            Staunton, November 21 – Sergey Aksyonov, head of the Russian occupation administration in Crimea, says that the international community will recognize Crimea as part of the Russian Federation after US President Barack Obama leaves office, a statement that underscores the need for a formal non-recognition policy on the part of Western governments.

                An important step was taken in that direction when the Committee on Foreign Affairs yesterday unanimously passed HR 5121, “The Crimea Annexation Non-Recognition Act” (gpo.gov/fdsys/pkg/BILLS-113hr5241ih/pdf/BILLS-113hr5241ih.pdf).  Drafted by Representatives Gerald E. Connolly (D-VA)   and Steve Chabot (R-OH), the measure prohibits US federal agencies from “taking any action that recognizes or implies recognition of the sovereignty of the Russian Federation over Crimea, its airspace, or its territorial waters.”

Modeled on US non-recognition policy regarding the Soviet occupation of Estonia, Latvia and Lithuania and based on the Stimson Doctrine holds that the United States will never recognize any territorial changes achieved by force alone, this measure provides a direction for other countries in the West to follow.

 Just as Baltic non-recognition policy underlined the illegitimacy of Soviet occupation of the Baltic countries and encouraged their peoples to believe that they would one day recover de facto their status as independent states which they did in 1991, so too the new law, if passed, could have the same effect for Crimea.

In his TASS interview, Aksyonov also said that “all the anti-Russian policy of the last two or three years” will disappear with Obama’s exit from office, something he said could be accelerated by the organization of Russian compatriots in the US. He urged that Russia’s oligarchs should create a foundation to organize movements among them. 

M.N. comments: I have to note, with the great regret, sorrow and alarm that the "Fifth Column" of a certain part of Russian emigres (most definitely, not a large part - this is a very heterogeneous group of course, but I doubt that we know with certainty, how large and how hostile this part is and what its tasks or assignments are) does exist and might get more active, depending on circumstances, as the quote above suggests. What is certain, however is that Russian emigres in the USA and other places in general, and this mentioned above part of them in particular, are the object and the target of the Putin's propaganda and recruitment machines. This is not a reason for some hysterical or senseless witch-hunts, of course, but for some common sense and basic vigilance.

"For the first time since the collapse of the Soviet Union, the Russian diaspora is no longer viewed as necessarily anti-Communist or hostile to the Kremlin. Moscow now actively seeks to curry favor with its emigrants and make them its emissaries. Using its embassies, government websites, and a network of establishments that promote Russian language and culture, its efforts to use public diplomacy to bring the Russian diaspora back into the Russian world are growing. Intelligence experts indicate, however, that since the days of the USSR, such efforts have been closely linked to Russia’s intelligence activities, including talent-spotting, recruitment, and operations of human intelligence (HUMINT) assets.
Some Western analysts point out that even the Russian Orthodox Church is being used as cover for funneling extensive government funds to and garnering influence with the diaspora. Church leaders are encouraging expatriate Russians to “act” more Russian while living abroad and discouraging them from adopting the cultural mores, language, and political beliefs of their host countries.[48] Metropolitan Kirill, the current patriarch of the Russian Orthodox Church, stated in 2006 that Russians all over the world “should oppose Western civilization in its assertion of the universality of the Western tradition.”[49] During the Soviet era, the leaders of the Russian Orthodox Church were especially active abroad and often acted as agents and officers of the First Chief Directorate, the foreign operations arm of the KGB.[50]
Russia is also monitoring and manipulating its domestic social media. The government leadership understands that social networking is one of the freest modes of exchange between Russians and the outside world, and it does not want to lose control of the message that Russia is a great power. Organizations that track global Internet freedom have documented growing intimidation from Moscow of those who are critical of the Kremlin online.[51]
Without a strategy to counteract this increasingly aggressive campaign to win hearts and minds, the United States will continue to find its own messages poorly received by Russians and its interests undermined."
