Kiev to allow foreign armed forces in Ukraine, incl. ‘potential carriers of nukes’

The Ukrainian parliament has adopted amendments to state law allowing “admission of the armed forces of other states on the territory of Ukraine.” The possible hosting of foreign weapons of mass destruction is also mentioned in the documents.
Amendments to Ukrainian law were adopted on Thursday by the Verkhovna Rada, receiving a majority of 240 votes (the required minimum being 226). The bill was submitted to the parliament in May by PM Arseny Yatsenyuk. It focuses on the provision of “international peacekeeping and security” assistance to Ukraine at its request.
Peacekeeping missions are to be deployed “on the basis of decision of the UN and/or the EU,” the bill published on the parliament’s official website says.
Previously, the presence of any international military forces on the territory of Ukraine not specifically sanctioned by state law was only possible by adopting a special law initiated by the president. Implementation of the new amendments “will create necessary conditions for deployment on the territory of Ukraine international peacekeeping and security” missions without the need for additional legal authorization, the explanatory note to the draft bill said.
The presence of such armed forces in Ukraine “should ensure an early normalization of situation” in Donbass, the note added, saying that they would help “restore law and order and life, constitutional rights and freedoms of citizens” in the Donetsk and Lugansk regions.
In a comparative table, published among the accompanying documents to the bill, “potential carriers of nuclear and other types of weapons of mass destruction are permitted under international agreement with Ukraine for short-term accommodation,” with Kiev providing proper control during the period that such forces were stationed there.
Implementation of the law “will not require additional expenditures from the State Budget of Ukraine,” its documents say.
The previous law also required that the length of time temporary peacekeeping forces were to be deployed in Ukraine be stipulated, while the new amendments allow an indefinite period, long enough “to achieve the goal of the stay.”
A separate amendment banned the presence of “armed forces of states that unleash military aggression against Ukraine.” This appears to be a clear reference to the Rada’s January statement calling Russia an “aggressor” – although the body has been reluctant to approve a legally binding law saying exactly that.
Moscow denies being part of the conflict, stressing that Kiev is fighting a civil war with eastern Ukrainians, not Russian forces. The Kremlin has consistently and adamantly denied any presence of Russian troops or hardware in eastern Ukraine, pointing out that there is no evidence proving otherwise.
With violence in south-eastern Ukraine on the rise again, it is “very important to avoid any actions or steps that provoke escalation of tension,” Kremlin spokesman Dmitry Peskov said on Thursday, as quoted by RIA Novosti. Saying that there is “no shortage” of provocative actions from Kiev’s side, Peskov said the main point is “to concentrate on implementation of [Minsk] agreements.”“This is what Moscow expects the most,” he added.
The new bill on international peacekeeping missions in Ukraine contradicts the Minsk agreements, Russian State Duma MP Leonid Slutsky said. “Minsk-2 did not provide for peacekeepers in resolution of the national conflict,” Slutsky said, as quoted by TASS.
The new legal act is “doomed for inaction,” a member of the Russian Duma’s defense committee, Franz Klintsevich, said, adding that the bill is “pure PR and propaganda.” “I cannot simulate a situation in which the United Nations will vote to deploy international military to Ukraine,” Klintsevich told journalists, as cited by RIA Novosti.
The Lugansk People’s Republic’s envoy to the so-called Contact Group on Ukraine in Minsk, Vladislav Dainego, commented that the law was adopted to “justify the presence” of foreign military that are “already operating in Ukraine.” “There are some 20,000 [troops], primarily from Hungary and Poland,” Dainego claimed when speaking to Interfax, adding that the status of those forces was unclear.
Kiev came up with the initiative to employ peacekeeping missions in Donbass earlier this year. Moscow has insisted that deployment of such forces in Ukraine would be relevant only after all points of the Minsk agreement have been fully implemented, and only if both sides of the conflict – Kiev and the rebel republics – agree to the measure.

