Moscow’s ‘Imperial Federalism’ Sparking Federalist Demands Within Russia, Shtepa Says

Staunton, August 4 – Moscow’s adoption of ‘imperial federalism’ as a strategy to extend its power over neighboring countries is sparking a variety of demands within the Russian Federation for moves toward making that country a genuine and not only a nominal federal system, according to Vadim Shtepa.
In an article on Rufabula.com, Shtepa, one of Russia’s leading federalist writers, surveys what is becoming an ever richer and more diverse set of actions within the Russian Federation with regard to the possibility of changing center-periphery relations.
The power of federalist ideas in the population is shown by the way in which the Siberian March was transformed from being an “artistic action” into something more political, the unintended result of Moscow’s efforts to link it with what the Russian authorities are themselves promoting in Eastern Ukraine, the federalist says.
Siberian regionalists, from the 19th century to the present, Shtepa says, are not separatists but rather against the European portion of Russia taking so much from Siberia and giving “practically nothing” back. But “from an imperialist point of view,” even raising that issue looks like and is treated as if it were separatism.
“The stereotype that the unity of the country is maintained only by the centralization of all resources and that all other models of state arrangements threaten ‘disintegration’ have turned out to be even stronger now than they were in the century before last,” Shtepa continues, as Moscow’s reaction to the Siberian March shows.
In doing this, Moscow is falling into the trap of ‘the Streisand effect’ in which “efforts to prevent information from being disseminated have the unintended effect of leading to its broader dissemination.”
Shtepa says that he agrees with commentator Leonid Volkov that the Russian Federation is “a fiction” and “a farce,” something Moscow supports abroad but is very much opposed at home. That problem has its origins, he says, in the 1992 Federation Treaty which was not among federal units but between Moscow and each of them.
According to Shtepa, “the Siberians are returning the meaning of federalism to its original ones” because “genuine federalism has a regionalist nature, that is, it is based on regional civic self-administration.” It is not ethnic. Siberians are mostly ethnic Russians “but in their worldview, they are extremely far from Russian nationalism, which today most often has a unitary-centralist character.”
Shtepa criticizes the current writer for referring to Karelian republicans as “nationalists,” in a Window on Eurasia. He said such references elicited “ironic smiles” among the followers of that trend. The Karelian republicans are seeking not an ethnic state but a regional unit within the Russian Federation. The same thing, he continues, is true among the Ingermanlanders and Koenigsbergers.
Shtepa does not deny that nationalism can affect regionalist movements. At the same time, he argues that those like historian Daniil Kotsyubinsky, who say that “an empire in principle cannot be a federation and therefore is condemned only to disintegration” are wrong. Empires can evolve in many ways, as Germany, for example, has.
But more important than examples of such evolution is what he calls “the unconstructive” nature of suggestions that the Russian imperial state can only disintegrate. From “a purely psychological point of view,” that will not help the regionalists win support; and it will give Moscow an excuse to crack down on them.
Shtepa says that in the current environment, the ideas expressed in the Manifesto of the Congress of Federalists are once again extremely relevant. Those were developed jointly by various regional movements on the basis of the upsurge of civic activism in 2011-2012 and can guide the Siberians and others as well.
Failure by such movements to avoid separatist slogans would be “a major mistake,” he says, because “among various Russian oblasts and republics are a multitude of human and economic ties. Why disrupt them?” Instead, what has to happen is to make them “’horizontal’ and ‘equal’” instead of all being subordinate and “’vertical.’”
“The Siberian March is an enlivening of full-fledged Russian federalism based on the mutual interested inter-regional links. The imperial defenders who are prohibited it are in fact violating the federal bases of the Constitution and themselves much answer before an independent court,” Shtepa concludes.

Few visions could capture the overwhelming human cost of the First World War quite so well.
A sea of blood-red ceramic poppies flows out of the Tower of London and into the dry moat – one flower to represent every life lost.
The installation, to be officially unveiled tomorrow, has been created to mark 100 years since the day Britain went to war with Germany in 1914.

One hundred years to the day since Britain entered the Great War a spectacular 'poppy explosion' was held at Bovington Tank Museum in Dorset.
It was followed by a mock battle involving members of the Great War Society group who dressed as the 4th Battalion of the Middlesex Regiment.
At 11pm on August 4, 1914, Britain declared war on Germany, ushering in four years of appalling tragedy.
Before the armistice was signed on November 11, 1918, millions of lives were lost, including more than 750,000 British and Commonwealth soldiers.

