Syrian Troops Gain as Putin Defends Strikes

(BEIRUT) — Syrian troops backed by Russian airstrikes advanced against insurgents in the center of the country as President Vladimir Putin defended Moscow’s intervention in the conflict, saying it would aid efforts to reach a political settlement.
Putin said Moscow’s objective was to stabilize the Syrian government and create conditions for a political compromise.
“When a division of international terrorists stands near the capital, then there is probably little desire for the Syrian government to negotiate, most likely feeling itself under siege in its own capital,” he said in an interview with Russian state television broadcast on Sunday.
Critics of Russia’s intervention have argued that strengthening the government will only make compromise more difficult, and on Sunday the main Western-backed opposition group said the strikes would undermine any efforts to reach a settlement.
The Syrian National Coalition also said it would boycott talks suggested by U.N. envoy Staffan de Mistura, saying any political process must be based on “ending the Russian aggression” and reviving a roadmap adopted in 2012.
The fighting Sunday was on multiple fronts in the northern part of the central Hama province and the nearby rebel-held Idlib province. A Syrian military official said troops seized the northern Hama village of Tak Sukayk. He spoke on condition of anonymity in line with regulations.
It was the second village in the area captured by the government since it launched a wide-ranging ground offensive made possible by Russian airstrikes that began Sept. 30.
In an audio recording, a Saudi militant cleric based in Syria urged fighters to unite, mobilize and attack Syrian forces in different provinces in order to avert “consecutive collapses.”
Abdullah al-Muhaysini, who is linked to al-Qaida’s affiliate in Syria, the Nusra Front, said the Russians aim to distract the insurgents on different fronts ahead of a surprise attack.
“We have to turn that equation around before the infidels seize the initiative,” al-Muhaysini said in the recording, which was first shared by the Britain-based Syrian Observatory for Human Rights.
“If there is no vicious counterattack to penetrate the front defensive lines of the regime, the future will be frightening.”
Shaam News Network, a group of anti-government activists, said several insurgent groups, including the al-Qaida-affiliated Nusra Front, have formed a joint operations room for activities in Hama and Idlib.
The rebels seized almost all of Idlib earlier this year and hold territory in northern Hama and rural Latakia, a coastal province that is a major stronghold for President Bashar Assad and the Alawite religious minority to which he belongs.
Human Rights Watch meanwhile said that an advanced type of Russian cluster munition was used in an airstrike southwest of Aleppo on Oct. 4, as part of what photographs and videos suggest is renewed use of the air-dropped and ground-fired munitions.
The New York-based rights group said it could not determine whether Russian or Syrian forces were responsible for the apparent use of the munitions, which descend by parachute and are designed to destroy armored vehicles but can also pose a major hazard to civilians.
Russia, a key ally of Assad, is a major arms supplier to Syria. Neither country has banned cluster munitions.
There was no immediate comment from Russia’s Defense Ministry.
Russia says its strikes are mainly aimed at the Islamic State group and other “terrorists,” but the ground-and-air offensive is being waged in areas controlled by mainstream rebels as well as the Nusra Front.
U.S. officials say Russia has directed parts of its air campaign against U.S.-funded groups and other moderate opposition groups in a concerted effort to weaken them.
The Observatory, a monitoring group that relies on a network of activists on the ground, said the rebels advanced overnight on a hill overlooking Atshan, a village recently captured by the government. The group said the rebels shelled troops in the newly seized territory.
The state-run SANA news agency said government forces destroyed at least 20 vehicles loaded with ammunition, and some with heavy machine guns, east of Tak Sukayk, killing the “terrorists” on board.
The Local Coordination Committees, another activist-run monitoring group, said government helicopters and suspected Russian jets struck at a third village, Tamanah, north of Atshan and Tak Sukayk. Tamanah lies on the border with Idlib.
Both the Observatory and the LCC reported intense clashes and Russian airstrikes in rural Latakia. The Observatory said there were Russian airstrikes there too.
The Russian military said Sunday its jets had carried out 64 sorties in the past day, targeting 63 sites in the Hama, Idlib, Latakia and Raqqa provinces. It said an artillery system and a training base were destroyed in separate strikes in Idlib, and that attacks in the Latakia province destroyed military vehicles equipped with anti-aircraft weapons and mortars.
Putin met with Abu Dhabi’s crown prince and Saudi Arabia’s defense minister in Sochi, where they attended a Formula One race. Riyadh is one of the leading backers of rebels fighting to overthrow Assad.
After the meeting, Saudi Foreign Minister Adel Jubeir, who is also in Sochi, said his country is committed to a political solution that would lead to Assad giving up power. He also reiterated that the 2012 road map should be the guiding principle for any talks.

