Chechnya's Security Forces To 'Open Fire' On Russian Troops Operating Without Permission, Ramzan Kadyrov Says

Ramzan Kadyrov, the head of Chechnya, instructed Chechen security forces to open fire on Russian military personnel that operate in the territory without his permission, according to a report. The order came days after Russian federal forces teamed with local authorities in the Chechen capital city of Grozny to killed a fugitive Chechen man.
“I would like to officially state: Open fire if someone from Moscow or Stavropol, it doesn’t matter, appears on your turf without your knowledge,” Kadyrov said in a statement to security forces, according to the Associated Press. “We have to be reckoned with.”
The statement was a notable departure from Kadyrov’s traditionally close relationship with Moscow. The Chechen leader spoke out in March in defense of Zaur Dadayev, a Chechen man accused of the assassination of anti-Putin opposition leader Boris Nemtsov, the BBC reported. Kadyrov described Dadayev, who served in the Russian Interior Ministry, as “sincerely devoted to Russia, ready to give his life for the motherland.” Putin reportedly gave Kadyrov an award shortly after he made his comments.
Russian troops have engaged in sporadic combat with Chechen separatist rebels for decades, with outright war breaking out on two occasions. Kadyrov used his private army to stamp out Islamist separatist dissent during and after the second Chechen War in the early 2000’s.
Kadyrov has formally served as head of Chechnya since 2007, when Russian President Vladimir Putin named him the region’s leader. He has received a degree of autonomy from the Kremlin, which valued his ability to maintain control of separatist elements in the region and allowed him to build a local security force separate from Russian federal authorities, the AP notes.
The Chechen leader has developed a reputation for brutal tactics and has repeatedly been accused of civil rights violations. Detractors say forces loyal to Kadyrov have carried out a series of assassinations of his critics, but Kadyrov has denied those charges. 

Putin Bolsters His Forces Near Ukraine, U.S. Says

WASHINGTON — In a sign that the tense crisis in Ukraine could soon escalate, Russia has continued to deploy air defense systems in eastern Ukraine and has built up its forces near the border, American officials said on Wednesday.
Western officials are not sure if the military moves are preparations for a new Russian-backed offensive that would be intended to help the separatists seize additional territory.
Some analysts say that President Vladimir V. Putin may not want to act before the European Unionreassesses in June whether to ease or keep the economic sanctions it has imposed on Russia because of its annexation of Crimea and intervention in eastern Ukraine. Others say it is possible that Russia is making the moves to increase the pressure on the Ukrainian government to make concessions to the separatists on political and constitutional issues.
Either way, the new military activity is a major concern because it has significantly reduced the amount of warning that Ukraine and its Western supporters would have if Russian forces and separatists mounted a joint offensive. And some of Russia’s actions, American officials say, are flagrant violations of the cease-fire agreement that European nations negotiated with Russia and Ukraine in February.
“This is the highest amount of Russian air defense equipment in eastern Ukraine since August,” Marie Harf, the State Department spokeswoman, said in a statement. “Combined Russian-separatist forces continue to violate the terms of the ‘Minsk 2’ agreement signed in mid-February.”
In recent weeks, the war of words over Ukraine has intensified. Last week, Russia charged that a modest program to train Ukraine’s national guard that 300 American troops are carrying out in western Ukraine could “destabilize the situation.”
To respond to this and other Russian allegations, the Obama administration declassified intelligence describing a range of Russian military activities in and near Ukraine, which was included in Ms. Harf’s statement.
Some of the Russian military’s air defense systems in Ukraine have been moved closer to the front lines, her statement noted. The Russian military and separatists have also kept substantial communications and other “command and control” equipment in eastern Ukraine that would be needed to organize an attack.
In addition, the Russian military has been providing extensive training for separatists in eastern Ukraine. Western officials said such training might indicate that the Russian military was looking to play a less obvious role and avoid a possible expansion of sanctions should hostilities resume.
The use of Russian reconnaissance drones in the training exercises “leaves no doubt that Russia is involved in the training,” Ms. Harf’s statement said.
Even as it has been training the separatists, the Russian military has been engaged in a buildup near Russia’s border with Ukraine.
“After maintaining a relatively steady presence along the border, Russia is sending additional units there,” Ms. Harf’s statement said. “These forces will give Russia its largest presence on the border since October 2014.”
The State Department did not say how many Russian troops were arrayed on the border, including near the Russian city of Belgorod. But one Western official, who asked not to be identified because he was discussing intelligence reports, said Russia had moved 12 battalion tactical groups close to the border. The number of troops in such units can vary, but a battalion could have about 1,000 troops.
The cease-fire agreement that was negotiated in February in Minsk, Belarus, was supposed to ease political tensions and put an end to the bitter conflict. Germany and France negotiated that accord with Russia and Ukraine. It called for the pulling back of heavy weapons, the removal of foreign forces and the disarming of “illegal groups.”
The Obama administration did not send an official to those talks, but it was in close touch with European officials when the agreement was being negotiated.
“Combined Russian-separatist forces maintain a sizable number of artillery pieces and multiple rocket launchers within areas prohibited under the Minsk accords,” Ms. Harf’s statement said. “Russia has continued to ship heavy weapons into eastern Ukraine.”