    FBI Refuses To Let Public Know How Its Drone Usage Affects Their Privacy

    The FBI's production of privacy impact assessments (PIAs) lags far behind its deployment of privacy-impacting technology. From facial recognition software to Stingray devices to its drone usage, the FBI has always violated privacy first and assessed the damage later. In some cases, it hasn't bothered to assess the impact at all, despite repeated assurances to questioning lawmakers that the required report (and it is required) is (forever) nearing completion.
    Its biometric database, which pulls in photos from all over the place for its facial recognition software to peruse, rolled out without the required PIA in 2012. Two years later, the FBI is still promising Eric Holder that the PIA will be completed literally any month now, even as it hopes to have the system fully operational by the end of the 2014 fiscal year.
    It has supposedly cranked out a PIA for its drone use -- again lagging far behind its first reported deployments in "late 2006." But the public apparently isn't allowed to know how the agency's drone use impacts its privacy. Instead of placing the assessment on its website for public viewing (the default method), the FBI has stashed it behind every shady government entity's favorite FOIA exception: b(5).

    Federal law requires the FBI to assess surveillance technologies for potential privacy and/or civil liberties issues. These technology assessments are typically prepared for public posting and review. When it comes to drones, however, the FBI has redacted these privacy reviews in full…
    Even the cover sheets have been withheld. The reviews are recognizable only from their titles as provided on the disc of responsive documents sent in May: “1218644-0 - Drone PIA - Drone PIA.PDF” and “1218644-0 - Drone PIA - Drone PIA-Drone PIA Section 2.PDF.”
    While the DOJ does allow for redactions and the withholding of documents for certain reasons ("classified, sensitive otherwise protected information"), it also requires responding agencies to file a document stating their reasons for withholding PIAs. The FBI also withheld 
    this
     document -- assuming it even exists. 
    If I was a betting man, I'd say it's going to 
    take a lawsuit
     to get this assessment released. The government's track record on transparency is horrific, even without the specter of "terrorism" or "drugs" being cited in the FOIA refusal. Since the FBI deals with both, it's a given that it will fight to withhold information that concerns its surveillance programs' impact on the public from the same public whose privacy it's invading. A Privacy Impact Assessment should never be private. While some information will probably need to be redacted, the complete refusal to release this document should be taken as an insult by the public, and as a further indicator of the government's inherent untrustworthiness.

    The presidents of Azerbaijan and Armenia are expected to meet for talks this week to try to calm tensions over the disputed territory of Nagorno-Karabakh after some of the bloodiest clashes since the two sides signed a ceasefire in 1994.
    Azerbaijans defence ministry said 14 of its soldiers had been killed in multiple confrontations, which began on 30 July. According to Azeri news agency APA, Armenian reconnaissance groups tried to cross the contact line along the border, and Azeri armed forces responded.

    Mysterious Siberian Holes Now Classified As “Potential National Threat”

