Hacking Inquiry Finds a Trail Despite Efforts to Cover It Up

The F.B.I.’s route to the St. Louis Cardinals’ front office in pursuit of an apparent hacker, or hackers, involved a trip through a shrouded corner of the Internet.
The website Deadspin pointed out last June that internal documents from the Houston Astros had been posted anonymously on a site called Anonbin. Alarmed, the Major League Baseball commissioner’s office notified law enforcement officials. From the Anonbin posting, those officials worked backward to find the perpetrator, who had tried to leave no tracks.
The person or people who penetrated the Astros’ network apparently used a network of servers called Tor to hide the source of the documents that found their way to the site.
“Tor is among the best anonymizing services out there, but it is not a silver bullet,” said Sascha Meinrath, director of X-Lab, a technology policy organization in Washington. Tor is most effective in the hands of an experienced hacker, Mr. Meinrath said. The hacking, though, seems to have left traces somewhere in the welter of Tor servers.
“What this tells me is that whoever leaked this is not very tech savvy,” he said.
The Tor network functions as a sort of Internet maze to throw off anyone who tries to trace the origin of an electronic message, Mr. Meinrath said. When the network receives a message, it bounces from server to server. The ordinary Internet pastes a series of addresses onto a message, allowing it to be traced back to the sender. In contrast, the Tor network strips that information out.
When the message emerges from the network, the source is, in theory, untraceable. Even so, it has long been known that intelligence and law enforcement agencies have made extensive efforts to infiltrate the Tor network and trace those who use it.
Many of the servers on the Tor network are run by volunteers. Mr. Meinrath said that if the F.B.I. explored the network, it was possible that investigators were not able to infiltrate enough servers on their own to trace the origin of the documents.
“Probably the F.B.I. had some of that information but not all of it,” Mr. Meinrath said.
Another possibility, he said, was that the volunteer was not operating a server properly and kept information about the routes taken by the messages passing through it.
A skilled hacker, Mr. Meinrath said, would take into account all of these possibilities and add one or two additional layers of security to the communication — for example, using software to cloak the identity of the computer that sent the message and connecting to the Internet somewhere that could not be linked to its source. Those measures seem to have eluded those who did the hacking.

