Over the past two weeks, President Obama and Republicans in Congress have taken their conflicts to another level. I’m not here to apportion blame, but it would be nice if, in the future, we evaluated presidential candidates on the basis of whether they are skilled at the art of collaboration.
When you look at other sectors of society, you see leaders who are geniuses at this. You can spot the collaborative leader because he’s rejected the heroic, solitary model of leadership. He doesn’t try to dominate his organization as its all-seeing visionary, leading idea generator and controlling intelligence.
Instead, he sees himself as a stage setter, as a person who makes it possible for the creativity in his organization to play itself out. The collaborative leader lessens the power distance between himself and everybody else. He believes that problems are too complex for one brain, but if he can create the right context and nudge a group process along, the team will come up with solutions.
Collaborative political leaders would look very different than the ones we’re used to. In the first place, they would do what they could to create a culture of cooperation, not competition. They’d evoke our shared national consciousness more than our partisan consciousness. They’d take the political people out of the policy meetings. Except in high campaign season, they’d reduce the moronically partisan tit-for-tat, which is the pointless fare of daily press briefings.
Second, a collaborative president would draw up what Jeffrey Walker, vice chairman of the MDG Health Alliance and co-author of “The Generosity Network,” calls Key Influencer Maps. This leader would acknowledge that we live in a system in which a proliferating number of groups have veto power over legislation. He would gather influencers into informal policy-making teams as each initiative was executed.
Third, a collaborative president would offer specific goals to each team, but he would not come up with clear visions. He might say the goal of the education team, say, was to reduce high school dropouts by 10 percent. But he would not tell the team how to get there.
Fourth, a collaborative president would see herself as an honest broker above policy-making process, not as a gladiator in it. In an essay posted on LinkedIn, Walker argues that collaborative organizations usually need a person at the top who “is widely trusted and capable of rallying the interested parties behind the unified effort.” To be an honest broker, a collaborative president would have to repress some of her own ideas in order to serve as referee, guide and nudge for the people she gathered.
Fifth, a collaborative president would tolerate mess. She would acknowledge that if you don’t give midlevel people the freedom to roam, you won’t attract creative people to those jobs. If you adopt a highly prescriptive set of workplace rules, then nobody can do anything bold.
So what if there are leaks to the press, and the policy process becomes semipublic? That’s a price worth paying in order to harvest diverse viewpoints and the fruits of creative disagreements.
Sixth, a collaborative leader embraces an oppositional mind-set. As Linda A. Hill and others argue in a Harvard Business Review essay called “Collective Genius,” successful collaborative groups resist tepid compromises; instead, they combine things that were once seen as mutually exclusive. A collaborative president might jam a mostly Democratic idea, federally financed preschool, and a mostly Republican idea, charter schools, into one proposal.
Seventh, a collaborative president would create a culture in which relationships are more important than one person’s touchy pride. There are going to be people who take cheap shots. The collaborative leader would swallow indignation and be tolerant of error in order to preserve relationships. She would have a merciful sense that every successful working bond is going to require moments of forgiveness.
The collaborative leader is willing to step back from the war posture of politics and be vulnerable. Trust is built when one leader is vulnerable to another and the opposing leader doesn’t take advantage of it to enhance his own power. Then that opposing leader is vulnerable back and the favor is returned. The collaborative leader understands the paradox; you have to take off the armor to build strong bonds.
Finally, the collaborative leader would exile those who consistently refuse to play by the rules. Psychologist David Rand of Yale finds that cooperation exists when people internalize small cooperative habits as their default response to situations. It only takes a few selfish and solitary grandstanders to undermine a culture of trust. Successful leaders have the guts marginalize radicals and nihilists who refuse to play by the rules of the institution (this would be helpful to leaders on Capitol Hill).
We can all think of technocratic reforms to make Washington work better. But, ultimately, it takes a different leadership model and a renewed appreciation for the art of collaboration.

Couch is a series about psychotherapy.
When Julia first appeared in my office, she was approaching her 35th birthday. She had resolved it would be her last.
