Syria crisis: US concern over Russia 'military build-up'

US Secretary of State John Kerry has expressed concern to Moscow over reports of Russian military build-up in Syria, the state department says.
US media reports said Russia has sent advisers and hardware to Syria, in what Washington fears is an expansion of its support for President Bashar al-Assad.
Any such development would "escalate the conflict", Mr Kerry told his Russian counterpart Sergei Lavrov.
Russia has been a key ally of Syria throughout its four-year civil war.
The New York Times cited US officials as saying Russia had despatched an advance military team to Syria, as well as housing units and an air traffic control centre to an airfield.
The officials quoted admitted they were unsure of Moscow's intentions, but said the deployments could enable Russia to use the airbase to facilitate supply of military gear or to launch air strikes against Mr Assad's enemies.
Mr Kerry made his concerns over the reports known to the Russian Foreign Minister in a phone call.
"If such reports were accurate, these actions could further escalate the conflict, lead to greater loss of innocent life, increase refugee flows and risk confrontation with the anti-Isil coalition operating in Syria," the state department said, using an alternative acronym for Islamic State (IS).
Russian President Vladimir Putin said on Friday it was "premature" to talk about Moscow getting involved in direct fighting.
Russia and the US disagree sharply on Syria. While Russia has backed the Syrian government, and provided it with arms, the US wants to see the removal of President Assad.
In the latest fighting on the ground, at least 47 people died in fierce clashes between IS militants and other rebels in the northern town of Marea.
At least six members of Syria's security forces were shot dead in the south-western city of Sweida, after a prominent cleric in the minority Druze community died in a car bomb blast.

The Narcissist in Chief - The New York Times

WITH the presidential campaign in full swing, a perennial question has resurfaced: How much weight should voters give to candidates’ personalities? The political rise of Donald J. Trump has drawn attention to one personality trait in particular: narcissism. Although narcissism does not lend itself to a precise definition, most psychologists agree that it comprises self-centeredness, boastfulness, feelings of entitlement and a need for admiration.
We have never met Mr. Trump, let alone examined him, so it would be inappropriate of us to offer a formal assessment of his level of narcissism. And in all fairness, today’s constant media attention makes a sizable ego a virtual job requirement for public office. Still, the Trump phenomenon raises the question of what kinds of leaders narcissists make. Fortunately, a recent body of research has suggested some answers.
In a 2013 article in Psychological Science, we and our colleagues approached this question by studying the 42 United States presidents up to and including George W. Bush. (The primary data were collected before Barack Obama’s presidency.) First we took a data set compiled by the psychologists Steven Rubenzer and Thomas Faschingbauer, who for an earlier study asked experts on each president to complete personality surveys on the subjects of their expertise. Then, using standard formulas from the research literature on personality, we produced estimates of each president’s narcissism level. Finally, we correlated these personality ratings with data from surveys of presidential performance obtained from independent panels of historians.
We found that narcissism, specifically “grandiose narcissism” — an amalgam of flamboyance, immodesty and dominance — was associated with greater overall presidential success. (This relation was small to moderate in magnitude.) The two highest scorers on grandiose narcissism were Lyndon B. Johnson and Theodore Roosevelt, the two lowest James Monroe and Millard Fillmore.
Grandiose narcissism was tied to slightly better crisis management, public persuasiveness and agenda-setting. Presidents with high levels of this trait were also more likely to assume office by winning election in a landslide (55 percent or more of the popular vote) and to initiate new legislation.
Yet we also found that grandiose narcissism was associated with certain negative outcomes, including unethical behaviors like stealing, abusing power and bending rules. High scorers on this trait were especially likely to have been the target of impeachment resolutions (John Tyler, Andrew Johnson, Bill Clinton).
We also considered a less well-understood dimension of narcissism: “vulnerable narcissism,” a trait associated with being self-absorbed and thin-skinned (think of Richard M. Nixon, who was a high scorer on this trait). We found that vulnerable narcissism showed little relation to successful presidential leadership.
To be certain, our results were based on a small and highly select sample, and we relied on presidential experts’ judgments of personality. Still, other psychological studies of narcissism, using other data and different methods, have yielded broadly similar results.
Studies in the Journal of Personality in 2013 and in Personality and Individual Differences in 2009 have shown that narcissistic individuals tend to impress others during brief interactions and to perform well in public, two attributes that lend themselves to political success. They are also willing to take risks, which can be a valuable asset in a leader.
In contrast, the psychologist W. Keith Campbell and others have found that narcissists tend to be overconfident when making decisions, to overestimate their abilities and to portray their ideas as innovative when they are not. Compared with their non-narcissistic counterparts, they are more likely to accumulate resources for themselves at others’ expense.
The psychologists Brad Bushman and Roy F. Baumeister have found that narcissists, but not people with garden-variety high self-esteem, are prone to retaliating harshly against people who have criticized them. If, for example, you present narcissists with negative feedback about essays they’ve written, they’re likely to exact revenge against their presumed essay evaluators by blasting them with loud noises (as one amusing study found).
Still other work by the psychologist Mitja Back and colleagues suggests that narcissists are generally well liked in the short term, often creating positive first impressions. Other research indicates, though, that after a while they are usually more disliked than other individuals. Their charisma tends to wear off.
What should voters do with this information? Of course, candidates’ narcissism levels are merely one imperfect predictor among many of their leadership success. But the findings we have reviewed suggest that if voters select narcissistic individuals as their leaders, they may end up with gifted stage performers who are persuasive and decisive. They may, however, also get a good deal more than they bargained for.

