President Vladimir Putin of Russia has added new, chilling nuclear threats to his aggression in Ukraine, where 6,000 people have been killed in a war with Russian-backed separatists. Mr. Putin wants to expand his country’s influence and standing, but his alarming behavior has estranged Russia from most other major powers, damaged its economy and narrowed its future options.
Even for Mr. Putin, the recent nuclear threats have set a new benchmark for hostility in the conflict he has ignited with the West. Two weeks ago, The Times of London reported on a meeting between Russian generals and American officials in which the Russians threatened a “spectrum of responses from nuclear to non-military” if NATO moved more military forces into the Baltic States.
Last month, the Russian ambassador to Denmark, Mikhail Vanin, warned that Danish warships “will be targets for Russia’s nuclear weapons” if Denmark follows through on its expressed interest in joining NATO’s missile defense system.
And in remarks aired on March 15, Mr. Putin said he was ready to bring nuclear weapons into a state of alert last year when Russia was in the process of invading and annexing Crimea. Some Russian officials have also hinted at the possibility of reintroducing nuclear weapons to Crimea, which has been free of them for two decades.
American officials say they have seen no evidence that Russia has actually begun to reposition or make ready a nuclear arsenal that still contains thousands of weapons. But even if the Russian threats are loose talk to intimidate adversaries or curry favor with nationalists at home, they reflect a cynical disregard for Russia’s post-Cold War role as a partner with America in arms control treaties designed to discourage the spread of nuclear weapons. These threats inevitably raise tensions and could increase the chances of deadly miscalculations.
Mr. Putin has crossed other lines, including sending military aircraft unannounced into international airspace over Estonia, Lithuania, Latvia, Poland and the North Sea. On April 7, a Russian fighter jetintercepted an American spy plane over the Baltic Sea north of Poland; the Pentagon complained the Russians acted in an “unsafe and unprofessional manner.”
There have been scores of similar episodes over the past year as NATO increased its air patrols in response to Russia’s invasion of Crimea.
The Russian leader’s decision to proceed with the long-delayed sale of an S-300 missile defense system to Iran was another bad choice. Experts say the system does not threaten Israel, which has nuclear weapons and the best military arsenal in the Middle East, but the move could make it harder for the Obama administration to get congressional support for a nuclear agreement with Iran.
Mr. Putin’s aggression is rooted in intense nationalism, which plays very well to his people and fuels the war against Ukraine. Despite a cease-fire agreement signed in Minsk in February, Russia has continued to arm, train and direct separatist rebels. Fighting has surged and there are grave concerns that Mr. Putin is planning an offensive to seize more territory in eastern Ukraine.
Russia’s bellicose behavior is a serious test for NATO, which has sometimes shown disturbing divisions. The Europeans and the United States have to stay united in maintaining sanctions on Russia and in continuing air patrols and training exercises, as it becomes increasingly difficult to predict Mr. Putin’s next move.

