Finally an article on the US-Russia relationship that sums it all up!Tom Graham, is currently the Managing Director at Kissinger Associates where he focuses on Russian and Eurasian Affairs. He was Special Assistant to the President and Senior Director for Russia on the National Security Council from 2004-2007 and has held many positions of importance in US-Russia relations in the US government since 1984.  We have had the privilege of meeting with him a number of times in the past and found his analysis always far ahead of his colleagues. The following is an amazing summation of what needs to be understood and put into real-time practice between the two countries.

The Ukraine crisis has put an end to 25 years of U.S.-Russia relations. The swiftness with which they collapsed, and the absence of any influential forces in either country actively working for their repair, is evidence of how much pretension and frustration had infused relations in recent years. It also suggests a deep-seated anti-American bias in the Russian elite, mirroring a Russophobia of comparable depth on the American side. 
It may remain true that there is much the two countries could do together, on WMD nonproliferation, counterterrorism, regional balances, energy security, and climate change, among other things, that would advance the interests of each country and benefit the world as a whole, particularly over the long term. But shared interests will not be enough to bring the two countries together again. For the problem in relations is grounded in each country's sense of itself and its role in the world-in the American belief that it should be the global leader and in Russia's conviction that it should be a major independent actor. That reality creates major obstacles to cooperation even on shared interests.
Under these circumstances, there can be no new reset in relations. Seeking to repair them by returning to an earlier set of assumptions about them is a dead end. Those assumptions no longer hold. Rather, relations need to be rethought in light of the realities in both countries, including the huge divide in worldviews.
The first step in rethinking relations on the American side will require that we ask some fundamental questions, such as:
How important is Putin?
He is the dominant figure in Russia today, and he makes the final decisions on foreign policy. But we need to remember that he operates in a political context and does not have a free hand, as he must balance the competing factions around him to maintain his own position. Moreover, he is a product of the Russian elite, and he gives voice to its consensus on Russia's role in the world, which has deep roots in history and strategic tradition. His departure might lead to a change in style, but it will have little impact on the substance of Russian foreign policy. In short, we have a Russia problem, not a Putin problem. 
How does the Russian elite think about world affairs?
Russian strategic thinking falls within the broad outlines of the realist school: Sovereign states are the central actors in world affairs; competition among states is inevitable; power, especially the hard variety, is the coin of the realm; and the goal of foreign policy is to create the optimal geopolitical balance for advancing one's interests. In such a world, only the great powers have the wherewithal to pursue genuinely independent policies; they are the few countries that determine the substance and structure of world affairs. Russian pride dictates that Russia must do all it can to sustain itself as a great power. The first task is guaranteeing Russian security.
What are the essential requirements of Russian security? 
First, modern Russia has seen its security as dependent on creating strategic depth, as it emerged on the almost featureless great Eurasian plain. To that end, it has pushed its frontiers outward until it met the resistance of well-organized and powerful states. Over centuries, this dialectic of expansion and resistance came to define Russia's geopolitical zone of interest as the heart of Eurasia, which encompasses all of the former Soviet space (and most of the former Russian imperial space minus Finland and Poland). Today's Russia believes that Russian primacy in-not necessarily control of-this region is vital to its own security. Ukraine is critical in this regard, since it creates strategic depth against potential aggression from the West; in particular, it precludes Ukraine from becoming a member of NATO and bringing that organization's infrastructure within a few hundred miles of Moscow.
Second, the choice that faces countries in this region is not Russian domination or genuine independence; it is a choice among great powers vying for influence over them. Russians tirelessly point out that today's Ukraine is composed of disparate territories that were only united under Soviet rule. In their minds, much the same could be said of all the other former Soviet states, which assumed their current form in the Soviet period and most of which had no substantial history of independent statehood before the breakup of the Soviet Union. Such states can never be fully sovereign. If they are not in Russia's orbit, they will inevitably fall into that of another great power. As a matter of its own security, Moscow will always seek to limit the presence of other powers in the former Soviet space.
Third, Russian territorial ambitions beyond its traditional geopolitical zone have been quite limited historically. In this regard, the Soviet period stands out as an anomaly, born of the unique conditions of the mid to late 20th century: the power vacuum in the center of Europe created by the total collapse of Nazi Germany and the subsequent bitter ideological divide and revolutionary upheaval that produced a global competition between the Soviet Union and the United States. Those conditions no longer prevail, and Russia has reverted to its historical policy of creating a suitable balance of power on the European continent that takes into account the interests of the other great European powers.
Is an ideological divide emerging? 
Since he returned to the Kremlin in May 2012, Putin has advocated a form of Russian nationalism that sets itself against the West. But his anti-Westernism does not mark an absolute rejection of the West and its values; it does not mark a return to the existential Cold-War struggle between two political systems with diametrically opposed views of human character and the relationship between state and society. Rather, Putin has positioned himself as the defender of traditional Western values against their post-modern, and he would argue decadent, interpretation in much of the West today. In his mind, he is not seeking to export Russia's values, as the Soviet Union did, but rather to rally other societies that also oppose the West's interpretation of certain values to create an international system that is more representative of the differences within a shared value system.
Despite much overblown rhetoric in Washington, Russia in fact poses a limited challenge to the United States. The appropriate response is not to return to the Cold War. But neither is it to speak of a return to cooperation if Russia realizes the errors of its ways and begins to conduct itself in a way the West finds more compatible. Rather, we need to abandon hopes of transforming Russia and acknowledge that it is one of many major powers in the world today. In dealing with Russia, we need to think in terms of competition and accommodation, that is, of great power diplomacy, refashioned to take account of the differences between today's world and the last period of great power diplomacy in the 19th century. We might also remind ourselves, that period was one of relative peace and security, of prosperity and progress.

