Chernykh, 25, moved from Russia to the United States in 2009, joining her sister Tatiana, who is married to Syed Raheel Farook, the brother of San Bernardino shooter Syed Rizwan Farook.
“ISIS is definitely a product of the Russian special services. Only the blind cannot see it. A significant part of the terrorists are citizens of the Russian Federation,” Danylyuk said, using a common acronym for the Islamic State. “The ISIS military command is composed of former Saddam Hussein generals, who studied in the Soviet Union and worked closely with the KGB,” says Danylyuk.
“The connection between the Russian-speaking jihadis and the Russian-trained ex-Baathist Sunni military officers is what formed the core of what we now think of as ISIS,” said Estonian expert Eerik-Niiles Kross...
“The issue of Russia’s relationship with ISIS has been raised in closed door briefings on the Hill,” said one senior staffer with knowledge of recent intelligence briefings to lawmakers. “It’s unclear how much the administration has looked into this issue...”
“The problem is,” he says, “if Russia is recruiting for ISIS, and ISIS is attacking European and American targets — will anyone be willing to say that Russia bears responsibility in these attacks?”

FSB defector outlines Russian Roots of ISIS
Excerpts:
Andriy Tsaplienko, correspondent: "Is there any proof which suggests that the Russian special services were involved in the terrorist attacks on Paris, or at least they knew about them in advance?"
‘Yevgeniy’: "Given the connections they have in Muslim communities based in Europe, they could not but know that the terrorist acts were being prepared. They knew but did not share…"
Tsaplienko: "Is it complicity?"
‘Yevgeniy’: "It is complicity in acts of terrorism. And the complicity could be direct or indirect. By analyzing their connections, one, of course, will be able to see the ties leading to Russia. Primarily Russia could benefit from this, and the Russian security services had all the possibilities to organize this".
The Kremlin’s influence also includes terror group Islamic State, also known as Daesh, according to Yevgeniy. After the split of the Al-Qaeda terrorist organization, former officers of the Iraqi army and members of the Arab Socialist Ba’ath Party started creating the organisation. All of them graduated from Moscow-based educational institutions.
Tsaplienko: Can one claim that Russia, the Russian special services are involved in the creation of ISIS?
‘Yevgeniy’: "Definitely, and I know that exactly, the Russian special services believed that if a terrorist organization was set up as an alternative to Al-Qaeda and it created problems for the United States as Donbas does for Ukraine now, it would be quite good,"
The former FSB officer’s knowledge of how Russian agents work jointly with Islamic radicals and Donbas militants is invaluable for Ukraine. The anonymous man claims he fled Russia for personal not ideological reasons.
Ukrainian experts have checked his statements with the use of a polygraph twice, and the results appear to show the story was a truthful account.
Such an interview is an extremely dangerous step for the FSB agent with high-level access, alias Yevgeniy, but he has decided to break with the past. The reason why he fled Russia is not that ideological, it is rather personal, according to TSN.Tyzhden.
(Note: TSN.Tyzhden is a weekly TV program. It has broadcast what it describes as “an interview with former Russian Federal Security Service (FSB) officer, which may trigger a real spy scandal. It has been speculated for long that the Kremlin’s puppeteers are behind terrorist attacks in Europe and the United States, but no confirmation has been presented. The experienced agent, former FSB officer specializing in terrorist organizations and counter-terrorism is now giving his testimony.”)
Ukrainian experts have checked his statements with the use of a polygraph twice, Yevgeniy claims that radical Islamist groups are staffed with Russian agents and Moscow has a real impact on their activity.