A hard-working surgeon at a nearby hospital, Julia endured a monastic, grueling existence even in the best of times. Then a deep depression struck. Soon it had shut out all remnants of pleasure, robbing her nights of sleep and locking her features into a mask of anguish. She began to think about suicide. Finally, a colleague of hers insisted she seek help.
From the start of therapy, and despite her weariness, Julia mustered the determination to protest what she called the “rules of therapy” — especially the notion that I would not disclose personal information about myself during her treatment. She’d manage a faint, defiant smile and rattle off interrogations: “Don’t you get bored listening to us mental patients?” “You’re holding your head in your hand — do you have a headache?” “Do you have children? How many?”
She hadn’t learned this rule from me. She came to treatment under the assumption I would adhere to it. This was understandable; the caricature of the infuriating Freudian analyst, stroking his beard and deflecting the patient’s question with another question (“And how do you feel about that?”), pervades popular culture.
And in fact, the rule originated with Freud. In a 1912 paper, he advised doctors practicing psychoanalysis that the physician “should be opaque to his patients, and, like a mirror, show them nothing but what is shown to him.”
In psychoanalysis, there is a specific rationale for this rule. The theory holds that patients tend to re-enact with therapists the relationships they had with their parents. This is called transference. By paying careful attention to this unfolding drama — as it plays out, right there in the office — the therapist and patient can uncover and resolve childhood conflicts. If a therapist interjects information about herself, she clouds the mirror and compromises the process.
But I’m not a psychoanalyst. I’m a psychiatrist, a medical doctor who treats mental illness with both medication and psychotherapy. And Julia had a biological illness — major depressive disorder — that required in part a biological treatment. Freud’s dictum was not necessarily central to my work with her.
Yet she doggedly tried to wrest confidences from me. Why?
Julia agreed to take antidepressant medication, which reduced her most immobilizing symptoms. Yet sitting in my office, wrapped in an afghan I had there for warmth, she looked like a sad and lonely waif. What was the origin of her melancholy? Unless we could better understand it, it would probably continue to predispose her to severe depressive episodes. So we embarked on more intensive psychotherapy.
Here, Julia’s instincts about my willingness to talk about myself were partially correct. I’m not doctrinaire, but neither am I one to divulge much about my private life.
Even if you’re not a classical Freudian analyst, there are good reasons for a therapist to adopt a posture of neutrality. For one thing, patients need to be free to take the discussion anywhere, including uncomfortable or taboo territories. If therapy were reciprocal, therapists might close off avenues of conversation that they themselves might want to avoid.
So I tended to be my usual “therapist self” with Julia: attentive, open and, I hoped, warm — yet neutral and withholding when it came to my own life. But the more I withheld from her, the harder she pressed me to open up. It was impossible not to wonder what lay behind her insistence.
Julia looked to the outside world like the very picture of competence. Her voice had a lovely composed timbre that seemed to be saying, “I’ll handle this.” And people routinely accepted this implicit offer. She was the solution to everyone’s problem.
But I quickly learned that behind this facade of proficiency was a fragile soul. During the most vulnerable developmental stages of Julia’s life, beginning in infancy, her mother had suffered from severe mental illness and a personality disorder that rendered her erratic and narcissistic. She was never completely present for Julia. Indeed, Julia was the one called on to calm her down. Julia had parlayed that skill into becoming what she termed a Sherpa — someone so skilled at carrying weight for others that no one knew anything of her burdens.
Julia presented me with a therapy challenge. She had honed the art of shifting the valence of a conversation toward the other person, hiding herself. She desperately wanted to attach to me, and this was her tried and true method of establishing intimacy — or her approximation of it. But by persistently asking me personal questions, she also threatened to repeat the dynamic that left her feeling isolated and alone in the outside world.
It seemed she was once again trying to be the Sherpa.
