Staunton, February 27 – Having been slowed by Ukrainian resistance and hope to use the Minsk Accords to avoid new sanctions, Moscow is planning to spark uprisings in major Ukrainian cities in March and April before beginning a major military attack on the country in May, according to Yuri Lutsenko, head of the Poroshenko faction in the Verkhovna Rada or Ukrainian parliament.
He says that the operations up to now were Plan A, the uprisings Moscow is seeking to organize in Ukrainian cities is Plan B, and a major new Russian aggression against Ukraine is Plan C, and he suggests that Plan B has a real chance because of the unhappiness of some in Ukraine with Kyiv’s policies.
Some may be inclined to dismiss this as nothing more than a reflection of Ukrainian fears and part of an effort to get the West to provide additional support, including defensive arms, but there are there important reasons why that would be a mistake.
First, as the Novaya Gazeta document highlights, Moscow has been making plans about Ukraine for years, and consequently, it is almost certain that Russian officials or those like Konstantin Malofeyev near the Kremlin have come up with plans like Lutsenko describes and that Ukrainians have learned about them.
Second, using urban revolts as a means of undermining the power of Kyiv and allowing Moscow to expand its influence in Ukraine is absolutely consistent not only with the ideas of hybrid war but reflects something else: taking any Ukrainian city, even Mariupol, would be extremely difficult by military means alone.
Such actions would likely require the use of massive artillery shelling or bombing, with the resulting massive loss of life that would have the effect of attracting the world’s attention to the brutality of the Russian advance and the heroism of Ukrainian defenders. Organizing a fifth column within cities is thus an attractive option for Russian military planners.
And third, and perhaps most compelling is the fact that the most horrific means Moscow has been willing to employ – such as state terrorism against the civilian population in Kharkiv – have been signaled well in advance to all who have paid even the most cursory attention to Russian news outlets.
As Kseniya Kirillova points out in NR2.com this week, “Putin’s supporters threatened terrorist actions in Ukraine already last fall.” Now, one can see that those were not idle threats however often many dismissed them.
The journalist reports that in September, pro-Moscow opponents of a Ukrainian-American march in Seattle in support of Ukraine, said that the West should not be supporting “terrorists” in Ukraine but that if it continued to do so, then “terrorist actions” will be directed against Ukraine.
Specifically, the pro-Moscow activist said: “If Lugansk and Donetsk aren’t enough for you, then we will also organize terrorist acts in Ukraine against you.”

Staunton, February 27 – Because Vladimir Putin seeks both recognition as the leader of a superpower and a new Yalta at which he and Western leaders will partition the world into spheres of influence and because he can only move toward that goal by new acts of aggression, the Kremlin leader is likely to attack a NATO country next, according to Vitaly Portnikov.
The situation in Ukraine is moving toward a frozen conflict out of which he cannot extract more benefits for himself and his self-conception, the Kyiv analyst says in a commentary for Baku’s Haqqin.az agency, and consequently he is looking elsewhere with the Baltic countries being the most likely target.
Portnikov has no special inside knowledge in this regard, but both his impressive record as an analyst and the logic he suggests Putin is following makes what he has to say compelling if extremely frightening and deserves more attention than it receive if it appears only on an Azerbaijani site.
Since Minsk, European countries have indicated that they are prepared to send military instructors to Ukraine and Ukrainian President Petro Poroshenko has succeeded in purchasing military equipment. “In practice,” the analyst says, “this means the legalization of a mediation mission” which will allow Kyiv to get what it needs without direct aid from the US or NATO.
This effort of the West “not simply to strengthen the Ukrainian line of the front after Minsk 2 but also to internationalize it demonstrates to Russia that if it attacks, the victims would be not only Ukrainian soldiers and citizens but also NATO personnel – and this is an entirely different level of involvement and responsibility of the aggressor.
At the same time, Putin shows no sign of backing down in Ukraine. Despite giving lip service to the Minsk accords, the Russian leader has continued to strengthen the positions of Russian forces near Mariupol. And more generally, Russia “has begun large-scale exercises” along the border of the Baltic countries, all of which are members of NATO.
“For the West, it is important if not to stop the conflict and restore the territorial integrity of Ukraine then to at least ‘freeze’ it along the contact line.” But for Putin, “such ‘a freezing’ will not bring any dividends. Rather the reverse.” Ukraine will be able to stabilize, Western leaders won’t have any particular reason to lift sanctions or talk with him about a new world order, and the shortcomings of Putin’s economic system will be ever more obvious.
So what will happen next? “What will the West do?” It will try to achieve peace. “What will Putin do? He will fight,” Portnikov says. He can’t achieve anything in peacetime, but war gives him a chance to use the one part of his state which is still relatively strong in order to bring pressure to bear on other leaders to take him and Russia into greater consideration.
“Putin’s goal,” Portnikov says, is to have a status equal to that of US President Barack Obama and then together with him “resolve the fates of the world,” much as he imagines Soviet leaders did with Washington during the Cold War. And Putin’s “only instrument” to achieve that is war so that he can become the embodiment of Dr. No, albeit not so comic.
But Putin recognizes that not all military actions bring him equal benefits. More moves in Ukraine will not prompt Western leaders to rush to meet with him. They may instead simply increase sanctions and his isolation – and even do more to help Ukraine. What they won’t do is agree to some new grand bargain. Ukraine isn’t useful to Putin in that regard.
But one act of aggression, albeit an extremely risky one, that could prompt the West to talk with him about “a new Yalta” would be an attack on a NATO country – and in Russia’s case that means Estonia, Latvia or Lithuania. Such an attack would show very quickly whether NATO leaders are prepared to act “seriously” or to “again limit themselves to sanctions and anger.”
Such a move could blow up in Putin’s face, Portnikov concludes, but it is the only one available just now that could have the potential to lead some in the West to agree to “a real conference on the world order, a new Yalta,” if it didn’t lead to a war before such a conference could be convened.