Putin Admits Russian Forces are in Syria to Defend Asad

                Staunton, October 12 – Even in Russia where lying has become “an officially approved social norm” and where leaders on big things and small (slon.ru/posts/57685), even they find it impossible to lie all the time because to maintain consistency in a world where everything is a lie is impossible and thus they sometimes perhaps unintentionally and unwillingly speak the truth.

            That is what happened to Vladimir Putin yesterday, according to Boris Vishnevsky, a deputy in St. Petersburg’s legislative assembly, who points out that the Kremlin leader said that the task of Russian forces in Syria was first and foremost to achieve “the stabilization of the legitimate authorities in that country” (echo.msk.ru/blog/boris_vis/1638632-echo/).

            Not the defeat of ISIS, as Putin has said before and as Western leaders want, Vishnevsky notes, but precisely the propping up of the Syrian dictator. And from that flows another acknowledgement: terrorists in Putin’s view are not those in the Islamic State alone but rather “all who are against Bashar Asad” (newsru.com/russia/11oct2015/putinsays.html).

            That is what Russian opposition figures, Western officials and representatives of the Syrian opposition have been saying for some time. Now, Putin has implicitly acknowledged that they were right and his spokesmen were lying, Vishnevsky continues, a remarkable “transition from ‘a bold lie!’ to ‘yes, and so what?’”

            Unfortunately, the St. Petersburg legislator and commentator says, this is nothing new for Putin.  The same thing has happened regarding Crimea and the Donbas – albeit with one difference. In the Donbas, when some rebelled against the legitimate government, Putin backed the rebels and not “’stabilization,’” at least not of a kind anyone else would recognize.

            This is a reminder to Russians and others of the need to keep careful track of what Putin says because sometimes he can’t avoid allowing the truth from slipping out, something that is important not only for Western leaders who have to deal with him but also for Russians who have to live under his power.

            It is especially important for the latter because Putin’s military adventures in Ukraine and now in Syria for reasons he first denied and only later admitted has cost every Russian man, woman and child about 2500 US dollars.  “Remember that,” Vishnevsky says, “when you go into a store or get your bills for an apartment.”

В.Соловьёв: Мы попытались бороться вместе с мировым сообществом, но мировое сообщество нас не хочет слышать. Мы находимся в Сирии – кто только и что только ни кричит. Каковы наши реальные цели нахождения в Сирии? И каковы критерии успешности?
В.Путин: Во‑первых, я хочу подтвердить тот факт, который уже известен: мы заранее предупредили наших партнёров – и американских партнёров, многих, во всяком случае, других партнёров, особенно страны региона, – о наших намерениях и о наших планах.
Кто‑то говорит, что мы сделали это слишком поздно, но хочу обратить Ваше внимание на то, что нас вообще никто и никогда при планировании и начале операций подобного рода не предупреждает. А мы это сделали.
В.Соловьёв: Из доброй воли?
В.Путин: Из доброй воли, исходя из соображений целесообразности и из желания показать, что мы открыты для совместной работы. Подчеркну ещё раз, что мы работаем в полном соответствии с международным правом – по запросу официальных властей Сирийской Арабской Республики.
Все другие страны, которые до сих пор принимали участие в подобных акциях, действуют незаконно, потому что нет ни решения Совета Безопасности ООН на этот счёт, нет и официального запроса сирийских властей.