When I pointed this out to her, she withdrew. No matter how gently I offered this observation, she experienced it as a rebuke, a hurtful break in our growing closeness. However, if I failed to point out these moments, I feared she wouldn’t see that she was unconsciously trying to mold our relationship into yet another of those unsatisfying one-way relationships in her life. I was in a quandary.
There is a quotation from the psychiatrist D. W. Winnicott, the wisdom of which, at that point in my development as a psychiatrist, I had yet to appreciate. “It appalls me to think how much deep change I have prevented or delayed,” Winnicott wrote, “by my personal need to interpret.”
With Julia, I began to learn Winnicott’s lesson. As therapy continued with her, I heard how flat and tinny I sounded whenever I attempted to analyze what was going on between us. When I lapsed into too clinical a mode, our connection would wobble, and her alienation became palpable.
In contrast, as I began, in the face of her challenges, to let down my guard, our alliance grew stronger, and she became open to treatment. We would laugh together about her bringing me just the right greeting card or a flower from her garden — exhibiting her need to challenge “the rules” and exposing my need to interpret her actions. These interactions helped develop her capacity to observe herself in action, as she courted me in her Sherpa style.
I may have been a slow student, but eventually I understood: I was the one who had to change. From then on, when she saw that look in my eyes, I said yes, I did have a migraine. We followed episodes of the TV show “ER” together, and I told her where I was going when I left for vacation.
When I worried out loud that, in her engagement with my life, she was treading too close to a denial of the importance of her own, she answered, “I trust that you won’t let me go there.” With her heightened awareness of her pattern of creating intimacy, perhaps things could change for her.
Many years have now passed. What’s become of Julia? She inhabits a life unrecognizable from this vignette, a life changed in many ways for the better. Alas, she still has a chronic relapsing illness — severe depression — for which there is yet no magic cure. But she has succeeded in training me to become a better doctor for her, and she continues to come to me for treatment. Though modern psychiatry can’t always cure every disease, I can at least help Julia do some of the heavy lifting.

Chuck Hagel, who was pressured to resign on Monday, was not a strong defense secretary and, after less than two years, appeared to have lost President Obama’s confidence.
But he was not the core of the Obama administration’s military problem. That lies with the president and a national security policy that has too often been incoherent and shifting at a time of mounting international challenges, especially in Iraq, Syria and Afghanistan.
A respected and decorated Vietnam veteran, Mr. Hagel is one of a fading breed of moderate Republicans whose independence and past willingness to challenge the Republican stance on Iraq, sanctions on Iran and other issues was admirable. There was reason to hope that he would play a vigorous role in providing unvarnished advice to Mr. Obama.
But Mr. Hagel never recovered from his bruising Senate confirmation hearing in February 2013, in which he proved incapable of defending his views against vehement opponents. Once confirmed, he continued to have difficulty communicating the Obama administration’s views and was often eclipsed in explaining American military strategy by Secretary of State John Kerry and Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff.
A substantial part of the problem with Mr. Hagel’s performance is that the mission changed after his appointment. He was selected to oversee a shift to a peacetime military and reduced defense spending. To his credit, Mr. Hagel was committed to carrying out Mr. Obama’s policy of greater American military, diplomatic and economic engagement in Asia and spent considerable time focused on that priority.
But the United States is now back at war in Iraq, Syria and Afghanistan, and Mr. Obama apparently decided that he could no longer depend on Mr. Hagel to lead these fights, which had provoked sharp debates within the administration. One factor may have been a memo Mr. Hagel sent to the White House in which he criticized the administration’s Syria policy for failing to connect the campaign against the Islamic State to a broader struggle against President Bashar al-Assad of Syria.
Apart from these differences, Mr. Hagel was not well served by the fact that national security policy is tightly controlled by the White House, with Mr. Obama relying on a small group of aides, including Susan Rice, the national security adviser, for counsel. That process has often resulted in delayed and contradictory signals about Mr. Obama’s foreign policy agenda and the military strategies needed to carry it out. And, of course, all of this has come in for withering criticism from Republicans and many Democrats as well.
