Gay people in Russia are being subjected to increasing amounts of harassment and violence in their everyday lives, according to a report suggesting that intolerance has risen since a controversial law banning “homosexual propaganda” was passed last year.
“The law effectively legalised discrimination against LGBT people and cast them as second-class citizens,” wrote Human Rights Watch in the report, published on Monday. “Russian authorities have failed in their obligation to prevent and prosecute homophobic violence.”

            Staunton, December 15 – Ramzan Kadyrov’s ouster as head of Chechnya has been rumored so often that it has become something “expected” by some, but if he goes, that is likely to entail “unpredictable consequences” for Chechnya, the North Caucasus and Moscow, according to Temur Kozayev.


            Many had expected Kadyrov to be ousted last spring, the analyst says in an article on Versia.ru today, but the Chechen leader was saved by the events in Ukraine and his role in them. But “now after the October terrorist actions and the December battles in Grozny,” rumors about his possible replacements are swirling (versia.ru/articles/2014/dec/15/po_zakonu_gor).


            Indeed, Kozayev argues that “it is entirely possible that an announcement about Kadyrov’s retirement will be made before the New Year’s holidays.” And the two most likely candidates are Aslambek Aslakhanov, who represents Chechnya in the Federation Council, and Alu Alkhanov, who headed the republic between 2004 and 2007.


            In addition to the two cases of violence in Grozny, there has been a third development which has undercut Kadyrov’s authority.  Ramzan Tsitsulayev, Kadyrov’s special representative in Ukraine, recently found himself at the center of a scandal in Moscow after promising to get a businessman out of jail, failing, and then fleeing to Ukraine where he again landed in trouble.


            If such things happened in any other federal subject, Eurasianist leader Aleksandr Dugin says, its head would be out, but Kadyrov is a special case. On the one hand, it is difficult to imagine that Moscow could find anyone who would represent as effective a “compromise” with the various factions in Chechnya as Kadyrov does.


            And on the other, Dugin says, “to remove Kadyrov is not simply about removing him from the levers of power. At the same time,” Moscow would have to get rid of his inner circle, “and at present, this circle is not so narrow.”  Consequently, the Kremlin would have to be ready for the kind of wholesale change that would lead to destabilization.


            But others are not so sure that even that risk will now keep the center from acting, Kozayev says. Lev Gudkov, director of the Levada Center, for example, says that for many in Russia, Chechnya under Kadyrov is something Russia would be better off without and should be cut loose. That is not a view the Kremlin wants to encourage.


            Heads of federal subjects like Chechnya are supposed to keep their republics in order, and those who fail to do so are thus at risk.  Vladimir Putin may even have been remindingKadyrov of this when he said to the Chechen leader at their most recent meeting: “I ask you unconditionally to carry this work through to the end.”


            Versia.ru appends to Kosayev’s article the opinions of three other Russian analysts, Andrey Okara, Dmitry Oreshkin, and Aleksandr Cherkasov.


            Okara says he does not believe that in the possibility that Kadyrov will be replaced anytime soon, let alone that there is any need for Moscow to do so.  According to him, “at the present moment in Russia, there are only two real politicians: Putin and Kadyrov. The rest are bureaucrats, propagandists, or clowns.”


            While it is possible that a clown or propagandist as head of Chechnya would be more pleasant for Moscow, the real question is how the elites and population of Chechnya itself would react to such a change.  So far, he is holding his own, but while the ambitions of the Chechen elites are growing, “the Kremlin’s possibilities of satisfying them are declining.”


            Oreshkin says it would be better to ask not whether Kadyrov’s ouster is being prepared but rather to inquire about the motives for removing him.  Those exist: the recent violence in Chechnya suggests that Kadyrov has lost control over part of the Chechen siloviki and that means “automatically” that he is losing “the Kremlin’s trust.”


But what is even more important, he suggests, is the following: the money is running out and problems are beginning. Kadyrov has been paid out of oil profits for his loyalty to Moscow, and he in turn has purchased the loyalty of the local elite.” With the decline in the price of oil, there is no longer enough to do so, and conflicts within the Chechen elite are inevitable.


