Perhaps the Minsk accord hasn't failed yet. But the situation in Debaltseve shows that peace in eastern Ukraine just can't be reached with diplomacy alone...
There can be no talk of a truce when a strategically important city is captured. Nothing could be further from the withdrawal of heavy weapons than attackers advancing in tanks under the massive use of rocket launchers.
Even at the Minsk summit, there was not much hope for de-escalation in eastern Ukraine. In Debaltseve, the separatists completely ignored the first two goals of the 13-point accord: truce and the withdrawal of heavy weapons. They massively broke the ceasefire in order to create a precedent. Thus, they made sure all diplomatic efforts come to nothing.
The fall of Debaltseve is not just a military disaster for Ukraine's President Petro Poroshenko, but a political disaster. He faces massive domestic criticism of the Minsk accord... 
But danger looms on the horizon: From Debaltseve, it's not too far to Kharkiv, a major city in Ukraine's north. Mariupol in southern Ukraine is also still in the separatists' cross hairs. The war can still escalate even further.

And the Minsk accord, designed as a roadmap to peace in eastern Ukraine, isn't even a week old yet.
In the battlefield town of Debaltseve, north of Donetsk, however, that peace process has possibly already been shot to smithereens in its early stages.
Even at the Minsk summit, there was not much hope for de-escalation in eastern Ukraine. In Debaltseve, the separatists completely ignored the first two goals of the 13-point accord: truce and the withdrawal of heavy weapons. They massively broke the ceasefire in order to create a precedent. Thus, they made sure all diplomatic efforts come to nothing.

Apparently, this happened with Russia's approval.
In a downright provocative manner, Russian President Vladimir Putin made as much clear Tuesday at a press conference in Hungary - an EU member state that borders Ukraine, too.
He declared the political leadership in Kyiv solely responsible for the bloodbath in Debaltseve; Putin even demanded the Ukrainian army should capitulate. He could not have shaped his words more clearly to express his partisanship for the separatists' conquest plans.
Humiliating defeat
The fall of Debaltseve is not just a military disaster for Ukraine's President Petro Poroshenko, but a political disaster. He faces massive domestic criticism of the Minsk accord, negotiated in tough talks between Ukraine, the pro-Russian separatists and heads of state and government from Germany, France and Russia. The document is fraught with compromises that are painful for Kyiv. Under Russia's influence, a "frozen conflict" and a separatist state structure have virtually been created on Ukrainian soil.
It was evident even in Minsk that neither the separatists nor Russia would accept a Ukrainian Debaltseve. The main road and train connection between Donetsk and Luhansk runs right through the town, linking the two "People's Republics" in terms of access. In addition, the railway line continues to Russia from Debaltseve, making it so much easier to ship military supplies to the separatists.
For weeks, the Ukrainian army was surrounded in Debaltseve. It didn't stand a chance in the face of an opponent armed with modern Russian weapons. But Poroshenko didn't want to give in, urging the troops instead to bear up. Now the defeated Ukrainian troops have to pull out of Debaltseve. The defeat is humiliating for Poroschenko, who is bound to come under increased domestic pressure.
Diplomacy alone is not enough
Most Ukrainians realize that, left alone in the military field, they can't win the war. That is why diplomatic efforts must continue. Should the pro-Russian fighters stop their advance after the fall of Debaltseve, there is still a chance to save the Minsk peace accord.
But danger looms on the horizon: From Debaltseve, it's not too far to Kharkiv, a major city in Ukraine's north. Mariupol in southern Ukraine is also still in the separatists' cross hairs. The war can still escalate even further.
Perhaps the separatists will be satisfied with the Luhansk and Donetsk regions. But the events in Debaltseve show that diplomacy alone, even on the highest level, won't stop land-robbing aggressors.
Should the pro-Russian fighters actually start moving on Kharkiv or Mariupol any time soon, the issue of weapons for Ukraine must be put on the agenda. In that case, additional sanctions against the separatists' Russian supporters would have to be arranged. European diplomacy has reached its limits.