Such confusion made Mr. Hagel’s job doubly hard, and it will pose a challenge to his successor. Though Mr. Obama has said he was committed to ending American involvement in wars, his approach in Iraq and Syria has been muddled. When he launched airstrikes against the Islamic State, which is also known as ISIS and ISIL, he said the airstrikes would have to be backed up by local ground troops, not American ground forces, though he has increased the American trainers in Iraq to 3,000. In Syria, there is no apparent prospect of quickly training a sufficient number of rebels to support American strikes there.
Although the administration has insisted its target in Syria is ISIS, Turkish officials have suggested that the United States is reconsidering whether to go after Mr. Assad, which could significantly widen the conflict. In the meantime, by claiming he has full authority to carry out military action against ISIS, Mr. Obama has given Congress an excuse not to fulfill its constitutional responsibility to declare war.
Mr. Obama has also been backtracking on Afghanistan. Despite repeated assurances that the American combat role would end by the end of this year, Mr. Obama is authorizing a broader role for 9,800 American troops who will remain in that country after December, including allowing them to be involved in direct combat against the Taliban.
A more aggressive defense secretary who has Mr. Obama’s full confidence and ear may be able to better deal with chaos and war on these fronts. But, ultimately, it is Mr. Obama who will have to set the course with a more coherent strategy.

PARIS — The French oil company Total will face trial in France over claims of corruption related to Iranian contracts dating from the 1990s and early 2000s, the Paris prosecutor’s office said on Tuesday.
Total agreed last year to pay $398.2 million to settle United States criminal and civil allegations that it had paid bribes to win oil and gas contracts in Iran, in what was billed as the first coordinated action by French and American law enforcement in a major foreign bribery case.
At the time, the Paris prosecutor recommended that the company and its chief executive, Christophe de Margerie, be brought to trial. Mr. de Margerie died last month in a plane crash, and the prosecutor’s office said it would not pursue criminal charges.
The United States authorities said that from 1995 to 2004, Total paid about $60 million in bribes to induce an Iranian government official to help the company obtain lucrative development rights in three oil and gas fields related to the South Pars project.
A spokeswoman for Total confirmed that the company had received notification of the trial, without elaborating. Last year, the company said that Total and Mr. de Margerie would demonstrate in any trial that their behavior had been legal.
In its annual report, Total said it did not believe that the resolution of these cases would have a significant impact on the company’s financial situation or consequences for its future operations.
Officials said that it could be months or even a year before a trial begins.

After nine months of non-stop German diplomacy to defuse the crisis in Ukraine, Chancellor Angela Merkel decided in mid November that a change of tack was needed.
Ahead of a summit of G20 leaders in Australia, Merkel resolved to confront Vladimir Putin alone, without the usual pack of interpreters and aides.
Instead of challenging him on what she saw as a string of broken promises, she would ask the Russian president to spell out exactly what he wanted in Ukraine and other former Soviet satellites the Kremlin had started bombarding with propaganda.
On Nov. 15 at 10 p.m., a world away from the escalating violence in eastern Ukraine, the two met on the eighth floor of the Brisbane Hilton. The meeting did not go as hoped.
For nearly four hours, Merkel — joined around midnight by new European Commission President Jean-Claude Juncker — tried to get the former KGB agent, a fluent German speaker, to let down his guard and clearly state his intentions.
But all the chancellor got from Putin, officials briefed on the conversation said, were the same denials and dodges she had been hearing for months.
"He radiated coldness," one official said of the encounter. "Putin has dug himself in and he can't get out."
The meeting in Brisbane, and a separate one in Milan one month before — where Putin made promises about Russian behavior in eastern Ukraine that German officials say were broken within days — pushed frustration levels in Berlin to new heights. Merkel had hit a diplomatic dead end with Putin.
Since February, when the pro-Russian president of Ukraine, Viktor Yanukovych, fled Kiev amid violent protests on the Maidan Square, Germany has taken the lead in trying to convince Putin to engage with the West.