Holder hails ‘golden age’ as he exits Justice Department

Eric H. Holder Jr.’s six-year tenure as the first African American attorney general was marked by accomplishments that made him a liberal icon, as well as controversy that turned him into one of the most divisive figures in the Obama administration.
Holder made strides in criminal-justice sentencing reform and launched initiatives to reduce massive overcrowding in federal prisons. He spoke out candidly about race relations and revitalized the Justice Department’s civil rights division, which has investigated more than 20 police departments for excessive force and discrimination.
A priority of Holder’s Justice Department was the pursuit of legal equality for gay men and lesbians. Four years ago, Holder overruled key government lawyers in deciding that his department would no longer back the 1996 Defense of Marriage Act, which defined marriage as a union between a man and a woman and denied federal benefits to same-sex married couples.
But Holder, the 82nd attorney general, was a lightening rod on Capitol Hill, where he tangled with conservative lawmakers over issues from voting rights to a botched gun operation run by the Bureau of Alcohol, Tobacco, Firearms and Explosives that allowed thousands of guns into Mexico and the hands of drug cartels. In June 2012, Holder became the first sitting attorney general held in contempt of Congress after his department withheld documents that Republican lawmakers demanded as part of their probe into the flawed gun operation.
Holder has said he plans to return to private law practice, possibly helping start an institute focusing on race relations. He may also write a book.
During a farewell speech Friday at the Justice Department, where Holder spent more than a quarter century of his career, he highlighted the department’s accomplishments over the past six years, saying he took particular pride in his efforts to empower the powerless and protect civil rights.
“While many Americans look back at the department under Attorney General Robert Kennedy as a ‘golden age,’ ” he said, “I think 50 years from now, and maybe even sooner than that, people are going to look back at the work you all did and say that this was another golden age.”
Toward the end of his remarks, Holder removed the “Free Eric Holder” wristbands he had been wearing during the months of Senate stalemate that delayed the confirmation of his successor, U.S. Attorney Loretta E. Lynch.
Stepping aside from the podium, he tossed them to his audience, saying, “I think we can officially say now that Eric Holder is free.”

Why Israel does not recognize the Armenian ‘genocide’

Here's one instance where Israel is on the same side as many other countries in the Middle East.
On Friday, April 24, Armenians around the world will mark the centennial of what they call the "Great Catastrophe," when an unraveling Ottoman Empire ordered the forced deportation of ethnic Armenians. Estimates vary, but between 300,000 and 1.5 million Armenians perished in 1915 and 1916 -- victims of hideous abuse and systematic slaughters that WorldViews detailed here.
The Armenian government and diaspora are insistent about what this was: a genocide. But many other countries, including Israel and the United States, don't recognize what happened a century ago as a "genocide." Instead, official statements refer to the "Events of 1915," massacres, "terrible carnage" and a "humanitarian tragedy."

