Turkey has always had the potential to be at the diplomatic heart of the Syrian crisis. This week Turkey’s moment arrived; and it is set to continue. On Monday President Recep Tayyip Erdoğan held talks in Brussels with EU leaders intent on enlisting his help in controlling the refugee crisis. More talks are due on Thursday in Luxembourg at an EU meeting with representatives from eastern Mediterranean countries and the western Balkans. These are meetings with extremely wide implications.
Turkey’s centrality is hardly a surprise. It is, if nothing else, a key transit country for those fleeing war and persecution in Syria and Iraq. It is, equally, a Nato member on the frontline of key Middle Eastern conflicts. Moreover, a few days into Russia’s air campaign over Syria, Russian Sukhoi fighter planesviolated Turkey’s airspace. The daunting complexities of the Syrian crisis are now compounded by a fresh security conundrum – the sudden outbreak of Turkish-Russian tensions of the sort that Lord Palmerston would have recognised. Mr Erdoğan is a strong opponent of the Syrian regime, and he regards the Americans as having wavered dangerously – and thus, in the end, of having encouraged the Russian moves.

UN Agency Warns of Global Economy's 'House of Cards'

A U.N. organization that focuses on helping developing countries become better integrated into the global economy is warning that the world's recent financial turmoil highlights the need for new approaches to international trade and development. The U.N. Conference on Trade and Development (UNCTAD), in its annual report released Tuesday, called for reforming governance of the International Monetary Fund, strictly separating retail and investment banking, providing greater support for development banks, and making it easier for countries to pay for imports and exports in their own currencies without bringing in a third-country currency, such as the U.S. dollar. The group said that as the world’s debt has ballooned in recent years to nearly $200 trillion, many countries and their creditors need a better way to restructure unsustainable debt. To emphasize its perception of a perilous global economy, the cover of the UNCTAD report is illustrated with a house of cards., “And that’s really the key message that we want to convey — is how to ensure that we’re not building a house of cards for an international monetary and financial system for the future, but to look at ways of maybe putting in more secure foundations,” Steve MacFeely, UNCTAD's head of development statistics and information branch, told reporters in Bangkok on Monday. Continued slowdown Developing countries' growth is forecast to decline to around 4 percent in 2015, continuing a slowdown that began in 2001. Developed countries, meanwhile, are expected to grow at about 1.9 percent, according to UNCTAD. Officials of UNCTAD, which is headquartered in Geneva and governed by its 194 member states, are trying to address fundamental issues with an international monetary system they contend is not functioning as it should. UNCTAD's officials and others in the U.N. family express frustration that major economies and lending bodies, such as the IMF and World Bank, have not instituted significant reforms in wake of the 2007-08 global financial crisis, from which there has not been a full recovery. “The world economy is not out of the woods yet. A lot more work needs to be done,” said Hamza Ali Malik, chief of macroeconomic policy and analysis at the U.N.'s Economic and Social Commission for Asia and the Pacific. The group supports integrating all countries into the international trading system, and forging international investment agreements aimed at promoting sustainable development goals. UNCTAD, founded in 1964, has long struggled to be taken seriously as it focuses on exploring macroeconomic issues from a development perspective. “One can point to past examples where they were years ahead of the time,” said Paul Rogers, a professor of peace studies at Bradford University in the United Kingdom. But he said UNCTAD had been dismissed over the decades for its inability to forge a consensus on key issues, with critics saying its acronym actually stood for “Under No Circumstances Take Any Decision.” Keynesian approach Part of the criticism of UNCTAD also stems from it adhering to the path of Keynesian macroeconomics while the world's financial institutions have long preferred the neo-liberal approach. The theory put forth by John Maynard Keynes advocates government intervention to stabilize economies, while neo-liberals favor deregulation, greater power for the private sector, and expanding openings of markets and trade. UNCTAD is “without any power base among the really major economies,” including China, Rogers told VOA. “It tends to have this almost secondary role of saying what is necessary, frequently being right, but rarely being listened to.” In its 2015 report, UNCTAD provocatively targeted the dominant credit ratings agencies, Fitch, Moody's and Standard & Poor's, suggesting they be replaced by a public international institution after their failure to properly gauge the risk of the toxic debt responsible for triggering the most recent global financial crisis. “They should either be removed from the system” or improve their models, MacFeely told reporters at a briefing ahead of the 187-page report's release. Debtor economies UNCTAD's voicing support for a “fair and efficient sovereign debt workout mechanism” will strike a pleasant chord with many Greeks and those in other eurozone countries whose economies have been crippled by unsustainable debt. “The real problem is the current system puts the burden and the adjustment on the debtor economies through conditionalities that demand austerity and structural reform with a recessionary bias,” said MacFeely. “It tends to be the public that feels this most. So we argue that we need a more equitable approach to sovereign debt restructuring, and this is needed urgently.” Another alarm, according to MacFeely, has been triggered by the bursting of the stock market bubble in China, raising concerns for all of Southeast Asia. But the UNCTAD official said the report did not prioritize any particular region, instead highlighting “that there are fragilities, basically, everywhere.”