Ukraine truce in peril as government troops abandon rail hub

KIEV, Ukraine — The cease-fire in Ukraine was on the brink of collapse Wednesday as the battle for a transport hub came to a head, with the government withdrawing its forces after weeks of fighting to hold on to the strategic location.
The clash for Debaltseve, a key town on the road that connects Donetsk and Luhansk, is a "massive violation" of the truce reached last week, said German Chancellor Angela Merkel's chief spokesman, Steffen Seibert. The European Union urged implementing the truce agreement within hours.
Hanging in the balance is the cease-fire struck last week in an effort to end almost a year of fighting that the United Nations estimates has killed more than 5,600 people and chilled Russia's ties with the U.S. and Europe. Ukrainian Eurobonds and the hryvnia fell to a record as fighting was also reported near the port of Mariupol.
"There seems to be very little chance of this agreement actually being fully implemented," Amanda Paul, an analyst at the European Policy Centre in Brussels, said by phone. "The fact that you have ongoing violations on the ground, the ongoing fighting in key locations, doesn't give much hope for implementation."
Ukraine has evacuated 80 percent of its forces from Debaltseve, President Petro Poroshenko said in Kiev on Wednesday before his departure for the conflict zone. The government wants to complete the withdrawal as soon as possible, according to Andriy Lysenko, a spokesman for the country's military.
At least 167 government soldiers have been wounded in Debaltseve, Semen Semenchenko, a Ukrainian military commander, said on Facebook. A total of 132 injured and more than 30 dead were received Wednesday at a mobile military hospital in Artemivskas from government troops withdrawing from Debaltseve, said Yevhen Stepanenko, the deputy head of of the hospital.
The army has "moved everything to a new defense line, setting a foothold to defend the country," Poroshenko said.
The rebels said hundreds of Ukrainian soldiers were surrendering in Debaltseve, Tass news service reported Wednesday, citing Donetsk rebel official Maxim Leschenko.
"The German government strongly condemns the military actions of the separatists in Debaltseve," Seibert said Wednesday. "This is a massive violation since the cease-fire that's been in effect since Sunday. One has to say today that the assessment of the implementation has been sobering."
It was impossible to independently verify claims of troops surrendering. An unspecified number of Ukrainian soldiers, taken by the rebels as prisoners on Tuesday, still remain in captivity, Ilya Kyva, a deputy police chief of the Donetsk region, said by phone Wednesday.
Russian Foreign Minister Sergei Lavrov told reporters in Moscow that the battle shouldn't be an excuse to undermine the cease-fire agreement.
Lavrov said hostilities had to be halted to calm down the situation in Debaltseve.
"I really expect that common sense will prevail" and the peace process will continue and the situation in the town "won't be used as an excuse to undermine it, as happened before," he told a conference in Moscow on Wednesday.
U.S. Vice President Joe Biden and Poroshenko agreed by phone that "if Russia continues to violate the Minsk agreements, including the most recent agreement signed on February 12, the costs to Russia will rise," according to a White House statement on Tuesday.
With the truce under pressure, Ukraine's allies have resumed discussions over forcing Russian President Vladimir Putin's government to stop the conflict. The EU said Monday that work is "currently ongoing" on potential "further appropriate action" against Russia. Some U.S. politicians have called for supplying arms to Ukraine, which together with its allies says Russia supports the separatists with hardware, cash and troops. Russia denies that it's involved.
"This is the last chance to get things done before it really get difficult for Russia with sanctions," Karl-Heinz Kamp, academic director of the German government's Academy for Security Policy in Berlin, said by phone. "The patience of the West is simply used up and Merkel will have told Putin this is his last chance."
Karl-Georg Wellmann, a lawmaker in Merkel's Christian Democratic Union party and chairman of the German-Ukrainian parliamentary group, told newspaper Tagesspiegel that Germany won't be able to halt U.S. weapons deliveries to Ukraine to fight Russian-supported separatists.
"We will no longer be able to stop weapons deliveries from the U.S. and Canada" after rebel gains in Debaltseve, he told the newspaper in an interview Wednesday. The German government's opposition to arms deliveries hasn't changed, Seibert said.
EU sanctions on Russia are linked to "the situation on the ground" in Ukraine, EU foreign policy chief Federica Mogherini said on Wednesday in Riga, Latvia.
"If the situation on the ground follows the commitments taken in Minsk last week, obviously this would not be necessary," Mogherini. "We have to see the implementation happening in these very next hours."
The Debaltseve situation creates an "additional momentum for the separatists to push further, to make more territorial gains," Marcin Zaborowski, the head of the Warsaw-based Polish Institute of International Affairs, said by phone on Wednesday. "Once they've achieved victory, they have no incentive to stop."
Zaborowski said it was crucial now to include the U.S. in the peace process.
"Minsk showed that having peace talks without the U.S. at the table is essentially worthless," he said.

