Staunton, August 14 – Vladimir Putin’s current visit to occupied Crimea, his second, may not lead to the dramatic declaration of his plans that many expect, a Ukrainian political scientist says. Instead, the Kremlin leader may be using it to present himself as “a peacemaker” and to force the international community to recognize Moscow’s annexation as legitimate.
“Why should one expect something unexpected from Putin in Crimea?” Vladimir Horbach asks. “Most likely, he will speak in generalities and try to show to himself and to Russians that Russia has entered Crimea forever.” In pursuit of that, he doesn’t need to say much.
Horbach observed that as things have developed and continue to develop elsewhere in Ukraine, Putin has sought to treat his annexation of Crimea as something of almost historical interest beyond any challenge. Thus, going to the region and speaking with his officials is about stressing what he wants to show as the normalcy of it all.
“The last actions of the Russian authorities concerning the humanitarian mission to the Donbas or the lifting of annexationist timetables about ‘federalization’ and ‘Novorossiya’ testify that Russia is seeking a path for calming the situation” so as to ensure that it will retain Crimea for itself.
The humanitarian convoy “may be a distracting maneuver or it may be a provocation, he continued. “Beyond the borders of Russia itself, trust in the declarations of the Russian authorities has fallen so low that there is no room for it to fall further. Therefore one must be attentive to each move of the Russian side.”
“If Putin calculates sitting at the negotiating table,” Horbach said, “then exactly for that purpose could arise his presenting himself in the role of a peacemaker. He is correcting his image. Not for nothing did he at the same time play the role of mediator between Azerbaijan and Armenia.”
While he does so, of course, the Ukrainian analyst points out, Putin retains his opportunity for shifting in one direction or another, but he clearly wants to present his Crimean action as something finished and over. Something that the outside world must simply accept and Ukraine must never challenge.
In recent weeks, all too many people and officials in Western countries appear to have accepted Putin’s argument in that regard even while they express their anger about what he has been doing elsewhere in Ukraine. But it is important to remember that what Putin did in Crimea was an illegal act of aggression and occupation.
Consequently, it is worth citing the conclusions of the legal advisory group to the Polish foreign ministry which provides the clearest and most succinct reasons why Putin’s claims on Crimea are illegitimate and why the international community, however much some of its leaders would like to “look beyond” this issue, are required by international law not to.
“In light of international law, the incorporation of the Crimean Peninsula (Crimea), which forms part of Ukraine’s territory, into the Russian Federation qualifies as annexation, i.e. the illegal acquisition of the territory of another state by the threat or use of force,” the Polish legal advisors say.
“In this respect,” they continue, “Crimea remains an occupied territory under international law. The annexation of Crimea by the Russian Federation has violated many treaties and fundamental principles of international law, namely the principle of territorial integrity of states, non-intervention into the domestic affairs of another state, and the prohibition of the threat or use of force against another state.”
“Consequently, the Russian Federation has violated Ukraine’s rights which enjoy international protection. Moreover, due to the special legal status of the principles of international law that have been violated, the Russian Federation has breached its commitments under law to the entire international community.”
The legal advisors also stress that, because of these reasons, “this community has an international legal obligation not to recognize the illegal situation that has been created by the illegal use of force in the form of armed aggression, and its consequences.”

To Defeat ISIS, We Must Treat It Like a State

The international community does not yet understand the Islamic State of Iraq and Syria (ISIS). Governments are accustomed to thinking of religious militants as networks of terrorists, saboteurs, assassins and opportunists hiding among the population – quintessential non-state actors, fighting the state. These ideas are obsolete against ISIS. ISIS is no mere militia; in its territory, it is the state. Its claims to statehood are neither unfounded nor ridiculous. Its control of vast territory and resources make it arguably the most powerful religious militant group in modern history. Just as states have strengths, however, they also have weaknesses. Exploiting these weaknesses is the only way to defeat ISIS – counterterrorism is not enough – but addressing the ISIS problem starts with understanding it.