Merkel has spoken to him by phone three dozen times. Her Foreign Minister Frank-Walter Steinmeier, a member of the Social Democrats, or SPD, traditionally a Russia-friendly party, has invested hundreds of hours trying to secure a negotiated solution to the conflict.
Now, German officials say, they have run out of ideas about how they might sway the Russian leader. The channels of communication with Putin will remain open, but Berlin is girding for a long standoff, akin to a second Cold War.
"I think we need to prepare ourselves for a prolonged conflict in which Russia will use all the means at its disposal," Norbert Roettgen, chairman of the foreign affairs committee in the German Bundestag and a member of Merkel's conservative party, said.
"We are essentially in a waiting game," said another German official, who requested anonymity because of the sensitivity of the matter. "All we can do is keep an eye on the violence in eastern Ukraine and be prepared to react to it."

Damage Control

Merkel's frustration was evident during a speech in Sydney, two days after her meeting with Putin. In unusually stark language, she accused Russia of trampling on international law with "old thinking" based on spheres of influence.
"After the horror of the two world wars and the end of the Cold War, this calls into question the peaceful order in Europe," she said.
A day after she spoke, Steinmeier travelled to Moscow to assess the damage.
He was ambushed by Putin, who at the start of their talks launched into a diatribe about events on the Maidan, accusing Europe of reneging on a deal that to keep Yanukovych in power a bit longer, according to the second German official. Steinmeier later acknowledged that no progress had been made on the visit.
German officials admit that for now, their strategy has been reduced to damage control on three main fronts.
The first front is Kiev, where Berlin is working to ensure emerging cracks between Ukraine's leaders — President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk — do not widen, as they did nearly a decade ago between the previous leadership duo, Viktor Yushchenko and Yulia Tymoshenko.
Yatsenyuk, a 40-year-old technocrat, emerged strengthened from elections in October and his hard-line stance on Russia risks making the more diplomatic Poroshenko look weak, German officials worry.
A split between the two would complicate Kiev's ability to push through economic reforms and anti-corruption measures that are key for securing new aid from the West. This would play right into Putin's hands.
"Everything needs to be done to keep them on track," said the first German official. "We are working every day to prevent a repeat of Yushchenko and Tymoshenko."
Charm Offensive
The second battle is against what German officials describe as a "massive propaganda campaign" by the Kremlin to convince Russia sympathizers in Germany and elsewhere in Europe to break with the hard line backed by Merkel and Washington.
The most public example of this was an interview Putin gave to German public television station ARD.
Broadcast on the eve of Merkel's Sydney speech, Putin struck an unusually conciliatory tone, saying he was convinced there was a way out of the crisis. In a message tailored for his German audience, he expressed concerns about ethnic cleansing in eastern Ukraine by neo-Nazis wearing swastikas and SS symbols.
As part of this campaign, Kremlin-funded broadcaster RT — formerly known as Russia Today — launched a German language station this month to put across Moscow's view of the crisis.
German media have been complaining for months about their news sites being bombarded with pro-Russian comments. German security sources say they are part of an organized offensive steered from the Kremlin.
"Putin has tools to influence opinion within the EU," said Ulrich Speck of the Carnegie Europe thinktank. "He is doing his best to undermine the German narrative of the Ukraine crisis."
Already there are signs of cracks. Matthias Platzeck, a former leader of the SPD, broke ranks earlier this month and urged Germany to recognize Russia's annexation of Crimea.
This week, Russian Economy Minister Alexei Ulyukaev is being hosted by Russia-friendly businessmen in Stuttgart, the heart of German industry.
Outside of Germany, Russia is reaching out to former eastern bloc EU members like Hungary and Bulgaria, as well as Balkan states. Last month in Milan, Merkel was made to wait for Putin for hours because he lingered in the Serbian capital Belgrade to take part in a military parade.
Russia also appears to be extending a hand to right-wing opposition parties in Europe. France's National Front confirmed at the weekend that it had secured a 9 million euro loan from a Moscow-based bank.

"Herculean Task"

The Russian charm offensive promises to make the third big challenge for German diplomacy — keeping EU partners united on sanctions — far more difficult.