Ukraine alleged today that a huge convoy of up to 100 Russian tanks, armoured vehicles and rocket launchers had infiltrated its territory. 
If confirmed, the claim could destroy a new 'roadmap' to peace discussed by the two countries' leaders and EU officials at a Minsk summit less than 24 hours earlier.
The news comes as a column of Ukrainian tanks, trucks and heavy artillery was pictured massing near the town of Mariupol, close to where Pro-Moscow separatists began shelling today.

Earlier today Vladimir Putin faced anguished calls from soldiers' mothers and wives demanding that he brings home alive the men detained in Ukraine.
The emotional pleas from the women, and the disturbing account of an enormous new deployment of Russian firepower in Ukraine, raises searching questions on Mr Putin's aims in the dispute, hours after he informed the world he was committed to an end to bloodshed. 
Kiev appealed for Nato's help yesterday over the new convoy, alleged to be travelling towards Telmanove, 50 miles south of rebel-held city Donetsk and 13 miles inside the border.
A Ukrainian military source insisted the convoy must be Russian in origin. 
'You cannot buy 100 tanks at a market in Donetsk or Lugansk,' the source told French news agency AFP.
'Of course they have been moved from across the border.'

Ukrainian premier Arseny Yatseniuk said his country needed 'practical help' from Nato, with which it has the status of a special partner, and demanded 'momentous' decisions at its summit in Wales in early September.
He also claimed Russia was set to turn off the gas supply taps to Europe this winters. 
Nato chief Anders Fogh Rasmussen vowed to create a new 'spearhead' force with 'very, very high readiness' to cope with what the alliance saw as Russia's new belligerence.
It came as the strategically important town of Novoazovsk, in the south-east of the country, was shelled by pro-Russian forces today.
The attack raised fears of a counter-offensive by Ukrainian forces.
In response to outgoing fire early this morning, pro-Moscow forces lobbed at least 10 shells at the Kiev stronghold, with plumes of black smoke rising above the town.
Mr Putin alleged the detention of 10 Russian servicemen came after they crossed the border 'by accident', a claim widely disbelieved in Kiev, which claims it has faced repeated attacks from Kremlin troops in a conflict which has seen almost 2,300 deaths.

A video was also released with a group of tearful mothers pleading for them to be returned, as some of the captives appeared at a press conference in Kiev. 
However it received little play on major state-run TV channels. 
'My child, Yegor Pochtoyev, is currently a captive in Ukraine. I beg you in the name of God - give me my child back,' urged his mother, Olga. 
'Give him back alive. Him and all the other men that are captives with him. 
'Son, and other boys - we are with you. We will take you out of it no matter what happens. 
'If the military chief won't do it - we, your mothers, will get you out.'

She demanded of Putin and defence minister Sergei Shoigu: 'Help them, rescue them, bring them back home safe and sound.'
The relatives of other detainee soldiers Sergey Arkhipov and Sergey Smirnov also begged for their release. 
Newspaper Vedomosti expressed a growing questioning of the Kremlin's policies in Ukriane.
'Silence or incoherent commentaries from official bodies only strengthen the atmosphere of suspicion and make us remember unpleasant episodes of Russian and Soviet history.'
Earlier, Ukraine president Petro Poroshenko said he was committed to a new roadmap to peace, and would work for a ceasfire in fighting. 
Mr Putin - while accused of flooding eastern Ukraine with fighters and military equipment - said he had no role in organising a truce.