The reason for this skittishness is nationalist politics. Successive Turkish governments have roundly rejected the idea of genocide, and argue -- somewhat against the historical consensus -- that the Armenian suffering should be seen in the wider context of the implosion of the empire.
Current President Recep Tayyip Erdogan made a significant departure from previous Turkish leaders last year when he offered condolences for the "inhumane" treatment of Armenians by the Ottomans. But last week, after Pope Francis invoked the "g-word," the Turkish government responded angrily to the Vatican. Prime Minsiter Ahmet Davutoglu even suggested that the pontiff had joined "an evil front" against Turkey.
"Ankara continues to consider the use of the word genocide a hostile act," writes Negar Goksel, of the International Crisis Group. "That reflex runs counter to the tone of empathy, freer debate, and an expressed eagerness for an unbiased examination of history that has crept into the government’s statements in recent years."
For decades, the stubborn Turkish position compelled the United States, a staunch ally, to avoid ruffling Ankara's feathers. The same was true for Israel, which, ironically until Erdogan's rise, had close political and military ties to Turkey.
Recently, a host of Western governments have passed resolutions recognizing the genocide. And the voices within Israel for a shift in its position are also getting louder -- not least given Israel's unique history as a state created in the wake of the 20th century's most well-documented genocide.
"In foreign policy, there are interests and there are values," said Nachman Shai, an Israeli lawmaker who is part of delegation attending the centennial commemoration in Armenia, in an interview with the Associated Press. "In this case I think values should trump interests. As Jews, we must recognize it."
That's an argument echoed by Aris Shirvanian, the archbishop of the Jerusalem Armenian Patriarchate. "We, the Armenians and the Jewish people, have suffered the same fate, and the Armenian genocide has served as a predecessor to the Jewish Holocaust," Shirvanian told the AP. "So Israel should have been actually one of the first countries to support and recognize the Armenian genocide."
That's not about to happen, given Israel's careful stance on the matter.
There's also another curious geopolitical wrinkle, reports Al-Monitor. Israel has a conspicuously close relationship to Azerbaijan, a Muslim-majority state that, like Armenia, emerged after the collapse of the Soviet Union. Israel imports 40 percent of its oil from Azerbaijan and exports a considerable supply of weapons and defense systems to Baku.
Armenia and Azerbaijan do not get along, and still feud over the disputed territory of Nagorno-Karabakh, a largely Armenian enclave inside Azerbaijan that the two countries battled over shortly after winning independence in 1991.
Last week, after the European Parliament passed a resolution calling on Turkey to recognize the Armenian genocide, Azerbaijan's foreign ministry spokesman said it was an example of European double-standards -- since Armenia has yet to atone for its alleged role in deadly massacres in the 1990s.
There are multiple, complicated layers of history here, but Israel knows what's clearly in its interest. Azerbaijan, petro-rich and perched on Iran's border, is a useful friend -- at least more so than tiny, land-locked Armenia.

David Brooks’s new book: ‘The Road to Character’ and a path to grace

Most of us have an image of the counterculture, shaped by memory or mythmaking, that involves Haight-Ashbury, flea-market clothing, free love and a haze of pot smoke. But as the counterculture has consumed the culture — with hipsterism marketed at Urban Outfitters, pre-, non- and extramarital sex a firmly established social expectation and a haze of pot smoke covering entire states — countering the culture takes on a different meaning.
With his new book, “The Road to Character,” David Brooks — New York Times columnist, PBS “NewsHour” commentator and serial mensch — emerges as a countercultural leader. His goal is the recovery of “a vast moral vocabulary and set of moral tools, developed over centuries and handed down from generation to generation.” His method is to profile “heroes of renunciation” — a diverse group consisting of men and women, minorities and whites, gay people and straight, aristocratic and blue-collar, generally shaped by tragedy and driven to make unsparing demands on themselves.

