The IAEA will allow Iran to use its own inspectors to conduct an investigation into Parchin nuclear site, where Tehran has been accused of developing nuclear arsenal. The investigation will take place under a secret side agreement between the UN watchdog and Iran, according to a document seen by the AP, reports George Jahn.
The IAEA has said it is satisfied with the level of access granted to it by Iran to the Parchin site, though would not confirm whether Tehran was permitted to conduct its own inspections, citing confidentiality. Without confirmation from the watchdog that Iran is maintaining its promises under the nuclear accord, it will not be granted sanctions relief. [Reuters]
Speaker John Boehner called on the Obama administration to release “secret side agreements”between Iran and the IAEA, in a statement yesterday, blasting reports that Tehran would be allowed use its own inspectors to look into Parchin nuclear site. [The Hill’s Kristina Wong]

Allegations that a Wall Street Journal reporter was a link between the US government and the Iranian opposition are “completely false, outlandish and irresponsible,” the publication said in a statementyesterday.
IRAQ and SYRIA
The UK government should condemn the Syrian government’s “grotesque massacre and its aerial bombardment” of the Douma suburb of Damascus on Sunday, and must demand “as per UN resolutions, that the Syrian government immediately and unconditionally stop bombing its civilian population,” a group of academics, legal, humanitarian and media professionals wrote in an open letter at the Guardian.

There was no immediate claim of responsibility though Islamist militants have carried out several similar attacks on the city this year. [ReutersBBC]
The New York Times editorial board questions the legality of US military aid to Egypt, opining that in light of human rights abuses committed with impunity by that country’s armed forces, it “is not only unwise but almost certainly unlawful” to continue to “enable a despotic government” through military aid.
HILLARY CLINTON EMAIL CONTROVERSY
Two emails – in the public domain since May – have been identified in the midst of an interagency feud over potentially classified information kept on Hillary Clinton’s private email server. The State Department made the emails public along with 300 others but the inspector general for the Intelligence Community has since said they should have been labeled as classified when sent. [CBS News’ Reena Flores and Nancy Cordes]
The Clinton presidential campaign is ramping up its response to complaints that classified material was stored on her private server while in office as secretary of state. The campaign suggested that the issue does not lie with Clinton’s actions but with a dysfunctional agency system for designating and protecting classified information. [Politico’s Josh Gerstein]  The campaign said that material contained on the server had been retroactively classified. [Wall Street Journal’s Byron Tau and Robert McMillan]
“[L]imited public interest in a topic doesn’t necessarily make it unworthy of coverage.” Jack Shafer argues against Hillary Clinton’s assertion that the press is wrong to follow the story due to lack of public interest. [Politico Magazine]

ISIS has effectively established a de facto capital in the Libyan city of Sirte on the Mediterranean Sea. Police Officer Hurt After Attack at Istanbul Palace