Novoazovsk lies on the Azov Sea on the road that runs from Russia to the major Ukrainian port of Mariupol and west to Crimea, raising fears the separatists are seeking to create a land link between Russia and Crimea, which Russia annexed in March.
On Tuesday, Mr Putin and Mr Poroshenko met in the Belarusian capital of Minsk for their first ever one-on-one meeting, which lasted over two hours.
Mr Poroshenko called the talks 'overall positive' and said Mr Putin had accepted the principles of his peace plan, which includes an amnesty for those in the east not accused of serious crimes and calls for some decentralisation of power to the region.

Mr Putin, however, insisted that only Kiev could secure a ceasefire deal with the pro-Moscow separatists, saying the internal conflict was 'Ukraine's business'.
Russia 'can only help to create an atmosphere of trust for this important and necessary process,' Mr Putin said.
'We in Russia cannot talk about any conditions for the ceasefire, about any agreements between Kiev, Donetsk, Luhansk [the two rebel regions].'
Kiev and the West have repeatedly accused Russia of supplying arms and expertise to the rebels in eastern Ukraine, something Moscow denies.

There are two things happening between Ukraine and Russia right now. First, Russian and Ukrainian leaders are meeting in Belarus to negotiate a peace deal in the Ukrainian conflict that Russia insists it has nothing to do with. Second, Russian military forces are crossing the border into Ukraine in what is clearly a hostile invasion and act of war. That includes Russian artillery, Russian tanks, Russian-trained irregular forces, and even uniformed Russian soldiers who have admitted on camera that they are Russian military ordered to invade by their commanders.
But the first piece of that is obfuscating the second. Getting Russia to agree to a peace deal on Ukraine requires lots of careful diplomacy, and that means that no one wants to formally acknowledge Russia's invasion of Ukraine, even though Russia is definitely invading Ukraine right now. That's how you have even the more hawkish figures in the Obama administration making statements like this:
When is a Russian invasion of a neighboring country an incursion and an escalation, but not actually an invasion? When acknowledging that is in an invasion would complicate diplomacy to the point that ending the invasion could become much harder.
But there's more behind this confusion than just careful diplomacy. Russian President Vladimir Putin learned a crucial lesson from Syrian leader Bashar al-Assad last year, when the latter got away with using chemical weapons against his own people.

That lesson is this: the Western world can set all the red lines it wants — don't use chemical weapons, don't invade sovereign countries — but if you cross that red line just a little bit at a time, inching across over weeks and months, rather than crossing it all at once, then Western publics and politicians will get red-line fatigue and lose interest by the time you're across.
Had Assad just openly dropped tons of sarin gas on his own people one day, the world probably would have responded much more forcefully than it did. Instead, cynically but smartly, Assad spent months using very small amounts of chemical weapons at a time. He created lots of uncertainty around individual incidents: had the chemical weapons killed anyone? Been used at all? Were they used accidentally, or even by rebels who'd stolen them? He kicked inspectors out, then kept them in; he cooperated, then didn't.
By the time Assad fired sarin-filled rockets at the neighborhood of Ghouta, murdering hundreds of civilians, including a number of children, the world had already acclimated to the idea that Assad was probably using chemical weapons. Western leaders could only muster so much outrage, and Western publics could only be so shocked, because everyone sorta, kinda knew that this was already happening and was going unpunished. There was no clear moment at which Assad had crossed the chemical weapons red line, so one day we woke up and realized he was miles on the wrong side of it, and it was too late to muster enough global outrage to push him back.