Ukrainian soldiers begged for help online as Russian rebels surrounded them in the embattled town of Debaltseve.
The ultra-nationalist militia named 'Right Sector' posted their plea for help to the Ukraine government via its social network Vkontakte just hours before President Petro Poroshenko announced defeat to the separatists.
"The boys have asked for help 10 hours ago!" the message read. "Repost and help! Vladimir Shmatko [head of the Ukrainian Chortkiv region], friends, please take this to the President of Ukraine – most of our 128 brigade is fully surrounded by the Russians in Debaltseve... We can't get out! HELP!!!".
Their cry for help reported via news site Vocativ, has emerged as a sombre Poroshenko surrendered the town today to the self-proclaimed Donestk People's Republic – despite initially denying claims his troops were encircled by the pro-Russian rebels.
Forty-four people have been reportedly killed since fighting broke out in the strategic rail hub, which lies between the rebel-held cities of Donetsk and Lugansk and at least 70 have been wounded.
Russian president Vladimir Putin, said yesterday during a visit to Hungary: "I hope that the responsible figures in the Ukrainian leadership will not hinder soldiers in the Ukrainian army from putting down their weapons."
The retreat has been seen as a major setback to Kiev's forces and a blow to Poroshenko's authority.
On Wednesday, he pulled 80% of units along with two columns from the war zone.
Other grim reports and pictures have been posted via social media accounts of Ukrainian troops and pro-Russian separatists militias -- dismissing hopes of a ceasefire.