ISIS will inevitably launch terrorist attacks on the United States. At present, however, the group is more focused on capturing land, territory, and resources, and fulfilling its dream of re-establishing the Islamic caliphate. ISIS’ proximate enemy is therefore not the United States, but any individuals, groups or governments standing in its path to statehood. As shown by its limited actions in Iraq, the United States has chosen to contain rather than destroy ISIS, and the group can certainly live with this. Having watched core al Qaeda sink into near irrelevance, ISIS has learned that, without secure territory, recruits and resources, it cannot confront the West. Indeed, even such a confrontation is just a means to a much broader, more ambitious end of de facto statehood.


Given the group’s limited size and ideological eccentricity, ISIS’ state-building project has been a surprising success. However, being a state carries obligations and commitments that expose ISIS to failure. By declaring a caliphate, ISIS committed itself to preserving and expanding its borders and controlling populations, including would-be dissidents. By projecting an image of confidence, control and inevitable victory, ISIS continues to attract local and foreign recruits, while co-opting its opponents or intimidating them into submission. Interrupting and rolling back some of its dramatic battlefield successes would have an enormous psychological impact, heartening its opponents, shattering its image of invulnerability and encouraging popular uprisings against it – insurgencies against the jihadist insurgents-turned-governors.
As an aspiring government authority, ISIS is also committed to providing public and social services to the population, activities in which it is already deeply engaged. These many public goods include power and water services, law enforcement, health care, dispute resolution, employment, education and public outreach. These responsibilities cost money, which in ISIS’ case comes from extortion (or taxation, as it were), control of energy and water resources, and plunder.
These sources are of course vulnerable to physical attack and disruption. Strategic assets such as oil facilities and utilities infrastructure are highly visible and vulnerable to air strikes. ISIS also makes little effort to disguise governing facilities, political headquarters and policy and security installations. As a self-appointed state, ISIS sees little reason to keep a low profile in its own territory. Remarkably, its rivals have made little to no effort to target these assets, which are essential pillars of ISIS’ political authority and governance. For those very reasons, however, destroying these facilities without empowering moderate Sunni groups to govern in ISIS’ place would only lead to state collapse in ISIS-held areas. International efforts continue to focus on foreign terrorist finances such as donations. ISIS – a self-funded organization – remains wealthy.
ISIS is brutal toward anyone who resists its rule or laws; force plays a significant role in its control over populations. Like any state, however, ISIS cannot govern by force alone. Governance requires at least some cooperation from key population segments – tribal leaders, local militiamen and business owners, professionals able to provide technical services, and others. ISIS’ ideology is unpopular, but like many citizens of dictatorships, ISIS’ subjects calculate that resistance is pointless without weapons, money and the ability to organize. On these fronts, they are outmatched, due in part to the lack of outside assistance for rebel groups fighting ISIS in its heartland in Syria. These potential subversives can be encouraged and enabled to overthrown the de facto ISIS government.
Above all, ISIS wants to control territory and borders. Otherwise it is just one militia among many others in Syria and Iraq. This requires fighting on multiple fronts against multiple enemies, within both Syria and Iraq. That means openly moving fighters, arms and equipment across vast desert areas. Therefore, like any conventional army, ISIS is prone to overstretch. These increasingly lengthy lines of communication are prime targets for ground and air attacks that would destroy ISIS’ territorial integrity and fighting capability. For now, however, its enemies – the Syrian regime, Syrian rebel groups, Iraqi Shia militias, Iraqi security forces and indeed the United States – are either unwilling or unable to hit ISIS where it would hurt most.
ISIS is certainly not more powerful than a coalition of all these potential rivals. Even taken alone, most of its enemies vastly outnumber it. But ISIS is adaptive, creative and ambitious. By contrast, the international community’s response has been rigid, predictable and unimaginative. If it continues to see and treat ISIS as simply a terrorist group, the international community will forever be playing defense, which ISIS can happily live with, until it no longer has to and can go on the offensive abroad. Unless its rivals understand and treat ISIS as a state, and exploit the vulnerabilities statehood presents, ISIS will continue to outclass them in ambition and sophistication, and it will have its state.

LONDON, Aug 14 (Reuters) - The Kremlin's worst clash with the West since the 1991 collapse of the Soviet Union has accelerated the outflow of two of Russia's most prized assets: money and brains.

Vladimir Putin's annexation of Crimea and support for rebels accused of shooting down a passenger plane over Ukraine then hindering the recovery of the 298 bodies have shredded Western hopes of a lasting alliance with Moscow.