UK minister: To solve migrant crisis, Assad, IS must be crushed

The British finance minister on Saturday said resolving the migrants crisis in Europe would necessitate dealing with the “evil” Assad regime in Syria and with the brutal terrorism of Islamic State.
“It’s absolutely clear we need a comprehensive plan across Europe,” Chancellor of the Exchequer George Osborne told Reuters on the sidelines of a meeting of G-20 finance chiefs in Turkey.
“Yes, we must offer asylum to those who are genuinely fleeing persecution. Countries like Britain always have. We are one of the founders of the asylum system. We will take, as the prime minister said, thousands more,” the minister told Reuters.
“But at the same time, you’ve got to make sure you’ve got aid going into the refugee camps on the borders … We’ve got to defeat these criminal gangs who trade in human misery and risk people’s lives and kill people,” he said, in apparent reference to Islamic State, the terror group which conquered vast swaths land in Syria and Iraq, engaging in mass murder and causing mass displacements.

Osborne said Europe must deal with the problem “at source, which is this evil Assad regime and the ISIL (Islamic State) terrorists, and you need a comprehensive plan for a more stable, peaceful Syria. A huge challenge of course, but you can’t just let that crisis fester. We’ve got to get engaged in that.”
Meanwhile, EU foreign policy chief Federica Mogherini said the refugee problem will not be quickly resolved and European countries must adapt to the new reality.
“It is here to stay; the sooner we accept it, the sooner we will be able to respond effectively (and) united as Europeans,” Mogherini said after a two-day informal meeting of EU foreign ministers.
“It affects all of us. A few months ago, it was Italy, Greece and Malta. Now it is Hungary and it could (be the) turn of other member states in the future,” Mogherini said.
The crisis has exposed sharp rifts in the 28-nation bloc, with Germany leading calls to take in many more people fleeing war and upheaval in the Middle East and North Africa.
However, newer eastern member states led by Hungary bluntly oppose European Commission plans for mandatory quotas and a permanent admission mechanism, saying that would only encourage more migrants to risk their lives coming to Europe.
The foreign ministers meeting, which as an informal gathering discussed policy but took no decisions, was overshadowed by dramatic events as thousands of migrants stranded for days in Budapest were bused to Austria en route to Germany.

Austrian Foreign Minister Sebastian Kurz said their plight and the growing human cost was a “wake up call” for Europe to resolve its biggest refugee crisis since World War II.
Austrian police said 4,000 people crossed into the country early Saturday morning, with the number predicted to rise to 10,000.
German Foreign Minister Frank-Walter Steinmeier said the understanding with Austria and Hungary on letting the refugees through should not set a precedent.
“The help in the emergency situation was linked to an urgent appeal not to make out of this the practice for the coming days,” he said.
Mogherini said the issue was hugely important for the future of the European Union, which should remember that other countries were doing much more — Turkey has taken in some two million refugees while member states could not agree on even the initial 60,000 proposed by the European Commission.
Commission head Jean-Claude Juncker is expected to present new proposals next week in a “State of the Union” address, including taking in some 120,000 people via a quota system.
Mogherini said the EU must connect the dots — to deal with the problem from start to finish by pushing peace efforts in Syria, Libya and working with transit countries such as Niger.
Efforts too must be made to tackle the stalled Middle East peace process, she said, arguing that the recent Iran nuclear accord showed how even long-standing problems could eventually be resolved.

Secretary of State John Kerry on Saturday expressed US concern over reports of Russia’s increasing military build-up in Syria in a phone call to Russian Foreign Minister Sergey Lavrov.
“The secretary made clear that if such reports were accurate, these actions could further escalate the conflict, lead to greater loss of innocent life, increase refugee flows and risk confrontation with the anti-ISIL coalition operating in Syria.” The top diplomats agreed to continue their discussions on the Syrian conflict in New York later this month, the department said.