Ukraine Ceasefire In Dispute As Government Forces Pull Out Of Besieged Town

ARTEMIVSK/BULAVYNE, Ukraine, Feb 18 (Reuters) - Government forces were pulling out of an encircled town in eastern Ukraine on Wednesday after a fierce assault by Russian-backed separatists which Kiev and Europe said violated a crumbling ceasefire.
President Petro Poroshenko said more than 80 percent of his troops had left the rail hub following a heavy bombardment and street-by-street battles which he said showed "the true face of the bandits and separatists who are supported by Russia."
The rebels say the ceasefire, negotiated by Ukraine, Russia, Germany and France at a summit in Belarus last week, does not apply to Debaltseve, which links the two rebel-controlled regions of eastern Ukraine, Donetsk and Luhansk.
Poroshenko and the West say the rebel assault is being reinforced by Russian tanks, artillery and soldiers, though Moscow denies sending forces to join the battle for a region that President Vladimir Putin has called "New Russia."
"The actions by the Russia-backed separatists in Debaltseve are a clear violation of the ceasefire," European Union foreign policy chief Federica Mogherini said in Brussels, stepping up Western criticism of the rebel offensive on Debaltseve.
"The EU stands ready to take appropriate action in case the fighting and other negative developments in violation of the Minsk agreements continue," she said, making an apparent threat of further economic sanctions on Moscow.
Canada imposed sanctions on Russia over its conduct in Ukraine on Tuesday, a move Moscow said would fuel further tension in Ukraine and prevent the implementation of the ceasefire.
There was little hope when the deal was signed last Thursday in the Belarussian capital Minsk by the rebels, Ukraine, Russia and the OSCE security watchdog that it would hold for long, but its seeming swift collapse has surprised many.
NATO Secretary-General Jens Stoltenberg voiced deep concern about the deteriorating situation in and around Debaltseve, saying: "The refusal of the separatists to respect the ceasefire threatens the agreement."
Britain Foreign Secretary Philip Hammond said Europe should at least extend its sanctions against Moscow if the ceasefire broke down.
A German government spokesman said the Minsk agreement had been damaged though it made sense to try to implement it.
PUTIN CALLS FOR SURRENDER
Putin showed no sign of backing down over Ukraine on Tuesday evening, when he urged Kiev's pro-Western leaders to let their soldiers surrender to avoid more bloodshed.
Hours later, the Ukrainian withdrawal was under way. A Reuters witness saw weary Ukrainian troops, their faces blackened, some in columns, some in cars, arriving in Artemivsk, about 30 km (20 miles) north of Debaltseve.
For Poroshenko, the retreat may have saved the lives of thousands of Ukrainian soldiers who were all but trapped in the town against a better-equipped army.
But another military defeat, coming as Ukraine approaches the first anniversary of the overthrow of the Moscow-backed president Viktor Yanukovich, may be difficult to stomach for a population weary of a long conflict and could further damage Poroshenko's standing.
Pro-Kiev commanders said some forces had pulled out but there were reports of continued fighting in the town. A Reuters correspondent near Debaltseve saw black smoke rising over the town and heard loud blasts hours after the withdrawal began.
"The withdrawal of forces from Debaltseve is taking place in a planned and organized way," said Semen Semenchenko, who heads the Donbass paramilitary battalion.
"The enemy is trying to cut the roads and prevent the exit of the troops," he said on Facebook.
News of the withdrawal immediately affected financial markets, with the cost of insuring exposure to Ukrainian debt and the spreads of the country's dollar bonds over safe haven U.S. treasury bills soaring to record highs.
The rouble was largely steady against the dollar, but the official rate of Ukraine's hryvnia currency hit a record low.
WITHDRAWAL OF HEAVY WEAPONS
Even before the Ukrainian troops were forced to pull back, last week's peace deal had all but collapsed, with both sides failing to withdraw heavy guns as required after the rebels refused to halt their advance.
But Interfax news agency later cited the self-proclaimed Donetsk People's Republic as saying separatists had begun pulling back artillery from rebel-held areas where fighting had ceased.
Rebels stepped up their offensive on Debaltseve almost immediately after the Minsk deal to end the conflict in eastern Ukraine, which has killed more than 5,000 people, was signed on Thursday.
The deal gave both sides until Sunday to lay down their arms, prompting some analysts to suggest the rebels felt they could take the town within that timeframe.
Russia has already annexed Ukraine's Crimea Peninsula, and Western countries believe Putin's goal is to establish a "frozen conflict" in eastern Ukraine, gaining permanent leverage over a country of 45 million people seeking integration with Europe. U.S. hasn't exhausted toolkit on Russia sanctions -energy envoy

NEW DELHI, Feb 18 (Reuters) - The United States could intensify sanctions against Russia if the Kremlin continues to destabilize eastern Ukraine, a senior U.S. government official said.
Washington and the European Union imposed sanctions after Russia annexed Crimea last March and supported pro-Moscow separatists in eastern Ukraine.
"We haven't exhausted our toolkit," Washington's special envoy and coordinator for international energy affairs Amos Hochstein said in an interview late on Tuesday.
"Everyone wants to be in a place where we don't need more sanctions, but if the actions by Russia in east Ukraine continue, then I expect sanctions will continue as well," he told Reuters while in New Delhi for an energy conference.