WASHINGTON — In February, a year after the Las Vegas Sands was hit by a devastating cyberattack that ruined many of the computers running its casino and hotel operations, the director of national intelligence, James R. Clapper Jr., publicly told Congress what seemed obvious: Iranian hackers were behind the attack.
Sheldon G. Adelson, the billionaire chief executive of Sands, who is a major supporter of Israel and an ardent opponent of negotiating with Tehran, had suggested an approach to the Iran problem a few months before the attack that no public figure had ever uttered in front of cameras.
“What I would say is: ‘Listen. You see that desert out there? I want to show you something,’ ” Mr. Adelson said at Yeshiva University in Manhattan in October 2013. He then argued for detonating an American nuclear weapon where it would not “hurt a soul,” except “rattlesnakes and scorpions or whatever,” before adding, “Then you say, ‘See, the next one is in the middle of Tehran.’ ”
Instead, Tehran directed an attack at the desert of Nevada. Now a new study of Iran’s cyberactivities, to be released by Norse, a cybersecurity firm, and the American Enterprise Institute, concludes that beyond the Sands attack, Iran has greatly increased the frequency and skill of its cyberattacks, even while negotiating with world powers over limits on its nuclear capabilities.
“Cyber gives them a usable weapon, in ways nuclear technology does not,” said Frederick W. Kagan, who directs the institute’s Critical Threats Project and is beginning a larger effort to track Iranian cyberactivity. “And it has a degree of plausible deniability that is attractive to many countries.”
Mr. Kagan argues that if sanctions against Iran are suspended under the proposed nuclear accord, Iran will be able to devote the revenue from improved oil exports to cyberweapons. But it is far from clear that that is what Iran would do.
When Mr. Clapper named Iran in the Sands attack, it was one of the few instances in which American intelligence agencies had identified a specific country that it believed was using such attacks for political purposes. The first came in December, when President Obama accused North Korea of launching a cyberattack on Sony Pictures. Other United States officials have said that Iran attacked American banks in retaliation for sanctions and that it destroyed computers at the oil giant Saudi Aramco in retaliation for the close Saudi ties with the United States.
The evidence from the Norse report, along with analyses by American intelligence agencies, strongly suggests that Iran has made much greater use of cyberweapons over the past year, despite international sanctions. The attacks have mostly involved espionage, but a few, like the Sands attack, have been for destructive purposes.
In the report, to be released Friday, Norse — which, like other cybersecurity firms, has an interest in portraying a world of cyberthreats but presumably little incentive in linking them to any particular country — traced thousands of attacks against American targets to hackers inside Iran.
The report, and a similar one from Cylance, another cybersecurity firm, make clear that Iranian hackers are moving from ostentatious cyberattacks in which they deface websites or simply knock them offline to much quieter reconnaissance. In some cases, they appear to be probing for critical infrastructure systems that could provide opportunities for more dangerous and destructive attacks.
But Norse and Cylance differ on the question of whether the Iranian attacks have accelerated in recent months, or whether Tehran may be pulling back during a critical point in the nuclear negotiations.
Norse, which says it maintains thousands of sensors across the Internet to collect intelligence on attackers’ methods, insists that Iranian hackers have shown no signs of letting up. Between January 2014 and last month, the Norse report said, its sensors picked up a 115 percent increase in attacks launched from Iranian Internet protocol, or I.P., addresses. Norse said that its sensors had detected more than 900 attacks, on average, every day in the first half of March.
Cylance came to a different conclusion, at least for Iran’s activities in the past few months, as negotiations have come to a head. Stuart McClure, the chief executive and founder of Cylance, which has been tracking Iranian hacking groups, said that there had been a notable drop in activity over the past few months, and that the groups were now largely quiet.
American intelligence agencies also monitor the groups, but they do not publicly publish assessments of the activity. Classified National Intelligence Estimates over the past five years have identified Russia and China as the United States’ most sophisticated, and prolific, adversaries in cyberspace.
However, American officials have said that Iran and North Korea concern them the most, not for their sophistication, but because their attacks are aimed more at destruction, as was the case with the attack on Sony Pictures. In addition to the Sands attack last year — about which Mr. Clapper gave no detail in public — Iran has been identified as the source of the 2012 attack on Saudi Aramco, in which hackers wiped out data on 30,000 computers, replacing it with an image of a burning American flag.
American intelligence officials say Iran’s most sophisticated hackers are limited in number, but work for both front companies and the government. The officials are concerned that as destructive attacks become more frequent, the temptation will rise to launch attacks on what the government calls “critical infrastructure,” like railways, power grids or water supplies.
Cylance researchers, for example, noted that Iranian hackers were using tools to spy on and potentially shut down critical control systems and computer networks in the United States, as well as in Canada, Israel, Saudi Arabia, the United Arab Emirates and a handful of other countries. Their targets have included a network that connects Marines and civilians across the United States, as well as networks of oil companies and major airlines and airports.
Norse’s researchers also noted attacks from Iran that were directed at so-called Scada systems — short for supervisory control and data acquisition systems — like the kind that the United States and Israel attacked at Iran’s nuclear enrichment center in Natanz, using code that caused about 1,000 centrifuges to self-destruct.
That strike, often referred to as the Stuxnet attack, may have inspired the Iranians to begin a cycle of retaliation, a recently disclosed memo from Edward J. Snowden’s trove of National Security Agency documents indicates. Norse says it saw evidence that Iranian hackers probed the network of Telvent, a company now owned by Schneider Electric that designs software to allow energy companies and power grid operators to control their valves and switches from afar.
The company’s systems were breached by Chinese military hackers in 2012. Two years later, Norse said, it witnessed 62 attacks, in a span of 10 minutes, from an I.P. address in Iran on a Telvent system that provides the foundation for all of the company’s Scada infrastructure.
“This activity,” Norse researchers wrote, “might be interpreted as an Iranian effort to establish cyberbeachheads in crucial U.S. infrastructure systems — malware that is dormant for now but would allow Iran to damage and destroy those systems if it chose to do so later.”