Jerry Seinfeld lashes out at Political Correct society we live in these days

During an appearance on ESPN Radio’s “The Herd with Colin Cowherd” Thursday comedian Jerry Seinfeld revealed that an increasing number of stand-up comics are avoiding college campuses because they’ve become “so pc.”
After being questioned on the current climate in comedy, Seinfeld stated that fellow comedians warn him “all the time” about performing at universities.
“I don’t play colleges but I hear a lot of people tell me, ‘Don’t go near colleges, they’re so pc,’” Seinfeld said.
Using a personal story involving his 14-year-old daughter, Seinfeld explained how the politically correct-obsessed youth regularly parrots buzzwords they know little to nothing about.
“My daughter’s 14. My wife says to her, ‘Well, you know, in the next couple of years, I think maybe you’re going to want to hang around the city more on the weekends so you can see boys.’ You know, my daughter says, ‘That’s sexist,’” Seinfeld said.
“They just want to use these words. ‘That’s racist. That’s sexist. That’s prejudice.’ They don’t even know what they’re talking about.”
Seinfeld, like many other comedians, has long argued that comedy itself has been harmed by such attempts to stifle free speech.
During an interview with Buzzfeed last year Seinfeld made similar comments after being confronted about the number of “white males” on his show “Comedians in Cars Getting Coffee.”
“This really pisses me off…” Seinfeld said. “I mean, people think it’s the census or something? Does this got to represent the actual pie chart of America? Who cares… If you’re funny, I’m interested. If you’re not funny, I’m not interested. I have no interest in gender or race or anything like that.”
Former late night talk show host and stand-up comedian Jay Leno also revealed during an appearance on “Late Night with Seth Meyers” last March that he had been called racist by a college student for saying that he didn’t like guacamole.
“No it’s not racist. Being anti-guacamole is not racist,” Leno said. “You have no idea what racism is. That’s not racist, you idiot! You moron!”
The year prior comedian Chris Rock announced to New York Magazine that he had stopped playing college campuses altogether over students’ social views.
“It was just like, this is not as much fun as it used to be,” Rock said. “I remember talking to George Carlin before he died and him saying the exact same thing.”
Unsurprisingly, radical leftist news outlets who perpetuate this toxic mentality, such as Salon, haveattempted to belittle comedians who highlight the absurdity of political correctness.

Obama administration officials are considering new deterrence strategies to rein in Russian meddling in Europe, in what some say would amount to an updated version of Cold War-era containment.
The proposed approach involves beefing up the militaries of allies and would-be partners and rooting out government corruption, which they see Moscow exploiting to gain more influence.
Some administration officials also want to expand the North Atlantic Treaty Organization to limit Moscow’s orbit. Membership for Ukraine or Georgia remains off the table, but some Pentagon and administration officials are advocating admitting the small Balkan country of Montenegro to solidify the country’s ties to the West and show that Mr. Putin doesn’t have a veto over alliance expansion.
The latest policy discussions come as President Barack Obama meets this weekend with leaders of the world’s largest industrialized democracies in Germany, where he is expected to push European allies to extend sanctions on Russia against a backdrop of escalating violence in Ukraine.