Putin's stealth invasion, right out in the open

That's what Putin did in eastern Ukraine this summer. First he began quietly supporting the separatist rebels there, then arming them. Then an awful lot of military-trained Russian nationals started slipping in, as Moscow had done before when invading and annexing Crimea in March.
In July, in the weeks before boneheaded rebels shot down a civilian airliner and killed 298 people, Russia began shipping them high-grade military technology, including surface-to-air missile systems. Shortly after the airliner shoot-down, Russian artillery in Russia began firing at Ukrainian military forces in Ukraine — an overt act of war. Then NATO said it caught Russia sending an "incursion" force across the border, which Ukraine claimed to destroy. Later, according to the rebel leader in Ukraine, 30 Russian tanks and up to 1,200 Russian-trained troops did manage to cross. By August 22nd, Russian artillery units were reportedly crossing the border into Ukraine, and a few days later, Ukraine captured "rebels" who admitted to being Russian soldiers sent under formal order.
Russia's meddling in eastern Ukraine became a stealth invasion, which has become an overt invasion. But it was all done just gradually enough, and with just enough uncertainty around each incremental escalation, that Russia has managed to invade a sovereign European country, in the year 2014, without sparking any larger war or the credible threat of any substantial response beyond sanctions.
That's not to argue that Western countries should have responded with more sanctions (even that took substantial cajoling from the US), but the point is that Putin shrewdly prevented it from happening by playing on the vulnerabilities of Western democracies: short attention spans, rapid war fatigue, and the often-unwise pull of popular opinion.

Город Новоазовск Донецкой области взят под полный контроль сил антитеррористической операции. Об этом на брифинге заявил спикер информационно-аналитического центра СНБО Андрей Лысенко.
«Ситуация в районе Новоазовска остается пока сложной. После того, как украинским войскам поступило подкрепление, населенный пункт взят под полный контроль объединенных войск АТО и добровольческих батальонов территориальной обороны», - заявил Лысенко.
При этом корреспондент «Коммерсанта», работающий в месте событий сообщил, что населенный пункт Новоазовск взят под контроль представителей ДНР.
«Около трех часов по местному времени без боя и без стрельбы в Новоазовск вошли танки с символикой ДНР. Примерно в это же время оттуда начали организованными колоннами выезжать украинские военные. Их позиции сдвинулись к Мариуполю. Большая их часть находится сейчас в районе села Безыменного», - пишет «Коммерсант».
Напомним, ранее в СНБО сообщали, что представители так называемой Донецкой Народной Республики взяли под контроль ряд населенных пунктов севернее Новоазовска (Донецкая область).

On The Edge Of War: The Latest Russian And Ukraine Troop Movements

If Putin needed a pretext to finally drive across the Ukraine border, he got it today following first the death of nearly 40 pro-Russian protesters in Odessa during a confrontation between pro-Russia and pro-Kiev forces, and then, what appears to be a storming in progress right now by the Ukraine national guard of yet another separatist-controlled city in east Ukraine: Kramatorsk.
According to RT, Ukraine’s National Guard is storming the eastern town of Kramatorsk even as it has also resumed its special operation in Slavyansk, where two soldiers have been killed.
“The assault is starting now,” a Kramatorsk self-defense activist has told RIA Novosti by phone. Another activist told the news agency that the National Guard opened fire on self-defense forces.
Dozens have been killed or injured in Kramatorsk, a doctor told RIA Novosti. The medic added that the fighting has now stopped and all of those injured have been taken to hospitals in Kramatorsk and Slavyansk. At least two died on the way to the hospital, she said.
Meanwhile, the Ukrainian military’s special operation has resumed in the nearby town of Slavyansk. The headquarters of the people’s self-defense is under snipers’ fire, according to Itar-Tass. There are reports of injuries among protesters.
Recall that Putin has made it very clear that all the Kremlin needs to green light an operation in Ukraine is a pretext of "self-defense" for the pro-Russian citizens currently there being attacked by the local military, something which if the tables were turned, would have been classified as a civil war by the impartial western media.
So what does the theater of operations look like should Russia finally get involved?
The Washington Post is publishing a new map that shows, using information from the Royal United Services Institute, recent troop movements in the region. The graphic illustrates how military exercises conducted by Russia have left a big build-up of troops on Ukraine's border. It also shows Ukraine's own military moves to its borders with Russia and Moldova's Russian-dominated enclave, Transnistria.
It may be a long weekend.

Совет национальной безопасности и обороны заявляет о подходе подмоги силам антитеррористической операции в Иловайске.
Об этом на брифинге сообщил спикер информационного центра СНБО Андрей Лысенко.
Он отметил, что около 17:00 общался по телефону с военнослужащим, находящемся непосредственно в Иловайске, и тот сообщил, что подмога к ним прибыла, передают«Украинские новости».
«У них есть боеприпасы, подошла подмога, подошла артиллерия, продолжается операция по освобождению города», - сказал Лысенко.
Он отметил, что ситуация сложная, но силы АТО в Иловайске успешно отбивают контратаки и сами переходят в наступление.