Yes, having access to Facebook on a long flight helps to pass the time, but it could also be putting passengers in the crosshairs of terrorists and hackers, according to a new report released this week by a U.S. watchdog agency.
In a dossier released Tuesday, the U.S. Government Accountability Office (GAO) said new aircraft may be susceptible to having their inflight computer systems hacked through onboard wi-fi networks or remotely by individuals elsewhere.
“According to cybersecurity experts we interviewed, Internet connectivity in the cabin should be considered a direct link between the aircraft and the outside world, which includes potential malicious actors,” read the 56-page report.
The GAO stated that planes possess firewalls designed to block cyberattacks and protect the craft’s avionics; however, that software is still susceptible to being penetrated.
“Four cybersecurity experts with whom we spoke discussed firewall vulnerabilities, and all four said that because firewalls are software components, they could be hacked like any other software and circumvented,” the report said.
The situation is made all the worse by the prevalent use of smartphones and other mobile devices by passengers and pilots alike on flights worldwide everyday.
“The presence of personal smartphones and tablets in the cockpit increases the risk of a system’s being compromised by trusted insiders, both malicious and non-malicious, if these devices have the capability to transmit information to aircraft avionics systems,” stated the dossier.
The Federal Aviation Administration said it has already begun taking steps to make cockpits safer and is consulting security experts to single out areas of concern.
“This threat will continue to evolve and it is something that needs to be at the forefront of our thinking,” Michael Huerta, the FAA’s administrator, told a Senate oversight panel this week, accordingto Reuters.
Following the publication of the report, lawmakers demanded that the federal agencies act fast to counter any potential threats to the aviation industry.
“[The FAA] must focus on aircraft certification standards that would prevent a terrorist with a laptop in the cabin or on the ground from taking control of an airplane through the passenger wi-fi system,” Representative Peter DeFazio told CNN.

Russia Bans Hollywood Thriller For Depicting It as a Nation of ‘Defective Sub-Humans’

The Russian Ministry of Culture canceled the local premiere of the Child 44 on Wednesday, saying the movie portrayed Russia as “a sort of Mordor, populated by physically and morally defective sub-humans.”
Produced by Lionsgate, Child 44 stars Tom Hardy and Gary Oldman and depicts a Soviet officer (Hardy) as he investigates a series of gruesome child murders in 1953, according to the Associated Press.
The distribution company, Central Partnership, supported the decision and in a statement accused the film of misrepresenting facts that “took place before, during and after the Second World War” and of making a false “portrayal of Soviet people living at that time.”
The decision raised concerns that film distributors will begin to self-censor to avoid having a movie premiere cancelled.
“It’s clear that now, if [a film] is about history, it has to correspond to some system of coordinates,” film distributor Alexander Rodnyansky told Russian media translated by the Wall Street Journal . “Now the self-censorship will begin: Many people will start being afraid to buy and distribute films here.”
Child 44 will be released in the United States on April 17.