Sanctioned by the United States and European Union, Putin's courtiers are under fire, Russia's $2 trillion economy is threatened with isolation and millions of Russians across the world are wondering what next.

Russia is still earning much-needed revenues from pipelines carrying oil and gas to the West, but, less happily for the Kremlin, capital and talent are flowing in the same direction.

Russia's Economy Ministry is forecasting $100 billion in capital outflows for this year, up from $61 billion in 2013, but that looks optimistic. Indeed some think that figure has already been exceeded.

"Somewhere between $100 billion and $200 billion of capital flight has taken place," said U.S. President Barack Obama on Aug. 6.

European Central Bank President Mario Draghi said back in May that the crisis had prompted "very significant outflows that have been estimated by some to be in the order of 160 billion euro ($214 billion) out of Russia".

Even economists from Moscow's Higher School of Economics forecast outflows could total $130-$150 billion this year.

And it will get worse, according to a senior Western banker.

"Capital outflows will accelerate," he told Reuters on condition of anonymity. "Russian money will go West - to Western Europe, of course, to the main centres - London, Austria, Switzerland."

MICRO-FLIGHT

As the money goes out, the flow in the opposite direction has all but dried up.

"You're not seeing a lot of investors coming in new to start businesses inside of Russia," said Obama.

Putin's actions in Ukraine and the West's response have caused a collective shudder in the boardrooms of New York and London.

"If you went into any boardroom right now and said 'I want to invest a billion (dollars) in Russia', they would laugh you out of the room," said a senior Western banker who asked not to be named.

There could also be a micro-level capital flight going on within Russia itself. Since the chaos that accompanied the collapse of the USSR, Russians have traditionally greeted upheaval by dumping roubles for dollars.

A number of Russians told Reuters they were seeking to change roubles into dollars or euros or trying to move money abroad because of fears capital controls could be imposed if outflows accelerated too fast.

The true extent of cash savings is unclear to even top central bankers, but tens of billions of dollars are said to be squirrelled away under Russian mattresses.

FOLLOW THE MONEY

Individuals have also been following the cash trail, and not just the high-profile plutocrats in search of football club playthings, elite schools and luxury property.

The number of Russians emigrating in the last two years was some five times higher than in the two before Putin began a new six-year term in May 2012, official figures show.

Russia's statistics service data shows 186,382 moved abroad in 2013 and 122,751 in 2012, compared with 36,774 in 2011 and 33,578 in 2010. The true figures could be far higher, as they may not capture those who leave but remain formally registered in Russia.

Anecdotally, there are more to come.

"I have seen an increase in queries from Russian high-net-worth individuals, where they're looking to have a safe haven if things go wrong in Russia," said Supinder Sian, a partner in the labour and employment team at Squire Patton Boggs LLP.

So has genealogist Vladimir Paley, who said in July that he has four times more clients now than last year, and they want him to dig up their family history with one goal in mind: making a case to obtain foreign citizenship and leave Russia.

"They are people who have already made money and are now scared to lose it," Paley said.

"We are losing the most educated, most active, most entrepreneurial people," said Lev Gudkov, director of the independent Moscow-based Levada Centre pollster. ($1 = 0.7473 euro) (Additional reporting by Alissa de Carbonnel in Moscow; Editing by Will Waterman)

Why Kurdish Independence Is the Only Solution for the World

American air strikes against Islamist militants on the borders of Kurdistan this week saved millions of Kurds from a terrible nightmare. But I hope they didn’t also kill our dream of an independent state. Only a few weeks ago, Kurds were talking of declaring independence and forever separating from Iraq. We set up an electoral commission for a referendum; Iraqi flags disappeared from the tops of government buildings and amateur Kurdish banknotes began to circulate on the Internet. We had never felt closer to having our own state than we did in the past two months.


We were given this chance by the Islamist fighters who swept across Iraq, took over Sunni provinces and removed the Iraqi army—our historical nemesis—from our immediate borders. But now it seems that this same group has ruined our chance by attacking us too. Now that the United States is helping the Kurds with air power, I’m not sure if we can speak of independence anymore. The world might consider us the spoiled kid who keeps asking for more.