And Cherkasov, who works with Memorial, says that he has his doubts that Moscow will move against Kadyrov now.  The Chechen leader can and will argue that the violence in Chechnya came not from its own people but from other republics like Ingushetia and Daghestan which have not imposed order by the kind of draconian measures he has employed.


Given Putin’s proclivities and Moscow’s fear of disorder, Kadyrov is likely to win his case, at least for now. And consequently, no “sudden cadres changes” are to be expected in Grozny, he argues, even though in the longer term Kadyrov’s approach like Putin’s won’t solve the problems of that republic or the larger region.

Will Russia Follow the USSR into the Dustbin of History – and for the Same Reasons?

Staunton, December 13 – Four Russian analysts suggest that the six causes they identify as being behind the collapse of the USSR are again to varying degrees present in Russia today, but what is perhaps more interesting than the causes they do identify is the one that they don’t: the ways in which the six they do helped power a seventh: nationalism Russian and non-Russian.
In a 4400-word article in “Russky Reporter” this week, Vladimir Bazhanov, Andrey Veselov, Dmitry Karpets and Aleksandr Pototsky consider to what extent the six causes they say led to the demise of the USSR are capable of playing a similar role in the case of the Russian Federation now or in the near future.
They do not draw a conclusion, but the causes that they do enumerate and discuss – declines in the price of oil, the degeneration of the ruling elite, economic stagnation, shortages of consumer goods, a prolonged foreign war, and a collapse in public support for the state ideology – are intriguing both for what they point to and what they do not.
In each case, they discuss what they call the objective and subjective impact of these on the Soviet Union and then consider the extent to which these same factors are at work today, explicitly stating that Russia’s situation is different, in some ways better but in others even worse than 30 years ago.
Russia’s primary advantage, they suggest, is that today Moscow has the time to consider what happened a generation ago and draw conclusions. What remains an open question, the four argue, is whether the leadership will have the courage to draw on the lessons that those earlier events provide or allow Russia to fall into the same trap?
First, both at the end of Soviet times and now, Moscow is dependent on the export of oil to maintain itself, but the big difference, one that matters profoundly, the four say, is that the causes of the decline in oil prices now are very different than they were in the 1980s and may prove both more severe and less so.
More severe, they suggest, in that the causes are less the result of specific policies that might be reversed, and less so because the West has an interest in ensuring that prices do not fall too low lest the fracking revolution become unprofitable.
Second, the degeneration of the party-state nomenklatura and the rise of what Milovan Djilas called the new class played a key role in the demise of the USSR: party leaders wanted to own what they merely controlled, the four say. The Putin elite is different and again that has pluses and minuses for Russia’s future.
On the one hand, the core Putin elite “was formed out of a network of personal trust,” but on the other, the problem of rotating cadres in the regions has not been solved. Instead, what has happened is that some of the older leaders have survived while others have been replaced by faceless and uncharismatic placeholders.
Third, as in the 1980s, Russia faces economic stagnation, but then it had less to do with actual decline than with falling ever further behind the West. Now, it is declining as well. Moreover, the four say, Russia has suffered “years of de-industrialization” and will need “’a great leap forward’” to avoid falling into a similar trap.
Fourth, the Soviet system because of central planning constantly suffered from consumer goods shortages. Now, they are not so severe, although sanctions and counter-sanctions may exacerbate a situation in which Russians, including Russian leaders, have become accustomed to relatively easy access to western goods.
Fifth, Soviet involvement in Afghanistan was very different than Russian involvement in Ukraine, but “the interference of Russia in the Ukrainian conflict in the south-east of the country and the military-political operation in Crimea” is viewed by the  Western media and Russian society as yet another case in which Moscow is “the aggressor.”
And sixth, faith in the Soviet ideology died, having gone through all the phases of “any religion.” Russia today faces a situation which is “both better and worse: its ideology cannot collapse because it doesn’t exist.”
The situation in Brezhnev’s time was somewhat similar in that with the decline in faith in communism, there was ideological confusion. But today, the situation is much more serious, the four argue.  Moscow has not been able to “overcome a defensive paradigm” as far as public belief is concerned.
“We have recovered the Crimean advance post, something extremely important in the national mental geography but in fact, we as before do not know what besides language, a common history and ‘polite people’ tie us together,” the four analysts say.
What the Kremlin has offered, a patriotism based on a conservative projection of what exists combined with a certain religiosity, is hardly enough, and there is little reason to think that “the apostles of the new Russian conservative, who were yesterday’s Komsomol and Party members who passed through the business of the 1990s,” won’t move to something else “on the first available occasion.”
The four do not suggest what that might be, but the history of the end of the USSR does: when faith in a super-national project dies, ever more people turn to national or sub-national ones.  That shift killed the Soviet Union. It could, despite this cause not being in the list of the four, kill the Russian Federation as well.