DUBAI—It is the hour of the Gulf monarchs in the Middle East.
In the wake of the Arab Spring, the big countries that have traditionally dominated the Arab world are either struggling to rebuild institutions and economies shattered by unrest, as in Egypt, or are torn asunder by continuing wars, as in Syria and Iraq.
Instead, the region’s future increasingly hinges on decisions made in Gulf nations such as Saudi Arabia, United Arab Emirates and Qatar—absolute monarchies unscathed, so far, by the region’s upheaval and once famously derided by an Egyptian diplomat as mere “tribes with flags.”
These countries, part of the six-member Gulf Cooperation Council, or GCC, have been using their oil wealth to wield disproportionate sway for decades while brooking little dissent at home. Then, following the wave of Arab revolutions in 2011, they became increasingly drawn into foreign conflicts from Libya to Yemen in an attempt to stave off the dual contagion of pro-democracy movements and surging Islamic radicalism.
“The whole region around us is falling apart,” said Yousef Al Otaiba, the U.A.E. ambassador to Washington and a key player in his country’s ambitious foreign policy. “There is an awareness that we have a lot to protect. Should we wait until the threats are at U.A.E. borders? Or should we try to create a more moderate region?”
Now, the fear of Iran rising coupled with a sense of estrangement from the U.S.—the traditional guarantor of Gulf security—is pushing these monarchies to go beyond funding proxies in overseas conflicts, and to engage in direct war abroad.
The Saudi-led military intervention launched last month against pro-Iranian Houthi rebels in Yemen represented a watershed, asserting the Gulf countries’ military power while also taking them into risky new territory.
“They don’t have the luxury of keeping themselves out of all these conflicts, of just sitting on the sidelines,” explained Gamal Abdel Gawad Soltan, professor of political science at the American University in Cairo. The Gulf countries feel compelled to act because their institutions have remained intact “at the time when the major Arab countries cannot take care of their own business,” he said.

Military intervention isn’t a completely new thing for the Gulf states. In 2011, a mostly Shiite pro-democracy campaign threatened the survival of the fellow monarchy in Bahrain, a Sunni-ruled but Shiite-majority nation. Saudi Arabia and the U.A.E. didn’t hesitate to send troops, crushing that uprising.
But, in subsequent years, the Gulf monarchies have also often found themselves on opposite sides of regional conflicts. Qatar, for example, backed Islamists in Egypt and Libya, while the U.A.E. supported their secular foes—a cleavage that, for much of last year, gave rise to talk of a regional “cold war” between Doha and Abu Dhabi.
Saudi Arabia’s King Salman, who took power in January, has managed to bridge some of these differences, uniting all the GCC countries except Oman in his anti-Houthi coalition. That coalition also includes Egypt—the most populous Arab country and one where it is hard to overestimate the role now played by the U.A.E. and its Gulf allies.
Just last month, the U.A.E., Saudi Arabia and Kuwait pledged a total of $12 billion—$4 billion each—to help the government of Egypt’s President Abdel Fattah Al Sisi. They made their offer at a development conference where the U.S. balked at providing additional assistance.
The Gulf money isn’t coming without strings attached. The Emiratis, who oversee its spending, have installed advisers in key Egyptian ministries to make sure it isn’t misspent, according to diplomats and officials, and to egg on economic reforms that would revive the country’s economy.