    A stunning new report issued by the Ministry of Defense (MoD) on the mysterious “holes” recently discovered in two Siberian regions states that President Putin earlier today “administratively informed” both the Arctic and Antarctic Research Institute (AARI) and Institute of the Earth Cryosphere (IEC)that all information relating to this phenomenon is now classified as “Of Special Importance” due to its relation to what could “potentially be a national threat”.
    “Of Special Importance” is the highest security classification level and refers to information which, if released, would cause damage to the entire Russian Federation. All relative data falling under this classification must, also, first be submitted to the Federal Security Services (FSB) highly secretive Scientific and Technical Services unit formed under Article 11 provisions prior to any of it being released to other state organs.
    Of the phenomenon itself being investigated by the AARI and IEC compelling this order from Putin, this report says, are three massive holes of “uncertain/unknown” origin recently discovered in the above the Artic Circle regions of Yamalo-Nenets Autonomous Okrug on the Yamal Peninsula, and on the Taymyr Peninsula located in the Siberian Federal District.
    According to AARI/IEC data relating to these nearly exact holes, this MoD report continues, their surface opening measurements have been described as being: 80 meters (260 feet), 14 meters (45 feet) and 4 meters (13 feet) with varying depths “yet to be determined” due to their being partially filled with water thawed from the permafrost all of them were discovered in.
    Further initial examination on one of these holes by Doctor-Scientist Marina Leibman of the IEC, this report says, revealed it to be of recent origin with her also stating her belief it was caused by a buildup and release of methane gas.
    Subsequent reports, however, from both the AAIR and IEC reveal these holes to have possibly contained “unknown atmospheric objects” with MoD experts likening them to “hardened” missile silos [photo 2nd right] due to their cylindrical shape [photo 3rd right] and their apparently being drilled well into, and below, the permafrost layer.
    Even more “puzzling” about these holes, MoD experts in this report say, was not the outward ejection of material from them, but there not existing anywhere near these three “blast craters” the amount of ejected material [photo bottom right] one could expect should an internal methane explosion have occurred. [See video HERE]
    For example, this report continues, with the (approximate/classified) silo dimensions of a R-36intercontinental ballistic missile (ICBM) having a depth of 46 meters (150 feet) and a diameter of 12 meters (40 feet), the volume of material ejected would equal 57,455 cubic meters (188,496 cubic feet), an amount of ejected material not found even close to this number near any of the three holes examined.
    What is more likely involved with these three holes, this report speculates, and based upon the “observed and examined” ejected material, was that each of these three holes contained “atmospheric objects” of “unknown/uncertain” origin which by their absence one can conclude they were “activated” and then launched.
    To what could have “triggered/activated” these “atmospheric objects” into launching, this report continues, are the unprecedented magnetic fluctuations now occurring over the Siberian region which the European Space Agency (ESA) at a conference in Copenhagen in June warned about by stating that the Earth’s north magnetic pole is drifting south toward this area at an accelerating rate.
    According to this recent ESA data, which showed that the dynamic magnetic field that protects the planet from radiation has weakened, measurements taken last year by Swarm satellites also confirmed that Earth’s magnetic field is weakening, with dramatic declines over the WesternHemisphere.
    With the last magnetic pole reversal for Earth occurring over 780,000 years ago, but with knowing too that over the course of the last 20 million years the pattern of pole reversals has been at a steady 200,000-300,000 years, this MoD report concludes, it cannot be ruled out that these mysterious “atmospheric objects” recently ejected from Siberia may be some type of early warning system of a catastrophic event about to occur.
    And based upon today’s order by Putin now classifying all of the data from these mysterious holes as being of the utmost importance to the Federation, one should certainly take heed as more evidence piles up that our Earth may be in more trouble than many realize.

