Ukrainian Forces Prepare to Defend Mariupol

Shelling continues on the outskirts of Mariupol, in southeast Ukraine, as Russia-backed rebels have gradually advanced from the northeast on the strategic port city.  Ukrainian troops posted at checkpoints say they are prepared to defend the city, but could use more support.  While in the city center, joint patrols and “anti-violator” drills are conducted to prepare to deal with any potential civil unrest.   Ukrainian forces in military fatigues point Kalashnikov rifles at a group of masked men kneeling on the ground in front of the shuttered remains of Mariupol's City Council building.  It was attacked and set on fire in May when Ukrainian forces took back the city from Russia-backed rebels after weeks of occupation. The simulated perpetrators are quickly walked at gunpoint to a waiting military van parked near armored personnel carriers with mounted machine guns. Suddenly, a Ukrainian TV reporter lunges her microphone at a masked captive and asks him, “How does it feel to be a separatist?”  The media covering the training drill, and even the armed men participating, let off a simultaneous giggle.  The exercise is no laughing matter for the head of public relations for Ukraine's military forces in Mariupol, Colonel Yuri Piskun. "This event is not just for scaring people, but for training to keep the city calm and safe," he said. Locals tell VOA the security situation in the city has deteriorated since the rebels launched attacks from the east to try to re-take the Black Sea port. Piskun says the police in Mariupol are doing a lot of work, and the new head of police for the Donetsk region has increased their numbers.   "They had four patrols and now they have six and from tomorrow they should have nine.  They are joint patrols with representatives of the military forces of Ukraine, the interior ministry, and vigilante groups from the self-defense forces of Mariupol," he said. Those forces have been fighting for months to hold off rebels on the outskirts of the city where shelling and gunfire are heard daily. Northeast of Mariupol, a village next to a checkpoint is completely abandoned and looks like a wild west ghost town.  A VOA reporter in September traveled several kilometers further down the road.  But as heavy shelling booms in the distance, a Ukrainian soldier says rebel tanks, which he calls “Russian tanks,” are now just two hills over. Ukrainian and Western officials say fresh Russian weapons and soldiers crossed the border this month in what could be preparations for an attack.  Moscow has always denied supplying the rebels and says Russian soldiers in Ukraine are volunteers. But a press officer for Ukraine's “Anti-Terrorism Operation” in Mariupol, Dmitry Gorbunov, remains optimistic. "They are strengthening their forces every day.  If the rebels decide to attack, he says, they will be less and less successful," he said. "The Ukrainian forces have rotations of their troops and there are new ones on the way.  They have all kinds of troops here, including representatives of elite forces, regulars, navy, and engineering." An 18-year-old Ukrainian private, who asks to be called by his military nick-name “Lama”, is the only soldier from Mariupol stationed at a second-line checkpoint.  He acknowledges they have problems with locals supporting rebels who oppose the pro-Western government in Kyiv. He says he never thought when he celebrated his 18th birthday he would get a flak jacket as a present.  He thought he would graduate from a technical school and enter the University.  Now, he says, he has to stand here because there are really very few of them. At a checkpoint east of the city troops are better equipped, nearby fields are zigzagged with fresh trenches, and video taping is not allowed.  Traffic that two months ago flowed to and from rebel-held territory has been stopped.   A Ukrainian soldier tells VOA a barrier blocking the road was set up after a car bomb exploded at the checkpoint and killed several people. Despite a shaky cease-fire agreed to in September, many expect the rebels to try to take Mariupol.  It is the only sea port for exporting raw materials produced in territory they control in Ukraine's east.  It would also further expand a land bridge from Russia to Crimea, the Black Sea peninsula the Kremlin annexed from Ukraine in March. Hundreds of thousands of people have fled fighting in the east to more peaceful parts of Ukraine or across the border into Russia.  More than 4,000 have been killed since clashes broke out in April when armed rebels seized government buildings and declared independent republics.

