While Ramón Nenadich of the Puerto Rican group Borinken and Lanny Sinkin, a representative of the self-declared King Silva of Hawaii, said their struggle was non-violent, Omali Yeshitela of the Uhuru Movement said American imperialism could not be overcome by peaceful means.

A self-professed anti-globalization movement that reportedly enjoys Kremlin support is hosting a congress this weekend in Moscow which will unite separatist activists from around the world.
The conference, titled “A dialogue of nations: Peoples' right to self-determination and the building of a multi-polar world,” will be held Sunday at Moscow's President Hotel and is apparently intended as a jab at Western governments, as well as a nod to separatist groups outside Russia's borders.
“The governments of the largest Western states, in a fight for their geopolitical interests, are increasingly disregarding the rights and freedoms of the people living in their countries,” the organizers, the Anti-Globalization Movement of Russia, said in an online statement. “Ordinary people are increasingly thinking about whether they can stop being hostage to the egotistical, sometimes destructive, policies of ruling elites.”
It named Texas, Puerto Rico, Hawaii, Catalonia, Scotland, Ireland, Venice and Western Sahara as examples of “territories and ethnic groups” considering independence bids.
The territories “have a full right to declare their self-sufficiency and independence from other states,” the statement added.
Guests at the conference will include envoys from the Texas Nationalist Movement, the Uhuru Movement, the Irish Republican Socialist Party, Ireland's Sinn Fein political party and the Catalan Solidarity for Independence coalition, along with radical or independence-minded groups from Puerto Rico, Hawaii and Western Sahara, according to the statement.
The Russian anti-globalization movement, which organized the gathering, is partly funded by the Kremlin, the RBC business news agency reported, citing the head of the movement Alexander Ionov.
Moscow supports pro-Russian separatists in eastern Ukraine, but criminalizes calls for separatism or increased regional autonomy at home.

Al-Qaida Fighters Kill at Least 45 Syrian Army Prisoners, Activists Say

(BEIRUT) — Members of al-Qaida’s affiliate in Syria have shot dead at least 45 soldiers captured from a base in northwestern Syria last week, while clashes between pro-government gunmen and al-Qaida killed a former aide to Osama bin Laden, activists said Saturday.
Such killings of captured troops have been a common practice of the Islamic State group. However al-Qaida’s branch in Syria, known as the Nusra Front, has not carried out such mass killings in the past.
The Britain-based Syrian Observatory for Human Rights said 56 soldiers were killed at the Abu Zuhour air base that was captured by the Nusra Front and other militant groups on Sept. 9.
Mohammed Kanaan, an activist based in Syria, gave a slightly different account. He said the Nusra Front shot dead 45 soldiers Friday on a runway in the air base.
The capture of the Abu Zuhour base was the latest in a series of setbacks for President Bashar Assad in Syria’s bitter civil war, now in its fifth year. Syria’s embattled president has acknowledged the losses, saying the army has had to relinquish some areas in the north to be able to better defend core areas seen as more critical to the government.
The capture of Abu Zuhour also made Idlib the second of Syria’s 14 provinces to completely fall out of Syrian army control. Earlier this year, militant groups captured the provincial capital, also called Idlib, as well as other towns and villages.
The Observatory said the latest killings raise to 71 the number of government forces that have been killed since the capture of the air base.
The Nusra Front, which is a top rival of the Islamic State group, and other Islamic insurgents now control nearly all of Idlib province, except for the predominantly Shiite villages of Foua and Kfarya, which pro-government militiamen hold.
Nusra Front fighters and their allies began a large offensive against the two villages on Friday, deploying at least seven suicide bombers and firing hundreds of shells into Foua and Kfarya, according to the activists and the Nusra Front’s Twitter account.
The Nusra Front released photos from the outskirts of the villages showing what it said were fortifications that were captured by the militants.
The Observatory said an al-Qaida commander, Abu al-Hassan al-Tunsi, was killed in the latest fighting outside the two villages. It said al-Tunsi was an aide to al-Qaida’s founder Osama bin Laden, who was killed by U.S. troops in Pakistan in 2011.
Many Arab jihadis who fought in Iraq and Afghanistan are taking part in battles in Syria.
More than 250,000 people have died in Syria’s civil war, according to U.N. officials.

