U.S. Sanctions North Caucasus Militants For IS Recruiting Efforts

The United States has hit two North Caucasus militants involved in recruiting fighters for the Islamic State (IS) group with new financial sanctions, as Washington and others countries struggle to fight the success of similar recruiting efforts.

Islam Spreading Not Only among Ethnic Russians but Also among Russia’s Non-Russians

            Staunton, October 5 – The Moscow media have long focused on the extent to which Islam is recovering among the historically Muslim peoples of Russia and on the acceptance of Islam by a limited number of ethnic Russians, but these outlets have devoted far less attention to the spread of Islam among non-Russian groups not historically linked to the faith.

            And the Russian media have devoted even less attention to something that may prove to be an even greater matter of concern: the conversion to Islam of ethnic Russians who live as minorities in non-Russian areas whose dominant nationality is not Islam but of another faith and who have little contact with large Central Asian or Caucasian gastarbeiter communities.

            One such nation where Islam is spreading despite its lack of deep historical roots is the Buryats where reportedly five to six members of that traditionally Buddhist people are turning to Islam every month, a trend that the imam in that TransBaikal republic says appears to be accelerating (asiarussia.ru/news/9308/).

                The AsiaRussia.ru portal said that despite this growth, its journalists had had some difficulty in finding Buryat Muslims to interview, but it finally identified one young man willing to talk about how he came to Islam and what it has meant for his family and friends and how it has affected his life.

            Bair Dugarov, 26, was born into a Buryat Buddhist family. He became interested in Islam at the age of 15 after making friends with some neighboring Kygyz. Three years later, he lost his mother, and the only people who really helped him were members of a Muslim family who showed him that “Islam is a religion of brotherhood, genuine brotherhood.”

            He decided then to accept Islam and within a year began praying five times a day and fasting at Ramadan. He no longer drinks or smokes and lives a modest life.  And he says he is convinced that “Islam is the salvation of all humanity.”  At the same time, he is respectful of other faiths.

            Dugarov no longer goes to a dastan although he is married to a Buryat Buddhist. Whe “respects” Islam but has not accepted it “fully.” According to him, “this is her right,” although he added that he talks to her about Islam “all the time.”  The couple has three children, and Dugarov says he hopes to raise them as Muslims but that that is a question for them in the future.

            The 18-year-old Russian who chose to be identified only by his first name Vadim said he accepted Islam at the age of 15.  He came to Islam because he fell in love with an Uzbek girl, but when he became a Muslim, his family at first was totally opposed. Now, he says, they have accepted his faith and his bride to be.

            Vadim said the most important thing Islam had done for him was to make him “more patient” and “better able to understand people.” He says he “doesn’t fear death as he did because now [he] knows that there is life after death.” And he appreciates the fact that within Islam, everyone is a brother to everyone else.

            Vadim says he no longer used alcohol or tobacco, but he acknowledges that he only goes to the mosque once every two weeks – except during Kurban Bayram when he fasts and prays every day there.

Report: Clinton Legal Adviser Urging Hillary to Hire Criminal Defense Lawyer

A longtime legal adviser to Hillary and Bill Clinton has been allegedly telling the former secretary of state to hire a criminal defense lawyer as the FBI investigates her personal email server, but the presidential candidate has balked at his recommendations.
During an interview with the New York Postthe anonymous adviser admitted his frustration regarding the Clinton campaign’s resistance to his advice.
“By joking about her email problem and treating it like a PR issue, she’s only hurting herself, maybe mortally, with the prosecutors,” he said. “Insulting career FBI and Justice Department investigators is a very bad and ill-advised strategy.”
He characterized the email controversy as a “cancer on her candidacy.”
The adviser said that he has spoken to Hillary and Bill Clinton about the email probe and that the former secretary of state brought up the case of former CIA Director David Petraeus when explaining why she cannot admit to even “minor wrongdoing.”
“Petraeus wasn’t running for president when he cut a deal with the prosecutors. If I admit any kind of guilt–even to a minor wrongdoing–it will sink my chances of winning the nomination,” the adviser recalled Hillary as saying.
While he said that Bill has been taking the situation “seriously,” Hillary has continued to treat it as “political smear job by right-wing zealots.”
“Hillary needs to secure the services of an expert legal counsel–preferably a big-league defense attorney from the Republican side of the aisle,” he said. “She needs someone to find out whether the FBI and Justice Department are likely to conclude that she’s violated federal laws governing national security.”
He said that the FBI investigation could be concluded as early as the end of 2015.
“Hopefully, the FBI will determine Hillary’s behavior does not amount to a criminal matter, and that she hasn’t violated the letter of the law with security breaches. I hope that will be the outcome,” the legal adviser stated.
“But from what I know of the case, Hillary is extremely vulnerable. There is going to be blood in the water. The investigators are looking for weak links to get to the bottom of what went on with Hillary’s national security emails. And I’m afraid they will find it.”
The FBI has been investigating Clinton’s personal email system since the inspector general of the intelligence community determined that at least two of the messages held on her server were top secret at the time they were sent.
However, Clinton has insisted that she never sent nor received information marked classified on her personal email.

