Staunton, October 13 – Members of the Russian extreme right are taking part in the fighting in Ukraine on both sides, and they are returning from that conflict with increasingly radical notions of what they want and how they can use violence to take power, according to “Nezavisimaya gazeta.”
In a lead article today, the editors of the independent Moscow paper say that the Ukrainian war is having an enormous impact on Russian radical nationalists but add that the Russian authorities, besides being pleased that it has split the ranks of that trend, do not appear to be recognizing how dangerous this influence is (ng.ru/editorial/2014-10-13/2_red.html).
The Moscow media has focused on the role that Ukrainian nationalists are playing, but the more Russian outlets talk about “’Ukrainian fascism,’ the less attention we are devoting to Russian ‘national-patriotic’ organizations” which are spouting ideas that are at least as dangerous overall and more dangerous to Russia itself.
Russians do not think they need to worry about this because they “are accustomed to live with the conviction that [their] country, having paid such a terrible price for a victory over fascism, never will have to face this ideology in their own multi-national home.” But recent events, such as the trial of Nikita Voronov of BORN, show no basis for that “conviction.”
Moreover, the paper continues, the appearance of radical nationalists in Ukraine should be a wake-up call to Russians, given that there are clear connections between “present-day Ukrainian and Russian nationalists.” Unfortunately, it says, “it is easier to condemn this phenomenon than to study it,” although a great deal is known.
Two weeks ago, the Russian authorities for the first time brought charges of mercenary activity against a Russian national socialist named Roman Zheleznov, code named Zukhel, who fought in the Azov Battalion in Ukraine against Russian forces. The Russian reportedly said that he would return to the Russian Federation, “in a tank, in a convoy or as a corpse.”
Rightwing Russian nationalists among the young overwhelmingly “now support the Ukrainians and not the [Moscow-backed] Donetsk Peoples Republic,” according to Denis Tyukin, a member of the political council of the Russian national socialist movement. Some of them were even involved in the Maidan earlier, he says.
Unlike “moderately oppositional conservatives” in Russia who call for Great Power patriotism based in Orthodoxy, these “national revolutionaries are “inclined to paganism and to the eye of using force to struggle for power,” the lead article says.
Up to now, the paper says, the Russian authorities have been pleased by this split: it weakens a sector of opinion that could be a problem for them. But they do not seem to recognize the real problems that “a real war” in a neighboring country in which Russians “ever more often are participating” can have, especially when those participants “begin to return home.”
But those in government offices who should be paying attention to this aren’t. If something isn’t being reported on Moscow television, then as far as they appear to be concerned, “it doesn’t exist.”

The grandson of TH Huxley, an eminent Victorian scientist, and scion of a famous family of public intellectuals, Aldous Huxley was a precociously gifted young man who grew up on the fringes of the Bloomsbury set. America’s top military commander says Islamic State (IS) militants are adapting to a U.S.-led air campaign, making targets in Iraq and Syria harder for coalition forces to identify and eliminate. The chairman of the Joint Chiefs of Staff, General Martin Dempsey, spoke one day after U.S. Defense Secretary Chuck Hagel described the task of defeating the Islamic State group as “difficult” and “complicated.” Fierce fighting continues in the Syrian Kurdish town of Kobani, where militants posted video showing battles being waged street by street and house by house, trapping civilians and swelling the ranks of refugees. In Iraq, government troops continue to battle Sunni radicals outside Baghdad, where another wave of car bombs left a trail of human carnage. But U.S. military commanders note IS advances on Baghdad and Irbil have been halted, even as militants display new cunning in hiding their positions and movements in response to coalition air strikes. This, according to Dempsey, makes the job more difficult but not impossible to tackle. “The enemy adapts, and they will be harder to target. They know how to maneuver and to use populations and concealment. So, when we get a target, we will take it,” said Dempsey, speaking on ABC’s This Week program. During a visit to Chile, U.S. Defense Secretary Chuck Hagel acknowledged that it’s a dangerous endeavor but vowed that there will be no let-up in the coalition air campaign against IS, also known as ISIL. “The effort to degrade and eventually destroy ISIL is a long-term effort. This is difficult, it is complicated. It will require many factors: coalition partners, a strong, stable, united Iraqi government, strong Syrian opposition forces, and it is going to take a while. It is not going to be fast. It is not going to be easy,” said Hagel. A more dire assessment came from Republican Senator John McCain, who said Sunday the Islamic State “is winning.” General Dempsey said he still does not see a need for U.S. combat troops in Iraq, but could envision benefits of U.S. forces accompanying Iraqi troops in future high-intensity missions, such as to recapture the Islamic State-controlled city of Mosul.