Why Obama’s Plan to Send Advisers to Iraq Will Fail

LAST week President Obama approved an additional 450 troops to join the roughly 3,000 already inIraq. Living inside secure bases nicknamed “lily pads,” they will train Iraqi soldiers for a few weeks via lecture and drill instruction. The graduates will then be sent outside the wire to fight the Islamic State.
This strategy is no more resolute than a lily pad, and our generals know it. It is tokenism that reflects confusion at the top, and it will fail.
Mr. Obama has declared that advisers are not combat troops. But in fact, to influence battlefield performance, the adviser’s first job is to set the example in combat. The goal is to instill in the local force a sense of professional aggression — of seizing the offense — that must be demonstrated firsthand.
Put simply, if the president wants to destroy the Islamic State, he will eventually renege on his ephemeral pledge not to engage in ground combat.
Advisers are “combat multipliers.” Small teams of them vastly improve the performance of local troops, at a sliver of the cost of deploying large American battalions. Perhaps because of the divisive legacy of “adviser teams,” who were the first large-scale American commitment in Vietnam, it took years for the Pentagon to recognize this fact. Instead we poured hundreds of thousands of troops and billions of dollars into Iraq and Afghanistan year after year. The “surge” in 2007 worked precisely because it partnered Americans with Iraqi soldiers and tribes.
In 2006, I joined an adviser team in Habbaniya, halfway between Falluja and Ramadi, where the 450 Americans are headed. Our rotating group of 13 advisers lived on a remote outpost with 500 Iraqi soldiers, patrolling side by side. Even then, it took us three hard years to mold the battalion.
In 2005 and 2006, insurgents were shooting from houses where children were sleeping and blowing up themselves and dozens of bystanders in the market. No locals informed on the insurgents in their midst. Only by insisting on daily combat patrols were the advisers able to persuade the Iraqi soldiers that they could win the fight. We shared the risk; adviser casualties were over 30 percent.
The other key was being partnered with an American battalion, in our case Marine Battalion 3/2. The Iraqis gradually took pride in their own performance, mimicking the cocky Marines and their relentless advisers. In 2007, the people sensed the shifting advantage, the informant network swelled, and our Iraqi battalion, convinced that it should dominate the battlefield, destroyed the guerrilla network.
By 2008, Habbaniya had returned to its peaceful existence as a lakeside retreat. We were proud of the battalion, which became part of Iraq’s first independent brigade. But we were unnerved by President George W. Bush’s pledge to withdraw all American troops by 2011, with no plan for a residual force to watch over the army we had worked so hard to build. Senior military officials were mostly silent.
Now the Islamic State controls the corridor. Secretary of Defense Ashton B. Carter publicly shamed the Iraqi Army, saying it had “no will to fight.” We should be careful about attributing blame. We advisers watched Prime Minister Nuri Kamal al-Maliki and his cronies gut the army when we precipitously left, using it as a sectarian collection agent fueled by favoritism. The intrepid young nationalists we groomed were left exposed at war’s sharp edge, year after year.
None of the four Iraqi company commanders from our battalion remains alive. Haadi was blown up in Diwaniya. Dhafer was shot dead by Al Qaeda in Mosul. Layth was hanged by Islamic State militants outside Ramadi. Our favorite captain, whom we nicknamed G.Q. because he insisted on grooming his mustache before patrol to exude “wasta,” or power, became a national inspiration for his fiery battlefield YouTube speeches. In January, he was killed trying to rescue a wounded lieutenant.
Mr. Obama, despite warnings of Mr. Maliki’s intentions, made no sincere effort to leave a sizable number of troops in Iraq past 2011. Now we’re sending in tiny groups, a few hundred at a time, to live on lily pads. That’s no way to instill the will to fight, yet Pentagon officials brag about numbers of “troops trained.”
Before entering ground combat, we have to fix the political problem. It would be insane to repeat our previous mistake and train an army to fight for the current Shiite government. Last year we trained not a single Sunni soldier, and our dollars continue to flow through Baghdad to Shiite militias.
Worse, the most famous general in Iraq today is Qassim Suleimani, the commander of the Iranian paramilitary Quds Force, which has expanded its reach deep into Iraq. It is infuriating that the road to Iranian influence in Baghdad is drenched with American blood.
Even with a thousand American advisers, Shiite soldiers today won’t fight for desolate Sunni lands. If we’re committed to a yearslong effort, money should flow directly to the end recipient of our choosing — whether that be the Iraqi Army, Kurds or Sunni tribesmen. Our current half-strategy opposes one enemy — the Islamic State — but benefits a much bigger threat, Iran.
If we don’t get the politics aligned with a commitment to destroy the Islamic State, our advisers should expect the same heartbreak as those of us who fought in Operation Iraqi Freedom, and our fathers before us in Vietnam.