(ISTANBUL) — Turkish police arrested two people Wednesday after a hand grenade was hurled and shots were fired at officers guarding Istanbul’s Dolmabahce Palace, an Ottoman-era palace that is a major tourist attraction, the Istanbul governor’s office said. One police officer was slightly injured, according to the country’s state-run news agency.
Later Wednesday, at least eight Turkish soldiers were killed by a roadside bomb detonated by Kurdish rebels in Turkey’s mainly Kurdish southeast region, the military said.
Police apprehended two people in an area close to the palace and seized two hand-grenades, an automatic rifle, a hand gun and a large amount of ammunition, a statement from the Istanbul governor’s office said. It did not identify the suspects or give a motive for the attack.
However, the state-run Anadolu Agency said the two assailants are members of the outlawed leftist group the Revolutionary People’s Liberation Army-Front, or DHKP-C. It did not cite a source for the report.
The DHKP-C claimed responsibility for an attack earlier this month in which two female assailants opened fire at the U.S. Consulate in Istanbul. No one was hurt in the attack but one of the assailants was shot by police and hospitalized.
The attacks come amid a sharp rise in violence between Turkey’s security forces and the Kurdish rebels, and as Turkey has been conducting operations against the Islamic State group and others. Turkey last month rounded up more than 1,000 people linked to IS, the Kurdish rebels and the DHKP-C, after a suicide bomb attack blamed on IS killed 32 people. Turkish warplanes, meanwhile, have raided PKK targets in Iraq and in southeast Turkey in tandem with airstrikes against Islamic State militants in Syria.
Close to 100 people, most of them police and soldiers, have been killed since July in the renewed violence between the security forces and the Kurdistan Workers’ Party, or PKK, according to a count by The Associated Press.
An IS propaganda video released this week called Turkey’s president, Recep Tayyip Erdogan, a traitor for allowing the U.S. to use air bases for strikes against the group, and urged all Muslims in Turkey to join the IS in its fight against “crusaders, atheists and tyrants” in the country.
The police officers who were attacked were standing guard at an area far from the entrance used by visitors to the 19th century Dolmabahce palace.
Margarita Paban, a visitor from Poland, said she heard a “boom” and three or four gun shots as she emerged from the tramway with her family.
She said they had no plans to cut their visit short.
“We have more sights to see,” she said. “We haven’t seen the Grand Bazaar or the Asian side yet.”
The prime minister has an office inside the palace, situated on the shores of the Bosphorus strait, but was in the capital Ankara at the time of the attack.

7 Die in Midair Crash of 2 Parachute Planes Over Slovakia

PRAGUE — Two planes carrying dozens of parachutists collided in midair Thursday over western Slovakia, killing seven people, officials said. Slovak media reported 15 other parachutists missing and an aviation official said some reportedly survived by jumping out with their parachutes.
The crash took place Thursday morning about 0720 GMT (2:20 a.m. EDT) near the village of Cerveny Kamen, said Zuzana Farkasova, a spokeswoman for the Slovak firefighters. Rescue workers were using helicopters to reach the crash site, in the White Carpathians mountain range that forms the border with the Czech Republic.
Juraj Denes, an official with the Slovak Air and Naval Investigations Bureau, a government agency that investigates plane crashes, said according to preliminary information, about 40 people were on board two L-410 planes at the time of the collision, which occurred at an altitude of 1,500 meters (4,921 feet). He said the passengers on board were parachutists.
Some parachutists from one plane survived because they managed to jump out before the collision, Denes said. He did not give a specific number of survivors.
Juraj Gyenes of the same aviation agency told TA3 news television that the dead included the two crew members from both planes and three parachutists.
TA3 reported that 15 of the parachutists were still missing. It said all of them were training for this weekend’s air show in nearby Slavnica.
“All of a sudden, I heard a big blow,” one witness told TASR, the Slovak news agency, in a news video. “Then, it roared. I thought some pieces were falling, but it could be the parachutists.”
Slovak Health Minister Viliam Cislak and Interior Minister Robert Kalinak were heading to the crash site.