A State Department spokesman says the U.S. would not want to see Russia transfer its “formula” in Syria to Iraq.   Mark Toner spoke Tuesday, after a Russian lawmaker said Moscow would consider expanding its airstrikes to Iraq if it received an official request from the Iraqi government.   According to Russia’s Interfax news agency, Russian Federation Council Speaker Valentina Matviyenko said Moscow would consider the “political and military advisability” of participating in an air operation in Iraq.   Matviyenko commented while meeting with officials in Jordan Tuesday. She added that Russia had not received a request from Iraq.   Iraq Willing to Consider Russian Involvement   Last week, Iraqi Prime Minister Haider al-Abadi said he would be willing to consider allowing Russia to carry out strikes against Islamic State targets in his country.   In an interview with France 24, he said, “We were expecting the international coalition, Americans, to bring massive air power to protect our forces.”   “We have not received that,” he said, on the sidelines of the U.N. General Assembly.   US Seeking More Constructive Role From Russia   Toner said U.S. officials would like to see Russia play a “constructive” role in fighting Islamic State targets in Syria. He added, “to a large extent, we have not seen that, thus far.”   He said Russia has only “ratcheted up tensions” with its airstrikes against moderate opposition forces in Syria.   “We don’t want to see that same formula transferred to Iraq,” said Toner.   The U.S. has criticized Russia for its air strikes in Syria, saying most of the strikes do not appear to have targeted Islamic State militants. U.S. officials say some of Russia’s strikes appear to have been aimed at U.S.-trained opposition fighters in Syria.   Russia’s stepped-up engagement in Syria and its support for the Syrian regime also puts Moscow at odds with Washington over the future of Syrian President Bashar al-Assad.  The U.S. has called for a political transition in Syria that does not include President Assad.   A U.S.-led coalition has been bombing Islamic State targets in Iraq and Syria.   Last week, U.S. and Russian officials launched “deconfliction” talks in a bid to avoid accidental military confrontations in Syria.

Making a Mint​

While apples, corn, and cranberries top the list of fall produce in the US, this is also the time to harvest gum, candy, and toothpaste—or at least the oil that makes them minty fresh.  That oil comes from the plants grown by the country's 280 mint farmers, including Randy Matthys.  Walking into one of his fields at Shady Lane Farms in Indiana is like unwrapping a giant piece of mint gum. The fresh scent permeates the air, clings to clothing, and sticks with you for hours.  Matthys is proud to grow what he calls the "peppermint and spearmint that help flavor the world." His great-grandfather started growing mint here in the 1930s. The farm has expanded since then, but the family still grows the same strain of Black Mitchum peppermint, brought over from Great Britain in the 1700s. The crop is treated much like hay. After it's cut, it's left on the ground for about two days to dry. Then the farmer harvests it with a customized tractor that chops the plants and blows them into a large tank.  There are five long pipes in the tank, and when the tractor arrives at the distillery, steam is forced into them. "So that steam bursts the oil glands in the leaves, carries the oil out in vapor form. Then the vapor goes through what we call the condensers," Matthys explained. Mint isn’t traded on the commodity exchange like other crops. Instead, a broker contracts directly with growers to buy it. Last year, Matthys harvested 60,000 pounds of oil. Because mint is such a specialized crop, which needs expensive customized equipment, fewer and fewer farmers are planting it. But the ones who are currently supply 70 percent of the world’s mint needs, with the industry valued at more than $200-million a year.  China, India, and Japan are important markets for mint, not only for sweets but for home remedies. It's used to treat headaches, held ease cold symptoms, and - of course - it's great for tea. Matthys notes that because of the crop's high demand and high cost, more and more manufacturers are developing synthetic mints. "I want people to know to look on the label of that chewing gum or whatever mint product it is," he said. "Does it say natural flavor on it or does it say artificial?"  If that label is from Wrigley, Colgate, or Nestle, there’s a good chance you’re tasting some of Matthys’ mint!

