Talk at the World Economic Forum’s annual meeting in Davos turned to the fight against terrorism Friday, with French President François Hollande and U.S. Secretary of State John Kerry encouraging the influential world figures gathered here to step up efforts to fight Islamist extremists.
Kerry told the audience that the fight against terrorism would include a military component but also needed to address the economic and educational conditions that can provide fertile ground for extremists. “This fight will not be decided on the battlefield, but in the classrooms, workplaces, places of worship of the world,” he said. Kerry said he would be traveling shortly to Nigeria, whose government is waging a war against the increasingly emboldened Islamist group Boko Haram.
Hollande, who led more than one million people in a unity rally in Paris following terrorist attacks in the city this month that left 17 people dead, called on business leaders and governments to cooperate against extremists. “France has reacted and taken measures, but there also needs to be a global, international response,” he said. “It needs to be international and shared, shared between the states who have to bear responsibility on the front line, but also by businesses, particularly the largest ones, who can also take action.”
Hollande also signaled that France’s military involvement in Africa could grow. “In Africa, France is on the ground and it will continue to be so more than ever before,” he said. “It will be present to bring help to those countries who are having to deal with the scourge of terrorism. I’m thinking of the Sahel, in particular, but also the situation in Nigeria, Cameroon, Niger, and Chad, who are under attack from Boko Haram. Now France cannot do everything, France cannot act alone. But whenever it can, it will, to lead by example.”
Speaking after Hollande and before Kerry on the main stage of the Davos conference center, Iraqi Prime Minister Haider al-Abadi asked for more help in his country’s fight against the Islamic State of Iraq and Greater Syria (ISIS).
“The cost of action will be high but the cost of inaction will be much, much higher,” said al-Abadi, who has been Prime Minister since September.
Al-Abadi said that in recent weeks there had been improved coordination between the U.S.-led air campaign against ISIS and Iraqi ground troops who he said are currently fighting to control territory that would create a route for Iraqi government forces to try to take back the ISIS-controlled city of Mosul. But he said Iraq was struggling under the burden of fighting a war while providing regular government services. “We need help,” he said.
In a sign of how longstanding enemies are finding themselves fighting on the same side in parts of an increasingly complex Middle East, the Iraqi Prime leader acknowledged to interviewer Charlie Rose that Iran is also providing Iraq with military aid. “They’ve helped us in the first stage,” he said. “They have been very prompt in sending arms, in sending munitions.”

Rights groups and free-press monitors in Russia and around the world are calling for the release an investigative journalist and blogger in the Russian city of Rostov-on-Don. Sergei Reznik was found guilty Thursday of insulting a public official and making false statements and was sentenced to three years in prison - in addition to an 18-month prison term he already serving. The court also banned Reznik from practicing journalism for two years after his eventual release. The Organization for Security and Cooperation in Europe (OSCE) said in a statement that “Punishing and sending journalists to prison for doing their job is unacceptable. Instead of ensuring protection and independence of members of the media, the authorities are effectively limiting the space for public debate and the citizens’ right to freedom of information.” Reporters Without Borders condemned Reznik’s sentencing and called for a fair appeal hearing in another jurisdiction. It said "this outspoken journalist" has been subjected to “judicial persecution," with the apparent aim of silencing him. The Committee to Protect Journalists (CPJ) also condemned the conviction and sentence and called on authorities to overturn the verdict. "We call on authorities," CPJ said, "to overturn this bizarre conviction on appeal and stop persecuting Reznik for his critical writing." The International Federation of Journalists (IFJ), the European Federation of Journalists (EFJ) and the Russian Union of Journalists (RUJ) have strongly denounced Reznik's conviction and sentence and also called for his immediate release. Reznik was due to have been released in May. He has been in prison since November 2013. The Russian journalists' group said Reznik's fate "is clearly a new form of pressure on independent journalists,“ and warned this could result in journalists censoring themselves. The union says censorship in the mainstream Russian press has already forced many journalists to limit publication of their investigations to blogs alone.

Saudi Arabia's human rights record has long been the subject of widespread condemnation by rights groups. But within the context of the ultra-conservative, religious society, King Abdullah, who died Friday, was seen as a leader who gradually tried to lay the groundwork for rights reforms. "Abdullah was known as something of a reformist inside Saudi Arabia," says Michael Fischbach, an expert on Middle East politics with Randolph Macon College. "Abdullah was noted for changing attitudes about what we might loosely call democratic practices, about voting rights for women." During his rule, King Abdullah had limited success in loosening restrictions on Saudi women, expanding their opportunities to study and allowing them to work as supermarket cashiers. He also appointed the country's first female cabinet minister and, after several false starts, granted women the right to vote and run in 2015 municipal elections. In a 2005 interview with U.S. journalist Barbara Walters, King Abdullah said he "strongly" believed in the rights of women and famously declared "the day will come" when the long-reviled Saudi ban on women driving cars would be lifted. The country's staunchly conservative Muslim clerics did not agree, and he failed to fulfill that promise. Joe Stork with Human Rights Watch, tells VOA it is unfortunate that the monarch could not grant more rights to Saudi women, who are still considered to be property of their male relatives. "He made a number of promises particularly in the area of bringing Saudi women more into the mainstream, so to speak, particularly in terms of opening certain occupations for them that had been off-limits up til then. And a little bit of that has happened, but not nearly as much as promised and perhaps not as much as he himself wanted to see," Stork said. Following the Arab Spring protests that engulfed the region in 2011, King Abdullah rolled out a series of financial incentives for Saudi citizens, a move largely seen as an effort to preserve his rule. But he did little to respond to demands for greater political rights, overseeing a fierce crackdown on those who criticized Saudi religious and political leaders. He also sent tanks to Bahrain to help crush popular protests there. Human rights abuses that have resulted from Saudi clerics' conservative interpretation of Islamic law are well-documented. The country routinely carries out gruesome public beheadings of convicted criminals. Other punishments include death by stoning, public floggings, and amputations of limbs. International criticism of Saudi Arabia's rights record reached a crescendo in 2002, when religious police in Mecca prevented a group of schoolgirls from leaving a burning dormitory because they were improperly dressed. Fifteen girls died in the blaze. Few expect King Abdullah's successor, his half brother King Salman, to usher in any major human rights improvements. Andreas Krieg, a Middle East security analyst and lecturer at King's College London, tells VOA both Abdullah and Salman are "made of the same cloth" and "have a similar outlook when it comes to reform." "The way Saudi Arabia works is that it's always about a balance between the reformist part of society and the ultra-conservative, particularly the wahhabiyah part of society, and I think any king will have to find that balance. But while King Salman will most likely focus on security issues, Krieg says human rights will only become more important as time goes on, noting over half of the Saudi population is under the age of 25. "These young people have access to social media, they have access to western culture and we'll see more and more people trying to test the boundaries of what is possible within an ultra-conservative society. So you will have to please them in a way," he said. "You cannot step back from any of these tiny reforms that Abdullah has pushed through."