Обращаю Ваше внимание на то, что к моменту начала нашей операции уже 11 стран приняли участие в различных ударах по сирийской территории – так или иначе. И всё это продолжается больше года. Понимая и зная это, мы: а) проинформировали наших партнёров и б) предложили им совместную работу.
Самое простое было бы присоединиться к нашим усилиям и таким образом легализовать свои собственные действия на сирийской территории. Потому что если у нас есть мандат от официальных властей, то самое простое – присоединиться к нам и работать в рамках этого мандата. Но, к сожалению, пока мы об этом с нашими партнёрами, коллегами не договорились. Но мы не теряем надежды на то, что это можно ещё сделать.
Правда, есть определённые подвижки: созданы прообразы рабочих групп и с израильтянами, и с американцами сейчас создаются, и с турецкими партнёрами тоже мы на этом пути находимся. Есть предложения от американской стороны, как нам выстроить работу на военно-техническом уровне так, чтобы избежать каких бы то ни было инцидентов. На первом этапе хотя бы это – это лучше, чем совсем ничего.
Наши специалисты получили запросы и предложения от американской стороны, сформулировали своё видение этой совместной работы и уже направили в Пентагон. Надеюсь, что будет сделан и следующий шаг, без которого урегулировать ситуацию будет невозможно, а именно: начнется совместная работа над поиском политического решения.
Но если говорить о чисто военной составляющей, то мы ведь нашим партнёрам говорим, когда слышим упрёки в наш адрес, что якобы наши удары приходятся не на ИГИЛ, не на другие террористические организации типа «Джабхат ан-Нусра» и иже с ними, а на здоровую часть оппозиции, так скажем об этом. И мы им сказали: если вы знаете лучше, чем мы, ситуацию на территории, вы уже там присутствуете больше года – незаконно, но всё‑таки присутствуете, – если вы лучше знаете (в чём я сомневаюсь, но допустим), дайте нам цели, мы их отработаем.
В.Соловьёв: Отказали?
В.Путин: Отказали. Сказали, что нет, на таком уровне мы работать не будем. Непонятно почему, если они действительно лучше знают и хотят бороться с терроризмом – назовите нам конкретные места, где укрываются террористы, где их пункты управления, склады с вооружением и техникой.
Дайте нам цели – чего проще? Пока, к сожалению, до такого уровня совместной работы не дошли, но повторяю: первые шаги в установлении контактов на военном уровне уже сделаны.
В.Соловьёв: Сирийская армия перешла в наступление. Насколько высока вероятность успешности наступления сирийской армии?