“The current level of commitment to Egypt is unprecedented in terms of both breadth and depth,” says Mishaal al-Gergawi, managing director of The Delma Institute think tank in Abu Dhabi and a prominent Emirati commentator. “The U.A.E. views Egypt as the quintessential Arab state. This is relevant because its geostrategic vision for the Arab world is a region led by the Arabs.”
With the U.S. much more reluctant to get dragged into Middle Eastern conflicts, this vision of a region led by the Arabs competes with an alternative project—and the Gulf rulers’ strategic nightmare—of a region led by Iran and its Shiite proxies.
In this confrontation, it is far from certain that the Gulf monarchies are ready for the leadership role in which they are finding themselves amid the mayhem in the rest of the Arab world.
Unlike Iran, the GCC states—not just the smaller Qatar and U.A.E., but also regional heavyweight Saudi Arabia—lack sophisticated foreign-policy and national-security establishments to match their new engagements, officials there acknowledge. Often, major decisions there are made by just a handful of senior personalities, without a thorough analysis of the consequences.
“For all their current assertiveness, the Gulf states suffer from limited capacity,” cautioned Emile Hokayem, senior fellow for Middle East security at the International Institute for Strategic Studies in Bahrain. “They have small military, intelligence and diplomatic benches. Their massive financial power sets high expectations that are invariably too difficult to meet.”
Despite all these limitations, however, the Gulf states keep making the bold moves in the region. In part, that’s because they feel they have no other choice when faced with the double whammy of a reluctant U.S. and expanding Iranian presence.
“It is an indication of their desperation,” said Stephen Hadley, chairman of the board of the U.S. Institute of Peace who served as President George W. Bush’s national security adviser. “They’ve given up on the United States. They are faced with what they think is an existential threat, and they are doing the best they can.”

Clinton Charity to Allow 6 Countries to Donate, Not Others

In spite of criticism over accepting money from foreign governments, the Clinton Foundation has decided to continue to look abroad for millions of dollars while limiting donor nations to a select group of six. The change in policy comes as former board member Hillary Rodham Clinton undertakes her presidential campaign. The foundation's reliance on funding from several Mideast governments that suppress dissent and women's rights, concerns that the State Department focused on during her stint as secretary of state, sparked criticism and gave the Republican Party a new offensive against the leading Democrat. Clinton resigned from the foundation's board last week.   The Bill, Hillary and Chelsea Clinton Foundation's board said Wednesday night that future donations will only be allowed from the governments of Australia, Canada, Germany, the Netherlands, Norway and the United Kingdom, all nations that previously supported the charity's health, poverty and climate change programs. Longtime U.S. allies, the six maintain relatively uncontroversial ties to the U.S.   While direct contributions from other governments would be halted, those nations could continue participating in the Clinton Global Initiative, a subsidiary program that encourages donors to match contributions from others to tackle international problems without direct donations to the charity. However, the foundation will stop holding CGI meetings abroad, a final session is scheduled for Morocco in May, and most foreign governments will no longer be allowed to sponsor programs.   An Associated Press analysis of Clinton Foundation donations between 2001 and 2015 showed governments and agencies from 16 nations previously gave direct grants of between $55 million and $130 million. In addition to the six nations that will be allowed to continue donating, the others were Saudi Arabia, Qatar, Oman, the United Arab Emirates, Algeria, Kuwait, Italy, Brunei, Taiwan and the Dominican Republic.   The foundation also will begin disclosing its donors every quarter instead of annually, an answer to long-standing criticism that the foundation's once-a-year lists made it difficult to view shifts and trends in the charity's funding. Former President Bill Clinton and other foundation officials have long defended the charity's transparency, but the new move signaled sensitivity to those concerns, particularly as his wife begins her race for the White House.   Hillary Clinton's campaign referred questions about the board's action to the foundation. Last month, while she was still a board member, Clinton defended the family charity to questions about its reliance on donations from foreign governments, saying the foundation had "hundreds of thousands of donors.''   Foundation spokesman Craig Minassian said that under the new disclosure policy, "the Clinton Foundation is reinforcing its commitment to accountability while protecting programs that are improving the lives of millions of people around the world.'' But he also insisted that the old annual disclosure policy went "above and beyond what's required by voluntarily disclosing our more than 300,000 donors on our website for anyone to see.''   Hillary Clinton had previously agreed with the Obama administration to limit new foreign donations to the foundation while she served as secretary of state, but at least six nations that previously contributed still donated to the charity during her four-year stint. In one case, the foundation failed to notify the State Department about a donation from the government of Algeria.   Clinton Foundation officials had hinted in recent weeks that the organization was considering new limits on foreign government donations after several media accounts this year raised questions about the foundation's reliance on those practices. The foundation's board began discussions over the past two days about altering some of the charity's procedures in an effort that officials said was aimed at improving transparency without harming fundraising for critical programs.   Potential problems may exist among some of the six governments that will be allowed to continue providing direct donations to the foundation. For examples, the Canadian Department of Foreign Affairs, which has already given the foundation between $250,000 and $500,000, has pushed for the approval of the Keystone XL pipeline.   The project is a domestic flashpoint in the climate change debate as well as a contentious issue regarding its impact on jobs and oil supplies. President Barack Obama has yet to decide whether to approve the pipeline, which would span several U.S. states, but he has already vetoed one bill aimed at swiftly approving the plan.   Foundation officials said the charity is not involved in the Keystone XL issue and has a "strong program'' aimed at curbing reducing carbon emissions.