UN: Rights Abuses on Rise in War-torn E. Ukraine

A new United Nations report found the presence of large numbers of sophisticated weapons as well as foreign fighters, including Russian soldiers, have led to a worsening of the human rights situation in eastern Ukraine. The report issued by the Office of the U.N. High Commissioner for Human Rights said serious human rights violations persist in eastern Ukraine despite a tenuous cease-fire between the government and rebels. This seventh U.N. monthly report on Ukraine shows the situation in the rebel-controlled areas of eastern Ukraine has worsened. The report said more than 4,300 people were killed and more than 9,900 wounded in the conflict-affected areas from mid-April to November 18. Death toll rising According to the U.N., an average of 13 people have been killed every day since the government and rebels reached agreement on a cease-fire in early September. The report said this number indicates that the death toll, which had been falling, is again on the rise. U.N. monitors also report the number of internally displaced people has sharply increased to nearly 467,000, including 19,000 from Crimea. The monitors noted almost a half-million other people have fled to Russia. Gianni Magazzeni, the chief of the Americas, Europe and Central Asia Branch of the U.N. Human Rights Office, said parallel governance systems have emerged in the self-proclaimed republics of Donetsk and Luhansk.  Magazzeni said there has been a total breakdown in the rule of law in these territories. And the influx of sophisticated weaponry and foreign fighters into the region has a bearing on the deterioration of human rights, he said. “We have also increasing reports of torture, arbitrary detention, summary execution, forced labor, sexual violence, including some very graphic descriptions of individuals that were held by the armed groups and have been able to talk in freedom with our monitoring missions and have revealed very, very disturbing details of their situations and conditions of detention," Magazzeni said. He said U.N. monitors have also received reports on the use of cluster munitions in both urban and rural areas. Magazzeni said it is important that an urgent and thorough investigation into these disturbing reports takes place. “Clearly, if it was proven as a fact that cluster munitions have been used, that may amount to war crimes," he said. "So, that is another clear element because of the wide radius, because of their indiscriminate impact, especially if used in a highly populated area.” The report also documents human rights violations committed by Ukrainian security forces, but it notes these pale in comparison to the widespread and serious violations being committed by the rebels in eastern Ukraine. Abuses in Crimea U.N. monitors said the human rights situation in Crimea has seriously deteriorated since Russia annexed the peninsula from Ukraine in March.  It said minority and indigenous groups, the Crimean Tartars in particular, are most vulnerable to abuse. The report documents a growing number of disappearances and deaths, which have not been investigated.  It also accused the so-called authorities in Crimea of conducting raids on private homes and other facilities, actively searching for weapons and religious literature. It said these raids overwhelmingly target Crimean Tartar properties.

Pro-Moscow Separatists Face Health Crisis

Ukraine’s government is threatening to stop funding hospitals and medical services in areas in the east of the country controlled by Moscow-backed separatists. This is leaving the insurgents scrambling to make up for the shortfall amid signs that some locals want a return to normal. The health minister of the self-proclaimed Donetsk People’s Republic, kidney specialist Victor Kuchkovoy, arguably holds much of the fate of the pro-Moscow insurrection in his hands. De-funding hospitals, doctors The Ukraine government now says it will stop funding hospitals and doctors in rebel-held areas in the east. And if the Russian-backed insurgents fail to keep medical services going as well as other public services to be defunded, they risk a popular backlash from residents in the Donbas region, exactly what Kyiv hopes will happen. The health minister says the rebels have been getting ready for the cutoff and are trying to maximize their resources. He says they monitor the 193 medical facilities under their control and direct humanitarian aid received mainly from Russia to where it is most needed. They have 15,000 patients already and have the capacity to cope with up to 20,000. Even before the defunding announcement by Kyiv over the weekend, the Ukrainian government had been reducing support for the east, the health minister says. Many doctors and nurses in the rebel-held areas have not been paid for months and central government funding wasn’t consistent, impacting treatment for patients suffering from cancer, tuberculosis and AIDS. Resident protests This week there were signs that some of the residents of the Donbas are getting frustrated with the standoff between the separatists and Kyiv. Small anti-separatist protests mounted mainly by women and pensioners have been appearing. The so-called “hunger protests” are mainly springing up in the smaller towns. In Sverdlovsk on Monday about 2,000 people participated in an anti-separatist protest and held up pro-Ukraine banners. They demanded Russian troops - the fighters say they are “volunteers” - to leave the town. Ukraine’s Prime Minister Arseniy Yatsenyuk defended the Ukraine government’s decision Wednesday to cut funding of public services. In a post on his Facebook page, he argued Russia was to blame for any suffering because of its fomenting of the insurrection that began shortly after the ouster in the winter of pro-Moscow President Viktor Yanukovych. “The Kremlin is responsible for the humanitarian disaster which is threatening to come to the Donetsk and Luhansk regions. As soon as the Russian troops leave the Ukrainian territory - normal life will return to the Donbas,” he wrote. More than 4,000 people have died in the conflict in eastern Ukraine, according to the United Nations. More than 10,000 have been wounded. It is unclear if the rebels, who in Donetsk seem better organized than in neighboring Luhansk, have the capacity to cope with the humanitarian challenges in the coming weeks. Queueing for a food handout at an aid center funded by a local business oligarch, Yulia, 40, complains that the aid banks run by separatists in Donetsk aren’t good and give out less food.