But pro-Russian rebels and government forces have continued to engage in street battles in a town in east Ukraine, scuppering hopes for the European-brokered peace deal.
Ukrainian government forces were pulling out of Debaltseve on Wednesday after an assault by Russian-backed separatists who Kiev and Europe said violated a crumbling ceasefire.
The West's response centered first on financial and travel restrictions on key individuals but by mid-year it had effectively cut off overseas funding to corporate Russia.
"I think what you have seen over the past year, that there has been a careful and calculated escalation of the actions," said Hochstein, a State Department official who has coordinated economic sanctions against Russia and Iran.
On Iran, the Obama administration is continuing to work with mainly Asian buyers of Iranian light oil called condensate to limit those purchases, Hochstein said.
In addition to the sanctions on Russian individuals, Washington has banned the Russian oil industry from access to services vital to develop deepwater, Arctic offshore and shale energy projects.
Washington reckons that these sanctions, if kept in force, could eventually depress output from one of the world's largest oil-producing countries, which relies on Soviet-era fields for the bulk of its output of 10.6 million barrels per day.
In Brussels, EU foreign policy chief Federica Mogherini said the actions by the Russia-backed separatists in Debaltseve were a clear violation of the ceasefire.
"The EU stands ready to take appropriate action in case the fighting and other negative developments in violation of the Minsk agreements continue," she said, making an apparent threat of further economic sanctions against Moscow.

Kiev unmoved on weapons withdrawal as troops pull out of Debaltseve

Ukraine's army will only consider withdrawing heavy weaponry from a designated eastern buffer zone “when the shelling stops,” the country’s deputy defence minister said in an interview Wednesday, as the strategic town of Debaltseve fell into separatist hands.
There were signs that a ceasefire may indeed follow the humiliating defeat for the Ukrainian army, which had fought for weeks to hold onto the key transport hub despite being effectively surrounded by Russian-backed fighters. Columns of exhausted Ukraine troops and equipment were seen leaving Debaltseve on Wednesday, a day after the rebels claimed to have taken control of the centre of town and video evidence emerged of the pounding the Ukrainian forces had sustained while trying to defend it.