So we encounter Frances Perkins, who witnessed the Triangle Shirtwaist Factory fire, left behind the laziness and glibness that were temptations of her class, steeled herself against criticism and personal loss and became the conscience of the New Deal. And Dorothy Day, who experienced all the sad, fleshly failures of the party girl before discovering a powerful, even saintly, hunger to worship and serve. And Saint Augustine, who lived the Roman dream of sex, wine and lyre ’n’ roll, only to find a rottenness at his core, which could be touched and changed only from outside, from elsewhere, from above.
Brooks’s selection of biographical examples is an exercise in cultural criticism. They are chosen to stand in contrast to currently ascendant forms of self-trust, self-love, self-expression, self-esteem and self-actualization. The “Big Self” is the problem. Humility — which Brooks defines as “the awareness that you are an underdog in the struggle against your own weakness” — is the beginning of any plausible solution.
The literary achievement of “The Road to Character” is inseparable from the virtues of its author. As the reader, you not only want to know about Frances Perkins or Saint Augustine. You also want to know what Brooks makes of Frances Perkins or Saint Augustine. The voice of the book is calm, fair and humane. The highlight of the material is the quality of the author’s moral and spiritual judgments. Across the pages, Brooks is a reliable guide and a pleasant companion.
But this description plays down the radical, disruptive ambition of the book. “The Road to Character” can’t be reduced to cultural criticism, because the author doesn’t take our communal struggle to be primary. Like the writer and theologian Frederick Buechner, he finds the greatest drama in our sacred journeys — the saving and losing of souls. This requires the moral vocabulary of a previous era. A consciousness of sin. A real determination to reach holiness. When said in public, terms such as “sin” and “holiness” have the power to shock, like the choicer curse words once did.
Brooks is an effective modern translator of these ideas because he is constitutionally incapable of finger-wagging. His is a call to a cheerful, tolerant, shared struggle with sin. Yet his description of spiritual maturity — of people who have found lives of self-mastery, graciousness, steadiness and a concentrated sense of purpose — will be read by most people as an indictment. I disliked these portions of the book in the same way a cancer patient dislikes a CAT scan. Too much uncomfortable accuracy.
The book, fortunately, did not stop there. “We are all ultimately saved by grace,” says Brooks, right there in thesis No. 10. “It may come in the form of love from friends and family, in the assistance of an unexpected stranger, or from God. But the message is the same. You are accepted. You don’t flail about in desperation, because hands are holding you up.”
Brooks makes this point in a nonsectarian, even nonreligious, manner. He is always careful — always courteous enough — to leave people the space to find their way. But “grace” is an inherently theological term — a rescue that originates from the outside. The scales of the universe, in the end, come down decisively on the side of love. And we experience it, not like the argument in a book, but like the smile on the face of someone we love. Instead of finding, we are found.
This hope, it turns out, is always challenging to the prevailing culture because it comes from outside, from elsewhere, from above.

Obama’s Nixon doctrine: anointing Iran

In December, President Obama said that he wished to see Iran ultimately become a “very successful regional power.” His wish — a nightmare for the Western-oriented Arab states — is becoming a reality. Consider:
● Gulf of Aden: Iran sends a flotilla of warships and weapons-carrying freighters to reinforce the rebels in Yemen — a noncontiguous, non-Persian, nonthreatening (to Iran) Arabian state — asserting its new status as regional bully and arbiter. The Obama administration sends an aircraft carrier group, apparently to prevent this gross breach of the U.N. weapons embargo on Yemen. Instead, the administration announces that it has no intention of doing anything. Meanwhile, it exerts pressure on Saudi Arabia to halt its air war over Yemen and agree to negotiate a political settlement involving Iran.

● Russia: After a five-year suspension, Russia announces the sale of advanced surface-to-air missiles to Iran, which will render its nuclear facilities nearly invulnerable to attack. Obama’s reaction? Criticism, threats, sanctions? No. A pat on the back for Vladimir Putin: “I’m, frankly, surprised that [the embargo] held this long.”
●Iran: Last week, Obama preemptively caved on the long-standing U.S. condition that there be no immediate sanctions relief in any Iranian nuclear deal. He casually dismissed this red line, declaring that what is really important is whether sanctions can be reimposed if Iran cheats. And it doesn’t stop there. The Wall Street Journal reports that Obama is offering Tehran a $30 billion to $50 billion signing bonus (drawn from frozen Iranian assets) — around 10 percent of Iranian GDP.
● Syria: After insisting for years that President Bashar al-Assad of Syria “step aside,” the U.S. has adopted a hands-off policy toward a regime described by our own secretary of state as an Iranian puppet.
● Iraq: Iran’s Quds Force Commander Qasem Soleimani, director of Shiite militias that killed hundreds of Americans during the Iraq War and were ultimately defeated by the 2007-2008 U.S. surge, operates freely throughout Iraq flaunting his country’s dominance. In March, he was directingthe same Iraqi militias, this time against the Islamic State — with the help of U.S. air cover.
This is the new Middle East. Its strategic reality is clear to everyone: Iran rising, assisted, astonishingly, by the United States.
Obama’s initial Middle East strategy was simply withdrawal. He would enter history as the ultimate peace president, ushering in a new era in which “the tide of war is receding.” The subsequent vacuum having been filled, unfortunately and predictably, by various enemies, adversaries and irredeemables, Obama lighted upon a new idea: We don’t just withdraw, we hand the baton. To Iran.
Obama may not even be aware that he is recapitulating the Nixon doctrine, but with a fatal twist. Nixon’s main focus was to get the Vietnamese to take over that war from us. But the doctrine evolved and was generalized to deputize various smaller powers to police their regions on our behalf. In the Persian Gulf, our principal proxy was Iran.
The only problem with Obama’s version of the Nixon doctrine is that Iran today is not the Westernized, secular, pro-American regional power it was under the shah. It is radical, clerical, rabidly anti-imperialist, deeply anti-Western. The regime’s ultimate — and openly declared — strategic purpose is to drive the American infidel from the region and either subordinate or annihilate America’s Middle Eastern allies.
Which has those allies in an understandable panic. Can an American president really believe that appeasing Iran — territorially, economically, militarily and by conferring nuclear legitimacy — will moderate its behavior and ideology, adherence to which despite all odds is now yielding undreamed of success?
Iran went into the nuclear negotiations heavily sanctioned, isolated internationally, hemorrhaging financially — and this was even before the collapse of oil prices. The premise of these talks was that the mullahs would have six months to give up their nuclear program or they would be additionally squeezed with even more devastating sanctions.