Комбат «Донбасса» подтвердил отправку подкрепления силам АТО в Иловайск

Командир батальона «Донбасс» Семен Семенченко заявил, что силам антитеррористической операции в Иловайск уже оправлено подкрепление.
«Есть информация о начале движения колонн и штурмовых групп в сторону Иловайска. Радиоперехваты членов НВФ подтверждают. Связи с городом пока нет, командование и бойцы «Донбасса» пока подтвердить не могут (связь)», - цитирует Семенченко «РБК-Украина».
Напомним, сейчас под зданием Администрации Президента активисты, родственники и близкие бойцов добровольческих батальонов, попавших в окружение в Иловайске, проводят пикет с требованием направить им подкрепление.
Между тем Совет национальной безопасности и обороны заявил о подходе подмоги силам антитеррористической операции в Иловайске.
26 августа в Иловайске украинские силовики попали в окружение.

Window on Eurasia: Putin May Not Get His Single History Textbook

            Staunton, August 27 – Vladimir Putin’s April 2013 call for the creation of a single school history textbook lest variations lead to “the violation of the humanitarian space of ‘our multi-national nation” has sparked objections from Russian nationalists and the Russian Orthodox Church who say it downplays the Russianness of the state and from non-Russians who say such a text would downplay their uniqueness.


            Just how sensitive and even explosive this issue is was highlighted today by a statement of Russian education minister Dmitry Livanov that there won’t be a single textbook but rather a single standard for the development of textbooks and the ministry’s almost immediate disowning of that statement.


            At a press conference earlier today, Livanov declared that “most likely we will not have a single history textbook” as Putin apparently had called for. Instead, Russia “will have a single historical-cultural standard on the basis of which will be developed history textbooks. That does not mean there will be one single textbook.


            Because of what appeared to be a rare defeat for a Putin proposal and a victory for his opponents both among Russians and non-Russians, the minister’s words attracted the attention of Russian media from the official to the opposition (ria.ru/society/20140827/1021587921.html,kasparov.ru/material.php?id=53FD9C8A0C025 and nazaccent.ru/content/12934-ministerstvo-obrazovaniya-otkazalos-ot-vvedeniya-edinogo.html).


            But almost immediately they also triggered a clarification by Anna Usacheva, Livanov’s press secretary, who said that some in the media had proven incapable of seeing “the differences between the terms ‘a single book’ and ‘a single conception’ of history.” No one has given up on the latter, she suggested (interfax.ru/russia/393568 and nazaccent.ru/content/12939-ministerstvo-obrazovaniya-ne-sobiraetsya-otkazyvatsya-ot.html).


            However that may be, the opponents of a single textbook are certainly going to view this as a victory because it suggests that the education ministry itself is anything but committed to what Putin said he wanted and that they will press their case in the coming months as such textbooks are being prepared for the 2015-2016 school year.


            Moreover, many who may not be concerned with this specific issue are likely to view it as evidence that the Putin regime is not quite as monolithic as some think and lead some to try to reopen issues that the Kremlin leader’s declarations had suggested were already closed.

Первый контакт между генеральными штабами Украины и России уже состоялся. Об этом 26 августа на брифинге заявил спикер МИД Украины Евгений Перебийнис, передает РБК-Украина.
При этом он выразил надежду, что в ближайшее время удастся наладить контакты в рамках трехсторонней контактной группы (Украина-РФ-ОБСЕ), а также между руководством пограничных ведомств Украины и России.
«Мы надеемся, что уже на протяжении ближайших часов и дней активизируется трехсторонняя контактная группа, которая по договоренности имеет полномочия на обсуждения всего комплекса вопросов. Мы также надеемся, что в ближайшие часы будут установлены контакты между руководством пограничных служб Украины и России для того, чтобы выработать четкий алгоритм закрытия границы», — заявил Перебийнис.
Напомним, ранее российский генштаб отказался от переговоров между руководством генеральных штабов Украины и России по пересечению границы грузовиками с «гуманитарным грузом».