The first set of EU sanctions is due to expire in March and will need to be renewed. German officials say Italy, Hungary and Slovakia will be the most difficult countries to keep on board.
"Putin will be trying to peel countries away in the run-up to March," said one. Another described the battle to keep the EU united on Russia as a "Herculean task."
Against the backdrop of this fragile EU consensus, ratcheting up economic sanctions further is seen as a "no go" in Berlin for now.
That would change, German officials say, if Russian-backed separatists carved out a corridor of control from eastern Ukraine to Crimea by taking the strategic city of Mariupol.
For Merkel however, the showdown seems to be evolving from a fast-moving tit-for-tat affair into a longer game in which the West slowly squeezes Russia's struggling economy in the hope that Putin eventually blinks.
"Because we have ruled out war, some people may think they can do whatever they like with us," she said late last month at an event in the east German church where she was baptized, opening up to an audience of locals who, like her, had been taught to love mother Russia in their youth.
"We won't allow this," she added.

В обнародованных документах, в частности, есть запрос от министерства обороны Украины на 30,7 млн долларов в качестве военно-технической помощи. На эти средства планируется закупить в США для украинской армии современные средства связи, в том числе ранцевые радиостанции, системы навигации, системы наблюдения для кораблей береговой охраны, роботов для разминирования, беспилотники, приборы ночного видения и тепловизоры.
Также стало известно, что США намерены поставить Украине 400 снайперских и 2000 штурмовых винтовок, 720 ручных гранатометов, почти 200 минометов (и более чем 70 тыс. мин для них), 150 стингеров, 420 противотанковых ракет. «Соединенные Штаты продолжают утверждать, что они готовы предоставлять только нелетальную военную помощь Украине... Становится понятно, что минские соглашения и режим прекращения огня – фикция для хунты. Они намерены убивать!» – уверены хакеры.
В документе за подписью президента США Барака Обамы и госсекретаря Джона Керри говорится о поставке США украинской армии контрбатарейных радаров. «Целых три радара на сумму около 400 тыс. долларов. Копейки, то есть центы, по сравнению с тем, что реально получит от Вашингтона минобороны Украины. Как нетрудно понять из представленных документов, американская военная помощь Украине исчисляется десятками миллионов долларов. А кто платит, тот и заказывает музыку», – пишут хакеры.
Отметим, что в конце прошлой недели официальный представитель Пентагона полковник Стив Уоррен сообщал, что США передали три легких радара для выявления и подавления минометных расчетов. Всего, по его словам, планируется поставить 20 таких систем. Таким образом, это может свидетельствовать о том, что и остальные документы, которые опубликовали украинские хакеры, подлинные.
В качестве безвозмездной помощи Генеральный штаб вооруженных сил Украины запросил также поставку 100 автомобилей повышенной проходимости. Кроме того, есть договоренность с высокопоставленным представителем Пентагона Майклом Маккартни о предоставлении помощи в восстановлении боеспособности украинских ВМС.
Из документов следует, что командование украинских ВМС просит США оплатить командировочные расходы украинских офицеров во время учений, проводимых Пентагоном на украинской территории. «А где же национальная гордость? К тому же зачем перечислять более полумиллиона гривен на карточный счет капитана 3-го ранга Дениса Ступака – объяснить невозможно. Разве что с целью использовать бесконтрольно, скрыть от налогов, лично обогатиться?» – пишут хакеры.
Из полученных файлов стало известно и о просьбе Военной академии имени Петра Сагайдачного компенсировать расходы на дорогу и питание 11 офицеров и одного гражданского в период проведения учений. «На все про все хотят почти 53 000 гривен. Внимание, вопрос! Почему командировочные для офицеров ВМС составляют 1310 гривен в сутки, а для офицеров Военной академии им. Сагайдачного – 500 гривен? Морякам усиленное питание положено? Или «у кого на что совести хватило»?» – задаются вопросом хакеры.