Putin Proposing Molotov-Ribbentrop-Style Grand Bargain To West, Illarionov Says

Staunton, November 13 – Vladimir Putin is proposing the kind of grand bargain to Barack Obama that Hitler proposed to Neville Chamberlain and then to Joseph Stalin, in which the West would accept Russia’s annexation of Crimea in exchange for Moscow’s cooperation on Iran, according to Andrey Illarionov.
Chamberlain rejected that bargain but Stalin did not. The Soviet leader’s agreement took the form of the Molotov-Ribbentrop pact. But despite what Hitler promised that did not end his demands, lead to peace in Europe or keep the German fuehrer from turning on his Soviet accomplice.
And that pattern, Illarionov suggests, is something Obama and other Western leaders should keep in mind if they are offered the kind of “bargain” Putin is presenting because it will not lead to
peace but only to shame now and war later, to use Churchill’s classic phrase.
Even as Moscow hopes to provoke Ukraine into
taking military actions that will allow Russia to accuse Kyiv of having broken the ceasefire, the Kremlin is working on broader plans, using its aggression in Ukraine as the basis for getting those it still calls its Western “partners” to sacrifice Ukraine in the name of some larger agreement.
As Illarionov points out, the exact shape and dimensions of this proposal are still not clear.Roger Cohen of the New York Times suggests it will take the form of “an exchange of Ukraine for Iran.” Aleksandr Lebedev and Vladislav Inozemtsev say it involves the exchange of Western recognition of the Crimean Anschluss for an end to Russian aggression in Ukraine.
Sergey Markov, who yesterday underscored just how close Putin’s diplomacy reflects that of Hitler by talking about the notion that the Baltic countries would not remain independent in the event of a major war, said that Moscow would agree to the territorial integrity of Ukraine as it existed before April 2014 in exchange for federalization of Ukraine and making Russian a state language of that country.
But Illarionov argues that “Putin’s strategic desires are much more ambitious” and include Western recognition of a privileged position for Russia “at a minimum” over “the entire post-Soviet space,” something that would mean that the West would agree implicitly if not explicitly not to take any measures to defend the countries in it against Russia.
Kazakhstan President Nursultan Nazarbayev certainly feels that such an offer may be on the table, Illarionov continues. In an unusual speech to his countrymen this week, he spoke of his “foreboding” about the approach of “global tests” in the course of which “will be changed the present architecture of the world” and in which “not all states will survive.”
If Obama and other Western leaders don’t agree to his outrageous demands, of course, Putin and his regime will accuse them of rejecting
their “proposals” that should not have been rejected because they would mean peace in our time and lead to the solution of other international problems the West is concerned about.
The Kremlin leader will then launch an even broader campaign against Ukraine before stopping and renewing his call for a grand bargain. In short, Illarionov says, those who think they can dissuade Putin by such an accord do not understand him or the nature of his regime. He will see any such agreement as an indication of weakness and simply up the ante in the next round.
That is what Hitler did in the late 1930s; Putin must not have the chance to do it now.