Congress Clears Way For Stopgap Homeland Security Measure

The U.S. House of Representatives has cleared the way for passage of a short-term funding bill to keep the Department of Homeland Security open. Lawmakers on Friday voted 240 to 183 to clear a procedural hurdle to advance the bill, just hours ahead of a midnight deadline when money for the agency runs out. The bill provides three more weeks of funding while Republicans try to overturn President Barack Obama's executive action on immigration, which limits deportations of people in the United States illegally. Before the bill can take effect, however, the House and Senate must each vote one more time to finally approve it. If Congress does not pass a bill by midnight Friday, about 30,000 workers could be furloughed while 240,000 others would be working without pay. The Department of Homeland Security is the government agency that patrols the country's borders and screens passengers at airports. The House passed a Homeland Security bill several weeks ago, but it included Republican provisions banning funding for President Obama's executive order blocking more than 4 million people who came to the U.S. illegally from deportation. Meanwhile Friday, the Senate passed a separate bill funding the agency until the end of September - but the House is expected to ignore that legislation because it has no provision to block the executive order on immigration.

France, Britain Dismiss Calls to Renew Relations With Syria's Assad

France and Britain dismissed on Friday any suggestion of restoring relations with Syrian President Bashar al-Assad, saying this likely would end all hope of a political transition and push moderates into the arms of radical Islamist groups. With the rise of Islamic State insurgents, some European Union member states are critical of the position in Paris and London and say it might be time to re-establish communication with Damascus given that a four-year-old revolt has failed to overthrow Assad, diplomats say. In a column published in Arabic daily Al-Hayat and France's Le Monde, the French and British foreign ministers hit back at those who sought a rapprochement with Assad by saying he was using the fear of Islamic State, which has seized wide areas of northern and eastern Syria, to win back international support. "Some seem sensitive to this argument," Laurent Fabius and Philip Hammond wrote. "In reality, Bashar represents injustice, chaos and terror. We, France and Britain, say no to all three." There have also been calls from some politicians and former officials in both countries for a new strategy. This week a four-man cross-party delegation of French parliamentarians traveled to Syria and some met with Assad, and triggering a national debate on the issue. Former British Army chief Lord Dannant has previously said countries would have to work with Assad to defeat Islamic State, while the U.N. envoy for Syria Staffan de Mistura said earlier this month that Assad must be part of the solution for defusing the conflict in Syria. "After 220,000 deaths and millions displaced, it is illusory to imagine that a majority of Syrians would accept to be ruled by the one who torments them," Fabius and Hammond wrote. "To end their hopes of a better future in a Syria without Assad would be to radicalize even more Syrians, push moderates toward extremism and consolidate a jihadist bastion in Syria." An initially peaceful street uprising against Assad has spiraled into a civil war that has seen a level of suffering some diplomats see as justifying contacts with Damascus in pursuit of a political solution. Britain and France see Assad's departure as a precondition of peace negotiations but the collapse of his government has become less likely as the war grinds on inconclusively. "For our own security, we must defeat Islamic State in Syria. We need a partner that can act against extremists. We need a negotiated political settlement," Hammond and Fabius said, and a compromise would be needed between elements of the existing government and relatively moderate opponents of Assad.