U.S. officials have acknowledged that economic sanctions haven’t compelled Russian President Vladimir Putin to change his calculus, and they voiced concerns about both an uptick in violence in Ukraine and the use of heavy weaponry that was restricted by the cease-fire deal.
“It’s clear the sanctions are working on the Russian economy, but what is not apparent is that that effect on his economy is deterring Putin from following the course that was evidenced in Crimea last year,” said Defense Secretary Ash Carter, noting that Russian aggression would be “an enduring challenge.”
The longer-term measures under discussion, officials say, stem from a recognition that Moscow has refused to moderate its posture after its territorial grab last year in Ukraine, and that U.S. and European attempts at diplomacy and sanctions alone won’t be enough to force a change. Those measures would include stepping up training for European allies to help partner militaries resist the kinds of so-called hybrid tactics—like training surrogate forces and conducting snap border exercises—that Russia has used effectively in Ukraine.
The impetus toward a policy shift also is driven by the conclusion that U.S. steps to reassure regional allies must be bolstered by other measures against possible Russian intrusions.
The Pentagon also is drafting plans for where to position new stocks of military equipment for use in a crisis or for stepped-up training exercises. That would entail additional U.S. troops assigned to rotating duty in the region. But Washington remains opposed, for now, to rebuilding permanent U.S. troop formations in Europe.
The administration is accelerating work on new military technologies to better counter Russian military advances and try to offset advances by Moscow, and deter Russia from using its increasing military prowess.
The policy deliberations are gaining momentum. On Friday, Mr. Carter gathered a group of military leaders in Stuttgart, Germany, to discuss the broader U.S. strategy to Russia. While officials were expected to talk about increasing military exercises and other assistance, the goal of the meeting was to work on the broader strategy rather than assessing specific military moves.
Inside the White House, meanwhile, the National Security Council is at work on an overhaul of its Russia strategy that formally casts aside the policy of “reset” that dominated Mr. Obama’s first term.
Officials and analysts acknowledge there are disparate views in Europe, and even within NATO, on the best approach toward Russia—and whether stepped-up deterrence would be the correct approach. Elements of the emerging strategy—including expansion of the Atlantic alliance and increased training exercises—are likely to be discussed further at a meeting of NATO defense ministers at the end of the month.
Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, one of the most influential presidential advisers, said in an interview with The Wall Street Journal that Russia has developed a host of capabilities and tactics that can be used to threaten its neighbors, including NATO members the U.S. is treaty-bound to protect.
“On certain issues, President Putin has actually stated his intent,” Gen. Dempsey said. “One of his clearer statements is that he considers NATO to be a threat to him and will look for opportunities to discredit and eventually undermine the alliance.”
To counter Russian aggression, the U.S. must work to help allies and partners better fend off pressure from Moscow and counter Mr. Putin’s “subversive activities”, Gen. Dempsey said.
“It is about hardening before the crisis occurs,” said Gen. Dempsey. “Once the crisis occurs you get into this debate about what is escalatory and what is not escalatory. This is about acting precrisis to deter and prevent crisis.”
Views aren’t uniform within the Obama administration, with some officials seeing Russia as a declining power while others see a more serious challenge.
Mr. Obama, according to current and former officials, is more skeptical that Moscow represents a long-term challenge and is wary of inadvertently making Russia more of an enemy than it has to be.
Secretary of State John Kerry signaled after a meeting last month with Mr. Putin that the U.S. will continue to work with Russia on issues of common interest. Administration officials said that is unlikely to change even under a hardened U.S. approach.
“There are still national security issues we will work with Russia on,” said an administration official, naming Iran, Syria, and terrorism.
Other officials insist there is growing unity around the idea that Mr. Putin and his view of Russia represent a serious problem.
Inside the Pentagon, officials have begun to refrain from using words such as “reassurance” and instead have begun to embrace harder military terms such as deterrence, officials said.
Although some officials see the emerging policy as a new version of containment, others are wary of conceding that a new Cold War has broken out with Russia. Still, even those officials acknowledge the U.S. must counter Russian moves in Europe.
“We have to deal with Russia’s aggression against its neighbors and its apparent intention to reforge a sphere of domination,” said a senior U.S. official.
Sanctions and economic isolation remain a cornerstone of the Obama administration’s approach to Russia, imposing costs for its annexation of Crimea and destabilization of Russia. And senior officials in Washington said Friday that Europe appears likely to agree to an extension of the current sanction regime, set to expire this month.
But officials said a broader strategy for Russia must weaken Moscow’s ability to use economic leverage or control of energy supplies to gain influence in Eastern and southern Europe.
The U.S. believes if it can strengthen democratic institutions, professionalize the military and curb corruption in countries, Russian oligarchs will have fewer ways to extend their—and the Kremlin’s—influence.
“You can’t just use sanctions to impose costs,” said a senior administration official. “You also have to mitigate and eliminate the sources of vulnerability and the leverage for coercion. That means making countries in Russia’s neighborhood more integrated and less corrupt.”
To further limit Moscow’s leverage, U.S. officials have also begun prodding countries, particularly Baltic NATO members with large Russia speaking populations, to address the needs of minority ethnic populations.
Others believe expanding the alliance can also demonstrate to Moscow that the West has more allies, while Mr. Putin has far fewer friends.
The emerging U.S. approach has put the small country of Montenegro—far from the fighting in Ukraine—near the center of the debate over how to respond to the Kremlin.
Milica Pejanovic-Djurisic, Montenegro’s defense minister, said in an interview her country has shown its readiness to join the alliance and continuing the expansion of NATO would help bring additional stability to Europe.
“In the face of all the instability that is appearing in the East of Europe, strengthening security in the Balkans is part of the solution for the overall situation we are all in right now,” she said.
While some in Europe and in Washington remain cautious about further NATO expansion, many U.S. officials agree that Montenegro has made advances in cleaning up its intelligence service, professionalizing its military and reducing corruption, and taken steps to minimize Russian influence.
Overall, Pentagon officials said the emerging approach—from building up allies to investing in new technologies—is one that seeks to deter Russia in order to help restore the post-Cold War security in Europe.
“We are dedicated first to deterrence,” said a senior Pentagon official. “It is clear the Russians see us as an adversary. And so we have to ask: How do we inject stability into an environment that looks volatile.”