Из другого документа можно узнать, что американцы выделили почти миллион долларов на создание «лингвистических лабораторий» и закупку учебников для них. «Безусловно, это именно то, в чем так остро сегодня нуждаются украинские вооруженные силы. В английском языке. Чтобы приказы из Вашингтона быстрее понимать», – иронизируют хакеры.
На фоне начавшегося в апреле военного конфликта в Донбассе Украина неоднократно просила западные страны о финансовой, технической и военной помощи. В сентябре президент Украины Петр Порошенко просил Конгресс США помочь в поставках вооружений. Поначалу Барак Обама не отреагировал на его просьбу. Однако позже Международный комитет американского сената в целом одобрил законопроект о выделении Киеву военной помощи на 350 млн долларов в 2015 году (включая беспилотные летательные аппараты).
В конце прошлой недели заместитель советника президента США по национальной безопасности Тони Блинкен заявил, что США следует рассмотреть предоставление Украине «летального вооружения для обороны», чтобы «удержать Россию от дальнейших действий». Однако в российском МИДе заявили, что поставки летального вооружения Украине нарушат женевские договоренности.
Всего США выделили Киеву в этом году примерно 320 млн долларов, в том числе 116 млн на военные расходы, не включающие оружие.
Эксперт Ассоциации военных политологов, доцент кафедры политологии и социологии РЭУ имени Плеханова Александр Перенджиев полагает, что пока можно говорить лишь о намерениях США поставить оружие Украине, но не об осуществлении этих планов. «Это могло действительно планироваться. Но вопрос передачи оружия требует как минимум спонсора. Кто должен за это заплатить? Если будет найден спонсор, который будет заинтересован в оплате этих расходов, то эти намерения могут осуществиться», – сказал Перенджиев газете ВЗГЛЯД.
Эксперт пояснил, что очень важно, какой именно орган власти собирается выделять запрашиваемые Киевом средства.
«Может быть, и планируется заплатить. В США идет борьба за пользование деньгами, там процедуры более прозрачны, чем мы думаем. Говорить с уверенностью, что все будет осуществлено в том виде, как указано в документах, пока рано, потому что в документах точно не указан источник финансирования. Деньги не могут просто так достать из кармана: «Возьмите и купите все». Кто-то перед кем-то должен отчитаться. Этот вопрос требует определенного контроля. Ниоткуда ничего не берется: ни оружие, ни деньги. Если в военном бюджете США не предусмотрена военная помощь Украине, то привлекается частный инвестор», – отметил он, добавив, что американцы так и не смогли толком помочь курдам, которые оказывают сопротивление радикальной группировке «Исламское государство».
При этом Перенджиев отмечает, что если речь идет о списанном вооружении, то Украине будет «легче получить его».

Hours after the grand jury’s decision in the Micahel Brown case was made public, fires erupted in Ferguson Missouri. Several buildings and a police car were fully engulfed in flames by 11 p.m. local time. The St. Louis Post Dispatch reports there were more than 60 arrests, 10 businesses damaged and two people wounded by gunshots overnight. Protesters, many marching peacefully, were disbursed by the police after the violence erupted. “They told the crowd ‘this is no longer a peaceful protest. Move along or you’ll be arrested,” said PBS NewsHour Weekend producer Stephen Fee.

(UNITED NATIONS) — The Islamic State group which controls a large swath of Syria and Iraq has received between $35 million and $45 million in ransom payments in the past year, a U.N. expert monitoring sanctions against al-Qaida said Monday.
Yotsna Lalji told a meeting of the U.N. Security Council’s Counter-Terrorism Committee that an estimated $120 million in ransom was paid to terrorist groups between 2004 and 2012.
Kidnapping for ransom “continues to grow,” she said, as demonstrated by the money the extremist group calling itself the Islamic State has collected, up to $45 million in just the past year.
She said in recent years that al-Qaida and its affiliates have made kidnapping “the core al-Qaida tactic for generating revenue.” She pointed to an October 2012 recording in which al-Qaida leader Ayman al-Zawahri incites militants worldwide to kidnap Westerners.