TYRONE, Mo. • An urgent 911 call from a young girl who ran to a neighbor's home for help Thursday night led police to ultimately discover eight dead people across four crime scenes in a small community in south-central Missouri.
The lone suspect — a 36-year-old man from Tyrone — became the ninth to die when he shot himself in an apparent suicide, police say.
Texas County Coroner Tom Whittaker told the Post-Dispatch that all of the victims are adults.
There were three women and four men fatally shot, ranging in age from their early 40s to mid 60s. Authorities say several of the victims are related — including a husband and wife — but they haven't confirmed a connection with the gunman.
Authorities aren't releasing names of the victims until they notify relatives.
Before the suspect was found dead, police went to his mother's home to see if he was there. They found his mother dead on the couch of apparent natural causes, Whittaker said. It appears she had been dead at least 24 hours, he said. She was in her 70s and had been under a doctor's care for an illness, and there was no visible sign of trauma, so Whittaker believes she died of her illness.
The woman has the same surname as some of the victims, he said. Investigators suspect her death may have sparked the man's murder spree.
"We're speculating that he came home and found her deceased and then for whatever reason went on a rampage and started killing people," Whittaker said. "This is just so strange. Right now, with the shooter dead, we don't know. Is there something that sparked this? We're still in the information-gathering stage."
Whittaker, who has been coroner since 1997, said the county averages "maybe one" homicide a year. "We may go a year or two without any," he said. 
Whittaker said he couldn't believe it when authorities kept finding bodies over about a 3-½ hour period.
"At first I thought, 'I have three victims,' then we keep finding more victims," he said. "It's kind of like, 'Oh gosh, what have we got here?' It's spread over miles."
Sgt. Paul Reinsch of the Missouri Highway Patrol said the first victims were discovered Thursday night. The Texas County sheriff's office was called at 10:15 p.m. Thursday to a disturbance involving a weapon at a home on Highway H in Tyrone. A young girl inside the home heard gunshots and ran to a neighbor's house to call police.
Deputies went to the girl's home and found two people inside who had been shot to death. Police later went to three other homes in Tyrone and found five more people shot to death and one person injured. Whittaker said the injured person who was shot was taken to a hospital for treatment; the condition wasn't available. Police then went to the suspect's mother's home on Highway 137 and found the woman dead of apparent natural causes on the couch.
"The only reason she was found is that they had gone to her house to see if the shooter was there," Whittaker said.
The suspect was found dead in the neighboring county of Shannon County after apparently shooting himself inside a vehicle, police say. Police have not released his name. Shannon County Coroner Tim Denton said the man had shot himself in the head with a handgun. The man was slumped forward in his vehicle when police found it on a gravel road, off of Highway WW. That's about 25 miles from the crime scenes in Texas County.
Whittaker and Denton said autopsies will be performed by a pathologist in Springfield, Mo. The autopsies will start over the weekend and perhaps extend into next week, Whittaker said.
Tyrone is about 140 miles southwest of St. Louis, and about 50 miles south of Rolla. Police set up a mobile command post at Highways 137 and H.
Seven investigators with the Highway Patrol's division of drug and crime control are working on the case, along with the sheriff's office. The Missouri Highway Patrol's Sgt. Jeff Kinder said at a morning press conference asked that anyone with information about the killing spree to call police at 417-967-4165 or 417-469-3121.
When a reporter asked Kinder about the number of victims, he took a moment to count aloud, keeping track on his fingers. "There are ... Isn't that terrible? Lose count," he said. "There is actually nine total victims here in this case, one of them being the shooter, the other one being the elderly woman, and then seven victims of gunshot wounds."
Kinder said investigators were processing six scenes total — five homes, including the home where the woman died of apparent natural causes, and the suspect's vehicle.
Kinder said, "In our job, we see a lot of bad stuff. And this is bad. This is also hard on the police officers. It's not natural to see that sort of thing."
The Houston Herald, a local newspaper in Texas County, reported that the staff at the school district in the town of Houston, Mo., nearby had been told to arrive early for counseling sessions.