Ukraine grateful for ‘non-lethal assistance’ from Canada

KYIV—Stephen Harper arrived in Kyiv early Saturday as Ukraine’s envoy urged the prime minister to push his fellow G7 leaders into a strong political stand against the latest Russian aggression.
But Marko Shevchenko, Ukraine chargé d’affaires to Canada, said his country can make do without weapons from the West as he heaped effusive praise on the Canadian efforts to train its military.
“The Canadian government, led by Stephen Harper, is the world leader in providing such non-lethal assistance to Ukraine,” said Shevchenko, referring to the 200 Canadian Forces trainers in Ukraine.
Harper is in a country gripped by renewed violence after 15 months of conflict with neighbouring Russia, which has unilaterally annexed its Crimea region, but his visit won’t take him anywhere near the conflict zone. The crisis is set to dominate discussion between the prime minister and his fellow G7 leaders at their summit in Germany’s secluded Bavarian Alps starting Sunday.
Harper begins a week of European travel in a country that holds domestic political implications for him in an election year with 1.2 million Canadians claiming Ukrainian heritage. The president of the influential Ukrainian Canadian Congress travelled on Harper’s plane to Kyiv.
Harper will be in Poland next week, a country that has a Canadian diaspora of about one million.
Shevchenko said more sanctions would be one measure that Harper and his fellow G7 leaders might come up with in response to Russia’s latest provocation.
But he said it isn’t necessary for Canada or its allies to provide lethal military assistance to Ukraine forces.
“We understand this is a sensitive question. We understand it should be a consensus among our western allies and partners,” Shevchenko said.
Five Ukrainian troops were killed Wednesday in a violent outbreak that witnesses say involved the deployment of heavy artillery by the rebels — an apparent violation of the earlier Minsk ceasefire agreement between the two sides.
Reports on the number of Russian-backed rebels killed vary considerably. Donetsk-based rebels reportedly said 14 of their troops were killed; the Ukrainian military said their enemy’s death toll was 80.
Shevchenko said the expertise of Canadian military trainers comes from the country’s extensive combat experience in Afghanistan, and far outstrips the capability of his country’s own forces.
“The Canadian Armed Forces has big experience in contemporary war,” he said. “Ukrainian forces didn’t have such experience until last year.”
The Ukrainian military needed tactical training to overcome initial problems in that area, said Shevchenko.
“We need to instruct many soldiers, who yesterday were businessmen, managers, lawyers, etc.”
Ukraine is experiencing a new flashpoint in what has been an uneasy ceasefire with the outbreak of hostilities between Ukraine forces and Russian-backed rebels this week.
Harper meets Saturday with President Petro Poroshenko and Prime Minister Arseniy Yatsenyuk on what will be his third visit to Ukraine since the outbreak of violence last year.
Poroshenko told his country’s parliament this week that a “colossal threat of the resumption of large-scale hostilities by Russian and terrorist forces” loomed in his country’s east.
He said there are now 9,000 Russian troops in the rebel-controlled area.
Harper and his fellow G7 leaders will discuss how to best continue supporting Ukraine, including helping it meet its energy security needs, said Harper’s spokesman Stephen Lecce.
Canada is also giving financial assistance to Ukraine to help it build its struggling economy, which has been beset by corruption. Canada’s help includes $202 million in development assistance and $400 million in low-interest loans.
“We see a necessity to support Ukraine financially, and it’s not only just paying for their gas bill, the economy is a mess,” said one senior European G7 government official, who spoke on the condition that they or their government not be named.
The official said the way Russia acts has contributed to problems in Ukraine, but the country needs to clean up its own corruption and mismanagement problems.
“The problems in Ukraine were there long before. They messed up this Orange Revolution and Mr. Poroshenko finds it very difficult.”
Japanese Prime Minister Shinzo Abe also planned his own pre-G7 visit to Ukraine.