Obama: Not Enough Thanks for US Troops Who Served in Afghanistan

With the U.S. combat mission in Afghanistan coming to a close, President Barack Obama saluted returning U.S. troops Monday, saying the country cannot thank them enough. The president was at Fort Dix, New Jersey, the departure and arrival point for military members of all branches serving in Afghanistan. Obama told the troops Americans are free, safe and secure at home because they are willing to serve overseas. He noted that Americans may disagree and debate, but are united and proud when it comes to their armed forces. Obama said the U.S. war in Afghanistan is coming to what he calls a "responsible end," but that Afghanistan is still a very dangerous place. Some U.S. forces will remain to keep the pressure on the Taliban and al-Qaida. Fifteen thousand U.S. troops will be in Afghanistan and Iraq by the start of the new year, down from 180,000 when Obama took office in 2009. He called this a turning point for the U.S. military, saying the days of deploying large numbers of ground forces to engage in nation building are coming to an end. U.S. forces heading to West Africa to fight the Ebola outbreak also depart from Fort Dix. Obama said this effort will ultimately save thousands of lives. During his appearance at Fort Dix, the president also said he will sign the $1.1 trillion spending bill Congress passed earlier this week. The measure includes a pay raise for U.S. troops. As the pressure grows on the rouble and Putin’s regime, the geopolitical temperature

Burn some speculators and show you’re serious. That’s the thinking behind the Russian central bank’s middle-of-the-night hike in interest rates from 10.5% to 17%. As with Norman Lamont on Black Wednesday in the UK in 1992, the challenge is to maintain credibility. Red Monday, as it is already being dubbed, could backfire in similar style.
The Russian authorities’ desire to do something dramatic is understandable. The rouble plunged almost 10% on Monday, indicating a loss of confidence that goes beyond a plunge in oil prices. Moscow, in the face of tightening US-led sanctions, looked weak and its economy at the mercy of the foreign exchange markets.

Ukrainian Prime Minister Arseniy Yatsenyuk says his country urgently needs $10 billion to avoid bankruptcy. After meeting with European Union ministers in Brussels Monday, reporters asked Yatsenyuk when he needs the money. He replied "yesterday." Ukraine's war with pro-Russian separatists has battered an already bad economy. Ukraine's currency, the hryvnia, is at a record low. The EU is demanding that Ukraine implement economic reforms in exchange for financial aid. But Yatsenyuk said it is hard to fight a nuclear state "armed to the teeth" — a reference to Russia, which has allegedly sent soldiers and weapons to Ukrainian separatists. Russia denies involvement in eastern Ukraine, and Foreign Minister Sergei Lavrov told the Interfax news agency Monday that Moscow wants rebel-controlled areas to remain part of Ukraine. Lavrov said Moscow is insisting on "constitutional reform involving all regions and all political forces." The United Nations reported Monday that at least 4,707 people have been killed since the conflict in eastern Ukraine began in April. The report says there is a "total breakdown in law and order" in eastern Ukraine. It says this is fueled by heavy weapons and foreign fighters crossing the borders, including from Russia. U.N. human rights official Gianni Magazzeni says people living in areas of eastern Ukraine controlled by the separatists are experiencing murder, kidnapping, torture, rape and  forced labor.