В.Путин: Это зависит, конечно, прежде всего от самой сирийской армии, от сирийского руководства. И мы не можем брать на себя излишние обязательства и никогда их не брали. Я с самого начала сказал, что активная фаза нашей работы на территории Сирии будет ограничена по времени сроком наступательных операций этой самой сирийской армии. И наша задача – я хочу теперь вернуться к тому вопросу, который Вы задали, – заключается в том, чтобы стабилизировать законную власть и создать условия для поиска политического компромисса.
В.Соловьёв: Стабилизировать военным путём?
В.Путин: Военным путём, конечно. Когда рядом со столицей стоят подразделения международных террористов ИГИЛ и иже с ними, то тогда, наверное, никакого желания договариваться с властями Сирии, которые чуть ли не в осаде сидят в своей собственной столице, наверное, не возникает.
И наоборот: если сирийская армия покажет свою жизнеспособность и готовность, самое главное, бороться с терроризмом, покажет, что власть может это сделать, тогда и возможности достичь политических компромиссов будут значительно выше.
В.Соловьёв: Обозначает ли это, что Вы всё‑таки рассматриваете вероятность использования Вооружённых Сил Российской Федерации для наземной операции в Сирии?
В.Путин: Нет, это исключено.
В.Соловьёв: То есть что бы ни произошло?
В.Путин: Нет. Мы не собираемся этого делать, и наши сирийские друзья об этом знают.
В.Соловьёв: При этом точность, с которой наносятся удары, и те отчёты, которые предоставляет Министерство обороны, показывают, что, кажется, мы владеем ситуацией лучше, чем коалиция под крылом американцев. Откуда у нас такая информация?
В.Путин: Мы готовились к этим военным акциям. Мы проводили предварительные мероприятия, которые заключались в том, что мы сосредоточили в нужном нам месте и в нужное время достаточное количество сил, средств, боезапаса. Мы проводили настойчиво и длительное время разведку из космоса и с воздуха. Мы сопоставляли разные виды получаемой информации.
И специалисты Генерального штаба в координации с сирийскими партнёрами и другими странами региона создали, как Вы знаете, информационный центр в Багдаде и в результате обмена данными получили дополнительные сведения. Так что всё, что происходит в небе и на земле, – это не спонтанные действия, а исполнение намеченных ранее планов.
В.Соловьёв: Конечно, то, что произошло седьмого октября, произвело большое впечатление, в том числе и на военных экспертов: удар Каспийской флотилии, пролёт через две страны для поражения цели в третьей никто не ждал. Американская разведка перестала работать?

В.Путин: Я думаю, что она работает. И американская разведка – одна из самых лучших в мире, давайте не будем бросать в неё камни. Это одна из самых мощных, но и она не всё знает. И не должна всё знать.
В.Соловьёв: Что за ракеты использовались?
В.Путин: Ракеты «Калибр», они стоят у нас на вооружении не так давно – с 2012 года. Их дальность – 1500 километров, собственно говоря, об этом уже говорили. Но это, конечно, высокотехнологичное, высокоточное, современное оружие. И не только такими ракетами, но и наземной техникой, авиационной техникой новейшего поколения планируем перевооружить всю российскую армию. Это действительно сложные комплексы, и, как показала практика их применения, весьма эффективные.
В.Соловьёв: Как они шли?
В.Путин: Вы сами сказали, над территорией двух государств, по ходу маршрута они совершили 147 поворотов, шли на высоте от 80 до 1300 метров.
В.Соловьёв: Скорость – военная тайна?
В.Путин: Нет, это не тайна, скорость сопоставима со скоростью реактивного самолёта. Это все знают. Дело в том, что это же не секретная информация. В принципе, все наши партнёры, во всяком случае на экспертном уровне, осведомлены о том, что у России есть такое оружие.
Одно дело – на экспертном уровне знать, что якобы у России такое оружие есть. Другое дело – убедиться в том, что оно – первое – действительно есть и наш оборонно-промышленный комплекс его производит; второе – что оно высокого качества; третье – что есть люди, хорошо обученные и подготовленные, которые эффективно его умеют применять; и четвёртое – у России есть воля его применить, если это соответствует национальным интересам нашего государства и российского народа.
В.Соловьёв: При этом западные аналоги лучше, хуже? Им есть чего бояться?
В.Путин: Такие же. Но такие же, аналогичные ракеты, скажем, американского производства морского базирования, я могу ошибиться, по‑моему, где‑то 4500 километров. У нас аналогичные ракетные системы, но воздушного базирования, тоже дальностью 4500 километров.
В.Соловьёв: Это обозначает – мы можем из своего воздушного пространства наносить удары.