Lalji said al-Qaida in the Arabian Peninsula, which operates from Yemen, received $20 million in ransom between 2011 and 2013, and al-Qaida in the Islamic Maghreb, which operates in North Africa, received $75 million over the past four years.
She said the al-Qaida-linked extremist groups Boko Haram in Nigeria and al-Shabab in Somalia also “have collected millions of dollars over the past years,” and the Abu Sayyaf militant group in the Philippines has received about $1.5 million in ransom.
According to the al-Qaida sanctions committee, although the media focuses on international hostages who have generated the largest ransom payments, the vast majority of victims are nationals kidnapped within their own country.
Lalji said terrorist groups either carry out kidnappings themselves or in the case of al-Qaida in the Arabian Peninsula they work with tribesmen in Yemen who deliver hostages for a fee.
Last week, President Barack Obama ordered a review of how the United States responds when its citizens are taken hostage overseas in light of the beheadings of Americans by Islamic State militants, but it will not include changing the longstanding U.S. policy of refusing to pay ransom. Many governments do pay ransom and some family members of those killed have complained that the U.S. did not take enough action in an attempt to save their loved ones.

Many people just refuse to accept the facts that surround them, even if we saw 100 more years of it plain and apparent
Climate change is a myth. We all know this, deep down. Some of you reading this may have been taken in by the fear-mongering governments or corrupt scientists so have been brainwashed into thinking climate change is a real thing that “threatens all of humanity” or some other nonsense, but it’s just that: nonsense. When you look closely at it, the so-called evidence for climate change, or “global warming” or “warmageddon” or “planetary death spiral” or whatever they’re calling it these days, it doesn’t stand up to scrutiny.
Take changes in sea level. They keep banging on about how the warming of the atmosphere causesrising sea levels, but if that was happening we’d have seen it by now! It’s been countless decades since they first started predicting this, but here we still are! But they persist in trying to convince us it’s a real threat, citing places that were supposedly “lost to the waves” and we’re supposed to believe that places like Atlantis, Miami or Skegness actually existed? You believe that rubbish and you probably believe we landed on Ganymede! And you’re an idiot, so there’s no hope for you.

Vowing to send a message to drug traffickers around the world, a U.S. judge sentenced Alfredo Vasquez-Hernandez, 59, to 22 years in prison for his role in a billion dollar narcotics trafficking conspiracy.
Hernandez, reputed to be a lieutenant in a Mexican drug cartel led by Joaquin ‘El Chapo’ Guzman, asked for “forgiveness and pity” moments before the sentence was read out, reports the Associated Press.
Chief U.S. District Judge Ruben Castillo was unmoved, however. “I tell you on behalf of all citizens of Chicago … we are tired of this drug trafficking,” he said.
Hernandez pleaded guilty of possessing heroin and cocaine with intent to distribute. However, his attorney, Paul Brayman, requested the minimum 10-year sentence, maintaining that “anything more … is a death sentence,” considering his client’s advanced years.
The prosecution relied primarily on the testimony of twins Pedro and Margarito Flores, former associates of the Sinaloa cartel turned government witnesses. They portrayed Hernandez as a close aide who helped Guzman move tons of illicit drugs from Mexico to Chicago within furniture cargo.
In mitigation, Brayman said Hernandez was merely an auto-mechanic caught in a one-off drug deal while the testimony of the Flores twins could not trusted, as they had to have cut a deal with prosecutors.
Castillo maintained that while the legitimacy of what the twins said could be called into question, it was not the ranking of Hernandez within the cartel that mattered. The judge also questioned the portrayal of Hernandez as an hapless auto-repairman caught in the act for which he was extradited to Chicago in 2012.
“I am not going to sit here … and think for one second this was the first time you happened to do this,” said Castillo.
After hearing the sentence, Gabriel Vasquez, the 43-year-old son of Hernandez, told reporters his father was “not the monster that everyone says he is,” and that the sentence was too harsh.
