sufficiently numerous officials who could pull it off – with the exception of General Albert Makashov who was then the commander of the Volga-Urals Military District and a few others. “But they always were in a minority.”
He adds that the communists in Belarus supported the coup but that no one else did, although most people kept quiet because it was still during Soviet times. He notes that “after Chernobyl,” he had “a negative attitude toward Gorbachev, but could not openly express that under any circumstances.”
Had the coup succeeded, “the old nomenklatura would have accepted it,” Shushkevich says. Indeed, “it has returned to the Soviet system in the form of Aleksander Lukashenko” who understood “that it is necessary to play with them old-style Soviet games.” But the coup didn’t, and its collapse made the preservation of the USSR “impossible.”
The coup plotters “buried it,” he continues, arguing that “the defeat of the putsch became the date of the disintegration of the USSR. What happened in fact was a victory of a bourgeois-democratic revolution on the territory of the Soviet Union.” People began to respect “those values which the leadership of Belarus today doesn’t very much respect.”
Asked why some in the post-Soviet space want to see the USSR revived, Shushkevich said that is how “propaganda works: in the USSR everything was good, it is necessary to forget about everything bad.” But Moscow is trying to return to the Soviet order by making an attempt to restore the empire.
Such an empire “cannot exist without Ukraine,” and that is why Russia is using military force in an effort to “hold on” to it, the Belarusian leader adds. The restoration of an empire would be a tragedy because it would mean that the well-being of the population would be forgotten.
The regime of such a state would tell them that they should be proud to have a country and ignore everything else, Shuskevich concludes, much in the same way that Moscow is now invoking “Crimea is Ours” as a justification for any suffering and a reason for ignoring all problems.

Russia admits its soldiers have been caught in Ukraine

Issue of captured soldiers to be discussed at meeting between Putin and his Ukrainian counterpart on Tuesday afternoon
Sources in Moscow have admitted that
a number of men captured inside Ukraine
were indeed serving Russian soldiers, but said they crossed the border by mistake. The admission comes as President Vladimir Putin
meets his Ukrainian counterpart, Petro Poroshenko, for talks in Minsk. The pair shook hands ahead of the talks on Tuesday afternoon.
Videos were released by Ukrainian authorities of interrogations of
the prisoners, who said they were serving Russian army officers. One said he had not been told exactly where they were going, but had an idea he was inside Ukraine. There was no immediate confirmation of the authenticity of the recordings, but the fact that Russian wire agencies ran a defence ministry admission that soldiers had indeed crossed into Ukraine suggested that the footage was genuine.

Window on Eurasia: No Basis for Moscow’s Claims that Russian Corruption has Declined, Experts Say

            Staunton, August 26 – Independent Russian experts say that there is no basis for the claim by Boris Titov, presidential plenipotentiary for the rights of entrepreneurs, that the level of corruption in the Russian Federation has fallen. Instead, they say, all measures point to corruption still being a major obstacle for the country’s economic development.


            In today’s “Novyye izvestiya,” Arina Raksina says these experts base their conclusion on “interior ministry data on the amount of bribes” as well as “statistics of domestic administrations and international research” and suggest that two-thirds of Russian businessmen admit to being forced to pay bribes (newizv.ru/politics/2014-08-26/206756-lapy-vse-tjanutsja.html).


            Elena Panfilova, head of Transparency International’s Moscow Center for Anti-Corruption Research, says that she does not have any data to support Titov’s claim at Seliger.  Not only does the evidence that she sees point in the opposite direction, but the Russian government has not conducted the kind of research recently that it typically cites.


            According to IMF data, the average size of bribes in Russia “almost doubled between 2012 and 2013 to 145,000 rubles (4100 US dollars).  But that figure by itself is meaningless, Raksina points out because it is like “the average temperature in a hospital.” In some places it is much higher and in others lower.


Moreover, efforts by the Russian authorities to fight corruption have been less than impressive. While they admit that the loss to the economy as a result of corruption “exceeds 10 billion rubles” (280 million US dollars), prosecutors bring charges in only one case in six and then bring to trial only slightly more than a third of those.


Vyachesav Korochkin, vice president of a Russian organization for small and mid-sized businesses, says that Titov may be correct if one considers only the number of bribes, but he points out that “corruption is not only and already not so much about bribes as about a broad range of means” officials use to extract money from business.


One reason Russian officials argue they are making progress is that Russia ranked 127th out of 177 countries in Transparency International’s Corruption Perceptions Index in 2013, an apparent improvement from 133rdplace a year earlier.  But that reflected less an improvement in Russia, experts say, than the deterioration of conditions elsewhere.


At present, these experts say, Russia ranks alongside Azerbaijan, the Gambia, Nicaragua, and Pakistan in terms of corruption.


According to research conducted by Korchkin’s organization, 67 percent of Russian businessmen are now paying bribes, with 49 percent saying that this is “profitable for both sides,” although they acknowledge that officials far more often than businessmen initiative demands for such transactions.


On paper, Russia’s anti-corruption effort looks quite good, Panfilova says, but “as always,” the actual situation is “not very” because the declared policies have very little impact on “the human factor.”  Korochkin agrees: he says Moscow’s anti-corruption campaigns has not reduced bribes but only changed their form to ostensibly legal arrangements.

            Staunton, August 26 – A new documentary film, “Unnoticed Heroes of a Not Well-Known War,” released in Moscow as part of Days of Culture of the Republic of Tatarstan, calls attention to one aspect of that conflict few know about: ten percent of the Russian subjects mobilized to fight in World War I, some 1.5 million men, were Tatars.


Of those – and they include all branches of the Tatar ethnos including the Middle Volga, Siberian, Lithuanian and Crimean – more than 100,000 of these soldiers died for their country, a contribution to victory that Russian historians have seldom noted and almost never stressed (islam-portal.ru/novosti/104/5093/).


(In addition to the Tatars, there were many other Muslim soldiers from the Caucasus, who formed part of the famed Savage Division, even though the Russian imperial authorities did not draft Central Asians and did not even involve the latter in war work until 1916 when efforts to do so sparked a revolt.)

            Among those attending the premiere of the film were Farid Mukhametshin, the head of the Tatarstan State Council, Ravil Akhmetshin, the plenipotentiary representative of Tatarstan to the Russian Federaiton, Nikolay Svanidze, the television commentator, and Robert Nigmatullin, director of the Academy of Sciences Institute of Oceanology.”


            Svanidze praised the filmmakers for their prodigious work in gathering information about something few know much about.  World War I for most Russians is an unknown territory, and the role of non-Russians in that conflict is seldom even mentioned let alone discussed.  He said that “speaking honestly, [he] did not know” about the role of the Tatars.


            And he stressed that in his view, “the film must be shown not only in Tatarstan” but throughout the Russian Federation.


            This latest example of a recovery of a suppressed past was financed by the government of the Republic of Tatarstan and is a model of what can be done.  As such, it is likely to spark interest in similar projects by other non-Russian nations, leading to productions Moscow can hardly object to but may not be able to control.


            That is because such films not only underscore just how much Russian history has been forgotten or distorted as far as the non-Russians are concerned but also show that the state that demanded their loyalty and sacrifice was quick to ignore their rights as soon as that conflict was over.