В.Путин: Да, именно так.
В.Соловьёв: Гонка вооружений?
В.Путин: Нет, дело не в гонке вооружений, а дело в том, что современные средства поражения, доставки совершенствуются, меняются, и в других странах это происходит даже быстрее, чем у нас. Поэтому мы вынуждены, просто вынуждены, хочу подчеркнуть, не отставать – первое, а второе – ведь наша госпрограмма вооружений создавалась несколько лет назад в условиях, когда не было никакого обострения международной обстановки.
Эта программа была свёрстана и реализуется не потому, что мы готовились к каким‑то агрессивным действиям, а просто потому, что имевшиеся и имеющиеся сегодня ещё на вооружении российской армии основные ударные комплексы, защитные системы постепенно устаревали и выходили в тираж, и подошло время их менять. И мы своевременно приняли эти решения.
В.Соловьёв: Барак Обама считает, что Вы всё это делаете исключительно из тщеславия, желания вернуть Россию на политическую карту мира и при этом «загоняете российскую экономику в землю» – дословная цитата. Мы можем себе позволить такое перевооружение? Мы можем себе позволить такую внешнюю политику?
В.Путин: Дело не во внешней политике. Внешняя политика России – миролюбивая, без всякого преувеличения. Если посмотреть на политическую карту мира и увидеть, что из себя представляет Россия, становится очевидным, что нам не нужны ни чужие территории, ни какие‑то чужие природные богатства. У нас всего достаточно, мы – самодостаточная страна. У нас нет необходимости с кем‑то воевать и конфликтовать.
Более того, в 1990 году Россия была инициатором «развода» между республиками бывшего Советского Союза. Это мы проявили добрую волю и предоставили независимость всем бывшим республикам СССР. Это же произошло не в результате какой‑то гражданской войны и других конфликтов подобного рода. Это было общее решение, и среди этого общего решения основным было решение самой России.
Поэтому у нас нет никакого желания воссоздавать империю, воссоздавать Советский Союз, но мы должны защитить свою российскую независимость и суверенитет. Мы это, конечно, делали и будем делать.
Что же касается экономики, то ещё раз возвращаюсь к тому, что только что сказал. Эти решения по обновлению вооружений и оснащению Вооружённых Сил нашей страны новейшими комплексами были приняты несколько лет назад – лет десять назад мы уже об этом думали и соответствующие планы инициировали и формулировали эти задачи. Ещё раз хочу повторить: это связано с естественной заменой выбывающих из оборота вооружений.
И ещё есть одно обстоятельство, на которое я хотел бы обратить внимание: ведь это всё – высокие технологии. И задачи, которые мы решаем в этой сфере, побуждают нас к развитию не только прикладной, но и даже фундаментальной науки, а это имеет положительные последствия для всей экономики.
В этой же связи хотел бы сказать и о так называемом импортозамещении. Многие вещи, которые мы использовали в оборонке, мы закупали за границей. Но это же было очевидным всегда, что закупать некоторые чувствительные вещи, чувствительные технологии, даже просто запасные части для оборонного комплекса – это, мягко говоря, недальновидно.
Очень легко это было делать за нефтедоллары. Но нужно развивать свою науку, своё производство. И это импортозамещение, к которому нас подтолкнули партнёры, оно нам как нельзя на пользу идёт. Поэтому здесь речь идёт не о том, что мы создаём проблемы для своей экономики. Наоборот, мы только выводим её на новые, высокотехнологичные рубежи.
В.Соловьёв: То есть военно-промышленный комплекс – это драйвер роста.
В.Путин: Точно так. Это во всех странах на самом деле: и в США, и в Европе, и в Китае, и в Индии. Вот мы создавали с индусами, допустим, ракету «БраМос» – мы создали целую отрасль для индийской промышленности. И индийские учёные работали очень активно. Это действительно шаг в развитии высокотехнологичной сферы производства в Индии. Индийские партнёры очень довольны, предлагают развивать эту программу дальше, что мы и намерены делать.