Russia: US Arms Supplies to Ukraine Would Destabilize Situation

Russia said on Thursday that the United States providing weapons to Ukraine’s government to fight separatists in the country’s east would have a “serious destabilizing” effect and would be in violation of a number of agreements. The statement by Foreign Ministry Spokesman Alexander Lukashevich comes a day after a ranking U.S. official suggested Washington should consider offering lethal assistance to Ukraine, in addition to the non-lethal aid it is already providing. “If there is a change of policy [of providing only non-lethal assistance to Ukraine], then we can speak of a serious destabilizing factor that can seriously impact the balance of forces in this region,” Lukashevich told a news conference in Moscow. Speaking before lawmakers Wednesday, U.S. Deputy National Security Adviser Tony Blinken said that arming Ukraine's military could force Russia to rethink its role in the conflict gripping eastern Ukraine. Blinken’s statement came during Senate hearings on his confirmation as deputy secretary of state. Lukashevich, who spoke ahead of U.S. Vice President Joe Biden’s planned arrival in Kyiv for talks with Ukrainian officials, cautioned against “a major change in policy of the [U.S.] administration in regard to the conflict” in Ukraine. “That [would be] a direct violation of agreements reached, including [agreements reached] with the participation of the United States,” he said. Biden is due to arrive in Kyiv Thursday evening. Lawmakers in both houses of Congress have signaled support for lethal aid to Ukraine but the Obama administration has so far stopped short of providing such assistance. The Kyiv government and a host of Western nations have accused Moscow of fueling the separatist conflict in east Ukraine by directly supporting rebels with manpower and arms, including heavy weapons. The Kremlin has repeatedly denied direct involvement, and says Russian soldiers who might be fighting alongside rebels in east Ukraine are doing so of their own volition and on their own time. The United Nations puts the conflict’s death toll at above 4,300, with nearly ten thousand wounded. Some material for this report came from Reuters.

Russians have a long history of telling anecdotes about their leaders – jokes allow for deniability – and this humor has not always cost those in charge their positions even if it has invariably undermined their reputations.
Now, it appears, Russians are beginning to laugh not with but at Putin and his policies, often in ways that recall their response to Brezhnev. That can hardly be something the Kremlin leader welcomes. Russian human rights activist Elena Vasilyeva has posted some of these jokes on her Facebook page.
Among them are the following:
  • A man comes into a drug store and says he isn’t feeling well. The druggist asks if he has a prescription. The man replies, “Isn’t a Russian passport enough?”
  • One Russian says he has watched “Planet of the Apes. The Revolution.” Another replies that he has listened to Putin’s latest speech.
  • A Russian is asked to name the Russian product which enjoys the greatest demand in the population. His response: Putin’s lies. “Why not vodka?” he is asked. To which the first responds: “Because the number of consumers of vodka is much smaller.”
  • Putin says that the Russian army will be supplied with the most advanced offensive and defensive arms. A Russian replies that this means he is again going to use women and children “behind the backs of whom will be concealed polite ‘little green men.’”
  • Putin decides that he will in no case fall behind the leaders of Western countries. When they introduce sanctions against Russia, Putin does the same, not only imposing sanctions but also imposing them against Russia.
  • Asked whether he plans to put up the iron curtain again, Putin replies that no, he will only use barbed wire this time around.
  • Putin acknowledges that the ruble of Russians has fallen but points out that Russians have risen from their knees.
  • The Russian Federal Service for Narcotics Control comes out against the legalization of drugs in Russia. Their reason? “Putin and Moscow television are more than sufficient.”
  • Given the number of airline accidents with which Russia is involved, it appears that Putin served not in the KGB but in the Anti-Aircraft Forces.
  • Two prisoners are talking. One asks “For what were you convicted?” The other says he created a comic strip showing that President Putin is an idiot. Under what paragraph of the law were you sentenced, the first asks, hooliganism or extremism? The second replies: no, not either of these, rather for revealing a state secret.
  • After Moscow occupies Crimea, Yanukovich asks Putin whether he can go to Foros and be the lawful president there. Putin replies: “No, you are only a lawful president in Rostov.”
  • When Putin is flying away from Brisbane, his press secretary finds him in tears. Peskov says he shouldn’t be upset by what the G-20 leaders said. To which Putin replies, “But I cannot forget that koala and how he embraced me!”
In thinking about these and other new Russian jokes, many of which of course are recycled from Soviet times, one should remember the Polish observation about such humor: When times are bad, Poles say, people tell political jokes. When they get worse, people stop.
