If US Doesn’t Arm Ukraine, Putin Will Move Against Baltic Countries

Staunton, February 16 — If President Obama follows German Chancellor Merkel and doesn’t arm Ukraine, the US president will not only “be playing the role Putin has assigned to him” but he will also open the way toward an effort by Moscow to dominate the Baltic countries while threatening the world with first use of nuclear weapons, according to Janusz Rolicki.
In a commentary for Warsaw’s Gazeta Wyborcza, Rolicki, a senior Polish journalist and commentator, says that the West must stand up to Vladimir Putin both to show him that aggression will not be allowed to stand and that threats of first use of nuclear weapons will not be tolerated.
Putin has openly violated two of the foundations on which the European system has developed over the last half century — a commitment by the powers against any change of international borders by force and a pledge by the nuclear powers not to be the first to use them, Rolicki points out.
These violations are especially at a time when „Putin’s Russia, in formulating a new military doctrine openly introduces in it the principle of the free use of nuclear weapons,” when „flouting international agreements, it has developed a new type of rocket,” and when it carries out exercises and sends out its planes in ways that are consistent with that notion.
„These exercises, like the doctrine itself,” Rolicki argues, “arose out of the complexes the roots of which go back to the 1990s. Russia is flexing its muscles in order to frighten the international community,” and „the world must believe in the decisiveness of a Russia which is prepared to use nuclear weapons for the achievement of its political goals.”
Tha threat has already born fruit, he continues. „Russia is close to cementing its domination in Ukraine,” as the recent Minsk accords show. No agreement had to be signed, of course, just as no acquirement about „the liquidation of Czechoslovakia” had to be signed in Munich in 1938.
If the West does not begin to arm Ukraine, that will mean condemning that state to be „swallowed up by Russia,” but that Western failure will not end there because Putin will read this as an indication that he can use force and the threat of even more force to get his way and he will move against other of Russia’s neighbors, including the Baltic countries.
The US has enormous military superiority „over the entire rest of the world,” but „today’s West is incapable of decisive action.” It isn’t even capable of speaking the truth: „Neither NATO nor the EU has yet recognized Russia as an aggressor,” instead following Moscow’s line and called „the so-called separatists” that.
Because the West is not punishing the aggressor in a serious way, Russians are coming to the conclusion that Moscow propagandists are right and that „everything is permitted to the strong.” Indeed, the West isn’t excluding Russia from sports competitions, scholarly exchanges, or meetings.
Putin and his foreign minister Sergey Lavrov „are not subjected to ostracism but treated as statesmen,” despite the fact that they lie in much the same way as Stalin’s prosecutor [Andrey] Vyshinsky or Soviet foreign minister [Andrey] Gromyko, Rolicki says. Moreover, „the West up to now has not shown that it is not afraid of the aggressor.”
Chancellor Merkel’s declaration that she opposes arming Ukraine is „suicide for the European Union as a political player. The second Minsk meetings „showed that this is a path to nowhere” because Putin had already demonstrated that he has no plans to honor any accords that he doesn’t want to.
The US thus must play the key role because the preservation of an independent Ukrainian state requires that Putin hears that if he sends his forces beyond the demarcation line, „NATO will send its forces to Ukraine and if he crosses the Dnepr, [Russian forces] will encounter Western units there.”
Everyone should remember that „if Western politicians after World War II had acted as Frau Merkel and Mr. Hollande are now, the contemporary world would be one big Soviet Union,” Rolicki says.
What is occuring now, he argues, is „the disgusting capitulation of the West and democracy. If NATO and the EU give way to Putin, a real tragedy awaits us, one which will threaten the security of the world” by allowing him to assume that his hands are free to do what he likes.
„It is too bad,” Rolicki concludes, „that Moscow values and respects only crude force. It is horrible that this country has been able to violate the nuclear taboo without being punished. The nuclear issue has returned to our lives and again become a direct threat to the existence of civilization.”

Six Lessons from the Debaltsevo Debacle

            Staunton, February 18 – The Debaltsevo cauldron is coming to an end, Nikolay Mitrokhin says, and Ukraine is going to lose. Several thousand Ukrainian soldiers will “in the  best case” become prisoners, enormous stockpiles of military equipment will be lost, and “the moral spirit will suffer from the strongest possible attack.”