We might keep quiet for now, but this demand of millions of Kurds for a state of our own will resurface again. The Islamist militants aren’t going to roam along our borders forever, and the American bombing campaign will one day stop. Then we will take to the street again, wave the colorful Kurdish flag and pursue our lifelong goal.
This doesn’t mean we are opportunists. It rather means that only an independent state could answer our plight. I speak for the Kurds of Iraq. We haven’t had a happy experience with Iraq. Genocide, imprisonment, persecution and deportation have been our share in that country. There isn’t a single Kurdish family that doesn’t carry the scars of a loss. Many mothers are still waiting for the bones of their sons and daughters—buried by Saddam Hussein in the 1980s—to be found and brought home from the southern deserts of Iraq.
In Iraq we have a term, “Kurdish-Arab brotherhood,” that was coined and promoted by successive regimes. But the truth is more like Kurdish-Arab suspicion and distrust. The Kurds see Iraq as the cause of all their miseries and Iraq thinks the Kurds are the reason that the country has never been stable.
Both sides are right. Iraq has brutalized us for decades, and we have fought Baghdad politically and militarily for years. The Kurds and Iraq are like a couple that starts another fight every time they try to make up. It is a forced and loveless marriage and we need a wise judge to speed up an inevitable divorce.
A country for the Kurds will also spare the world a lot of headache. Western leaders have to pause for a moment and think how many times they have had to rush in and save the Kurds from Iraq. It has happened three times in my own life.
In 1991, when I was 12 years old, we prayed that the West would come and save us from a vengeful Iraqi army that had just been defeated by the allied forces in Kuwait, and they did. They imposed a no-fly-zone in northern Iraq and prevented a genocide. Again in 2003, we hoped that George W. Bush would topple Saddam Hussein because we feared a retaliatory chemical attack from Baghdad.
Now for a third time in less than 30 years, I see again the Western powers sending fighter jets to protect the Kurds from yet another catastrophe. For how long is the world going to do this? If they are not tired of it, the Kurds definitely are. It is absurd to tell the Kurds to stay with Iraq and then scramble fighter jets every 10 years to save them from that same country.
Part of the hostility towards the Kurds from their neighbors is because they see us as allies of the West. So now as the West is marking the centenary of the First World War that divided the Middle East and left the Kurds without a state, it is time they redeemed themselves and let the Kurds join the world community as a sovereign state.
The artificial borders of the Middle East aren’t so sacred to cling to so dearly, nor is Kurdistan a sleeping giant to be afraid of. Autonomous for 20 years, the Kurds have already passed the test for statehood. Russian Prime Minister Dmitry Medvedev’s Twitter Was Hacked

The press office for Russian Prime Minister Dmitry Medvedev denied that he was stepping down Thursday after his Twitter account was apparently hacked, Bloomberg reports.
“The Twitter account of the prime minister was hacked and the recent posts about his resignation and plans to become a freelance photographer are false,” an unnamed government press official told Bloomberg.
On Thursday morning, a tweet from Medvedev’s account said: “I’m quitting. Ashamed of the government’s actions. Forgive me.”
That post, which has since been taken down along with others posted on Thursday, reflected a similar post made by Deputy Economy Minister Sergei Belyakov, who was fired last week after criticizing the government, according to Bloomberg.
Another post, according to the Moscow Times, read: “I’m going to become a freelance photographer!”
Still another took aim at Russian President Vladimir Putin, who is engaged in a showdown with the West over Ukraine and is largely seen as holding the reins of power in Russia. Using Putin’s nickname, the tweet said: “I wanted to say this long ago: Vova, you aren’t right.”

Staunton, August 13 – The Soviet government benefited from the fact that many African, Asian and Latin American leaders received educations in the USSR, and the Putin regime hopes to build on that past not only by attracting more students from these countries but by opening Russian-run universities and cultural centers in these countries.


Like other major countries, commentator Andrey Ivanov says in an article on the “Svobodnaya pressa” portal today, the Russian Federation is devoting ever-increasing attention to the use of “soft power” to extend its influence abroad especially among intellectuals. But he says, Russia has a special need to do so – its own defense. (svpressa.ru/society/article/95107/).


