NATO Plots Defense Against Russia

The 28 NATO members are preparing for their summit meeting in Wales in early September. The main topic of discussion: the notion of collective defense in light of Russia’s recent actions against Ukraine. Simply put, NATO’s collective defense posture means that an attack on one of its 28 members is an attack on all of them.   In a recent article in The Wall Street Journal, NATO Secretary General Anders Fogh Rasmussen said the alliance “must remain ready, willing and able to defend its almost one billion citizens.”   Rasmussen went on to say NATO leaders must take steps to make the alliance “fitter, faster, and more flexible to address future challenges from wherever they come.”   NATO's collective defense   NATO’s collective defense doctrine is in the spotlight, given Russia’s recent actions against Ukraine: its annexation of the Crimean peninsula and its backing of Russian separatists in eastern Ukraine.   Admiral James Stavridis, former Supreme Allied Commander at NATO, said Russian President Vladimir Putin’s aggressive behavior will backfire.   “President Putin’s strategy is going to be a strategic failure. In effect it is strengthening NATO, it is instilling more resolve in the alliance and will create even more cohesion than was the case before the events in Ukraine,” he said.   Russia’s behavior has also instilled apprehension and even fear in some countries - such as those in the Baltic States - that Moscow might try to invade a NATO country.   Sean Kay, a NATO expert at Ohio Wesleyan University, assessed the balance of forces.   “In terms of defending the NATO allies against Russia - the NATO allies have an overwhelming military advantage in terms of their combined capabilities,” he said. “The structure of power singularly is in the hands of the West. So it’s a question of how they want to best leverage the future relationship with Russia given its recent behavior.”   Stavridis agreed, saying: “I don’t stay up at night worrying about Russia’s ability to invade a NATO nation."   NATO asked to stand firm   But to allay the fears of those countries who feel threatened by Russia’s behavior, Stavridis said NATO summit leaders must take firm action.   “There should be an enhanced number of aircraft patrolling the borders of the alliance,” he said. “We should have larger and more robust maritime deployments both north in the Baltic and south in the Black Sea. We should, in my view, support the Ukrainian armed forces with equipment, training, cyber support advice and help them prepare in case Russia takes the next step which would be an overt invasion of Ukraine," Stavridis added.   Looking ahead, Stavridis sees increased tension between NATO and Russia - but not a return to a Cold War era.   “During the Cold War, six million people faced off against each other across the Fulda Gap,” he said. “Huge navies patrolled the world and we were on a hair-trigger alert. We had nuclear weapons cocked, aimed, loaded and ready to fire, he said. “There were proxy wars around the world - it was the dominant political and military activity of 20 to 30 years. No, we are not headed back to that.”

Russian Support for Annexing Abkhazia and South Ossetia Falling

Staunton, August 22 – Russians are less inclined to believe that Moscow’s recognition of the independence of Abkhazia and South Ossetia was useful to Russia and to think that the annexation by their country of these two breakaway republics would be a good idea, yet another echo of Vladimir Putin’s illegal annexation of Ukraine’s Crimea.
According to a new Levada Center poll, slight majorities of Russians (52 and 51 percent respectively)believe that Abkhazia and South Ossetia should be independent states, but far fewer than in August 2008 believe that Moscow’s recognition of the two as independent states was useful to Russia.
The poll found that only 25 percent of Russians believe that their country should annex Abkhazia, down from 41 percent in 2006, and that only 24 percent believe it should absorb South Ossetia, down from 36 percent eight years ago. The share of Russians who believe the two should be part of Georgia has remained relatively low and constant over that period.
This pattern almost certainly reflects the concerns of Russians about the costs both direct and indirect Putin has incurred by annexing Crimea and likely means that there is far less support for absorbing parts of the former Soviet republics neighboring Russia than there may be for federalization or partition them.
That in turn means that any Putin project for the restoration of a larger empire within the borders of a single state is likely to be far less welcome in Russia itself than many in the Kremlin and its partisans elsewhere think. A remarkable development, given the massive propaganda campaign the Russian president has unleashed on behalf of that idea.

The hunt for the Islamic State militant who beheaded U.S. journalist Jim Foley is focusing on British jihadists, including a one-time British rapper known as L Jinny. The Islamic State group has attracted hundreds of Western followers, including some 500 Britons and 100 Americans. L Jinny, whose real name is Abdel-Majed Abdel Bary, is believed to be one of them. Intelligence agencies are said to be using sophisticated voice recognition and surveillance technology to identify the killer. A German rapper known as Deso Dogg also is believed to have joined the extremist group.

