UK Should Consider Arming Ukraine, Says Stirrup

The UK should consider arming Ukraine as the war with pro-Russian separatists continues to rage in the east of the country, according to a former head of the army.
Speaking on Sky's Murnaghan programme, Air Chief Marshal Lord Stirrup accused Russian President Vladimir Putin of running a "gangster regime" and "gangster foreign policy".
When asked whether the UK should provide weapons for Ukrainian soldiers, Lord Stirrup said: "That is something we need to think about it carefully. There are arguments on both sides.
"If we work to do that it needs to be part of a long-term strategy, not just a short-term knee jerk response.
"It might be appropriate. It is something we need to think about."
Lord Stirrup also warned in his interview that NATO is viewed as "weak" by Mr Putin, adding the West needs a long-term strategy to combat Russia's actions with regards to its neighbour.
He said: "Putin views the West as weak all round and that is a very, very dangerous position for us to be in.
"My concern is that NATO is not spending enough resource on defence."
In recent weeks, RAF jets have twice intercepted Russian planes which were spotted off the coasts of Cornwall and Bournemouth.
Lord Stirrup said Moscow is becoming more aggressive, and testing British defences with "mission rehearsals".
This "very dangerous" game raises the possibility of a mid-air collision Russian aircraft and civilian aircraft, he added.
His comments come after the former defence secretary Liam Fox said the UK should provide sophisticated arms, including drones, to Ukraine.
However, this was ruled out by the Leader of the Commons, William Hague, who said the best approach was to increase sanctions if Russia continues to destabilise Ukraine.
"We are not planning as the UK to send arms to Ukraine, Mr Hague told the BBC's Andrew Marr Show.
"It hasn't been our approach in any recent conflict in recent years to send arms into those conflicts."
Moscow has long been accused by the West of supporting the rebels since the conflict broke out last April, a claim Russia denies.
A ceasefire between the government and the separatists has broken down amid fierce fighting for the strategically important town of Debaltseve.
On Sunday, Ukrainian forces began the process of withdrawing heavy weapons from the frontline in agreement with separatists .

Russia is holding all the cards in Ukraine

Paris (AFP) - The continued fighting in eastern Ukraine has made a mockery of the West's latest attempts to negotiate a ceasefire but may ultimately pave the way for a more durable peace, say analysts.
It did not take long for the latest truce, brokered by France and Germany and signed in the Belarussian capital Minsk last week, to look as impotent as previous deals.
With barely a pause, pro-Russian rebels continued their assault on the key transport hub of Debaltseve, ultimately forcing the Ukrainian military into a humiliating retreat. 
"It was a classic case of good intentions paving the way to hell," said Ievgen Vorobiov of the Polish Institute of International Affairs.
"(German Chancellor Angela) Merkel saw the situation was deteriorating fast and that the United States was talking about supplying arms and escalating the conflict, and felt she needed to act.
"But she didn't have a Plan B if the ceasefire failed, and she had nothing to enforce it -- neither military power nor more sanctions."
The West has struggled to formulate a response to the continued fighting. 
Merkel and French President Francois Hollande emerged from a meeting in Paris on Friday offering nothing but further calls for the truce to be respected. 
- The price of peace? -
Russian President Vladimir Putin continues to deny he is directly backing the rebels, even as NATO remains adamant that his special forces, artillery and air defence units are still very much active in Ukraine. 
But some analysts argue the battle for Debaltseve was inevitable, with the rebels clearly seeking more territory and resources to make a viable mini-state out of their fiefdom in the east.
It also had symbolic importance, having been a key focus of military campaigns during the 19th and 20th centuries.
France and Germany may have decided to accept the fall of Debaltseve as the price for peace, said Jorg Forbrig of the German Marshall Fund of the United States, a think tank. 
"They are not naive. Perhaps they think now this question is in a sense settled, it could contribute to a more durable ceasefire," he said. 
The question is whether the rebels will now pressure other areas, notably the port city of Mariupol. 
But Balazs Jarabik, of the Carnegie Endowment for International Peace, said the rebels may be reluctant to attack a million-strong city of mostly Russian speakers. 
"The more bloody the rebel advance, the more it proves right those who say Russia must be stopped," said Jarabik. 
"Putin has already achieved his main goals -- he's taken Crimea, he has a frozen conflict in the east. Now he needs the fighting to stop so that the international pressure on him falls."
Russia has encouraged "frozen conflicts" elsewhere in its neighbourhood, for instance in Georgia and Moldova where it has fuelled separatist movements just enough to keep the countries unstable and make them unattractive partners for the West.
- Fundamental differences -
But even if the ceasefire holds, many see the deal as heavily weighted in Russia's favour. 
"It puts all the cards in rebel and Russian hands," said Kadri Liik of the European Council on Foreign Relations.
"The first Minsk accord (signed in September) prepared the ground for a frozen conflict, but the second has handed exactly the sort of leverage to Russia that it has been seeking."
She points to clauses that say Ukraine will only regain control of its border by the end of the year, and only after constitutional reforms that will leave Russia with a powerful say over affairs in the east. 
The other problem is whether Kiev -- with its economy in freefall and its politicians at each other's throats -- is ready for the difficult political negotiations to come. 
"It's more and more clear that the West isn't able to mobilise the money that Ukraine needs, and that the government in Kiev can't pull its act together," said Jarabik. 
"This needs to be the focus now. If there's no political progress, then there will be a return to fighting."
And then there's the wider geopolitical problem of whether Russia and the West can ever patch up their differences after a year in which relations have dive-bombed. 
The problem, said Liik, is a basic difference in how they view the world: the West sees a rules-based system, Russia sees great powers defending their spheres of interest. 
"What the West wants is a profound change in Russia's behaviour, and that will not be easy, particularly since the West's track record has been chaotic and unimpressive," she said.