After 17 months of serial American concessions, the Iranian economy is growing again, its forces and proxies are on the march through the Arab Middle East and it is on the verge of having its nuclear defiance rewarded and legitimized.
The Saudis are resisting being broken to Iranian dominance. They have resumed their war in Yemen. They are resisting being forced into Yemen negotiations with Iran, a country that is, in the words of the Saudi ambassador to the U.S., “part of the problem, not part of the solution.”
Obama appears undeterred. He’s determined to make his Iran-first inverted Nixon doctrine a reality. Our friends in the region, who for decades have relied on us to protect them from Iran, look on astonished.

Argentina’s president resorts to anti-Semitic conspiracy theories

WHAT DO lobbyists at the American Israel Public Affairs Committee and the director of a Washington think tank have to do with hedge-fund manager Paul Singer and the Argentine prosecutor Alberto Nisman, who died mysteriously in January? Well, according to Argentine President Cristina Fernández de Kirchner, they are all part of a “global modus operandi” that “generates international political operations of any type, shape and color.” They “ ‘contribute’ to financial attacks or simultaneous international media operations, or even worse, covert actions of various ‘services’ designed to destabilize governments.”
Thus did Ms. Kirchner seek on Monday to explain away the accusations of Nisman, who like the others she named was of Jewish ancestry. The prosecutor was found dead of a gunshot wound to the head the night before he was scheduled to testify to the Argentine Congress about his conclusion that Ms. Kirchner and her foreign minister conspired with Iran to cover up its involvement in the 1994 bombing of a Jewish community center in Buenos Aires. The same day Ms. Kirchner’s rant appeared on her official Web site, a prosecutor supportive of her political movement announced that he was dropping the criminal charges Nisman had planned to bring against her.
We don’t know if Nisman had a solid criminal case. It’s also unclear how the prosecutor died, though an investigation sponsored by his former wife, a federal judge, concluded that he had been murdered — a judgment that Ms. Kirchner herself has embraced. We’re with the vast majority of Argentines who have told pollsters they believe the Nisman case will never be solved by the country’s highly politicized judiciary, which is why we called for an international investigation.
What’s beyond dispute is that Ms. Kirchner and Foreign Minister Héctor Timmerman signed a deal with the Iranian government in 2013 that would have set up a bilateral commission to look into the bombing. The maneuver that was easily understood as an attempt to undermine the Interpol arrest warrants Nisman obtained for eight Iranians he accused of involvement in the attack, which killed 85 people. The deal was nullified by the Argentine Supreme Court, but Ms. Kirchner’s government has continued to court Tehran; Nisman believed it hoped to barter Argentine food for Iranian oil.
How do Mr. Singer, AIPAC and Mark Dubowitz of the Foundation for Defense of Democracies come into this? Mr. Singer — or “the Vulture Lord,” as Ms. Kirchner called him — won a court battle on behalf of holders of Argentine debt last year; Ms. Kirchner chose to default rather than pay. Mr. Dubowitz’s think tank has published papers on Argentine-Iranian relations, while AIPAC has criticized the Obama administration’s preliminary nuclear deal with Iran. Confused? The Argentine president isn’t: “Everything has to do with everything when it comes to geopolitics and international power,” she concluded.
In reality, Argentines who wonder why their country has become an isolated and bankrupt backwater that has to look to Tehran for friendship needn’t resort to such anti-Semitic conspiracy theories. Their president has just demonstrated, again, what the quality and character of the country’s leadership have been for the past seven years.