Body of Israeli man missing in Ukraine pilgrimage found

The remains of an Israeli man missing for five days in Uman, Ukraine, were found in a lake on Saturday.
Authorities said they positively identified the body of Amir Ohana, a 28-year-old Bat Yam resident, who went missing on September 15. His family was notified of the tragic news.
The ZAKA rescue service, the Foreign Ministry and the Israeli Embassy in the Ukraine were working to bring his body to Israel for burial.
In a statement released Saturday, ZAKA said that Ohana was found with his clothes on, but without shoes or socks.
“It appears he sat on the pier and dipped his feet in the water before suffering an attack and falling into the water,” ZAKA said according to ultra-Orthodox news outlet Kikar Hashabat. Ohana suffered from epilepsy.
Ohana was reported missing in Ukraine during the annual Rosh Hashanah pilgrimage to Uman, where Rabbi Nachman, the founder of the Breslov Hasidic movement, is buried. The father of three went missing on Tuesday last week, the second day of the Jewish New Year.
The last time anyone heard from Ohana, he was planning to walk to Rabbi Nachman’s grave and seek solitude in the surrounding forests, the Foreign Ministry said in a statement. His personal effects were found in the room where he was staying in Uman.
His body was found in a lake near the grave.
On Friday, Ohana’s wife published a video to Facebook in which she made a tearful, impassioned plea for his safe return.
“Amir, my love, my heart goes out to you in prayer. Come back to me,” she wrote, and asked that people pray on his behalf. “Father, have mercy on me, without him I have no life.”
Since the fall of communism, Uman has seen the arrival of thousands of Israeli pilgrims every Rosh Hashanah.
The pilgrimage has generated friction between the predominantly Israeli arrivals and locals, many of whom resent the cordoning off by police of neighborhoods for the pilgrims.

LONDON — Russia’s military buildup in Syria now includes surface-to-air missiles as well as combat aircraft with air-to-air capability, deployments that raise “serious questions” about Moscow’s role in the region, Secretary of State John Kerry said Saturday.
Russian officials have said that the purpose of the buildup at a base near Latakia, Syria, is to combat the Islamic State.
But the deployment of air defense systems and fighter aircraft — weapons that can be used against a conventionally armed foe but that have little utility against extremist fighters — has spurred concerns that Moscow’s goal is also to establish a military outpost in the Middle East.
It has also added to the Pentagon’s worries about the risk of an inadvertent confrontation between Russia’s military and the American-led coalition that is carrying out airstrikes in Syria against the Islamic State.
“Clearly the presence of aircraft with air-to-air combat capacity” as well as “surface-to-air missiles raise serious questions, which is precisely why Secretary Carter talked with the Minister of Defense of Russia Shoigu yesterday,” Mr. Kerry said, referring to Defense Secretary Ashton B. Carter and Russia’s defense minister, Sergei K. Shoigu.
At the White House’s direction, Mr. Carter began a dialogue Friday with Mr. Shoigu aimed at ensuring that American and Russian aircraft avoid unintended incidents as they operate over Syria.
While Mr. Kerry did not provide details, an American official, who requested anonymity because he was discussing intelligence reports, said that a Russian SA-22 air defense system was already in place at Latakia. The United States had observed elements of the system at the base in the last week, but now the launcher and the missiles it fires are there, too, the official said.
The American official added that the four Su-27 aircraft Russia had flown to the air base were armed with air-to-air missiles.
“What’s the air-to-air threat there for them?” asked the official, who called the development “troubling.”
Other American officials suggested, however, that the deployment might simply reflect the Russian military’s standard defensive precautions as it established an air hub in a foreign country.
The prefabricated building Russia has erected at the base now has the capacity to house 2,000 military advisers and personnel. Ferrying weapons and equipment to the base has involved well over 20 flights by Russian Condor transport planes — almost all of which have flown to Syria by passing over Iran and Iraq.
Syria, and the migrant crisis it has spawned, has been a major focus of Mr. Kerry’s trip to Europe. After a meeting Saturday morning with Philip Hammond, the British foreign secretary, Mr. Kerry said that it was vital to pursue a diplomatic solution to the crisis but that Moscow was not putting enough pressure on President Bashar al-Assad of Syria to make him negotiate seriously.
“We need to get to the negotiation,” Mr. Kerry said at a joint news conference with Mr. Hammond. “That’s what we’re looking for, and we hope Russia and Iran, other countries with influence, will help to bring that about, because that’s what’s preventing this crisis from ending.”
“Right now, Assad has refused to have a serious discussion,” Mr. Kerry added, “and Russia has refused to help bring him to the table in order to do that.”
Mr. Hammond and Mr. Kerry each emphasized that Mr. Assad could not remain in power if there was to be a durable solution to the conflict, but they said that the timing of his departure during a political transition in Syria would be a matter of negotiation.
“It doesn’t have to be on Day 1 or Month 1,” Mr. Kerry said. “There is a process by which all the parties have to come together and reach an understanding of how this can best be achieved.”
“I just know that the people of Syria have already spoken with their feet,” Mr. Kerry added. “They’re leaving Syria.”
“Assad has to go,” Mr. Hammond added. “He can’t be part of Syria’s long-term future. But the modality and the timing has to be part of a discussion about a political solution.”
Despite his concerns about Russia’s military buildup in Syria, Mr. Kerry said that the Obama administration welcomed a role for Russian forces if it was focused on combating the Islamic State, which is also known as ISIS or ISIL, and not on propping up Mr. Assad.
“ISIL is plotting attacks today against the West,” Mr. Kerry said. “So to the degree that Russia wants to focus its efforts against ISIL, we welcome that.”
Mr. Kerry and Mr. Hammond also discussed Yemen, Libya and Ukraine.
On Friday, Mr. Kerry discussed the Syrian crisis here with Abdullah bin Zayed, the foreign minister from the United Arab Emirates. On Sunday, Mr. Kerry plans to fly to Berlin to discuss Syria and the migrant crisis with his German counterpart, Frank-Walter Steinmeier.

