Window on Eurasia: After Crimea, Russian Germans Press for Restoration of Their Republic

            Staunton, August 31 – Seventy three years after their republic was disbanded by Stalin and 24 years after the two Germanies were reunited, some of Russia’s remaining Germans have been inspired by the creation of a Crimean Republic within the Russian Federation to increase their efforts to restore a German Republic within Russia.

 

            Given the radical decline in the number of Germans in the Middle Volga – there were more than 400,000 a century ago but only 1400 remains – some in the city of Engels, which once was the capital of the German autonomy, are skeptical that anything can be done (http://nazaccent.ru/content/12956-prizrak-respubliki.html).

 

            Dmitry Reshetov, the director of the Engels Regional Studies Museum, says there are today no places of “the compact settlement of Germans” and consequently little basis for a new republic.  And Erna Lavrenova, a local resident, says she is certain that “no republic is needed here: the old Germans almost don’t remain and new ones aren’t coming.”

 

            But others are equally convinced that the restoration of the autonomy is necessary as part of a broader and still incomplete effort to rehabilitate the Russian Germans, 1.2 million of whom were deported to Siberia and Kazakstan and 800,000 of whom were confined to the GULAG by Stalin (nazaccent.ru/content/12970-rossijskie-nemcy-otmetili-73-godovshinu-deportacii.html).

 

            Many Russians still believe that the Russian Germans deserved to be deported because of their supposed sympathy for and cooperation with the Nazi invaders. But archivist Elizveta Elina says that despite official demands that she and others find evidence for that idea, no such evidence has turned up, and she appears to be certain it won’t.

 

            Supporters of the idea of restoring a German republic in Russia point out that 20 years ago, it appeared that the idea was of interest “only for specialists,” but then it turned out that not only ethnic Germans but representatives of the other nationalities among whom they lived came to believe that it would be a good idea. 

 

            “The number of such enthusiasts is becoming ever greater,” according to Aleksandr Bekker, the leader of the Engels German Rebirth Society.

 

            Representatives of other nationalities are backing the idea, Elena Kashtanova, the head of the information office of the Engels District administration, “above all” because “it is our history” and because there is no reason “to divide peoples” any more.

 

            She noted that her husband had grown up in a village called “USA” which stood for “the United States of Aleksandrovka.” It had a population of 1000 and included Russians, Mordvins, Kazakhs, Ukrainians and Chuvashes as well as Germans. Representative of 35 different nationalities still live there, she added.

 

            Nonetheless, some officials believe that after a few more censuses, there won’t be “even one German” in the region and consequently see no reason to press for a German autonomy. But one activist says that she and her colleagues “won’t allow” the Germans to disappear and will thus continue to press for institutions to keep that community alive.

Nato must face up to the realities of Putins war of aggression in eastern Europe and take material steps to support Ukraine
As the Ukraine crisis has intensified over the past six months, Russia has been developing a new form of warfare inserting special forces, provoking, and slowly, deliberately escalating the conflict. Russian actions flout international law and the agreements that have assured stability in the post-cold war world. But warnings and sanctions have thus far failed. The Nato summit in Wales this week offers the best, and perhaps last, opportunity to halt aggression in Europe without major commitments of Nato forces. But to do so requires a deeper understanding of the situation and much more resolute allied action.
First, Vladimir Putins actions against Ukraine havent been provoked. They are part of a long-term plan to recreate a greater Russia by regaining control of Ukraine and other states in the near abroad. Russia is not going to admit that it has invaded because to do so might invite a stronger Nato response. But until Nato governments unambiguously label Russian actions aggression and invasion, they will have difficulty mustering support for the stronger actions that needs to be taken.