Military intelligence warns of terrorists harassing Canadian Forces personnel, families online

A secret military intelligence report has warned of an “emerging trend” in which terrorist groups use social media to harass the family and friends of Canadian military personnel.
The Department of National Defence is refusing to say how prevalent the problem is. However, the report emerges amid growing concerns about the safety of military personnel in Canada and other western countries at a time when personal information is readily accessible online.
Just this weekend, for example, the Islamic State of Iraq and the Levant (ISIL) sparked anger and horror after publishing the names, addresses and photographs of 100 American military members, urging supporters to kill them.
ISIL has claimed the information used to make the hit list was stolen from U.S. government computers, but some analysts say the data was already publicly available online and probably culled and compiled by the militant group’s propagandists.
The Canadian military intelligence assessment, written in January and obtained by the Citizen using the Access to Information law, says the “primary aim of terrorism is the achievement of psychological effects on a target audience.”
“While social media has revolutionized the way persons communicate in the 21st century, such media has also provided terrorists with a valuable and useful tool with which to generate fear and anxiety as a means of intimidating governments or societies at large,” the report adds.
“An emerging trend in force protection is the extent to which social media is being employed by organized terror networks to orchestrate protracted campaigns of online harassment directed against the friends and families of self-identified military members.”
The report, which is a summary of known or possible terrorist, espionage, sabotage or other threats to military personnel and facilities between October and December 2014, details one incident involving a Canadian Armed Forces member on Facebook.
“In the course of a Facebook exchange between a self-identified CAF member and an acquaintance, a third party not previously engaged in the conversation posted a comment supportive of the killing (of) a CAF by the Taliban,” the report reads.
“Specifically, the unsolicited posting consisted of the words ‘ … I hope (yo)u get shot by my fellow Taliban brothers.’ The third participant’s Facebook cover photo displayed two persons, one of which was brandishing an RPG launcher.”
The person was listed as residing in Canada, the report says. And although officials didn’t believe there was a direct threat to National Defence or the military, “this individual’s posting does illustrate the caution and discretion currently required on the part of CAF members when engaging in social media activity.”
But the report does not detail any other incidents, nor does the previous quarterly summary covering July to September 2014. Rather, the most significant concern during that period was when someone tried to blackmail a military member by posting a sexually explicit video on YouTube.
National Defence spokesman Daniel Blouin wouldn’t say how many online threats have been made against Canadian military personnel or their friends and family, and whether the number is growing, as the report suggests.
“The use of social media platforms to target members of the Canadian Armed Forces is a concerning, but not an unheard-of threat,” Blouin said in a prepared statement.
“Individual members are highly visible and powerful symbols of the military and the Government of Canada, and the unique position of trust held by the CAF in Canadian society makes military members vulnerable to predation by adversarial or criminal elements.”
National Defence restricted media interviews and photographs of Canadian Forces members being sent to help fight ISIL last October, saying it was concerned for their safety and the safety of their families. It has since expanded that policy to the majority of Canadian military personnel.
The move ended a long-standing tradition of journalists capturing the often-emotional scenes of soldiers and families saying goodbye, and of Canadian Forces members being allowed to speak openly about their jobs and experiences.
Canadian military personnel have been targets of more than social media campaigns. Two Canadian soldiers, Cpl. Nathan Cirillo and Warrant Officer Patrice Vincent, were killed in separate terror attacks in Canada last October, within days of each other.