Another Pastor Niemöller Moment Passes in Moscow

            Staunton, April 24 – Perhaps the most searing self-indictment of those who watch the onset of totalitarianism but do not protest because they remain convinced that only someone else will be its targets and its victims was offered in 1946 by German Protestant Pastor Martin Niemöller.

 

            Speaking in the ruble of the defeated Third Reich, he said “When the Nazis came for the communists, I did not speak out; As I was not a communist. When they locked up the social democrats, I did not speak out; I was not a social democrat …When they came for the Jews, I did not speak out; As I was not a Jew.”

 

And then, he continued, “When they came for me, there was no one left to speak out.

 

This week in the television studio of Russia’s Channel 1 such a moment came when confronted with the horror of openly expressed anti-Semitism, the participants in a discussion had the chance to make a choice between protesting the shadows of totalitarianism under Vladimir Putin or remaining silent out of the self-delusion that they at least are safe.

 

In a commentary for Grani.ru today entitled “Crystal Evening,” Vitaly Portnikov describes what happened.  Leonid Yarmolnik walked out of the studio after another participant made an anti-Semitic slur about him, but the host ignored him and said he wanted both to remain (grani.ru/opinion/portnikov/m.240421.html).

 

Another participant, Iosif Kobzon, also of Jewish background, ignored the whole thing because, as the Kyiv commentator put it, he knows that “his status protects him from anti-Semitic attacks.”  The problem, of course, is that many in Russia do not have the same advantage – and many more may not be in the future if such things are remain unchallenged.

 

Observing all this is very instructive, Portnikov says. “At the time of the Third Reich, there wasn’t any television, and no one could broadcast ‘Kristallnacht’ live, but now there is television and it impartially registers the degeneration of the nation,”  a trend that has reached the point that people fight about whether to kill animals but not against hatred toward human groups.

 

“In this studio,” he continues, “there wasn’t to be found a single person, not a single one who in general understood what Yarmolnik was talking about when he called for expelling the man who slandered him -- or it one wants to be completely honest, someone who understood and approved.”

 

            Even Yarmolnik’s reaction was “also completely within the logic of a resident of the Third Reich.” He subsequently explained that “anti-Semitism didn’t concern him much because all his life he has lived in this country and is a Russian artist.” He simply could not stand the idea that anti-Semitism was being expressed so baldly and openly.

 

            Kobzon in contrast did not demonstrate even that level of civilization, Portnikov says. But Yarmolnik has a background that is also instructive on this point. Not long ago, he spoke in justification of the annexation of Crimea and the war in the Donbas by making reference to the “bestial behavior of Ukrainians” he experienced as “a Muscovite … during his Lviv childhood.”

 

            Since the time of his declarations about Ukraine, Yarmolnik has had to tell himself that “anti-Semitism does not have anything to do with him as a Russian artist.”  That may be understandable psychologically for those who want to maintain “the illusion of comfort and security.” But history suggests that it is a dangerous self-deception.

 

            “In the Third Reich,” Portnikov points out, “many successful and confident in themselves and in the right of their country to ‘Lebensraum, also sincerely believed that anti-Semitism didn’t concern them – and subsequently died in the same gas chambers and barracks” with the millions of others.

 

            Yarmolnik “certainly does not now understand that having supported the occupation of Crimea and the Donbas and converting his own state into a parody of Hitler’s, he himself has opened the doors” to something potentially equally awful and that “no one is left” to close those doors behind him.

 

            The Russian artist does have one great advantage that the Jews of Hitler’s Germany did not, Portnikov concludes, Israel exists and if things continue as they are, that country will take him in without asking questions “about his political views, his subservience, his love for Putin, and his participation in the formation of a new Reich.  They will simply take him in.”

В МВД назвали недопустимыми слова Рамзана Кадырова об "огне на поражение" по полицейским из других регионов. Ведомство выпустило официальное заявление по поводу высказывания главы Чечни. Ранее Рамзан Кадыров осудил действия ставропольских полицейских, которые провели операцию по задержанию подозреваемого на территории Чечни. Директор Института политической социологии Вячеслав Смирнов побеседовал с ведущей "Коммерсантъ FM" Натальей Ждановой.