Ukrainians Now Almost Unanimous in Supporting Independent Ukraine

Anschluss  which was intended among other things to highlight or promote divisions among Ukrainians about the status of their country has had exactly the opposite effect: It has boosted the share of supporters of independent statehood from 83 percent to 90 percent, the highest ever.
In reporting the poll results, Valery Khmelko, president of the Kyiv International Institute of Sociology, said that external threats have caused those who did not support the independence of the country to do so because of threats and to recognize the value of Ukraine for themselves.
The figures also show is that — entirely unintentionally — Putin has done more than anyone else to promote Ukrainian nation building, just as Soviet dictator Joseph Stalin did more than anyone else to promote Ukrainian state building by adding territories to it in both the east and west.
After Ukraine gained independence in 1991, the share of those supporting its new status fell from 76 percent to 56 percent as a result of a deteriorating in the standard of living and hyper-inflation. But even though the economic situation continued to deteriorate in the mid-1990s, those who wanted to rejoin Russia fell significantly after the 1994 elections.
Following Moscow’s intervention in Chechnya in 1994-1996, the share of Ukrainians supporting Ukrainian statehood rose again, to 71 percent; but during the economic crisis of 1997-1998, it fell to 60 percent. But in 1999-2000, during Putin’s invasion of Chechnya, Ukrainian support for independence returned to 72 percent.
In 2003, Khmelko continued, during the Tuzla Island crisis, backing among Ukrainians for state independence rose to 77 percent, although it fell back to 72 percent after the conflict was resolved. Then in August 2008, when Putin invaded Georgia, Ukrainian support for independence rose from 72 percent to 83 percent, receding to 72 percent after the crisis.
“Year after year,” the Kyiv sociologist says, “support for the sovereignty of Ukraine by Ukrainians has grown [but] the process had stabilized. Now, however, the outburst of civic self-consciousness has occurred in connect with direct attacks by Russia on the territorial integrity and sovereignty of the country.”

Russia Has Entered New Kind of ‘Time of Troubles,’ Kazan Scholar Says

Staunton, August 24 – Russia has entered a new “smuta“ or “Time of Troubles,” one in which there is no basis for confidence or any clear path forward and which unlike previous earlier analogues “threatens completely unpredictable consequences” for the country and its peoples, according to a Kazan academic.
In the current issue of Zvezda Povolzhya, Indus Tagirov, a member of Tatarstan’s Academy of Sciences, writes that “we live in a Time of Troubles when there is no clarity about what is being done or about our prospects. There is no ideology which could strengthen in the consciousness of people calm and certainty.”
Moreover, he continues, “there is no party which could put forward a program of real democratic development of the country. There is no leader who enjoys widespread trust. [And] there is not even a False Dmitry” or personalities like Minin and Pozharsky, who could bring people together. 1
In this situation, Tagirov says, the people themselves will eventually emerge to speak for themselves. Indeed, and just like in 1905-1907, there are signs of that. But today, “there are no conditions necessary for their growth. On the contrary, everything is being done to kill off any such growth at the roots.”
At least two steps are necessary for the country to move forward and out of the smuta, he argues. On the one hand, Russia needs to move toward a system of competitive elections and the rotation of elites so that change as it comes will be more gradual and have the support of the population.
On the other, Moscow must stop trying to homogenize the country by attacking all nations and trying to reduce them to the status of anomic individuals linked only to the state by personal loyalty. What Moscow is doing has been tried before, and it will again end in disaster if the country continues along that course.
Tagirov argues that the Crimean Anschluss has made the smuta worse in two ways. Not only has it cost Russia the centuries’ old friendship of the Ukrainian people, but it has intensified the desire of some in the Moscow elites to rebuild the empire by destroying national republics within the Russian Federation and destroying independent states outside its borders.
These two processes are interrelated, of course, with the pursuit of one leading to the pursuit of the other. Consequently, the Tatarstan academic argues, the Crimean question has not disappeared as some imagine given the focus of attention on eastern Ukraine but is become “ever more important” both domestically and internationally.