CIA Report Reveals Alarming Flaws In US intelligence - Rachel Marsden

Two years ago, former NSA contractor and CIA employee Edward Snowden bailed to Hong Kong with a stash of digitized top-secret documents, some of which have since dribbled out into the public domain. According to a newly declassified report by the CIA's Office of the Inspector General, systemic vulnerabilities in the intelligence community long predate Snowden. One might even argue that Snowden himself is just a symptom of those vulnerabilities. The persistence of these exploitable weaknesses represents a far more insidious threat to American national security than any individual.
Most troubling is the fact that the 465-page "Report on CIA Accountability Regarding Findings and Conclusions of the Report of the Joint Inquiry into Intelligence Community Activities Before and After the Terrorist Attacks of September 11, 2001" could have been written today rather than a decade ago:
 -- Then-CIA Director George Tenet recognized as far back as 1998 that Osama bin Laden was a threat to the U.S., and that "we are at war" with global terrorism. Tenet wanted "no resources or people spared in this effort, either inside the CIA or the (intelligence) Community." But then, according to the newly declassified report, no one actually created a "documented, comprehensive plan."
 Has this changed at all? Let's ask U.S. President Barack Obama. Last week, he admitted to not yet having a complete strategy for training Iraqi forces to fight against the Islamic State, even though training began months ago.
 -- The CIA Counterterrorism Center (CTC) officers responsible for bin Laden "did not have the operational experience, expertise and training necessary to accomplish their mission," and the CTC "did not recognize the significance of reporting from credible sources in 2000 and 2001 that portrayed (Khalid Sheikh Mohammed) as a senior al-Qaeda lieutenant and thus missed important indicators of terrorist planning."
 That sounds similar to what happened in the vicinity of the palatial U.S. Embassy in Baghdad last year -- a $750 million complex teeming with intelligence operatives around which the Islamic State managed to spring up last year and start taking over the Middle East. If there was any intelligence suggesting the possibility of such an outcome, the CIA sure wasn't screaming about it.
 -- In January 2000, an FBI officer assigned to the CTC wrote a critical travel memo about two of the 9/11 hijackers that was intended to be sent from the CIA to the FBI. It was never sent because it was "in the wrong format or needed editing."
And to think that this incident took place before it became widely common to ignore email. Nowadays, would anyone be aware of a critical message falling into the cyber-abyss unless related to a lunch order that failed to appear in a timely fashion?
 -- The personnel from various agencies who were gathered at the Osama bin Laden counterterrorism station -- FBI, NSA, Federal Aviation Administration and State Department -- were "unclear about the nature of their responsibilities." Further, the NSA and CIA really didn't like sharing intelligence.
 Cooperation between agencies is still a problem. Every agency wants to do whatever gets the most publicity and gets the biggest chunk of the budget.
 -- The CIA's nonofficial cover (NOC) program was "not effectively engaged in the battle against al-Qaida," reflecting "the weakness of the program itself."
 In other words, the spooks were warming ergonomic chairs inside embassies and swanning around the diplomatic dinner circuit under official diplomatic cover, on the premise that someone might provide them with useful intelligence in that context. Meanwhile, CIA officers tasked with gathering intelligence out in the real world were failing at it. This revelation ultimately gave rise to the CIA's "Global Deployment Initiative," an attempt to get more CIA officers out of embassies and out into the arenas of business and academia, where they're more likely to encounter assets who can provide actionable intelligence, or where CIA officers can exert influence without raising suspicion. In 2013, a former senior CIA official told the Los Angeles Times that the program was a "colossal flop."
 -- CIA Counterterrorism Center reports were found to have a distinct inability to read the tea leaves and derive implications from the data. They tended to be informational rather than strategic: "One of the most striking characteristics of this material is the absence in many papers of any discussion of implications."
 Finally, an objective evaluation of the analytical output of an intelligence agency. If this is what the bureaucracy produces, it's hard to imagine a better argument for outsourcing intelligence analysis to the private sector.
Intelligence agencies have presumably adapted to mitigate the Snowden leaks. It's unacceptable that they have failed to just as aggressively address systemic problems that still remain a decade after the report was issued.

Informant ‘got $47m reward’ for clues on MH17 downing over Ukraine

MH17 crashA German investigator, who is probing the downing of a civilian airliner over Ukraine nearly a year ago, says that an informant has claimed a multimillion reward for information pointing to those responsible for the attack. The investigator, Josef Resch, of Lübeck, Germany, says that a binding non-disclosure agreement does not allow him to reveal his client, who offered the $47 million reward. But he told German business magazine Capital that he is hopeful his client will soon reveal the details, since “people who pay that kind of money in exchange for information do not keep it for themselves”. However, he also hinted that his client may be an intelligence agency, who may decide to “deal with the matter without fanfare”.
Resch was speaking in reference to the murder of 295 people in July 2014, who died when the Malaysia Airlines Boeing 777-200 they were on was shot down 1 near the Ukrainian city of Donetsk. The city has a large Russian population and constitutes a major front in the current War in Donbass, which is being fought between the Ukrainian government and pro-Russian Ukrainians. For that reason, the downing of MH17 has become politically contentious: the United States claims 2 that it was shot down by Russian-supported rebels, while Russia accuses 3 the Ukrainian Air Force of deliberately firing on the airliner in order to blame the rebels.
If Resch’s claim is accurate, it would mean that someone with inside knowledge about the identity of the shooters has has come forward with crucial information about the killing of nearly 300 civilians over Donetsk. The size of the award also implies that those offering it are prepared to take some form of action in response to the information. Capital notes 4 that the multimillion award is higher than the amount offered in the past by the government of the United States for information leading to the capture of Osama bin Laden.
Resch told Capital that he is not certain whether the anonymous informant was able to claim the entire reward amount, or just part of it. He also said that he never came in direct contact with the informant, as the latter was represented “by a Swiss middleman” throughout the negotiations.