По мнению Рамзана Кадырова, подобные действия должны согласовываться с чеченскими правоохранителями. "Я официально заявляю: если без вашего ведома на вашей территории появляется — будь то москвич или ставропольчанин — открыть огонь на поражение. С нами должны считаться", — заявил глава Чеченской Республики.
— Как вы можете прокомментировать это заявление Рамзана Кадырова? Громко обсуждалось, хотелось бы вашу оценку услышать.
— На самом деле Кадыров, как это ни странно, действует совершенно правильно: он провоцирует конфликт с силовиками, так как любое его заявление не несет никакого уголовного либо административного последствия, то есть это обычное заявление.
— А почему не несет?
— Во-первых, федеральные силовые ведомства ему непосредственно не подчиняются, хотя он и обладает особенными полномочиями в Чечне, но это не письменный приказ — это заявление на совещании, и всегда можно обосновать, что это дается совершенно в другом контексте…
— Но разве нельзя воспринимать это заявление как руководство к действию, хотя оно не письменное?
— Это можно воспринимать как руководство к действию, но и без этого заявления чеченские силовики достаточно часто открывают огонь по своим коллегам при определенных конфликтах. И было время, когда чеченские силовики решали некоторые вопросы в Москве, в Санкт-Петербурге, в сопредельных регионах, и там тоже были столкновения интересов.
— Но это нормальная ситуация?
— Это не нормально, но для России это типичная ситуация в последние 10-20 лет.
— До этого это происходило самовольно, а здесь сейчас разрешение дает глава региона.
— Он не может дать разрешение, ему официально силовики не подчиняются. Другое дело, что там много родственников, много сослуживцев, с которыми он вместе воевал, но это не приказ. То есть это политическое заявление, которое привлекает к себе внимание, в первую очередь, Кремля и руководства Министерства внутренних дел и Следственного комитета.
— На какую реакцию рассчитывает Кадыров в этом случае?
— Он рассчитывает на то, что те силовики, которые проводят и будут, скорее всего, проводить операции в Чечне без консультации со своими коллегами в республике, три раза подумают прежде, чем проводить такую операцию, потому что они понимают, что им, возможно, будет оказано вооруженное сопротивление. Соответственно, как правило, они будут согласовывать свои действия с местным МВД либо действовать через Москву. В этом случае у руководства республики есть больше шансов контролировать ситуацию у себя на территории.
— То есть это такой сигнал — "не лезьте в наши дела"?
— Да. Потому что было время, когда чеченские силовики очень свободно действовали в Москве, допустим, или в Санкт-Петербурге, но для них перекрыли такую возможность. Теперь Кадыров пытается перекрыть такую возможность и для соседей.
— Вы сказали, что это сигнал и Кремлю в том числе. В Кремле, правда, не прокомментировали это заявление. Как вы думаете, а какой реакции от президента, от руководства страны ожидает Кадыров?
— У Кадырова достаточно сложные отношения с силовиками, потому что они часто пересекаются в своих интересах, и не только в политических, но и коммерческих, поэтому он все время апеллирует как бы к Кремлю и апеллирует к Путину, что только он может контролировать ситуацию на Кавказе и ситуацию у себя в республике. В связи с расследованием убийства Немцова силовики используют это для того, чтобы оттеснить Кадырова от влияния на силовые ведомства Чечни и Кавказа, и поэтому он постоянно хочет апеллировать к президенту и к руководству МВД, чтобы был как бы третейский судья.
— Но эту ситуацию можно решить каким-то образом кулуарно, не вынося сор из избы, не делая таких громких заявлений на всю страну?
— Видимо, кулуарно не получается такие вопросы решить, поэтому он специально привлекает внимание и провоцирует. И, как правило, в кулуарных аппаратных разборках люди типа Кадырова как раз проигрывают, потому что он добился своей популярности, у него есть определенная популярность в России, именно громкими скандальными заявлениями.
— Но это не демонстрация своей силы Кремлю?
— Это, скорее, наоборот, демонстрация слабости, потому что сильный бы не делал громкие заявления, а просто бы силовики Чечни открывали бы огонь на поражение.
— А то, что он делает это заявление и понимает, что ничего за это не будет, — это разве не демонстрация силы?
— Нет, ему за это ничего не будет, но это заявление — простая мелочь. Любого руководителя Кавказского региона можно взять под следствие и без вопросов посадить совершенно за другие вещи, связанные с финансами, допустим.

Ъ - «Руководством МВД РФ предпринята попытка оправдания незаконных действий»

Заочный спор МВД РФ и Рамзана Кадырова получил продолжение: глава Чечни прокомментировал вчерашнее заявление Министерства внутренних дел России. В частности, господин Кадыров выразил сожаление, что «МВД РФ предпринята попытка оправдания незаконных действий», а также опроверг заявление ведомства о том, что в республике знали о проведении спецоперации. Глава Чечни призвал провести внутреннее расследование и найти ответственных за искажение информации.