Good morning. Latest news today is the prisoner exchange:
Russian media reported that Ukraine has handed over ten captured Russian paratroopers and Russia has returned 63 Ukrainian soldiers who crossed into its territory last week.
The prisoners' exchange took place in the early hours of August 31. 
General Aleksei Ragozin, the deputy commander of the Russian paratroop forces said the paratroopers had been handed back after "very difficult" negotiations.
Russian NTV reported that the paratroopers handed back at the Nekhoteyevka border crossing were sent to Moscow for medical and psychological treatment.  
Ukraine said last week it had captured 10 Russian paratroopers and presented them to the press as evidence that the Russian military is fighting alongside pro-Moscow rebels in eastern Ukraine.
Russia said the paratroopers had mistakenly crossed an unmarked area of the border while on patrol.

Israel says it is appropriating 400 hectares of Palestinian land in the occupied West Bank, possibly one of the biggest property takeovers for the Jewish state in decades.   The Israeli military said it is declaring the land "state-owned" on orders from the country's political leaders, in response to the June killing of three Israeli teenagers who were kidnapped from a roadside near Bethlehem, in the southern area of the West Bank.  Israel has named three Palestinians from Hebron as the suspects in the killings that helped ignite the 50-day war with Hamas militants who control the Palestinian enclave of Gaza. The fighting was halted last week with an open-ended cease-fire, but the land appropriation drew an immediate rebuke from chief Palestinian negotiator Saeb Erakat. He called for diplomatic action against Israel, which he said is "committing various crimes against the Palestinian people and their occupied land." Israel could create a new city called Gevaot on the land. A current settlement there has only 10 families. A spokesman for the anti-settlement group Peace Now, Yariv Oppenheimer, said the settlement expansion will hurt the chances for further Israeli peace negotiations with Palestinian President Mahmoud Abbas. "This new declaration of expansion of settlement by the Israeli government is very significant. We don't remember such a big announcement in the last one or two decades," said Oppenheimer. "This is a stab in the back of Abbas and the moderate people in the Palestinian Authority. Instead of strengthening the Palestinian Authority versus Hamas, Israel is showing its harder side and actually in a unilateral move: expand settlement activity and destroy the chance for re-negotiation with the Palestinian Authority.'' Israeli Prime Minister Benjamin Netanyahu has been a staunch advocate for expansion of Israeli settlements in the West Bank, land that Israel captured during the Six-Day War in 1967. Israel often has drawn condemnation, though, for its settlement expansion, which most countries consider illegal under international law. About 550,000 Israelis live among 2.4 million Palestinians in the West Bank and occupied east Jerusalem.

Vladimir Putin has called on Kiev to enter discussions on "statehood" for the south-east regions of Ukraine a day after the EU gave Russia a week to de-escalate the situation in Ukraine or face further sanctions.
In excerpts of an interview with state television due to be broadcast on Sunday evening, the Russian president said talks between Ukrainian authorities and separatist leaders in the east should begin immediately and be about "not just technical issues but on the political organisation of society and statehood in south-eastern Ukraine".

To really combat terror, end support for Saudi Arabia

Ramped up rhetoric on security makes no sense so long as the west cosies up to dictatorships that support fundamentalism
The so-called war on terror is nearly 13 years old, but which rational human being will be cheering its success? Weve had crackdowns on civil liberties across the world, tabloid-fanned generalisations about Muslims and, of course, military interventions whose consequences have ranged from the disastrous to the catastrophic. And where have we ended up? Wars that Britons believe have made them less safe; jihadists too extreme even for al-Qaidas tastes running amok in Iraq and Syria; and nations like Libya succumbing to Islamist militias. There are failures, and then there are calamities.
But as the British government ramps up the terror alert to severe and yet more anti-terror legislation is proposed, some reflection after 13 years of disaster is surely needed. One element has been missing, and that is the wests relationship with Middle Eastern dictatorships that have played a pernicious role in the rise of Islamist fundamentalist terrorism. And no wonder: the west is militarily, economically and diplomatically allied with these often brutal regimes, and our media all too often reflects the foreign policy objectives of our governments.

