That came one day after Porsche posted a six-month profit of 1.15 billion euros, compared to a 149 million euro profit a year earlier. Once integration is completed, the two expect to gain over 700 million euros in savings in development, purchasing and production and erase Porsche's 2.5 billion euros of debt. Volkswagen's purchase of the second half of Porsche adds the super luxury - and super profitable - sports cars such as the iconic 911 model to its line-up. VW is already Europe's biggest carmaker. It is aiming to be the world number one by 2018. Both companies already cooperate in many areas. VW, which also includes luxury division Audi, makes the bodies for the Cayenne SUV and Panamera coupe, Porsche's two best-selling vehicles. They will jointly develop Porsche's next model, the Macan compact SUV, due to hit showrooms in 2014. *Long road to merger* The two manufacturers had first agreed a full merger in August 2009, after Porsche racked up more than 10 billion euros of debt in a failed attempt to take over VW, sparking feuds among the Porsche and Piech family dynasties. VW bought 49.9 percent of Porsche's sports car operations in December 2009 for 3.9 billion euros and had sought to acquire the remainder through a share-swap with the holding company. Fortuno, a hawkish fiscal conservative, laid off 20000 government workers in 2009, and suspended all labor negotiations, just like governors on the US mainland are doing today. But two years later Puerto Rico's labor unions are still scrambling to reorganize a largely unemployed population -- nearly 17 percent. Puerto Rico is in its fifth year of recession, and expected to be the world's slowest growing economy if its situation doesn't improve. Puerto Rico is proud of Tommy Ramos, a Bayamon-born gymnast who has qualified for the Olympic men’s gymnastics rings final to be held on August 6th in London.
As a native-born Puerto Rican, Tommy Ramos is a U.S. citizen. He could have participated in the Olympics as a member of the U.S. team. Had he done so, he would have been the top finisher in the rings qualification trial for the United States, just as he was for the Puerto Rico.
There are many reasons why Ramos may have chosen to compete on behalf of Puerto Rico instead of the broader U.S. The support back home is certainly passionate. Not every Olympic athlete has the option of playing on two teams; certainly Ramos’s choice was one that most residents of the fifty states simply don’t have.
But does Ramos’s choice also have negative consequences? More broadly, are there drawbacks for Puerto Rico, as a territory, being treated differently than the fifty states? After all, the federal U.S. government has never stopped Puerto Rico or its other territories from competing in the Olympics or even in a beauty pageant – historic sources of pride for the idyllic Island.
Yet Puerto Rico could be ordered to end its Olympic participation by the U.S. federal government because it is a territory. Congress has this power under the U.S. Constitution’s Territory Clause, and Secretary of State Colin Powell used it in 2003, when members of Puerto Rico’s ruling Commonwealth Party (also known as the Popular Democratic Party of Puerto Rico or PDP) contacted numerous Caribbean countries in an attempt to conduct international diplomacy. In a memorandum to the Belize Embassy, Secretary Powell forcefully explained:
The Department is aware that Puerto Rican government officials have approached a number of countries . . . seeking treatment normally only accorded to a sovereign state. The two most recent examples were in Nicaragua and Panama where the Puerto Ricans pressed government officials to sign cooperation agreements which contained language normally reserved for pacts with foreign states. In November 2002, Puerto Rico attempted unsuccessfully to elicit recognition as a sovereign state at the Ibero-American summit in the Dominican Republic. The department reiterates that the U.S. federal government is responsible for Rico’s foreign affairs.
Fortunately for Puerto Rican Olympic enthusiasts, Congress is unlikely to end the territory’s Olympic participation any time soon. So why can’t Puerto Rico have its own special Olympic team and celebrate its uniqueness from the rest of the United States? What would be the harm?
The problem is that Puerto Rico’s Olympic team comes as a package deal with other aspects of its status as a territory. For every Olympic athlete, there is a Puerto Rican living stateside who moves to Puerto Rico only to discover she can no longer vote for President, even if she has children serving in the U.S. armed forces. Puerto Rican veterans not only lack the power to vote for President, but they also are deprived access to the same level of health care given to their fellow soldiers in the fifty states. And, of course, Puerto Rico is does not have full representation in Washington. The territory is inadvertently left out of legislation and purposefully excluded from federal laws that directly impact Puerto Rico, in areas including health care. There are national policies that could help Puerto Rico’s economy and security that the territory simply cannot access. It’s sole, non-voting Resident Commissioner cannot do the work of the six Members of Congress and two Senators Puerto Rico would have as a state.
Penn State is also proud of Tommy Ramos, who is an alumnus of the school. A six-time All-American, Ramos is credited with helping Penn State achieve its NCAA-record setting 12th national championship in 2007 and Big Ten title in 2008.
The word “Commonwealth” has very little meaning but has caused a great deal of confusion. The state where Ramos went to college – Pennsylvania – is often called a Commonwealth. But its legal status is that of a state. Puerto Rico is also referred to as a Commonwealth, but its legal status is that of a territory.
As a Pennsylvanian, Ramos could not participate in a Pennsylvania-only Olympic team. As a Puerto Rican, he can participate in Puerto Rico-only team. But he is not a full participant in his country’s proud democratic tradition, which is on display for the world to see.