PressTV-Ukraine FM urges West to arm Kiev

The Ukrainian foreign minister has once again urged the country’s Western allies to supply Kiev with arms, saying the violence-wracked country needs them to achieve peace.
"Our appeal for supplies of modern defense weapons to Ukraine stays in place," Pavel Klimkin told the German Bild daily on Saturday, adding, "We need them for peace, not for war.”
This is while Moscow has strongly warned the US and its allies against arming Ukraine, saying the move will only complicate the situation in the region.
Klimkin stressed the necessity of launching a peacekeeping mission in strife-torn eastern Ukraine, calling on Berlin to play a more active role to resolve Ukraine’s deadly conflict.
"I believe Germany could take on more responsibility in the settlement of the Ukrainian crisis," he added.
The Ukrainian top diplomat also noted that abiding by the Minsk ceasefire agreements is the only way to end deadly clashes between the Ukrainian army and pro-Russia forces in the east of the country.
East Ukraine ceasefire deals
During peace talks in the Belarusian capital city of Minsk on February 11-12, the leaders of Germany, France, Russia and Ukraine agreed on the withdrawal of heavy weapons from Ukraine’s front lines and a ceasefire, which officially went into effect at 2200 GMT on February 14. The two sides, however, have continued to engage in sporadic clashes.
Back in September 2014, the representatives of Ukraine, Russia, and the self-proclaimed republics of Donetsk and Lugansk signed another ceasefire deal in Minsk. However, the truce was violated on an almost daily basis by both the Ukrainian military and the pro-Russia forces, and thus failed to deliver any practical result.
Source of conflict
Donetsk and Lugansk are two mainly Russian-speaking regions in eastern Ukraine which have been hit by deadly clashes between pro-Russia forces and the Ukrainian army since Kiev launched military operations in April last year to crush pro-Russia protests there.
In May 2014, the situation in the two flashpoint regions started to worsen as residents overwhelmingly voted for independence from Ukraine in referendums.

Bipartisan Senate Group Urges Kerry to Arm Ukraine

A bipartisan group of 10 senators sent a letter to Secretary of State John Kerry Friday calling for increased sanctions against Russia and for defensive weapons to be sent to Ukraine.
The senators wrote that Russia’s “flagrant violation” of a week-old cease-fire agreement suggests that Russian President Vladimir Putin isn’t likely to abide by any cease-fire or “follow well-established international norms of behavior.” They also said Putin is “delusional” and called for more penalties against Russia, including increased economic sanctions, potentially excluding the country from the worldwide bank-information-sharing network known as SWIFT, and providing weapons to Ukraine.
Six Republicans, including Senate Armed Services Committee Chairman John McCain, and four Democrats, including Sen. Dick Durbin, the second-ranking Senate Democrat, signed the letter.
“Many of us were extremely doubtful that Russia would respect the terms of the second Minsk agreement, given it has utterly failed to abide by the Minsk Protocol reached in September,” the senators wrote. “In fact, Putin’s duplicity regarding these agreements has been matched only by his delusional denials of Russian involvement in eastern Ukraine.”
The senators argued that without Western support for forces in Ukraine, a “Russian imposed military outcome” would continue in the country.
The White House has been considering whether to send defensive arms to Ukraine, and President Obama, in a press conference with German Chancellor Angela Merkel earlier this month, said it was still an option.
Defense Secretary Ashton Carter, who took over the Pentagon’s top job earlier this week, said during his confirmation hearing that he supported sending arms to Ukraine. State Department spokeswoman Jen Psaki said Friday that Russia is violating the cease-fire and international law by supporting separatist attacks in Ukraine.
“Russia’s continued support of ongoing separatist attacks in violation of the cease-fire in Eastern Ukraine is undermining international diplomacy and multilateral institutions,” Psaki said. “By not abiding by the agreement they signed, by continuing to support and intervene illegally in Ukraine, yes, they’re violating international norms and they’re violating international law.”
Asked at his daily news briefing Friday if more sanctions were inevitable, White House Press Secretary Josh Earnest said the risk of additional sanctions against Russia increases if Putin continues to violate cease-fire commitments.
“It’s possible that there could be additional costs … but any sorts of decisions like that will be made in coordination with our allies in Europe,” Earnest said.
Republican Sens. Kelly Ayotte, Ron Johnson, Mark Kirk, Rob Portman and Pat Toomey, as well as Democratic Sens. Richard Blumenthal, Bill Nelson and Jeanne Shaheen also signed the letter.