Ivanov cites with obvious approval the words of Sergey Chernyakhovsky of the Russian StateHumanities University, who pointed out that Lenin had said Soviet Russia was saved because Bolshevism had “taken from the Entente” the soldiers that those could had used to defeat the Central Powers could have deployed to kill off the Soviet state.


Today, Chernyakhovsky argued, Russia faces a similar and equally complex situation: “If the intellectuals of the world will see in Russia their ally, then no unfriendly actions of president will be able to be fully achieved.”


Understanding that, he continued, will also help Russia gain influence in the West. He notes the growing alienation of many in the West from the Western project, an alienation driven by many of the same things that have helped alienate and then power Islamic fundamentalists elsewhere.


“It is worth noting,” he said, “that until the end of the 1960s, the attitude of Western intellectuals to our country was positive.” It didn’t go negative because they found out about repressions. They’d always known or guessed about them.Rather it went negative when Russians themselves decided not to build a new world but to copy the West.


Then, Chernyakhovsky said, the costs of Stalinism ceased to be something Western intellectuals could easily dismiss.


Russia needs to offer an alternative vision of the world, one that doesn’t offend but rather attract people in the Muslim world who view the Western economic and cultural project as highly offensive – indeed, many Muslims have become fundamentalists because of their exposure to it – and to people in Europe who want to defend traditional values.


“The greatest disappointment in the world happens when we say that we will be just like everyone else,” he said. What people want is a sense of distinctiveness and a willingness to defend national traditions as one can see with Marina Le Pen in France and others elsewhere on the continent.


“If Russia can be the leader” of those countries who want to defend their “classical culture,” Chernyakhovsky argued, “then this will generate a response in the world comparable to the response it earlier experienced at the time of the birth of the mass labor movement on the planet.”


Saying all this does not mean, he hastened to add, that Russia should “focus on spirituality alone and refrain from the development of technology, the army and the fleet. But undoubtedly, the central issue” for Russia now and in the future “is its influence on the minds” of others.

            Staunton, August 13 – A leader’s response to a crisis early in his time in office is an instructive if sometimes overlooked indication of he will continue to behave.  Such it was with Vladimir Putin and the loss of the Kursk submarine with all hands 14 years ago this week:  All the qualities he has shown since then were on display at that time for those who cared to look.


            On August 12, the Kursk submarine sank in 108 meters of water in the Barents Sea. Many countries offered help; they were turned down. Media coverage was restricted. Not all of the 118 who were lost died immediately official claims to the contrary. No public investigation was allowed. And no one was punished for what happened.


            In short, the way Putin has behaved since was how he behaved then, something that calls into question the judgments of those in both Russia and the West who insisted or even now continue to insist that Putin has changed with time or even that he has been driven to act as he does by others. 


            Yesterday in Murmansk, there were meetings in memory of those who died, and the anniversary provoked another round of discussions about why it had occurred.  According to the ecology watchdog Bellona Organization, the official version remains that submarine sank because of a torpedo explosion (bellona.ru/articles_ru/articles_2014/1407848319.29).


            But as there was no public investigation of what occurred, many explanations were suggested and continue to circulate. Among those suggested include a possible collision with another sub, the unintended launch of a missile, or perhaps the explosion of a mine left over from World War II.  In short, there has been no closure.


            Aleksandr Nikitin, the head of Bellona’s St. Petersburg office and a hero to many environmentalists for his role in exposing Soviet and Russian dumping of nuclear materials in the Arctic, says he personally is inclined to believe the official version but only because the torpedoes on such submarines were so dangerous.


            He notes that his organization had warned about the dangers of the use of such equipment and had unsuccessfully sought more information from Russian officials about this and other accidents. 


            Nils Bohmer, the head of the Bellona group in Oslo, says that it remains important to “draw lessons” from the Kursk accident, all the more so because now the number of submarines operating in that sea is far greater raising the possibility that there may be more such accidents in the future.


            Nikitin agrees. While there has not been a single similar accident since the Kursk, he said, the number of submarines operating in the region is approaching what it was in Cold War times, and consequently, the number of accidents, which was much higher in the 1970s and 1980s, could increase.


            Must Russia and the world wait for another catastrophe to have answers? Nikitin asks. The answer to that question unfortunately remains “open.”