INDIANAPOLIS (AP) - Longtime Subway pitchman Jared Fogle agreed Wednesday to plead guilty to allegations that he paid for sex acts with minors and received child pornography in a case that destroyed his career at the sandwich-shop chain and could send him to prison for more than a decade. Prosecutors alleged that Fogle knew the pornography had been secretly produced by the former director of his charitable foundation, which sought to raise awareness about childhood obesity and arranged for Fogle to visit schools and urge children to adopt healthy eating and exercise habits.
IS beheads aging Syrian antiquities scholar in PalmyraDAMASCUS, Syria (AP) - The 81-year-old antiquities scholar had dedicated his life to exploring and overseeing Syria's ancient ruins of Palmyra, one of the Middle East's most spectacular archaeological sites. He even named his daughter after Zenobia, the queen that ruled from the city 1,700 years ago. That dedication may have cost him his life. On Wednesday, relatives and witnesses said Khaled al-Asaad was beheaded by Islamic State militants, his bloodied body hung on a pole in a main square.
Scientists find how obesity gene works, a clue to treatmentScientists have finally figured out how the key gene tied to obesity makes people fat, a major discovery that could open the door to an entirely new approach to the problem beyond diet and exercise. The work solves a big mystery: Since 2007, researchers have known that a gene called FTO was related to obesity, but they didn't know how, and could not tie it to appetite or other known factors.
JERUSALEM (AP) - Israel's Supreme Court on Wednesday suspended the detention order against a Palestinian prisoner who has been on a hunger strike for 65 days, releasing him while he receives medical care in a ruling that his relatives and supporters hailed as a victory. The decision means that Mohammed Allan will no longer be shackled to his bed and his family will be able to visit him in the hospital, where his lawyer said he remains sedated and unconscious.
BELLEFONTAINE, Ohio (AP) - A mother accused of killing her three sons was dominated and isolated by her husband, a man nearly twice her age who had been her own mother's live-in boyfriend before they married, authorities said Wednesday. Analysis: At core, Clinton prefers pragmatism over passionEDGARTOWN, Mass. (AP) - During her failed 2008 White House campaign, Hillary Rodham Clinton derided rival Barack Obama's lofty talk of hope and change as equivalent to expecting "celestial choirs" to drop from the sky and inspire people to do the right thing. Obama's optimism ultimately trumped Clinton's pragmatism. Now, as she seeks the White House again, Clinton has tried to pull a few pages from Obama's playbook, looking to make more personal connections with voters and infusing her campaign with reminders that she could make history as the nation's first female president. Her first TV ads focused on how her mother's difficult upbringing inspired her to enter public service.
Rand Paul: a humanitarian in Haiti, a pit bull in 2016CAP-HAITIEN, Haiti (AP) - Even while fighting blindness in the poorest nation in the Western Hemisphere this week, Republican presidential contender Rand Paul intensified political attacks against rivals in both parties, vowing to continue pressing billionaire businessman Donald Trump in particular as the Kentucky senator embraces the role as the GOP's leading pit bull. An ophthalmologist by training, Paul left Haiti on Wednesday afternoon after spending four days on a humanitarian mission to the island nation. From a small urban clinic guarded by a team of armed police, Paul joined six eye surgeons who restored vision to dozens of impoverished Haitians, many living for years in blindness because of ailments such as cataracts that are easily treated in the United States.

Clinton lawyer says her email server was wiped cleanWASHINGTON (AP) - Hillary Rodham Clinton's personal lawyer has told a Senate committee that emails and all other data stored on her computer server were erased before the device was turned over to federal authorities. In a letter sent last week to Sen. The Senate committee made Kendall's letter public on Wednesday. In exchanges with reporters earlier this week, Clinton said she was not aware if the data on her server was erased.

Tianjin's deadly blasts expose China's work safety woesBEIJING (AP) - By official data, China is becoming safer from accidents year after year. But the explosions over the Tianjin port last week are a stark reminder that it has far to go in preventing workplace disasters - from blasts on factory floors to leaks of oil pipes and warehouse fires. The blasts that started at a hazardous material warehouse in the eastern city of Tianjin and killed at least 114 people in one of China's worst industrial accidents in years came despite countless pledges by authorities to strictly enforce workplace safety regulations. There have been numerous campaigns - always one after each fatal accident - to eliminate safety risks, and local officials are routinely fired over fatal workplace incidents.

LOUIS (AP) - Officers arrested at least nine people and deployed tear gas amid protests in St. Louis over the death of a black 18-year-old who was fatally shot by police after he pointed a gun at them, the city's police chief said. Chief Sam Dotson said at a press conference late Wednesday night that a group of protesters who had blocked an intersection threw glass bottles and bricks at officers and refused orders to clear the roadway. Inert gas was used and when that didn't have any effect on the crowd, police turned to tear gas to clear the intersection, Dotson said. Those arrested face charges of impeding the flow of traffic and resisting arrest, he said.