Staunton, October 8 – The Russian Federation is seeking a revision in the international system but lacks the economic strength to be a new pillar, according to Fyodor Lyukanov. And as a result, Moscow will seek to make up for that shortcoming by sudden and dramatic foreign policy moves as it has been doing in Ukraine.
At a Moscow seminar entitled “Russia in a World Falling Apart: A Revisionist In Spite of Itself” and hosted by Yevgeny Yasin, the editor of Russia in World Politics argues that “an entire era is ending not only in Russian politics but more broadly” in the politics of the world since the end of the Cold War.
A century after the beginning of World War I, Lukyanov continues, events are showing that “the potential for conflicts, instability, and irrational actions” remains very much in play and tha the hopes expressed first by Mikhail Gorbachev and then by George H.W. Bush for a new world order after the Cold War have proven illusory.
What happened at the end of the Cold War and what is happening now, he says, has “not been the result of any plan. Rather, the course of events has defined behavior, and Russia inspire of itself has turned out to be at the center of events.”
The Cold War world was based on a balance of forces between two pillars, but in 1991, one of those “disappeared.” According to Lukyanov, the speed of the demise of the one was unprecedented. “Empires had disintegrated earlier, geopolitical structures had changed their status, but such a sharp fall had not occurred.”
And that experience, he says, has defined the subsequent behavior of Russia. Under Yeltsin, Moscow sought inclusion in “a certain community of influential countries under any conditions that might be possible. But that raises the question: was there really a status quo into which Russia could integrate itself?
The West assumed that it existed because it had won the Cold War, but these new arrangements were never codified in any international agreement, Lukyanov says. And with time, people in both Russia and the West began to ask whether in fact such a new world order existed or could exist.
“Even in the period of Kozyrev’s diplomacy, Russia never was completely in solidarity with the approaches of the West,” the Moscow analyst says. The Russian seizure of the Prishtina airport shows that. “From a strategic point of view, this was a senseless action because Russian then voluntarily left the airport, then Kosovo, and then Bosnia.”
“But it was necessary to show that we were not in agreement” with what the West was doing, Lukyanov says.
Russia “was not satisfied with the status” the West had left to it, but the West in almost all cases “started from the proposition that it had won the cold war” and that there could not be any questions or demands from Russia about what it was doing. But it quickly became obvious that “the mono-centric world system did not work,” even when Russia was trying to join it.
Over the last four or five years, the post-Cold War system clearly broke down because “players began to appear on the world stage who conducted themselves differently than others expected.” These included Turkey, and they included Ukraine and Russia. That encouraged those in Russia “who asserted that no world order had arisen” and that “we are not tied to it.”
What will happen next, he says, is “difficult to predict.” Russia has broken with the expectations of others and gone for broke, “not very conscientiously but more in a reactive way.” In early 2014, “no one in the Kremlin or in the White House could have predicted such developments.”
Whatever world order there was is now in a shambles, and a new one is going to have to be constructed, “but everyone understands that Russia does not have the necessary economic potential to fill this role.”
“A return to the former model is impossible but at the same time there does not exist any alternative plan,” he argues. “Russia is acting as a revisionist, that is, as a supporter of the review of that order in which it itself does not believe.” But it is an open question how the West will react to this revisionism.
Lukyanov concludes by saying that he belives “the key lies in the economic sphere.” Russia lacks the economic potential to be the pillar of a new system on its own. Its “economic weakness” can be compensated for a time by “harsh and sharp steps in the political sphere,” but ultimately, it will require an alliance with a stronger partner.
That could be China together with other countries “who are not completely satisfied with the current system,” or it could be a new agreement with the West. But “even if Russia should want that, the question remains as to whether the Europeans and the Americans would agree to that.”
As a result, Lukyanov says, “the next period will be for us extremely stormy and risky,” one lacking in clear guide posts and driven at least in part by slogans rather than carefully articulated policies.