The two most recent examples were in Nicaragua and Panama where the Puerto Ricans pressed government officials to sign cooperation agreements which contained language normally reserved for pacts with foreign states. In November 2002, Puerto Rico attempted unsuccessfully to elicit recognition as a sovereign state at the Ibero-American summit in the Dominican Republic. The department reiterates that the U.S. federal government is responsible for Rico’s foreign affairs.
Fortunately for Puerto Rican Olympic enthusiasts, Congress is unlikely to end the territory’s Olympic participation any time soon. So why can’t Puerto Rico have its own special Olympic team and celebrate its uniqueness from the rest of the United States? What would be the harm?
The problem is that Puerto Rico’s Olympic team comes as a package deal with other aspects of its status as a territory. For every Olympic athlete, there is a Puerto Rican living stateside who moves to Puerto Rico only to discover she can no longer vote for President, even if she has children serving in the U.S. armed forces. Puerto Rican veterans not only lack the power to vote for President, but they also are deprived access to the same level of health care given to their fellow soldiers in the fifty states. And, of course, Puerto Rico is does not have full representation in Washington. The territory is inadvertently left out of legislation and purposefully excluded from federal laws that directly impact Puerto Rico, in areas including health care. There are national policies that could help Puerto Rico’s economy and security that the territory simply cannot access. It’s sole, non-voting Resident Commissioner cannot do the work of the six Members of Congress and two Senators Puerto Rico would have as a state.
Penn State is also proud of Tommy Ramos, who is an alumnus of the school. A six-time All-American, Ramos is credited with helping Penn State achieve its NCAA-record setting 12th national championship in 2007 and Big Ten title in 2008.
The word “Commonwealth” has very little meaning but has caused a great deal of confusion. The state where Ramos went to college – Pennsylvania – is often called a Commonwealth. But its legal status is that of a state. Puerto Rico is also referred to as a Commonwealth, but its legal status is that of a territory.
As a Pennsylvanian, Ramos could not participate in a Pennsylvania-only Olympic team. As a Puerto Rican, he can participate in Puerto Rico-only team. But he is not a full participant in his country’s proud democratic tradition, which is on display for the world to see.

En lugar de estar apareciendo en La Comay repitiendo estadísticas de cómo ha bajado la criminalidad, ¿por qué el gobernador Luis Fortuño no se da a la tarea de resolver los problemas del sistema educativo? Estoy segura que en este inicio escolar habrá un sinnúmero de problemas, asistentes sin asignar, escuelas sin maestros y si sigue la debacle, falta de transportación. Ya no queremos más ‘déjà vu’ con el inicio de clases. Ya no queremos promesas y estadísticas falsas. Queremos que las personas que dan lo máximo por nuestros hijos, reciban lo justo y que nuestros hijos tengan sus necesidades básicas cubiertas. Tal vez nos pudieran ahorrar los titulares de las noticias y los reportes que cada inicio escolar inundan nuestro país y simplemente resolver los problemas, que año tras año, nos aquejan a los padres, estudiantes, maestros, asistentes, porteadores y demás.
Cada semestre siento un ‘déjà vu’, siempre es lo mismo. Por eso no me extrañó para nada ver en las noticias ayer sobre un tranque en las negociaciones entre los porteadores y el Departamento de Educación; que de no resolverse pueden dejar a nuestros hijos sin transporte, justo en el inicio de clases.
En lugar de estar apareciendo en La Comay repitiendo estadísticas de cómo ha bajado la criminalidad, ¿por qué el gobernador Luis Fortuño no se da a la tarea de resolver los problemas del sistema educativo? Estoy segura que en este inicio escolar habrá un sinnúmero de problemas, asistentes sin asignar, escuelas sin maestros y si sigue la debacle, falta de transportación.
Ya no queremos más ‘déjà vu’ con el inicio de clases. Ya no queremos promesas y estadísticas falsas. Queremos que las personas que dan lo máximo por nuestros hijos, reciban lo justo y que nuestros hijos tengan sus necesidades básicas cubiertas.
De nada nos sirven sus salones “Da Vinci” si nuestros hijos no tienen cómo llegar a la escuela.

De acuerdo al gobernador Luis Fortuño, el Código Penal de 2012 pretende aminorar la violencia en el país. Estoy totalmente de acuerdo con esto (aunque dudo que funcione), mas no logro entender una cosa: ¿por qué incluir medidas tan represivas en torno a delitos de expresión pública?
Los ciudadanos tenemos el derecho de expresarnos libremente si algo nos incomoda. Somos nosotros los que verdaderamente nos enfrentamos a las medidas que toma el gobierno y a la dureza de la calle, no el propio gobernador y sus secuaces; por lo tanto, es inadmisible que nos pillen de tal manera.
Ya imagino que la próxima disposición será que no podramos expresarnos en los diarios.

El plural de yogur es yogures.
El arrecife de Isla Verde, ubicado en la punta del medio que divide las dos playas de Isla Verde, en Carolina, es un lugar que debe protegerse ya que cuenta con cuatro especies en peligro de extinción y una diversidad de peces, invertebrados y corales. Es por esto que desde el 2006 comenzamos una iniciativa comunitaria con el fin de proteger este lugar.
El Proyecto de la Cámara 3721 fue aprobado y firmado por los presidentes de la Cámara y del Senado. En estos momentos estamos esperando por la firma del gobernador Luis Fortuño para que se haga realidad la primera reserva marina de arrecifes de coral.
Hemos recogido 3,600 firmas de endosos y contamos con el aval de la Junta Interagencial de Playas, del Departamento de Recursos Naturales y Ambientales, de la Corporación de Turismo y del Programa del Estuario de la Bahía de San Juan.
Señor Gobernador, nos dirigimos respetuosamente para solicitarle que firme el P. de la C. 3721 para que la Reserva Marina Arrecife de Isla Verde sea una realidad para el bien de todos.