Police: Gunman killed seven and then himself at multiple crime scenes in rural Missouri

A gunman killed seven people in multiple homes in the southern Missouri town of Tyrone before turning a gun on himself, authorities said Friday.
A ninth person — an elderly woman — was found dead in the course of the police investigation but “appeared to have died from natural causes,” according to the Missouri State Highway Patrol.
Seven people were killed within Texas County at four different residences, the highway patrol said. A 36-year-old man, believed to be the gunman, was also found dead of a self-inflicted gunshot wound, police said in a statement Friday.
Authorities said a juvenile girl called police at approximately 10:15 p.m Central time on Thursday to report a “disturbance” at the home. When she heard gunshots, she immediately fled to a neighbor’s house. Police found two bodies at the home.
Later, five other bodies were found at three other residences in Tyrone. The elderly woman was discovered at a fifth residence. One injured victim was transported to a local hospital with gunshot wounds.
“In our job we see a lot of bad stuff, and this is bad,” Sgt. Jeff Kinder, a spokesman for the Missouri State Highway Patrol, said at a news conference. “This is hard on the police officers out there. I’m sure they were as shocked as a lot of the people were.”
At the Houston School District, which is near Tyrone, officials instructed staff to arrive early for counseling sessions, the Houston Herald reported.
It is unclear what relationship the elderly woman had with the shooter or other victims, Kinder said. “We’re not calling her a victim at this time,” he added.
Kinder said no victims’ names would be released until next of kin were notified.
The killings took place in a rural, thinly populated part of the state, near the Mark Twain National Forest. The region is known to attract tourists for its hunting, camping and river rafting.
The Missouri State Highway Patrol has established a mobile command post to conduct an investigation into the incident.

Missouri man charged in triple shooting near KU campus

LAWRENCE, Kan. (AP) – A 22-year-old Grain Valley, Missouri, man is charged in a shooting near the University of Kansas campus that injured three people.
The Lawrence Journal-World reports Caleb K. Chrisman is charged with aggravated robbery, aggravated burglary and three counts of aggravated kidnapping after allegedly holding three men at gunpoint in an attempt to rob them of cash around 4:30 p.m. Feb. 8 in a home at 1621 W. 19th Terrace, court documents state.
The three victims, two of whom are KU students, suffered gunshot wounds during the commission of the crime, according to Lawrence police spokesman Sgt. Trent McKinley. None of the charges filed against Chrisman implies he shot the men.
The three men injured in the Feb. 8 shooting have all been released from the hospital.
Investigators have said at least two people fled from the scene after the shooting. Lawrence police spokesman Sgt. Trent McKinley says the investigation into other possible suspects is continuing.
Chrisman is being held in the Douglas County Jail on a $500,000 bond. It wasn’t immediately clear if he had an attorney to discuss the charges.

A 36-year-old gunman killed seven people and injured another in the small community of Tyrone before fatally shooting himself in an adjacent county, police said Friday morning.
Investigators found another body -- that of an elderly woman -- in a fifth home while investigating the shootings, though it appears she died of natural causes, and it's unclear how her death was otherwise connected to the case, Missouri State Highway Patrol Sgt. Jeff Kinder said.
No names or information on motives was released, and the relationships between the victims, and between the victims and the suspect, weren't immediately known, he said.
"In our job, we see a lot of bad stuff, and this is bad," Kinder said of the shootings. "This is also hard on the police officers who are working out there. It's not natural to see that sort of thing."
Missouri Gov. Jay Nixon said the state was ensuring that mental health counselors and crisis intervention services will be provided to students and other residents.
"This is a horrific tragedy, and our hearts go out to the victims of these senseless acts and their families," he said.

The shootings happened in Missouri's Texas County, home to about 26,000 people.
A girl who'd been in one of the homes in Tyrone heard gunshots there and fled to a neighbor's residence, where she called police, Kinder said.
After police found two bodies in the first residence, investigators found five more bodies and an injured person in three other Tyrone homes, according to Kinder.
The elderly woman who's believed to have died of natural causes was found in a fifth residence after "investigators were somehow led to that residence after this was all placed in motion," he said.
The suspect's body was found in a vehicle in neighboring Shannon County, Kinder said.
Tyrone is about 135 miles (217 kilometers) southwest of St. Louis.
It wasn't immediately clear if any of the victims were of school age, but news of the deaths has shaken the community, the superintendent of the area's schools said Friday.
"There is a lot of speculation right now, and we just don't have the information. The area is within the school district; these are my families," said Scott Dill, superintendent of the Houston R-1 School District. "We run buses out there daily."
Classes for the district's 1,000 students are in session Friday, in part to give them a sense of normalcy, he said.
"We do have counselors available, and other offers from other districts to help out. As a small town, we all cry together. My principals are all assessing the situation now, and we will make a determination on what to do next," Dill said.