TOO MANY Americans have been there: confronted on sidewalks, reaching for their wallets, only to learn that the thieves are most interested in their smartphones. Spending hundreds to replace these indispensable tools is bad enough. Worrying that criminals might have access to sensitive data is worse. Then there is the grating realization that some unscrupulous phone-buyer is walking around with your smartphone, purchased shadily with no questions asked.
California is now requiring phone makers to adopt technology that could end this scourge. The rest of the country should, too.
Smartphone theft nearly doubled last year, when 3.1 million were stolen, according to Consumer Reports. Major police departments report that as many as 40 percent of robberies involve small electronics. The attraction for petty thieves is strong because sophisticated devices can be wiped and resold, often abroad.
On Monday, California Gov. Jerry Brown (D) signed a bill that would require all smartphones sold in the state to come with a “kill switch,” starting next July. Victims could send a signal to their stolen phones that would wipe the data and prevent others from easily using the unit. Killed smartphones could be restored, but only by entering a password. This wouldn’t eliminate the possible usefulness of stolen smartphones to criminals with time and technical savvy, but it would take a lot more effort for crooks to profit from wide-scale theft.
Seems obvious to us, as it does to District Police Chief Cathy L. Lanier and a variety of law enforcement officials across the country. But the wireless industry has pressed back. Malicious hackers might find ways to flip kill switches without owners’ permission, they warn. Major smartphone players such as Apple and Google are getting the message and offering kill-switch-like features to their customers. Police are already reporting drops in the theft of Apple products. If that’s so, why not make kill switches standard?
California’s approach is particularly strong because it requires that the kill switch be primed and ready for activation when people buy their smartphones rather than relying on phone owners to set it up. That mandate will maximize the theft-deterrent value of the policy and save technologically ill-adept phone users a lot of trouble.
The industry also complains that it does not want to be required to comply with a patchwork of state security standards. We have an easy answer to that problem: Put in place a federal rule mirroring California’s that would apply everywhere.

Ukraine’s soldiers defend city of Mariupol amid fears of pro-Russian rebels

MARIUPOL, Ukraine — Soldiers fortified trenches and protesters formed a human chain Saturday to try to defend this strategic port city in southeastern Ukraine as fear spread that Russia would expand its incursion into its neighbor.
Military analysts think Mariupol could be a next target because it has access to the sea and also would provide a valuable land bridge to Crimea, the former autonomous Ukrainian territory annexed by Russia in March. Rebels supported by Russian soldiers, tanks and armored personnel vehicles seized control of the town of Novoazovsk — just 30 miles east of here — Thursday, according to Ukrainian military officials.
On Sunday morning, residents said the town had quieted, although it remains under insurgent control.
The West has grown increasingly alarmed by what it considers Russia’s brazen push into Ukraine. On Saturday, European Commission President José Manuel Barroso said the crisis in eastern Ukraine could soon near “a point of no return” and that Europe might impose new sanctions on Russia. Ukraine’s president, Petro Poroshenko, warned that the conflict could spread further into Europe. Russia denies it is sending military forces into Ukraine.
On Capitol Hill, Republican Sens. John McCain (Ariz.) and Lindsey O. Graham (S.C.) urged the administration to immediately supply weapons to Ukraine and to increase economic sanctions on Russia.