В заявлении, которое опубликовано на сайте главы Чечни, говорится, что официальное заявление МВД РФ, выпущенное в четверг, искажает факты о проведенной 19 апреля в Грозном спецоперации: «Вызывает сожаление, что в случае с инцидентом, в котором замешаны ставропольские полицейские, руководством МВД РФ предпринята попытка оправдания незаконных действий, вплоть до искажения фактов». Ранее в Министерстве внутренних дел заявили, что уведомили МВД по Чеченской республике о проведении спецоперации, однако глава региона сегодня опроверг эту информацию. «Это вызывает недоумение, так как не соответствует действительности от начала и до конца. Достоверно известно, что о проводимой операции не был письменно, устно или по телефону информирован никто из числа руководства МВД по Чеченской республике и его структурных подразделений, включая Управление уголовного розыска. И, тем более, никто из сотрудников не принимал участие в этом мероприятии. Это подтверждается официальным письмом министра внутренних дел по ЧР»,— говорится в заявлении Рамзана Кадырова. Он также выразил надежду, что «министром внутренних дел РФ будет назначено служебное расследование, установлены проявившие неискренность сотрудники и решен вопрос ответственности».
Напомним, 19 апреля в Грозном сотрудниками УВД Ставропольского края и дислоцированной в Ханкале Временной оперативной группировки органов и подразделений (ВОГОиП) МВД РФ была проведена спецоперация по задержанию Джамбулата Дадаева, находившегося в федеральном розыске. Операция, завершившаяся гибелью разыскиваемого, вызвала острую реакцию со стороны главы Чечни Рамзана Кадырова. Уже на следующий день, 20 апреля, он провел экстренное совещание с сотрудниками силовых структур Чечни, где обвинил проводивших задержание федералов и ставропольских полицейских в том, что они не согласовали свои действия с местными силовиками. «Я официально заявляю, если без вашего ведома на вашей территории появляется, не имеет значения — будь то москвич или ставропольчанин — открыть огонь на поражение. С нами должны считаться. Мы не имеем права элементарно выезжать на территорию Ингушетии и проводить против экстремистов и террористов мероприятия. Если вы хозяева своей территории, то должны контролировать»,— заявил 20 апреля Рамзан Кадыров.
23 апреля, после появления видео с совещания, которое получило широкую огласку и возмущение, Рамзан Кадыров прокомментировал свои слова. Он пояснил, что «как гарант конституции, как представитель президента, верховного главнокомандующего на территории Чеченской республики, всех собрал и сказал: "Надо разбираться. Если впредь подобное будет — наказать! Если получится — задержать, если нет — уничтожить"». Глава Чечни также заявил, что «бытовую ссору перевели на политический уровень».
МВД РФ в четверг также отреагировало на слова господина Кадырова. «МВД России считает недопустимым для руководителя Чеченской Республики заявление об "открытии огня на поражение" по сотрудникам из других регионов, без ведома местных правоохранительных органов проводящих спецоперации в республике»,— говорится в сообщении ведомства. В МВД РФ опровергли слова главы Чечни о том, что в республике не были уведомлены о проведении спецоперации. «В соответствии с установленным Министерством внутренних дел РФ порядком они (ставропольские оперативники.— "Ъ") обратились к своим коллегам в управление уголовного розыска МВД по Чеченской Республике и проинформировали их о цели своего визита. В результате чего местные сыщики предложили свое содействие в проведении операции»,— отметили в МВД.
Отметим, что источник “Ъ” в правоохранительных органах пояснил, что, согласно внутриведомственным приказам, если в спецоперации была задействована федеральная структура (в данном случае ВОГОиП) то ее сотрудники имеют право проводить спецоперации во всех субъектах федерации, не ставя в известность об этом местные правоохранительные органы. Собеседники “Ъ” подчеркнули, что даже если бы имели место нарушения со стороны участвовавших в мероприятии на территории Чечни полицейских, то они не давали бы оснований главе республики не только разрешать местным силовикам стрелять по своим коллегам, но и вообще отдавать им какие бы то ни было приказы. Таких полномочий в соответствии с законодательством у него просто нет.
В Кремле конфликт федерального ведомства и главы региона пока так и не прокомментировали.