    Russian Intelligentsia Again ‘Changing Its Signposts’ to Collaborate With Regime

    Staunton, August 4 – Many members of the Russian intelligentsia are repeating the mistake their predecessors made a century ago, engaging in what can be called an updated version of the ‘Change of Signposts’ movement to justify collaboration with an authoritarian regime, according to Livejournal blogger Kitty Sanders.
    In a post yesterday, she noted that “the Smenovekhovtsy [‘Change of Signposts’] movement was an ideological trend of the collaborationist type connected with the transition of the oppositionally inclined Russian intelligentsia to the side of the Bolsheviks” which got its name from a book some of its adepts published.
    Among the most notable of this group were Nikolay Ustryalov, Aleksandr Bobrishev-Pushkin and Yury Klyuchnikov, who declared that “the Bolsheviks have changed and have begun to act in the interests of Russia.” Consequently, its members said, it was time to stop opposing them and start “cooperating with Soviet power.”
    Most Bolsheviks, including Lenin, viewed these people as useful fools who could be played for propaganda purposes and then destroyed. This attitude has led some to think that theSmenovekhovstsy were simply a Soviet plot. But in fact, the movement was too widespread as its repetition shows to have been or be only that.
    The ‘Change of Signposts’-people justified what they were doing by pointing to NEP as showing the Bolsheviks’ adaptation to the past, by noting its commonalities with some of the imperial forms of governance and especially, by arguing that “Russia is in danger” and that it “is threatened by disintegration.”
    “Today,” the Russian blogger says, “history is repeating itself with surprising precision. The Russian intelligentsia, as in former times, is divided into socialist, national-patriotic, and liberal branches,” each of which talks about Russian traditions and populism and each of which has found its own reasons to engage in its own ‘Change of Signposts’ moment now.
    Members of each trend, sometimes with tears and sometimes in exaltation, are changing their attitudes toward the regime, shifting from “anti-imperial and anti-Kremlin” positions to the exact opposite on the basis of what they say they see as a change in the regime in the directions that they want.
    The “master” to which they are subordinating themselves “characteristically remains the same: Putin is a neo-Bolshevik who was sufficiently clever to begin his career not with ‘war communism’ but with NEP,” and who then engaged in “the expropriation of the property of disloyal oligarchs.”
    Little by little he has been building a new ‘iron curtain’ and building alliances with “left-fascist countries and politicians,” all of whom are united by hatred for the United States. It is worth recalling, the Russian blogger says, that “the Bolsheviks had exactly the same allies” at one point.
    Moreover, like the Bolsheviks, Putin has been extending his system abroad into Georgia and now Ukraine, just as Lenin tried to do in Georgia, Ukraine, Hungary and Poland, albeit with much less success in the case of the latter two. Like the Bolsheviks, Putin uses slogans about the need to protect an allied group abroad against European values.
    In response, “the entire political spectrum of the current Russian political intelligentsia is going through its ‘Change of Signposts’” moment, and the Russian blogger devotes her attention to the evolution of the views of communists, nationalists, and liberals in that direction, noting that the change has been – again, like 90 years ago, hardest for the nationalists.
    “Very few people have preserved an adequate sense of reality and an understanding that ‘against the West for autarchy’ automatically means ‘badly’” because there is little chance that the current regime will develop or end well. Russian liberals have fallen short particularly often in the case of Ukraine, saying they are all for democracy but against what Russian television has taught them to call the Banderites.
    “Unfortunately,” she continues, “history has not taught any of these politically active people anything.” They do not see that the authorities are not adapting to what they said they wanted; they are adapting to the authorities “in a one-sided manner” and “they do not understand” that if history continues to repeat itself, “the result will be very predictable” and bad.
    What makes the current form of collaborationism especially appalling, the blogger suggests, is that it is being engaged by people who still have the chance to challenge the existing regime rather than those who won’t when the regime is fully established. That means that the collaborators are helping the regime not just to function but to be set up.
    “If the classical collaborationist doesn’t ask whether he would find himself under the power of the aggressor, the ‘Change of Signposts’-type seeks out the dictator in order to be under his power and to cooperate with him,” she writes. “He doesn’t simply ‘snitch to the Gestapo.’ From the beginning he does everything to ensure that the Gestapo will emerge and then he begins to snitch.”

    No Palace Coup in Sight for Russia | News

    When the U.S. government announced its first round of sanctions against President Vladimir Putin's friends over the Ukraine conflict in May, it made no bones about their aim: Increase the cost for them of Putin continuing his course and they will influence him to back off or, ultimately, throw him under the bus.
    The sanctions quickly began to hit some where it hurts. Billionaire Gennady Timchenko, whom the U.S. Treasury Department has described as someone whose "activities in the energy sector have been closely linked to Putin," found that his wife was unable to pay for her back surgery in Switzerland in May when all his credit cards were suddenly blocked.
    Timchenko, 61, has been friends with Putin for more than 20 years, and his labrador Romi is a daughter of Putin's favorite labrador Koni, he said in a rare and outspoken interview with ITAR-Tass published Monday.
    In the interview, Timchenko said that business elites would not turn on Putin over sanctions and that he would be willing to give up all of his assets, estimated by Forbes in 2014 to stand at $14.3 billion, to the state "even tomorrow."
    "We have encountered certain difficulties because of sanctions, but they are negligible when compared with the country's goals," he said, ruling out any expectation that he, along with other Putin's longtime friends Yury Kovalchuk, Arkady and Boris Rotenberg, who were also sanctioned, will pressure Putin to change course.
    "It is naive to think that with such methods anyone will scare us or force us to retreat," he said, apparently admitting that there is a cohesive group surrounding Putin.

    Putin's Elite, Tamed and Loyal

    The people who have had sanctions slapped on them constitute a particular group of the president's longtime friends whose wealth has increased exponentially since Putin came to power at the end of 1999.
    For instance, Kovalchuk, the largest single shareholder of Bank Rossiya, is described by the U.S. Treasury as "a close advisor to President Putin, [who] has been referred to as one of his 'cashiers.'"
    In addition, the sanctions targeted government officials, mostly Putin's former colleagues from the security services, heads of key state companies and some of Putin's mouthpieces in the Duma and the Federation Council.  
    The overall group is described by the U.S. Treasury as "Russian government officials and members of the inner circle."  