Staunton, October 8 – The skinhead phenomenon in Russia had been in decline in recent years because of the actions of law enforcement agencies, but now, in large part thanks to the return of many young Russian nationalists from fighting in the Donbas, a resurgence of skinhead activity in Russia is “inevitable,” according to a SOVA expert.
Natalya Yudina, an expert at that center which tracks extremist groups, says that up to a few years ago, such extremist groups were active in many Russian cities and felt themselves “secure,” but that had begun to change as law enforcement agencies arrested some of the more prominent leaders.
But now these groups are re-emerging, in part because no one in the schools or elsewhere is paying attention to questions of promoting tolerance and because so many young Russian radicals have gone to fight in Ukraine on the side of the pro-Moscow forces in the Donbas and are now returning home.
That makes “the future growth in the activity of Russian skinheads inevitable,” she says, and may mean that they will be both more widespread and more violent than they were in the past given their numbers and their experiences with the use of military equipment in Donetsk and Luhansk.
Yudina’s comments came in response to the opening of a trial in Yekaterinburg of members of the Volksturm group, a collection of twelve young people who have terrorized the non-Slavic population of the Sverdlovsk Region for the last eight years.

Staunton, October 9 In the 1990s, Islamic missionaries from the Middle East and South Asia were the primary source of the spread of radicalism in the Muslim community of the Russian Federation, but now, a Moscow prosecutor says, the role of Muslims from Russia who study abroad and then return is much more important.
Viktor Grin, Russia’s procurator general, made that and other statements in the course of a speech last week to a joint meeting of legislators from the Federal Assembly and the Federation Council for Inter-Ethnic Relations and Interaction with Religious Organizations.
One reason that as many as “several thousand Russian citizens” according to Interior Ministry and FSB data have studied or are now studying in Islamic universities and madrassahs abroad is that the corresponding institutions inside Russia can’t compete. They don’t have the resources either from private contributions or from state support.
“Analysis shows that these individuals not infrequently become not only active ideologues of religious extremism but also bring their radical teachings” back to Russia even though their ideas “are not characteristic for our country.” This has become, he said, “an additional factor generating inter-ethnic tension.”
Grin said that this trend makes it imperative to consider how to improve domestic Islamic education and how to regulate the flow of students abroad and the movement of migrants from southern parts of Russia and neighboring countries in Central Asia and the Caucasus into central Russian cities where they spark tensions with the indigenous population.
Grin’s remarks suggest that Moscow may be considering imposing severe restrictions on Muslims who want to study in Islamic educational institutions abroad much as Tajikistan, Turkmenistan, and several other Muslim-majority post-Soviet states have done. But it is not clear whether at least in the short term that will work any better in Russia than it has elsewhere.
The numbers of Muslims who have received training abroad is now sufficiently large, far more than Grin acknowledged this week, that such people are likely to continue to play a major role in many parishes — especially those in major cities where the Russian authorities continue to refuse to allow new mosques to open and thus drive them underground.

Staunton, October 11 – Yesterday, the Ukrainian Orthodox Church of the Kyiv Patriarchate said that Russian special services are planning provocations against that denomination on October 14th, a reminder if one is need that Vladimir Putin is following the Soviet provocation model first developed by Cheka founder Felix Dzerzhinsky.
On its website, the Kyiv church said that “Under the disguise of Ukrainian nationalists and Kyivan Patriarchate supporters, provocateurs are planning attacks on the Kyivan Pecherska Lavra and churches of the Moscow Patriarchate. We are receiving information from many regions in Ukraine concerning the spread of flyers pretending to be from Ukrainian patriots and members of the Kyivan Patriarchate. These flyers call for physical attacks on the spiritual leadership of the Moscow Patriarchate and the takeover of their churches on October 14. Since 1917, Soviet and now Russian intelligence officials have specialized in provocations, posing as supporters of the most anti-Soviet and anti-Russian groups and thus recruiting and ultimately discrediting the latter by prompting them to make statements or take actions that undermine their standing with their traditional supporters.
Russian intelligence services have been using this strategy for some time in Ukraine, sending in people who pose as the most anti-Kremlin activists imaginable, encouraging them to issue statements or take actions that discredit Ukraine, and then sitting back as other Ukrainians and more important media in other countries blame Ukrainians for what the Russians are doing.
This strategy has the additional virtue, from Moscow’s point of view, in that when it fails and when the provocateurs are exposed as tools of the Kremlin, that works to Russia’s advantage as well: it discredits those who went along with these actions, and it disorders those who are genuinely opposed to Russia’s plans.
But if such provocations are still successful, they are nothing new. The classical model for such intelligence actions is the Trust, a Cheka-organized group inside Soviet Russia that presented itself to leaders of the anti-Bolshevik White Movement in emigration as the nucleus of an anti-Bolshevik force within Russia.
That group attracted many in the White Movement to its side, allowed Moscow to penetrate and disorder the Russian emigration, and finally, when the Trust was exposed as a Soviet operation in 1927, wreck the reputations of all involved in the West by suggesting that they were involved in terrorism.