US Data Breach Shows Lacking Cyber Security

New questions are emerging following Thursday’s announcement of a massive cyber-attack that targeted the private records of some four million current and former U.S. federal employees.
Analysts are asking why it took the U.S. government so long to make it public. U.S. officials say they are investigating whether Chinese-based hackers are behind the attack.
Investigators say it appears the attack began sometime late in 2014, possibly in December, and continued until it was first detected in April 2015. The hackers reportedly used what’s called a “zero-day exploit” — a previously undetected vulnerability that often presents serious security risks, but once detected can be permanently patched.
But it wasn’t until Thursday that the U.S. Office of Personnel Management, or OPM, announced the breach. Among the information in those files: details such as names, addresses, family members, education, Social Security numbers, security clearances, medical and other histories.
Earlier this year, at a meeting with tech executives in Silicon Valley, President Barack Obama urged private firms to be more transparent in announcing cyber-attacks, and to make such attacks public within 30 days of detection.
When asked why authorities waited until June 4 to disclose the attack, OPM spokesperson Samuel Schumach cited the due diligence required for publicaly responding to an attack of this magnitude.
“With any such event, it takes time to conduct a thorough investigation, and identify the affected individuals,” he told VOA via email.
Despite its impact, the hack isn’t notable for its size. Indianapolis-based Anthem health insurance announced earlier this year that medical records of nearly 80 million patients had been breached by hackers. Those attacks were later traced back to equipment in China, and Bloomberg News is reporting that those same servers and digital infrastructure were involved in the OPM hack.
U.S. officials say the attack appears to have originated within China, but have not yet linked the attack directly to the Chinese government. China’s Foreign Ministry spokesman Hong Lei called the accusations “irresponsible” and noted that China also is a victim of cyber-attacks.
But unlike data hacks that clearly target financial or credit records — such as the breach of customer credit card numbers shopping at Target stores in 2013 — analysts say the OPM attack appears to be more closely related to espionage than financial gain.
“This doesn’t look like cyber-fraud, this looks like espionage,” said Kobi Freedman, founder and CEO of the cyber-security intelligence-sharing firm Comilion.
“Crime tends to address concrete data, like financial records or credit cards," he added. "The magnitude and the target indicate that it’s reasonable to assume that this was a state-sponsored attack.”
OPM has not yet disclosed the full range of information collected, saying only that targets appeared to be Social Security numbers and “other personal data.”
These are not the first large-scale cyber-attacks traced to China.
In 2014, the FBI indicted five officers in China’s People’s Liberation Army, or PLA, for coordinating hacks on six U.S.-based corporations such as U.S. Steel and Alcoa.
Chinese officials have repeatedly denied any involvement in such attacks, saying the U.S. has never offered definitive proof of a hack directly traced back to Beijing.
“It’s actually very hard to trace attacks,” said Bruce Schneier, a leading cryptographer and author of the book Schneier on Security.
“When we can, it’s often because hackers have made mistakes in hiding their tracks and it’s not something we can do quickly. In other cases, we’ve known with reasonable assurance the attacks came from certain buildings and offices in China and that the government knew about it and approved it,” Schneier told VOA in an interview earlier this year.
Analyst Freedman compares digital forensics — tracking the source of a hack — to a police investigation.
“When you’re doing the forensics of an attack, there is a trace of fingerprints left behind starting from the hacked device or servers, deciphering which are the real and the fake clues, and then tracing the breadcrumbs back through the communications networks, hopefully right back to the source,” he said.
Brigham Young law professors Eric Talbot Jensen, a former Judge Advocate in the U.S. Army, says tracking cyber-attacks is not all that different than identifying the source of a physical attack.
“Some people view attribution as a yes or no switch, [and] I don’t think it’s that way,” said Jensen, one of numerous contributors to the Tallinn Manual, a rulebook of sorts on cyber espionage.
“I think attribution’s a spectrum,” he said. “What a government really has to worry about is [whether] they have enough attribution to take the kind of action they want to take. If I’m at 70-percent attribution, I can be comfortable taking certain actions. If I’m at 80 percent, I might be comfortable taking even more actions.”