“This morning the Ukrainian armed forces together with the National Guard completed an operation for a planned and organized withdrawal from Debaltseve. As of now we can say that 80 per cent of our units have left,” Ukrainian President Petro Poroshenko said in an audio message released by his press service. However, the retreat seemed more chaotic than organized, with some soldiers fleeing on foot, and others spotted hailing taxis to take them away from the front line.
Mr. Poroshenko, who was reportedly headed to the war zone for a special meeting with his security council, said two columns of troops remaining in Debaltseve were expected to also withdraw.
Following the capture of Debaltseve – which links the main rebel-held cities of Donetsk and Lugansk – Russia’s Interfax news agency reported that the rebels had begun to withdraw their heavy artillery from other parts of the front line. Russian Foreign Minister Sergei Lavrov said, besides Debaltseve, a ceasefire deal signed in Minsk last week was now in effect around the rest of the conflict zone.
Immediately following the singing of the Minsk deal last week, Russian President Vladimir Putin told a press conference that he had warned Mr. Poroshenko during negotiations that some 8,000 Ukrainian troops were surrounded in Debaltseve and should lay down their arms before the ceasefire could begin. “Ukrainian authorities believe… that their troops are not encircled,” Mr. Putin said at the time, sounding incredulous.
Under the Minsk agreement, which has been largely ignored so far, both sides were due to have begun withdrawing their artillery and rocket systems on Monday to create a 100-kilometre wide buffer zone. But the future of the pact fell into doubt as fighting continued in and around Debaltseve, which separatist leaders claimed fell on their side of the ceasefire line.
In an interview Wednesday with The Globe and Mail, Ukraine’s deputy defence minister, Petro Mekhed, said that the Ukrainian forces were “regrouping” around Debaltseve and that the situation on the ground was constantly shifting.
Speaking just before the Interfax report was published, he said it was impossible to consider fulfilling the Minsk accords while the separatists were continuing to attack all along the front line. “How can we withdraw when we are being shelled more than 40 times a day, in all sectors?” he asked. “When the shelling stops, we will start the withdrawal of heavy weapons.”
The 10-month old conflict, which began shortly after a pro-Western revolution in Kiev toppled a Moscow-backed government, has taken at least 5,500 lives so far. Some estimates put the figure at more than 7,000 dead.
Sitting in a boardroom inside the country’s Defense Ministry headquarters in Kiev, Mr. Mekhed said the war in east Ukraine would not be over until the government regained control of a 400-kilometre stretch of the Russian border that is now under the control of the separatists. Ukraine claims that thousands of Russian troops, backed by advanced tanks and artillery, have crossed through that section of the border to bolster the rebel forces.
While the Kremlin heatedly denies the accusations, the United States, Canada and other NATO allies also accuse Moscow of fuelling the conflict in Donetsk and Lugansk. A report released Tuesday by Bellingcat, an open-source investigation site, found evidence that artillery had been fired from Russian territory into Ukraine in support of a rebel advance last summer.
Mr. Mekhed accused the separatist forces of recklessly shelling civilian areas, and denied accusations that the Ukrainian army had done the same, despite reports by human-rights organizations accusing both sides of ignoring international law in the conflict.
Even as he spoke, several dozen protesters – most of them women – gathered outside the Defence Ministry to demand the government do more to aid the outgunned soldiers still trapped in Debaltseve. Snezhana Arutyunyan, a 33-year-old hairdresser, said her brother was in Debaltseve, and that he had been furious and scared when she spoke to him on Tuesday.
“He said there were Chechens [fighting alongside the pro-Russian separatists] who were shooting everyone in the city and that [the Ukrainians] can’t even shoot back because of the ceasefire.”
Standing beside Ms. Arutyunyan was a grim-faced Inna Penya, a 25-year-old shopkeeper who said she was three months pregnant. Ms. Penya said her husband was in Debaltseve and she hadn’t heard from him in almost a week.
In announcing the commencement ceasefire on Saturday, Mr. Poroshenko said Ukrainian forces would not be allowed to break use their weapons unless they had permission from his office. Mr. Mekhed, however, said that didn’t apply to the soldiers surrounded in Debaltseve, who were allowed to defend themselves.
Mr. Poroshenko has repeatedly warned that he will be forced to introduce martial law if the Minsk ceasefire fails. Mr. Mekhed said that martial law was a “serious step” that would ban political activities and allow the army to commandeer factories and other property for the war effort. “It would mean we’re repeating the 1930s and 40s when Hitler started to annex countries in Europe. Now Putin has annexed Crimea and he is trying to start a war in Europe,” Mr. Mekhed said.
Mychailo Wynnyckyj, a Kiev-based political analyst, said the introduction of martial law was now “a very real possibility. The political pressure on Poroshenko to declare [it] is massive.”