​On Sunday, September 20, the President Hotel in downtown Moscow will host a conference entitled“The dialogue of nations. The right of peoples to self-determination and building of the multipolar world,” [sic]. According to the meeting’s organizers, it is the “first and so far unique event for exchanging opinions among supporters of sovereignty for small nations around the world.”
According to the text of the invitation to the forum (which RBC has in its possession), in the conflict between two fundamental principles of international law—the inviolability of state borders and the right of nations to self-determination—the event’s participants come down on the side of the second position. The conference’s stated aim is the creation of an international working group for coordinating the actions of independence fighters throughout the world. The planned outcome is a communiqué defending the right of peoples to self-determination, which organizers suggest submitting as a draft resolution to the United Nations.
The Anti-Globalization Movement of Russia (ADR), a Russian NGO, is organizing the congress.
Foreign Partners
In December 2014, ADR held a similar gathering in the capital. The “anti-war” faction made up a significant portion of the foreign delegation then. The largest group of this sort was the United National AntiWar Coalition (UNAC), an American organization that advocates against police abuse at home in the States and against Washington’s military interventions abroad. UNAC was represented at December 2014 forum by five co-coordinators. One of them, Joe Lombardo, informed RBC that members of his organization had not been invited to the September conference, and even if they had been invited, the Americans were unlikely to come because of their tight schedules.
ADR leader Alexander Ionov refused to reveal the exact guest list for the September forum, citing “security concerns.” According to him, western authorities could hinder delegates from flying to Moscow. His fears are not groundless. In February 2015, the FBI raided the offices of the Texas Nationalist Movement (TNM), confiscating equipment and detaining several activists. The TNM was among the organizations involved in the December 2014 forum, and it will return to Moscow in September. [According to articles in The Houston Chronicle and The New York Times, no one was arrested during raid, which took place at a meeting of a secessionist group calling itself the Republic of Texas—TRR.]
Generally, according to ADR, this time the vast majority of delegates will represent separatist movements fighting against western governments. They include separatists from Hawaii, Puerto Rico, Catalonia, and the Western Sahara, and a delegation from the Irish party Sinn Féin, which last year proposed holding a referendum on Northern Ireland’s secession from Great Britain, citing the Scottish independence referendum. According the Russian Ministry of Justice, the Anti-Globalization Movement of Russia has the status of a regional nongovernmental organization and was registered on March 15, 2012.
ADR was created “to support countries and peoples who are opposed to the unipolar world’s diktat and seek to propose an alternative agenda.” Before ADR was formed, Ionov was co-chair of the Committee for Solidarity with the Peoples of Syria and Libya (which was headed by ex-State Duma deputy Sergey Baburin). In the spring of 2013, an ADR delegation traveled to Damascus, where it presented President Bashar Assad with an honorary membership in the organization. Mahmoud Ahmadinejad, the former president of Iran, is another honorary member.