The capture of Novoazovsk could open a new front in the five-month-long Ukraine conflict, which until now has centered on the Donetsk and Luhansk regions, farther to the north. The small border town appears to be firmly in the hands of Russian-backed separatists, who flew flags of a new territory they are calling Novorussia. A spokesman for the rebels told the Associated Press on Friday that their plan was to push onward to Mariupol.
Fighting continued Saturday in other parts of eastern Ukraine. In Ilovaysk, a southeastern town that has been besieged by pro-Russian separatists, 28 of more than 200 Ukrainian soldiers trapped in the town managed to escape.
The Ukrainians returned 10 Russian paratroopers captured on its territory to Russia, and Russia handed over 63 Ukrainian soldiers who had crossed the border, a Russian military official in charge of the airborne forces told Russian media.
Ukraine trumpeted the capture of the paratroopers last Monday as proof that Russians were operating a “special mission” in Ukraine, while Russia claimed that they had only crossed by accident.
Although Mariupol was quiet Saturday, a Ukrainian military spokesman in Kiev showed reporters leaflets he said were being handed out in Novoazovsk offering money for information on Ukrainian troop movements and instructing locals on how to prepare for the arrival of “peacekeeping troops of the Russian Federation.” There was no confirmation of who had printed up the leaflets.
Ukrainian military spokesman Andriy Lysenko said that the army was ready to defend Mariupol, having organized round-the-clock patrols and reinforced entrances to the city. Hundreds of Ukrainian army troops were at posts around the city, according to Mariupol’s mayor, Yuriy Khotlubey.
Mariupol’s residents were preparing in their own way. Many had stocked up on bread and other provisions. There were long lines of cars exiting the city through checkpoints. Supplies of some medicines ran low. More than 800 basements and shelters had been designated for use in case of shelling, the mayor said.
The city gave free train tickets to refugees from other parts of the war-torn country so they could flee yet again — to safer areas.
On Saturday, protesters held hands and chanted “Putin’s head!” at a checkpoint on the eastern edge of Mariupol.
Other citizens chose to preserve their routines. Residents strolled in parks with their dogs and children on a cool end-of-summer day. Outdoor concerts, picnics and two weddings – the mayor noted – went on as scheduled. Occasional convoys of cars careened down the streets, their occupants honking and waving blue-and-yellow Ukrainian flags.
But the threat just up the road loomed large.
“We are living in this town as peaceful citizens, but we know the tanks are coming,” said Vladimir Marchenko, a sailor. “We don’t want to become part of another country.”
The residents, a mix of ethnic Russians, Ukrainians and Greeks, have endured considerable turmoil this year. After the country descended into civil conflict following mass protests against the country’s president earlier this year, pro-Russian separatists established a strong presence in the city from April 13 to May 9. Their tenure was capped by a firefight that killed nine at the police headquarters.
NATO officials and Ukraine’s government say that Russia has been sending military equipment and hundreds of soldiers into Ukraine to help the separatists. Russian officials have denied the charge — saying some Russians volunteered to assist the rebels, and some wandered into Ukraine by mistake.
Some residents of Mariupol say they would welcome Russian soldiers if their tanks rolled into Mariupol.
“If the Russians would come here there would be no war. No one would be killed. It would be like Crimea,” said Natalia Obolonskaya, a nurse. “I would feel better with the Russian army than the Ukrainians.”
Others who remembered life before Ukraine became independent in 1991, in the waning days of the Soviet Union, feel differently.
Ludmila Elagina, a retired engineer, volunteered to help dig trenches in the city this past week because she fears the return of a repressive regime.
“When we lived under the U.S.S.R., we felt we were being controlled,” she said. “We were told what to wear. We were told what to say. Independence was like a second life, the birth of something new. My wings spread and I started to remember poems I recited to my mother as a child. Now, I have poems of terror.”
The pressures of living in a politically divided city have taken their toll, and the anxiety has worsened in the last week, according to Ulyana Tokareva, the director of the city’s social services center.
“Their two main questions are, ‘What is happening, and what do I do next?’ People are panicking right now,” she said. “The panic is happening because people don’t know who to trust.”
At a modest brick building Saturday, groups of families who had fled the fighting in the rebel-controlled cities of Donetsk and Luhansk arrived, toting their possessions, to pick up free train tickets out of the city.
Ludmila Kosych, 55, who ran a small food store, fled with her family from the Donetsk region Aug. 20 after they witnessed continued horror: missile fire, dead children, an average of 10 funerals a day.
They thought they had reached a safe place in Mariupol. But now she said she was wrong.
“Imagine if a bomb is flying over there,” she said, gesturing to a nearby column of trees. “It explodes and by any piece of it you could be killed. You don’t know where it’s coming from, the Ukrainians or the rebels. It’s human, animal fear.”