Ukraine has accused Russia of new military incursions into its territory, a day after hours of talks between the two countries' presidents appeared to yield little in the way of concrete results.
Vladimir Putin and Petro Poroshenko had met in Minsk on Tuesday, speaking privately for two hours after several hours of broader round-table talks including EU representatives and the presidents of Belarus and Kazakhstan. But the two leaders had very different readings of what was agreed.
Ukrainian president Poroshenko claimed that all the heads of state present at the talks, including Putin, had signed up to supporting his "peace plan", and also said that there was agreement that Ukrainian and Russian border guard services would meet soon to discuss the situation on the border.
Putin, however, said the discussions were "first and foremost [about] economic cooperation" and claimed that all talks about resolving the conflict should be between Kiev and representatives of the eastern regions.
"We did not discuss this matter substantively," said Putin. "Frankly speaking, we cannot discuss any conditions for a ceasefire or possible agreements between Kiev, Donetsk and Luhansk. This is not our business; it is a domestic matter of Ukraine itself."
Putin's words ignore the fact that the Ukraine has lost control of a section of the border and believes Russian arms and fighters are crossing freely to aid the rebels. There are also increasing fears that regular Russian army units are active in the east.
These have been bolstered with claims of secret funerals for Russian servicemen apparently killed in action in Ukraine, as well as the most concrete evidence yet: the capture of nine serving Russian soldiers on Ukrainian soil. For the first time, sources in Russia's defence ministry admitted that there were soldiers in Ukraine, but said they had been part of a border patrol that had crossed into Ukrainian territory "by accident".
Putin admitted that Russian soldiers had been caught in Ukraine, but insisted they had crossed the border accidentally, and compared the incident to Ukrainian soldiers who have crossed the border to escape encirclement by rebel forces.
"After all, Ukrainian service members entered our territory with armoured equipment, and we didn't have any problems. I hope that in this case, there also will not be any problems with the Ukrainian side," said Putin.
Ukraine paraded some of the soldiers at a press conference in Kiev on WednesdayThe soldiers, dressed in military fatigues, said they had realised since their capture that Russian media was lying about the situation in Ukraine. However, given the circumstances, it was not possible to tell whether the men were speaking freely or under duress.
Ukrainian military spokesman Andriy Lysenko claimed on Wednesday that more Russian soldiers had crossed into Ukraine in five armoured personnel carriers.
"Five armoured infantry carriers and one Kamaz truck entered Amvrosiyivka with men in them," Lysenko told journalists in Kiev.
"If this tactical group got lost and accidentally came into Ukraine like the paratroops of the 98th paratroop division then it remains for us to remind them that they can return to Russia, taking an easterly direction," said Lysenko.
Disquiet in Russia over the country's ambiguous role is beginning to grow, as more circumstantial evidence of military activity emerges. An editorial in the respected Russian daily Vedomosti on Wednesday said Russian officials had a responsibility to explain whether or not the country was at war.
"Is Russia fighting in Ukraine, and if it is, on what basis? If it's not, then who has been buried in these fresh graves, and who is being questioned by Ukrainian security services?"

Window on Eurasia: Moscow ‘Evacuates’ Factory from Ukraine to Chuvashia

            Staunton, August 27 – The Russian Spring portal has proudly declared that “the Luhansk machine-building factory is being evacuated to Russian Chuvashia,” an operation it said was taking place “as a result of extreme circumstances:” the factory supposedly was under fire from Ukrainian forces and much of it had been “destroyed” (rusvesna.su/news/1409122644).


            It is likely that at least part of the factory’s equipment was removed by the trucks that Moscow had said were an aid convoy, and it is entirely possible that what Russian forces have done in this case is the first round of a broader program of destroying infrastructure in southeastern Ukraine so that Kyiv will face larger problems even if Russia withdraws.      


            According to the Russian Spring site, the decision to “evacuate” the factory – the term is the same one Soviet officials used during World War II when they pulled back industrial plants in the face of the Nazi invasion – was taken after the factory itself was damaged by Ukrainian artillery fire.


            The factory is being restored in an industrial park five kilometers outside of Cheboksary, the capital of Chuvashia, the Christian Turkic republic in the Middle Volga. Workers from the Ukrainian plant are already there preparing to restart operations, something that is easier, the site says, because for 12 years, Lugansk Mash has been working exclusively for the Russian market.


            Russian Spring says that the factory, which is to resume production on Friday, will provide work for “no fewer than 50” local people, even though most of those who had been its employees in Luhansk are on their way there. These “’former Ukrainians,’” the site says, intend to put down roots in Russia.” All of them will be given Russian citizenship and passports.


            According to the independent Chuvash news service, Irekle.org, Russian officials initially planned to relocate the Luhansk plant in Rostov but then decided to reopen it near Cheboksary.  All of its employees are being transferred there, with some 23 families already having made the move (irekle.org/news/i1920.html).


            In reporting this development, Irekle.org said that “a war has been going on for several months” in Luhanska and Donetsk, a conflict in which the Ukrainian site reports “Russian soldiers are taking part” – despite denials by Moscow officials that its military personnel are involved in the conflict.