"Being guided by good intentions, human rights activists from Europe would help the people being persecuted in their country to flee. Among them were infiltrators with ready documents and a made-up legend. They would actively infiltrate into Muslim communities. With the support of the security services, they made financial donations, thus acquiring prestige and moving up the hierarchy," Yevgeniy tells TSN journalist Andriy Tsaplienko.
Q: And how was the legend created?
A: A certain person was given a package of documents, namely a travel passport, documents confirming that their relatives were being persecuted, mentioning cases opened by the FSB or the Interior Ministry in Chechnya and Dagestan, newspaper clippings about the person’s involvement in illegal armed groups, about the person being persecuted. Then the individual was monitored abroad until infiltration. Nobody contacted the person for about a year. After some time passed, someone, for example, from the Chechen elders who had connections with the FSB and at the same time with the diaspora abroad got into contact with the individual. Further, at this stage, financial support arrived – first they gave thousands of dollars, then tens of thousands of dollars to support the family, set up a business, cover espionage activity.
According to Yevgeniy, Russian agents were a tool of terrorist attacks in Europe. Their task was to undermine the situation and create the so-called multicultural conflict. Starting from 2009, England has seen several riots between local radicals and Muslims every year. Three people died in such riots in 2011.
Q: Was the FSB behind the London riots?
A: If you mean the riots in 2009, 2010 and 2011 when there was the looting of shops – it was executed in accordance with the plans approved by the FSB and the SVR (Foreign Intelligence Service of the Russian Federation) long ago.
Q: And how was it exacerbated?
A: It was done through those who received the money, they shared it to fuel the situation, just to destabilize it.
Q: Is there any proof which suggests that the Russian special services were involved in the terrorist attacks on Paris, or at least they knew about them in advance?
A: Enjoying their capabilities in the European-based Muslim communities, they could not but know that the terrorist acts were being prepared. They knew but did not share…
Q: Is it complicity?
A: It is complicity in acts of terrorism. And the complicity could be direct or indirect. By analyzing their connections, one, of course, will be able to see the ties leading to Russia. Primarily Russia could benefit from this, and the Russian security services had all the possibilities to organize this.
Q: Can you name any Russian agents in the Muslim structures, give the names of the people who get money to destabilize the situation from time to time?
A: A son and two nephews of Hezbollah’s security chief. Once they lived in Moscow, now they’re residing in Europe, and the SVR manages the Arab-Lebanese cell through them.
TSN found out those were the relatives of Abdul Hadi Hamadi, who heads Hezbollah’s counterintelligence unit.
By the way, since 2006, Moscow no longer considers this group to be a terrorist organization.Yevgeniy claims that Moscow is actively involved in explicitly terrorist groups against which Russia is supposedly waging war, namely the "Islamic State," or ISIS.
Q: Can one claim that Russia, the Russian special services are involved in the creation of ISIS?
A: Partly. As is in the situation with [the attacks on] Paris, they virtually were accomplices in this.
After the split of the Al-Qaeda terrorist organization, former officers of the Iraqi army and Arab Socialist Ba’ath Party members started creating the ISIS. All of them had graduated from Moscow-based educational institutions.
"Definitely, and I know that exactly, the Russian special services believed that if a terrorist organization was set up as an alternative to Al-Qaeda and it created problems for the United States as Donbas does for Ukraine now, it would be quite good," Yevgeniy said.
The former FSB officer’s knowledge of how Russian agents work jointly with Islamic radicals and Donbas militants is invaluable for Ukraine. And he also knows for sure that the FSB’s devil is not so black as it is painted. So far, there is no way back home for him. "But this won’t last long. After all, it’s the giant with feet of clay," he added