President Obama needs to focus on how the United States can meet global challenges

PRESIDENT OBAMA’S acknowledgment that “we don’t have a strategy yet” in Syria understandably attracted the most attention after his perplexing meeting with reporters Thursday. But his restatement of the obvious was not the most dismaying aspect of his remarks. The president’s goal, to the extent he had one, seemed to be to tamp down all the assessments of gathering dangers that his own team had been issuing over the previous days.
This argument with his own administration is alarming on three levels.
The first has to do with simple competence. One can only imagine the whiplash that foreign leaders must be suffering. They heard U.S. Ambassador to the United Nations Samantha Power denounce Russia as “today . . . they open a new front . . . Russia’s force along the border is the largest it has been. . . the mask is coming off.” An hour later, Mr. Obama implicitly contradicted her: “I consider the actions that we’ve seen in the last week a continuation of what’s been taking place for months now . . . it’s not really a shift.”
Similarly, his senior advisers uniformly have warned of the unprecedented threat to America and Americans represented by Islamic extremists in Syria and Iraq. But Mr. Obama didn’t seem to agree. “Now, ISIL [the Islamic State of Iraq and the Levant] poses an immediate threat to the people of Iraq and to people throughout the region,” he said. “My priority at this point is to make sure that the gains that ISIL made in Iraq are rolled back.” Contrast that ambition with this vow from Secretary of State John F. Kerry: “And make no mistake: We will continue to confront ISIL wherever it tries to spread its despicable hatred. The world must know that the United States of America will never back down in the face of such evil.”
The discrepancies raise the question of whether Mr. Obama controls his own administration, but that’s not the most disturbing element. His advisers are only stating the obvious: Russia has invaded Ukraine. The Islamic State and the Americans it is training are a danger to the United States. When Attorney General Eric H. Holder Jr. says the threat they pose is “in some ways . . . more frightening than anything I think I’ve seen as attorney general,” it’s not because he is a warmonger or an alarmist. He’s describing the world as he sees it. When Mr. Obama refuses to acknowledge the reality, allies naturally wonder whether he will also refuse to respond to it.
Which is, in the end, the most disturbing aspect of Mr. Obama’s performance. Throughout his presidency, he has excelled at explaining what the United States cannot do and cannot afford, and his remarks Thursday were no exception. “Ukraine is not a member of NATO,” he said. “We don’t have those treaty obligations with Ukraine.” If Iraq doesn’t form an acceptable government, it’s “unrealistic” to think the United States can defeat the Islamic State.
Allies are vital; the United States overstretched in the Bush years; it can’t solve every problem. All true. But it’s also true that none of the basic challenges to world order can be met without U.S. leadership: not Russia’s aggression, not the Islamic State’s expansion, not Iran’s nuclear ambition nor China’s territorial bullying. Each demands a different policy response, with military action and deterrence only two tools in a basket that includes diplomatic and economic measures. It’s time Mr. Obama started emphasizing what the United States can do instead of what it cannot.

Пургин: Киев воспринимает только позицию силы

Успешное наступление ополченцев вынудило Киев согласиться на консультации трехсторонней контактной группы (Украина-Россия-ОБСЕ) с представителями Новороссии, заявил вице-премьер Донецкой народной республики Андрей Пургин. «Киев на сегодня, к сожалению, воспринимает только позицию силы», - заявил он. По его словам, позиции сторон остаются теми же, что были на первой встрече 31 июля, передает ИТАР-ТАСС. «Предыдущие консультации были по сути сорваны украинской стороной и ровным счетом ничего не дали», - утверждает Пургин. Первая встреча контактной группы была, по его мнению, использована Киевом как информационное прикрытие для принятия закона о введении в страну иностранного воинского контингента под предлогом защиты экспертов в зоне падения малайзийского Boeing. Пургин не ждет прорыва от новой встречи. «Точка отсчета не поменялась. Заседание контактной группы, которое ожидается в понедельник, - это только первый шаг в переговорах», - считает вице-премьер ДНР. - Каждая сторона представит тот список вопросов, о котором готова разговаривать».
Ранее о том, что заседание контактной группы по урегулированию ситуации на Украине пройдет в Минске 1 сентября, сообщил представитель МИД Белоруссии. Донецкую народную республику на встрече контактной группы будет представлять вице-премьер ДНР Андрей Пургин, украинскую сторону - экс-президент страны Леонид Кучма.