​Among its partners, ADR lists the Rex Information Agency, the Novorossiya Information Agency, andNashe Podmoskovye radio station (where Ionov hosts his own program), as well as Russian and international anti-war organizations. Since 2013, ADR’s leader has also been on the presidium of the organization Officers of Russia along with General Leonid Ivashov, actor Vasily Lanovoy, and singerIosif KobzonAnton Tsvetkov, chair of the Russian Public Chamber’s security committee, heads the organization.
The President’s Patronage
According to the invitation to the forum, ADR is prepared to pay for foreign visitors’ flights, airport transfers, and accommodation in Moscow. Ionov confirmed this information to RBC. According to him, ADR and its foreign guests are NGOs with limited means, and according to an unwritten rule, the hosts take care of basic expenses, which had also been the case during the trips the Russian activists made to, say, the Middle East.
Ionov said that ADR’s two main sources of financing are donations from supporters and government grants. These funds are enough to hold an international conference at least once a year, he said.
RBC failed to find information about the grants issued to ADR in the databases of the Ministry of Justice and the Ministry of Economic Development. At the same time, ADR has regularly participated in grant competitions held by the National Charity Fund. Thus, ADR received a grant of one million rubles from the fund last year for its December forum, and this year it won an earmarked grant of two million rubles to organize the September conference. In the latter case, ADR was among ninety-nine winners from a total of over four hundred applications.
The National Charity Fund was founded in late 1999 at the initiative of Prime Minister Vladimir Putin as the National Military Fund. Its goal was the financial support of military personnel and military-patriotic projects. Lieutenant General Vladimir Nosov has been the fund’s director since 2009. Prior to this, he was first deputy head of the FSB’s military counterintelligence department. The fund’s budget is formed by voluntary contributions from the public and by grants. Donors include both public figures (e.g., Roman Abramovich and Suleiman Kerimov) and major companies (e.g., Sberbank, Lukoil, Severstal, and ONEXIM Group), and ordinary citizens may also transfer funds via SMS. The fund operates under the patronage of the President of Russia and his administration, which is stipulated on the organization’s website.
Probably because of the limited budget, it was decided to hold the event on Sunday. According to the hotel chain, rental of a conference room at the President Hotel costs 45,000 rubles an hour on the weekend, which is twenty-five percent cheaper than on weekdays. In addition, the final press conference will be held on Monday, September 21, at the Izmailovo Hotel Complex. Renting a conference room there for a period of one to four hours costs twenty to thirty thousand rubles, depending on the room.
The trait that unites all those invited to Moscow—from leftist Irish nationalists to Latin American anti-globalists—is their anti-Americanism, notes Anton Shekhovtsov, an expert at the Institute of Euro-Atlantic Cooperation (Kyiv).

President Vladimir Putin signed a law makes spreading separatist views a criminal offense punishable by up to five years in jail.
Under the law submitted to the State Duma by the Communist Party, people will face a fine of up to 300,000 rubles ($9,200) for calling for action against Russia’s territorial integrity.
Lawmakers said the legislation was an effort to curb increasing public support for the idea of relinquishing mainly Muslim territories in the North Caucasus but the measure has also drawn criticism for drawing attention away from more serious problems in Russian society.