Missouri state auditor, a candidate for governor, dies in apparent suicide: police

(Reuters) - Missouri State Auditor Tom Schweich, a Republican candidate for governor, died on Thursday in an apparent suicide at his home in suburban St. Louis, police said.

Schweich, 54, had been re-elected in November after serving for four years and announced a month ago he would seek his party's nomination for governor.

Police were called to Schweich's house in Clayton, Missouri, shortly before 10 a.m. and found him with a gunshot wound, Clayton Police Chief Kevin Murphy told a news conference.

"Everything at this point suggests that it is an apparent suicide," Murphy said, adding Schweich's family was cooperating with the investigation.

Schweich was taken to a hospital and pronounced dead of a single gunshot wound, Murphy said, declining to say where the bullet struck him. A handgun was used and at least one family member was in the house at the time, he said.

Murphy said investigators were talking to Schweich's family and friends. An autopsy is expected to be conducted on Friday, he said.

Schweich, a lawyer and former acting assistant secretary in the U.S. State Department, was "a brilliant, devoted and accomplished public servant who dedicated his career to making Missouri and the world a better place," Missouri Governor Jay Nixon said in a statement.

Nixon ordered flags lowered to half-staff in honor of Schweich.

Missouri gubernatorial candidate dead from 'apparent suicide' after alleging anti-Semitic 'whisper campaign'

On Thursday, minutes after setting up a meeting with reporters from The Associated Pressand the St. Louis Post-Dispatch, Missouri Auditor Tom Schweich fatally shot himself in what police are calling an "apparent suicide." Schweich, 54, had recently announced his campaign for the Republican Party's gubernatorial nomination, and he told the AP reporter that he planned to go public Thursday afternoon with allegations that the chairman of the Missouri Republican Party had started an anti-Semitic "whisper campaign" to sink his campaign.
Schweich is Episcopalian; his grandfather was Jewish. In his conversations with AP, he said that Missouri Republican Party Chairman John Hancock — a political consultant elected last Saturday — had casually mentioned in phone calls that Schweich was Jewish. He wanted Hancock to step down.
Hancock denied that he was being anti-Semitic. "I don't have a specific recollection of having said that, but it's plausible that I would have told somebody that Tom was Jewish because I thought he was," he told AP, "but I wouldn't have said it in a derogatory or demeaning fashion." Schweich was also already the subject of attack ads on the radio. Post-Dispatch editorial page editor Tony Messenger, who knew Schweich, explained why the Jewish whispers disturbed the auditor so much:
Missouri is the state that gave us Frazier Glenn Miller, the raging racist who last year killed three people at a Jewish community center in Kansas City. It's the state in which on the day before Schweich died, the Anti-Defamation League reported on a rise of white supremacist prison gangs in the state. Missouri Republican dead after apparent suicide

Washington (CNN)A leading Republican candidate for Missouri's governor's office died in an apparent suicide on Thursday morning.
​Thomas Schweich, the 54-year-old state auditor who'd just won a second term while running unopposed in 2014, was pronounced deceased from a single gunshot wound, possibly self-infliction, according to a Clayton Police Department press release.
Detectives are conducting an investigation and an autopsy is pending, authorities said.
The St. Louis Post-Dispatch said Schweich's wife, who was in another room, heard him making phone calls -- and then a gunshot. It happened just hours after Schweich had requested interviews with the Post-Dispatch and The Associated Press at his home.
Missouri Republican Party Chairman John Hancock asked for prayers for Schweich's family.
"I am in utter shock at the news of Tom Schweich's tragic passing. Tom will be remembered as a tenacious, energetic, effective elected official who worked tirelessly on behalf of the citizens of this state and this nation," he said. "I ask all Missourians to join me in praying for Tom's family."
In October, Schweich launched an audit of municipal courts in Ferguson and six other cities, an initiative that had bipartisan support, according to St. Louis Public Radio.
"More and more officials have become concerned about the abuse of the traffic court system for revenue generation purposes rather than for safety, justice and efficiency purposes," Schweich told reporters at the time.
Missouri politicians took to Twitter on Thursday afternoon to say they were shocked by the news.
"Tom Schweich was very smart, very capable, outstanding at his job, and a good friend," Republican Sen. Roy Blunt said.
"I am very sad and hurt so much for Tom Schweich's family. Good man. Dedicated public servant. Hug those you love," Blunt's Democratic counterpart, Sen. Claire McCaskill, tweeted.