В.Соловьёв: Но теракт в Турции вызывает вопрос, который многие задают в России. Мы боремся с терроризмом, который угрожает нам, пытаемся остановить его на дальних подступах. Готовы ли мы внутри страны противостоять попыткам принести вновь боль и смерть на нашу землю?
В.Путин: Вы знаете, у нас ведь… мы уже как‑то к этому привыкли: там проявления, там проявления. К сожалению, до сих пор мы от этого зла не избавились. Но в своё время, знаете, я когда принимал решение по активным действиям против международных террористических банд после нападения на Дагестан, мне тоже очень многие говорили: нельзя этого делать, нельзя того делать, пятого, раздесятого – ничего нельзя. Потому что есть опасность, что террористы то сделают, это сделают.
Я пришёл к убеждению, что если бояться, что они что‑то будут делать, то они обязательно это сделают. Надо на опережение действовать. Конечно, такая опасность существует. Но она и без активных действий в Сирии, хочу подчеркнуть, и так существовала.
И если бы мы позволили, извините за моветон, «схомячить» Сирию, то вот эти тысячи людей, которые там сейчас бегают с автоматами Калашникова, оказались бы на нашей территории. А так мы, во всяком случае, на дальних подступах поможем Президенту Асаду с ними бороться.
В.Соловьёв: Но нам пытаются вбросить, что вы вступаете в войну на стороне шиитов против суннитов.
В.Путин: Это ложный посыл, ложный тезис. Мы вообще не делаем разницы между шиитами и суннитами. У нас значительная часть населения – 10 процентов – исповедует ислам. Я уже много раз об этом говорил: они такие же граждане России, как христиане, как иудеи, и мы разницы не делаем.
Мы в Сирии ни в коем случае не хотим ввязываться в какие бы то ни было межрелигиозные конфликты. У нас цель только одна – поддержать законное правительство и создать условия для политического урегулирования. Из этого мы изначально исходили и сейчас руководствуемся именно этим.
У нас, слава богу, очень добрые отношения и с теми исламскими странами, большинство населения которых исповедует ислам в его шиитском варианте, и с суннитами тоже у нас очень добрые отношения. Мы ими дорожим и хотим их дальше развивать.
В.Соловьёв: Владимир Владимирович, а кто‑то поддержал из лидеров суннитских стран?
В.Путин: По‑моему, да.
В.Соловьёв: То есть были звонки от руководителей стран, которые поддержали наше участие?
В.Путин: Дело не только в звонках. Мы же постоянно в контакте с людьми, и мы знаем, что они думают. И больше того, если бы я не знал, кроме общих пропагандистских клише, которые выливаются в средства массовой информации, что реально думают лидеры тех или иных государств, может быть, мы бы этого и не сделали в Сирии.
В.Соловьёв: То есть наши египетские товарищи нас поддерживают?
В.Путин: Дело не только в Египте.
В.Соловьёв: Есть и другие тоже?
В.Путин: Уверяю Вас, что опасность терроризма маячит над очень многими странами региона. Один из лидеров стран региона мне как‑то сказал, и действительно, так и есть, что именно мы, страны региона, и именно исламские государства, являемся первыми жертвами терроризма. И мы хотим и готовы с ним бороться.
Но я не понимаю некоторых наших коллег и в Европе, и в Штатах, когда они говорят, что борются с терроризмом, а реальных результатов мы не видим. Более того, хорошо же известно, сейчас программу в Америке закрыли – по подготовке так называемой Свободной сирийской армии.
Планировали сначала подготовить 12 тысяч человек, потом сказали, что будут готовить шесть [тысяч], потом подготовили всего 60 [человек], а выяснилось, что реально с ИГИЛ воюют всего четыре-пять человек. Истратили 500 миллионов долларов.
Лучше бы они нам отдали 500 миллионов долларов, и мы бы ими лучше распорядились с точки зрения борьбы с международным терроризмом. Это уже точно, как у нас в народе говорят, «к бабке не ходи». Но, во всяком случае, нужно вывести эту совместную работу, как я уже говорил, на полноценный обмен развединформацией.