Obama Reverses Course, Considers Leaving 5K Troops in Afghanistan

President Obama is considering leaving up to 5,000 U.S. troops in Afghanistan beyond 2016, diverging from his initial plan to scale back American forces by the time he leaves the White House.
The new plan was introduced by Gen. Martin Dempsey in August before he stepped down from his post as chairman of the Joint Chiefs of Staff. It centers on U.S. counterterrorism operations against the Islamic State (IS, also known as ISIL or ISIS), al Qaeda, and other groups posing threats to the homeland.
The Washington Post reported:
His plan envisions the United States maintaining a few bases, perhaps two or three, that could be used as “lily pads” to strike groups that posed a direct threat to the United States, senior defense and administration officials said. The “lily pad” bases would potentially house American drones and fighters jets as well as elite counterterrorism troops, and could be located at Bagram Air Base outside Kabul and one or two other airfields, said senior administration officials who spoke on the condition of anonymity to discuss internal planning.
Dempsey’s proposal would involve keeping between 3,000 and 5,000 troops in Afghanistan and is a prong of a larger global counterterrorism plan that has been developed since IS gained territory in Iraq and Syria.
Obama has not yet accepted nor rejected the proposal, but some officials say that the president plans to make a decision on it sometime soon.
U.S. officials have been rethinking the pullback from Afghanistan amid concerns that reducing the troop level too much could result in the Afghan security forces weakening under pressure from the Taliban and other militant groups. Only after American forces withdrew from Iraq in 2011 was the Islamic State able to rise in the Middle East.
Since Dempsey introduced the plan, the Taliban took control of the city of Kunduz. Though U.S. advisers have helped Afghan forces retake most of the city, the incident indicates that Afghan forces may not be strong enough to hold their ground against the Taliban when the U.S. leaves the country.
“Kunduz has caused some people to think we may not need to be hasty. The lesson of Iraq is very much on people’s minds,” an anonymous senior military official stated of the pullback from Afghanistan.
While the Obama administration has been focusing on Dempsey’s plan, Gen. John Campbell, the commander of U.S. forces in Afghanistan, has also developed multiple options for leaving forces in Afghanistan beyond 2016, one of which involves keeping 7,000 U.S. troops in the region.

US ‘Very Concerned’ About Russian Warplane Invading Turkey’s Airspace

The United States does not believe Moscow when it excused a Russian warplane entering Turkey’s airspace as an accident, according to an anonymous U.S. official.
According to the Associated Press, the Turkish Foreign Ministry explained Monday that a Russian warplane had invaded Turkish airspace Saturday near the country’s border with Syria. Moscow has conducted airstrikes in Syria and increased military capabilities there in recent weeks in an alleged attempt to combat the Islamic State (IS, also known as ISIL or ISIS).
Russia maintained that the plane’s entry into Turkey’s airspace was an accident.
The unnamed U.S. official claimed that Defense Secretary Ash Carter had warned against such behavior during a recent phone conversation with his counterpart in Russia. Secretary of State John Kerry told journalists Monday that the U.S. is “very concerned” about the incident.
“We’re very concerned about it … and it is precisely the kind of thing we warned about,” Kerry stated in Chile. He said that the incursion could have resulted in the plane being shot down by Turkey.
Carter said during a press conference in Spain Monday that U.S. officials are talking to Turkish leaders about the incident, adding that the occurrence will be addressed during the NATO meeting of defense ministers this week.
According to the Turkish Foreign Ministry, the Russian warplane was intercepted by two F-16 jets and directed back into Syrian airspace Saturday. Moreover, Turkey’s military also said Monday that an MiG-29 jet harassed two Turkish F-16 jets Sunday for nearly six minutes while the Turkish aircraft were monitoring the border between Turkey and Syria. However, Turkey could not confirm to which country the jet belonged.
Carter knocked Russia for the incident during remarks at the Center for Advanced Studies of National Defense in Madrid on Monday morning.
“We call on Russia to act in a safe and professional manner, uphold international standards for safety, and respect the sovereignty of all nations–most recently our NATO ally, Turkey,” he said.
The Defense secretary also admonished Moscow for its recent military activity in Syria meant to help the Bashar al-Assad regime.
“Russia says it intends to fight ISIL on the one hand but support Bashar al-Assad on the other. By taking military action in Syria against moderate groups targets, Russia has escalated the civil war, putting further at risk the very political resolution and preservation of Syria’s structure of future governance it says that it wants,” Carter explained.
“This approach is tantamount to pouring gasoline on the fire of civil war.”
He also slammed Russia for repeatedly violating international law and “alienat[ing] the international community.”
Last Wednesday, Russia conducted its first airstrikes in Syria, dropping bombs near a city that is not controlled by the Islamic State. Carter later admitted that Moscow may not have been targeting IS with the airstrikes.