Moscow’s Connection to the Islamic State

Vladimir Putin
Vladimir Putin / AP
BY: Molly McKew
On Dec. 6, a Ukrainian TV network aired an interview with a man claiming to be a former Russian Federal Security Service agent who specialized in terrorist organizations and counter-terrorism operations.
In the interview, “Yevgeniy” made detailed claims about how the FSB (as the security service is widely known) has recruited for terrorist networks, and said that Moscow has been “directly and indirectly complicit” in terror attacks against Western nations.
An investigative report published in July by Novaya Gazeta reporter Elena Milashina documented that, beginning in 2011, the FSB had established “safe routes” for North Caucasian militants to travel to Syria, where it was providing the necessary documents for travel.
The report claimed that FSB officers directly aided potential jihadis who wanted to leave Russia to fight in the Middle East.
While the FSB has not admitted aiding potential extremists, FSB deputy director Eugene Sysoevrecently heralded Russia’s success in “[achieving] a sustained reduction in terrorist activity” inside Russia. He cited a reduction in “crimes of a terrorist nature” over the previous year, and claimed a ten-fold reduction in terrorist activity in the North Caucasus over the past five years.
In the same remarks, made in November, Sysoev admitted that at least 20 percent of foreign fighters in the Islamic State are from Russia and other post-Soviet countries, an assessment somewhat similar to estimates from private security consulting groups.
The interview with the purported FSB defector advanced the idea that Russia may be exporting its extremists, detailing how Russian security services have recruited Muslims to infiltrate extremist groups in Europe and materially supported their advancement within these organizations.
When asked if Russian agents could be involved in the recent terrorist attacks in Paris, Yevgeniy said there was “complicity in acts of terrorism.” He continued, “And the complicity could be direct or indirect. By analyzing their connections, one, of course, will be able to see the ties leading to Russia. Primarily Russia could benefit from this, and the Russian security services had all the possibilities to organize this.”
The Islamic State has claimed responsibility for the Paris attacks.
On the Russian periphery, it is widely believed that Russia has used the Islamic State as an opportunity to get rid of domestic jihadis.
“In spring 2014, local information networks provided credible information that individuals affiliated with Russian security forces were recruiting potential jihadists in Pankisi and in the Northern Caucasus to travel to Syria,” says Giga Bokeria, a former Georgian national security adviser. “They were promising financing for trips, and assistance acquiring weapons.”
Pankisi is a remote, mountainous Georgian region bordering Russia with a local population of Georgian Muslims, known as Kists. Omar al-Shishani, one of the Islamic State’s top commanders, is from Pankisi.
Oleksandr Danylyuk, formerly chief of staff to Ukraine’s Minister of Defense and now chairman of Ukraine’s Center for Defense Reforms, believes there is a strong connection between the Islamic State and the Russian government.
“The connection between the Russian-speaking jihadis and the Russian-trained ex-Baathist Sunni military officers is what formed the core of what we now think of as ISIS,” said Estonian expert Eerik-Niiles Kross.
Kross, now a member of Estonian parliament, is a former director of the Estonian intelligence services, and served under the Coalition Provisional Authority in Iraq in 2003-2004, working to rebuild the Iraqi military intelligence organization.
“Based on Russia’s history of infiltrating and manipulating terrorist organizations and extremist groups, it’s not so far-fetched to believe there is an operational relationship — at some level — between Russian security services and elements of ISIS,” he said.
The conflict in Syria has allowed Russia to rebuild relationships with European countries that were damaged by the Russian intervention in Ukraine.
While the White House remains publicly cautious about collaborating with Russia against the Islamic State because of Russia’s support for Bashar al-Assad, the possibility of a Russian connection to terrorist attacks in Western countries would add a new element to Russia’s relationship to the West.
In Washington, however, Russia’s relationship with Islamic radicals has not been seriously evaluated, according to several congressional sources.
“The issue of Russia’s relationship with ISIS has been raised in closed door briefings on the Hill,” said one senior staffer with knowledge of recent intelligence briefings to lawmakers. “It’s unclear how much the administration has looked into this issue.”
But people in states close to Russia say American and other Western officials have been reluctant to accept information on Russian involvement in recruitment for extremist groups despite the use of explicitly anti-American rhetoric as incitement for enlistment.
“More than 80 percent of ISIS’s weapons are Russian-made,” offers Danylyuk. “In Syria and Iraq we are witnessing the same form of hidden aggression as in Ukraine.”
“The problem is,” he says, “if Russia is recruiting for ISIS, and ISIS is attacking European and American targets — will anyone be willing to say that Russia bears responsibility in these attacks?”

Finnish police in court over Putin entry on criminal database

Helsinki (AFP) - Three Finnish police officers appeared in court Wednesday over their role in maintaining a database of criminal suspects to which Russian President Vladimir Putin's name was added.
The internal police database contains the names of people suspected of having committed crimes punishable by at least six months in jail.
Putin's name was discovered on the list in 2013 -- with the Russian leader entered in the registry as an alleged contributor to gang-related crime in his homeland.
The media revelation of the unfounded entry caused scandal, forcing the Finnish police to publicly apologise for its "serious error" and triggering an investigation.
State prosecutor Jarmo Hirvonen said the two senior police officials and the database manager could face fines for negligence for allegedly failing to control the use of the list.
All three pleaded not guilty to the negligence charge, claiming they had not been given orders to supervise the list.
Hirvonen said the register contained a "barrage" of entries claimed to be erroneous.
"The Putin entry is just one of them," he told AFP.
Putin's name had been on the list for about two weeks before it was deleted after the scandal broke.
In a statement at the time, the police said there "was no legal reason for doing this" and expressed regret for "the improper use of the list."
Putin's spokesperson said the president reacted to the news "with irony" and did not request any action to be taken against the officers.
Finland has a delicate relationship with Russia, with which it fought a war in 1939-1940 and again from 1941 to 1944.