    Carrot and Stick

    Over the years in power, Putin has developed a carefully crafted system in which he stands as the arbiter between different individuals and elite clans, Kremlin-watchers say. No figure has risen high enough to potentially replace him, with President Dmitry Medvedev's political ambitions strictly controlled during his term: At no point did Medvedev's ratings surpass Putin's.
    The country's elite has been tamed by the carrot and stick policy, with the imprisonment of oil tycoon Mikhail Khodorkovsky in 2003 acting as an example of what could happen if any powerful strongman attempted to rival Putin on the political scene. Those who stayed away from politics were allowed to keep their assets, often privatized by bogus schemes in the 1990s, and multiply their value.
    Since the mass protests in 2011-2012 in Moscow and other large cities, the government has prevented any alliance between potentially disloyal elites and the opposition-minded masses by raising the cost for both: Stronger punishments were introduced for civic activity, while law enforcement agencies began corruption crackdowns on those who were suspected of funding the opposition.
    Even a year before the political crisis in Ukraine erupted, leading to the worst standoff between Russia and the West since the Cold War, Putin initiated a campaign to repatriate as much as $1 trillion in capital held by companies and high-ranking officials abroad, thus isolating the ruling elite from the West.
    "How can you trust an official or politician who makes bold statements about the wellbeing of Russia, but then tries to move his funds, his cash abroad?" Putin said at the end of 2012  in his state of the nation address.
    As a result of this set of policies, Putin has secured his position as the unrivaled center of gravity for the Russian political scene. Eighty-five percent of Russians approve of Putin's policies, according to a July survey released by the independent Levada center pollster. The poll was conducted among 1,600 respondents with a margin of error not exceeding 3.4 percent.
    In this situation, questioning Putin's role is absolutely unimaginable, according to Yevgeny Minchenko, director of the International Institute of Political Expertise.
    "Toppling Putin from the top is impossible given the present level of public support for the president," he said in a phone interview.

    Does the West Want Regime Change?

    At the same time, in an op-ed last week Dmitry Trenin, director of the Carnegie Moscow Center, said that the real struggle now is not over Ukraine, but over Russia.
    "The Kremlin sees the U.S. goal as being not so much stopping Russian support for the Donbass rebels, or even getting Moscow to withdraw from Crimea, but as toppling the Putin regime," he wrote.
    Some commentators in the West have made similar suggestions. Author Ben Judah suggested in an article for Politico magazine last week that the West should think "what guarantees and concessions could it offer the Russian elite to tempt them away from Putin."

    Too Dependent on Putin

    According to Andrei Piontkovsky, a veteran Russian political analyst who is also active with the opposition movement, Timchenko and other members of the inner circle are too dependent on Putin to think of replacing him with someone else.
    "They are always ready to give everything away to Putin because he is always prepared to take it himself," Piontkovsky told The Moscow Times in a phone interview.
    At the same time, according to Piontkovsky, the sanctions aim to pressure Russia via two channels: the elites and the public, with the former goal being much easier to achieve.
    "Russia has a long history of palace coups: Khrushchev was replaced like this, not to mention all the tsars," he said.

    Consolidation Rather Than Dispersion

    Despite historical parallels, so far the sanctions have only served to consolidate the elite, according to Minchenko.
    "The West has tried to attack those who are in the same boat as Putin, but they have not realized that these people have nowhere else to go," he said.
    "What I heard from many high-ranking representatives of Russia's political elite is that sanctions have not changed much for them, as they were already considered second-class citizens in Europe and the U.S.," Minchenko said in a phone interview.
    "The Americans will not be able to give the elite any guarantees, and also these people have seen how they treated those who helped the U.S. to overthrow Saddam Hussein in Iraq, while Putin's policy has always been to protect those who are loyal to him," Minchenko added.

    Oligarchs' Defense

    The publication of an interview with Timchenko was clearly no coincidence, according to Alexander Konovalov, president of the Institute of Strategic Assessments in Moscow.
    "Clearly Putin gave him his blessing to do this," or the idea even came from the Kremlin, Konovalov told The Moscow Times.
    "But I don't think that members of this privy council have come together and decided that they will now launch some kind of offensive. They understand that they are in a subordinate role and that their role is very limited," he said.