U.S. Senator John McCain criticized the response of President Barack Obama's administration to Russian military action in Syria, saying "everybody knows that Russia is winning." McCain, who has long promoted deploying U.S. ground forces to fight Islamic State militants in Iraq and Syria, told Alhurra TV that Russia has established itself and become "the dominant player." "They have for the first time since 1973 played a major role in the Middle East, and they're achieving all of their objectives while we sit by and call it a quagmire or in the words of the secretary of defense, unprofessional," McCain said.  "It has become almost a joke." Obama authorized an aerial campaign against the Islamic State that has included more than 2,600 airstrikes in Syria and 4,600 in Iraq, but the bombings have had limited success and he has so far ruled out sending American ground troops.  McCain said it is "obvious" Russia is targeting moderate opposition fighters and not the Islamic State with its own airstrikes that began last week, and criticized as "outrageously immoral" the failure of the U.S. to protect the Syrian rebels it has trained and equipped. He also called Russian violations of Turkey's airspace "very concerning," and equated talks between the U.S. and Russia to coordinate activities to appeasement. "We should say to the Russians we are going to fly anywhere we want to at any time and you better not get in the way," McCain said. Russia-Turkey relations A spokesman for Russia's Defense Ministry said Tuesday that Turkey's Defense Ministry had proposed establishing a joint working group to coordinate and prevent possible incidents related to Russian airstrikes in Syria. Turkey reported two violations of its airspace by Russian jets, one Saturday and another Sunday, and twice summoned Russia's ambassador to lodge its complaints.  Russian officials have said the incursions happened by mistake. In light of those incidents, President Recep Tayyip Erdogan on Tuesday questioned future relations between the two countries "Some steps that we do not desire are being taken. It is not suitable for Turkey to accept them," Erdogan said during a news conference with Belgium's prime minister in Brussels. Western allies have criticized Russia's overall involvement in Syria and raised additional questions about its warplanes crossing into Turkish territory.  NATO Secretary-General Jens Stoltenberg told reporters Tuesday that the violations do not look like an accident. "I will not speculate on the motives, I would just reiterate or restate that this is a serious violation of Turkish airspace, it should not happen again, and NATO has expressed strong solidarity with Turkey," Stoltenberg said. Marcin Zaborowski, executive vice president of the Center for European Policy Analysis, told VOA's Persian service that Russia is trying to test NATO's limits by violating Turkish airspace. "It does seem so, that Russia is taking such steps, while Turkey is trying to stay away from the Russia-West tensions," he said. Russian 'volunteers' in Syria On Monday, a top Russian lawmaker said "a unit of Russian volunteers" may join Syrian government troops fighting Islamic State extremists on the ground. The lawmaker's remarks came in response to unconfirmed media reports that Russian volunteers already have been spotted fighting alongside the Syrian army. U.S. Defense Secretary Ash Carter on Tuesday did not confirm to reporters the involvement of Russian ground forces, but sharply criticized the idea. Calling the strategy "futile," he said Moscow would be “deepening their mistake in Syria” if it’s true.

An intense wave of Russian air strikes hit the Syrian provinces of Hama and Idlib early on Wednesday and was followed up with ground assaults by Assad regime forces, the Syrian Observatory for Human Rights said.