Ukraine Says Russian Convoy Has Entered Southeast

A top Ukrainian official said Monday Russian tanks and armored vehicles have crossed into southeastern Ukraine.
A spokesman for Ukraine's National Security Council, Andriy Lysenko, said the column of 10 tanks, two armored vehicles and two trucks crossed the border near Shcherbak.  He said the Russian military vehicles were bearing flags of separatist Donetsk rebels.
Lysenko said the convoy could be trying to open a front to the south of areas where most fighting has occurred. He said the convoy could be headed to an area near Mariupol, which he said has enough defenders to repel any attack.
When asked about the convoy, Russian Foreign Minister Sergei Lavrov said he had not heard about it, and added "there is plenty of misinformation" about incursions.
Earlier Monday, Ukrainian officials said they had battled with a convoy of separatist vehicles near a town on the Azov Sea.
Another humanitarian convoy
Meanwhile, Russian Foreign Minister Sergei Lavrov said Monday that Moscow wants to send another humanitarian aid convoy to eastern Ukraine.
Lavrov said Russia sent an official note to Kyiv Sunday with information about the new aid convoy, including information about the type of aid that will be delivered. 
Russia has faced extreme criticism from Kyiv and the West for its recent aid convoy to the rebel-held Ukrainian city of Luhansk.
The convoy was conducted without official approval from Kyiv. Russia also did not wait for the International Committee of the Red Cross to complete its inspection procedures.
Lavrov said Russia wants to send the second convoy as soon as possible.  He said Russia wants to reach an agreement on "all conditions" for delivering the new round of aid on the same route as the first.
Mariupol is in Ukraine's separatist Donetsk region. But most fighting between separatist rebels and Ukrainian troops has been around the city of Donetsk, the rebels' largest stronghold.
Ukraine has accused Moscow of carrying out regular cross-border shelling of government positions to shore up the rebels who have been increasingly hemmed in by Kyiv's forces.
Last week, Russia's unilateral dispatch of more than 200 trucks carrying supposed aid into Ukraine was denounced by the Ukrainian government as an invasion and condemned by the United States, the European Union and NATO.
The latest developments come ahead of talks planned for Tuesday in Minsk between Ukrainian President Petro Poroshenko and Russia's Vladimir Putin.

Europe’s Farmers Feel the Weight of Russian Ban

ANNECY, France — On Aug. 7, trucks carrying French cheese were turned away at the Russian border and forced to make a 1,240-mile return trip with fast-ripening cargoes of Brie, Camembert, Roquefort and other delicacies.
“The peculiarity of this decision was that it was put in place right away, from one day to the next,” lamented Johann Hugon, export manager for Fromi Rungis, a French cheese exporter that had to scramble to unload 10 tons of cheese. “We feel powerless.”
The French cheese business is just one sliver of the European agricultural market feeling the pain of a Russian ban on selected food products from the European Union, as well as the United States, Australia, Norway and Canada. The penalties were imposed as part of the struggle over the future of Ukraine.
In 2013, France exported 109 million euros, or $144 million, worth of dairy products — mostly cheese — to Russia, about 5 percent of all dairy exports. For Fromi Rungis, Russia accounted for 10 percent of its foreign sales.
Jean-Charles Arnaud, proprietor of Fromagerie Arnaud in Poligny, northeast of Lyon, is counting his losses. They include not only a truckload of 18 tons of cheese turned back at the Russian border but also years of work educating Russian consumers to appreciate Comté, Morbier, Mont d’Or and other specialties from the Jura Mountains.
“We must have spent thousands of days doing presentations in Russian stores explaining how we make our cheese,” Mr. Arnaud said. “Our cheese is not just protein and fat. It is a culture, a tradition, produced under strict conditions.”
“For instance, we require 10 square meters of pasture per cow,” he continued. “That way, we can be sure that our cows are happy, that they have enough feed, enough diversity. The particular taste of each cheese comes from the flowers on our mountains.”
Over the past 20 years, this kind of sales talk has persuaded Russian consumers to reach for more sophisticated, more expensive varieties. That effort has now come to halt. Getting into the Russian market in the first place is not easy, several exporters said.
“You need energy, patience and persistence,” Mr. Hugon said.
Russian sanitary inspectors — who test for radioactivity, for instance — are meticulous, capricious and at times, outright political (four Moscow branches of McDonald’s, widely seen as a symbol of the West, have been temporarily shut down for violations of the “sanitary code”).
“Nowhere is simple,” Mr. Arnaud said, “but Russia has particular demands.”
Tell that to European pig farmers, whose exports to Russia were halted last February, after wild boars infected with an African swine disease were spotted in Poland and the Baltic states. All 28 countries of the European Union — many of them far away from the infected boars — were affected.
The French hog industry anticipates losses of €400 million this year because of the Russian embargoes, plus €200 million in losses for slaughterhouses and related businesses.
Now, hopes for lifting the pork embargo have collapsed under the new yearlong sanctions, threatening further losses for farmers and slaughterhouses.
“We’re not happy, not happy at all,” said Paul Auffray, president of the national pig farmers’ association and a Brittany pig farmer. “We are hostages of a situation that is out of our control.”
Not all French farmers are suffering. Cheese makers near the southeastern French town of Annecy are less affected because their main product, Reblochon, is too fragile for export to Russia. Wines and spirits were exempted from the sanctions, good news for French vintners, who in 2013 claimed 21.7 percent of the Russian market.
The European Union has pledged €125 million to buy fruit and vegetable surpluses created by the Russian sanctions. But the fear is that a once-promising market will soon fill up with competing produce from countries — like Switzerland — not on the banned list. “A year is a long time,” Mr. Arnaud said.
French farmers are famous for grumbling, but this time, they are bitter.
“Notice that this is not hurting oil or gas, weapons, finance, wine or luxury goods,” Mr. Auffray said. “It’s just us, country people, who are caught up in the middle of this imbroglio.”