            At the same time, he writes in a commentary on Grani.ru today, “the war with Russia will not end with this but only stop and it will be a good thing if this is for several months.”  But now is the time to try to answer two important questions: Was this loss necessary? and What should Ukrainians and others learn from it?             The answer to the first is “not so simple,” Mitrokhin says.  On the one hand, the Debaltsevo salient after the successful advance of the Ukrainian army last summer gave the Ukrainian military significant strategic advantages, including the ability to attack key rebel cities, block transportation routes between Donetsk and Luhansk, and thus affect the region’s economy.


            But “from the first half of August, the situation changed fundamentally,” he writes. “The Ukrainian army was no longer opposed by divided and poorly armed groups of militants.” It was facing a Russian army with dozens of tanks and artillery pieces, and that army was led by an experienced Russian general.


            As a result, “the Debaltsevo salient became a problem for the Ukrainian army.” It simply didn’t have sufficient forces to hold it against a concerted attack although it did have enough to repulse smaller ones. That should have led to the withdrawal of Ukrainian forces to prevent loss of lives and materiel, but it didn’t. Why is currently the subject of dispute.


            Some blame the Ukrainian military command which “turned out to be incapable” of assessing the situation and husbanding its resources. Others blame the political leadership which did not want to pull back anywhere and which presented the defense of the Debaltsevo salient as a new “Stalingrad” for Ukraine. That of course makes its loss all the more bitter.


            That makes it critically important, Mitrokhin says, to answer the second question and see what lessons can be drawn “from the sad history of the Debaltsevo cauldron.” He suggests there are six that Ukrainians and their supporters should be drawing now.


  1. “The Ukrainian army showed that it on the whole could effectively mount a defense” not only against irregular militias but even against individual Russian units armed with tanks, something that should give Kyiv some basis for hope in the future.
  2. But at the same time, Zebaltsevo showed that the Ukrainian forces “could not attack a strong opponent,” something that won’t change until there is a new group of commanders, more troops and better weapons. As a result, “as long as Russian forces remain in the Donbas, one cannot talk about any decisive attack” by Ukrainian forces there.
  3. During these battles, “the Ukrainian army experienced problems with the supply of everything except bullets, and it remains unclear when Ukrainian civil society will have the means, forces and patience to support it.”  That will require major reforms of “the entire state apparatus,” which are currently taking place “too slowly.”
  4. The Ukrainian army is “too small and too poorly equipped with contemporary weapons.” It needs to receive them from abroad, but it also needs to think about producing more “not so much for an attack as for defense” because that is what it will be engaged in over the coming months.
  5. “The Minsk agreements have not led to a complete ceasefire and even if they work, after the final defeat of the Debaltsevo grouping, the war will continue.” That is what the militants want because they cannot exist in peacetime: they don’t know how to deal with the social and economic challenges of peace, and they don’t want to give up what they see as the glory of war.
  6. “The losses among the Russian irregular army for the last month and a half … have been so great (no fewer than 1,000 men)” few will want to take part in another offensive.  If the pro-Moscow forces are to advance then, regular Russian military units will be needed. “That is something for which Russian society and Ukraine and the co-sponsors of the peace process must be prepared.”

Geneva prosecutors have raided the Swiss office of the British banking giant HSBC and announced a criminal investigation into accusations it was laundering money. The raid was taking place at the offices of HSBC Private Bank Switzerland, according to a statement released Wednesday by Geneva's prosecutor. Prosecutors said they were investigating criminal charges of "aggravated money laundering" against the bank, but stressed the probe could be broadened to include "physical persons suspected of committing or participating in acts of money laundering." Earlier this month, a large network of investigative journalists found that the Swiss arm of HSBC, Europe's largest bank, helped global clients avoid taxes and hide hundreds of millions of dollars in assets. Those clients included drug traffickers, arms dealers and celebrities. The International Consortium of Investigative Journalists (ICIJ) and several news organizations obtained bank documents dating back to 2007 that reveal the scope of the tax dodging. The leaked documents contain details about more than 100,000 clients from around the world - both individuals and legal entities. According to the ICIJ report, academic studies estimate that $7.6 trillion is held in overseas tax heavens, preventing governments from collecting about $200 billion a year in tax revenues. HSBC responded to the report by saying its compliance efforts have been insufficient. The bank said it has undergone a "radical transformation" in recent years and now enforces more stringent reporting requirements. The new revelations may trigger calls for closer oversight of sophisticated tax avoidance by the wealthy and multinational companies, a key political issue in Britain and across Europe.