After weeks of relentless fighting, the embattled Ukrainian rail hub of Debaltseve fell Wednesday to Russia-backed separatists, who hoisted a flag in triumph over the town. The Ukrainian president confirmed that he had ordered troops to pull out and the rebels reported taking hundreds of soldiers captive.
Associated Press reporters saw several dozen Ukrainian troops retreating with their weapons Wednesday morning from the town in eastern Ukraine, covered in dirt and looking exhausted. Some were driving to the nearby town of Artemivsk in trucks while several others, unshaven and visibly upset, were on foot.
One soldier spoke of heavy government losses, while another said they had not been able to get food or water because of the intense rebel shelling. A third spoke of hunkering down in bunkers for hours, unable to even go to the toilet because of the shelling. They smoked cigarettes in the frigid winter air and gratefully accepted plastic cups of tea given to them by locals.
"We're very happy to be here," the hungry soldier told the AP. "We were praying all the time and already said goodbye to our lives a hundred times."
Russian Channel One showed the rebels hoisting their flag over a high-rise building in Debaltseve.
By Wednesday morning, the army had withdrawn 80 percent of its troops from the town and two more columns had yet to leave, Ukrainian President Petro Poroshenko said. In face-saving comments, he denied claims by the rebels that the Ukrainians were surrounded and said the troops were leaving Debaltseve with their weapons and ammunition.
"Debaltseve was under our control, it was never encircled. Our troops and formations have left in an organized and planned manner," he said in televised comments. He denied reports of large Ukrainian casualties and hundreds of soldiers captured.
Russian President Vladimir Putin, on a visit Tuesday to Budapest, had urged Kiev to admit defeat in the contested town, saying "the only choice" of the Ukrainian troops was to "leave behind weaponry, lay down arms and surrender."
NATO Secretary General Jens Stoltenberg accused the separatists of refusing to respect a cease-fire agreement and urged Russia "to end support for separatists and to withdraw forces and military equipment from eastern Ukraine." Russia has denied supplying the separatists with troops and weapons, a claim scoffed at by Western nations and Ukraine, who point to NATO satellite pictures of Russian weapons in eastern Ukraine.
Poroshenko sought to portray the withdrawal as a tactical decision that "laid shame on Russia, which called on the Ukrainian troops yesterday to lay down arms, raise the white flag and surrender.
"The Ukrainian troops... gave a blow in the teeth to those who were trying to encircle them," he said at a Kiev airport as he traveled to eastern Ukraine to "shake the hands" of the soldiers leaving Debaltseve.
Russian state-owned television showed images Wednesday of several dozen Ukrainian troops being escorted along a village road by the rebels.
The withdrawal attracted fierce criticism from Ukrainian nationalist politicians as well as from the commanders of volunteer battalions fighting alongside government troops. Semyon Semenchenko, a battalion commander and a member of parliament, on Facebook accused the military command of betraying the country's interests in Debaltseve.
"We had enough forces and means," he said. "The problem is the command and coordination. They are as bad as can be."
The fierce fighting around Debaltseve, which links the two major separatist cities of Donetsk and Luhansk, had raged on despite a cease-fire deal brokered by European leaders which took effect Sunday.
Some retreating troops said Wednesday they had not received any reinforcements from the government in Debaltseve and had been walking and retreating for a whole day. One Ukrainian soldier who introduced himself only as Nikolai said he was not even sure if his unit was retreating or being rotated out of Debaltseve.
"I don't know, our commanders didn't tell us whether it's retreat or just rotation," he said. "They just told us to change our positions because our unit had been staying there for quite a long time and we had sustained quite big losses."
The leaders of Russia, Ukraine, Germany and France who negotiated the cease-fire deal last week are expected to talk about its implementation later Wednesday, French Foreign Minister Laurent Fabius said.
EU foreign policy chief Federica Mogherini on Wednesday accused the Russian-backed rebels in Debaltseve of acting "in clear violation of the cease-fire."
"Russia and the separatists have to immediately and fully implement the commitments agreed to in Minsk, in line with yesterday's U.N. Security Council resolution, starting with the respect of the cease-fire and the withdrawal of all heavy weapons," Mogherini said in a statement.
In Berlin, the German government condemned rebels' advance on Debaltseve. Chancellor Angela Merkel's spokesman Steffen Seibert described the onslaught as "a serious strain on the (Minsk cease-fire) agreement as well as hopes for peace in eastern Ukraine."
Elsewhere in the conflict zone, rebel leaders said Wednesday that they had begun withdrawing heavy weaponry from parts of the front line where the cease-fire was holding. Basurin told Russian Rossiya 1 channel that rebels were pulling back five self-propelled guns from Olenivka, south of the rebel stronghold of Donetsk, on the road to the government-controlled port of Mariupol.
"This is the first step," Basurin said. "We're not waiting for Ukraine to start pulling back the weaponry together with us."
Observers from the Organization for Cooperation and Security in Europe, responsible for monitoring the cease-fire, have tried to get to Debaltseve since Sunday but have been blocked by the rebels. The separatists' Donetsk News Agency quoted rebel official Maxim Leshchenko saying the OSCE will be allowed to visit Debaltseve "soon."