Contractors in Argentina and China were given "direct access to every row of data in every database" when they were hired by the Office of Personnel Management (OPM) to manage the personnel records of more than 14 million federal employees, a federal consultant told ArsTechnica.
The massive breach of OPM's database — made public by the Obama administration this month — prompted speculation over why the agency hadn't encrypted its systems, which contain the sensitivesecurity clearance and background information for intelligence and military personnel.
Encryption, however, according to Ars, would not have helped in this case because administrators responsible for managing these records had root access to the system, Department of Homeland Security Assistant Secretary for Cybersecurity Dr. Andy Ozment testified yesterday at a two-hour hearing before the House Oversight and Government Reform Committee.
And it turns out that a systems administrator responsible for handling the agency's records "was in Argentina and his co-worker was physically located in the [People's Republic of China]," a consultant who worked with an OPM-contracted company told ArsTechnica.
"Both had direct access to every row of data in every database: they were root."
Experts and politicians are now lambasting the US government for the way agency handled IT security.
"OPM is right in general that encryption is not magic security butter," Dave Aitel, CEO of cybersecurity firm Immunity Inc., told Business Insider. "But the committee is also right in that OPM was massively negligent."
All told, 65% of OPM's data was stored on systems lacking proper security certification, Ars reports, meaning the data was vulnerable to far more people than just those with root access and valid login credentials.
"They [the unsecured systems] were in your office, which is a horrible example to be setting," House Oversight Chairman Jason Chaffetz (R-Utah) told Archuleta during the hearing.
"OPM's data security posture was akin to leaving all your doors and windows unlocked and hoping nobody would walk in and take the information," Chaffetz added.

The OPM IT team frequently outsources its work to foreign contractors working in their home country. Those holding Chinese passports are no exception.
"Another team that worked with these databases had at its head two team members with [People's Republic of China] passports," the consultant told Ars. "I know that because I challenged them personally and revoked their privileges."
"From my perspective, OPM compromised this information more than three years ago," he added. "And my take on the current breach is 'so what's new?'"
In fact, the breach was unprecedented in its breadth and scope: "Security-wise, this may be the worst breach of personally identifying information ever," Michael Borohovski, CEO of Tinfoil Security, told Business Insider on Friday.

Federal employees and contractors who want government-security clearance have to disclose virtually every aspect of their lives via a 120-page SF 86 questionnaire, which is then stored on OPM's unencrypted database.
The OPM also "conducts more than 90% of all federal background investigations, including those required by the Department of Defense and 100 other federal agencies," Reuters reported last week.
Experts fear the stolen information could be used by the Chinese government to blackmail, exploit, or recruit US intelligence officers, compromising the success and safety of agents operating at home and abroad.

Police have arrested the suspected gunman in the fatal shooting of nine people at a historic black church in South Carolina on Wednesday, the mayor of Charleston confirms to The New York Times.
The FBI confirmed the arrest in a statement Thursday morning. Roof was arrested following a traffic stop in Shelby, North Carolina, Charleston police chief Gregory Mullen said in a statement.
At a press briefing Thursday morning, Attorney General Loretta Lynch said, "I can confirm that there is a suspect in custody" in the South Carolina church shooting, according to the Associated Press.
Earlier on Thursday, the FBI has identified the suspected gunman as 21-year-old Dylann Roof, from Columbia, South Carolina, Reuters reports.
Roof was identified by his uncle from a photo released by police, according to Reuters. The suspected shooter reportedly received a .45-caliber pistol from his father as a birthday present in April, the uncle said.
"He's a monster, and they need to catch him, and he needs to pay for what he's done," the uncle, Carson Cowles, 56, told the New York Daily News.
"The more I look at him, the more I'm convinced, that's him," Cowles told Reuters.
The shooting is currently being investigated as a hate crime, according to local authorities. The gunman reportedly sat in a prayer meeting at the historically black Emanuel AME Church for an hour before opening fire.

WCSC-TV reports the shooting happened while a meeting and a Bible-study service were taking place at the church. Six of the victims were female and three were male, authorities said at a press conference Thursday morning.
Among the victims was Pastor Clementa Pinckney, who was also a South Carolina State Senator. His cousin, Sylvia Johnson, told NBC News that she spoke with one of the survivors, who said the gunman reloaded his gun five different times.
"He just said 'I have to do it. You rape our women and you're taking over our country. And you have to go,'" Johnson told NBC News.
