Ukraine's President Petro Poroshenko said he will submit a bill to parliament next week granting parts of the separatist east greater autonomy, but keeping them part of Ukraine. Poroshenko announced the move at a cabinet meeting on Wednesday. He promised special status to some areas of the rebel-controlled regions of Donetsk and Luhansk, but he rejected any talk of "federalization" or total independence. Pro-Russian separatists have been battling government troops in eastern Ukraine in recent months. Last week, Ukraine's government and the rebels agreed to a cease-fire that appears to be holding for the most part, despite some violations. On Tuesday, Russian President Vladimir Putin said he is committed to peacefully resolving the Ukraine crisis. The Kremlin’s press service reported that Putin spoke by telephone with Poroshenko and that the two leaders focused on shoring up the cease-fire deal reached last week. Also Tuesday, the United States said it was finalizing measures to broaden sanctions against Russia for its actions against Ukraine. Ukraine and NATO accuse Russia of providing direct help to the separatists, but Russia denies doing so. The rebellion in eastern Ukraine, launched in April by pro-Russian separatists, has killed more than 2,600 people and created tens of thousands of refugees.

U.S. lawmakers are speaking out on the eve of President Barack Obama’s address outlining U.S. plans to combat radical Islamic State fighters. Both parties say action is warranted, but some disagree on whether Congress must authorize the use of force. For months, Republican lawmakers have slammed the Obama administration’s response to chaos and fanatical militancy in the Middle East as timid and tardy. Now, with the president set to lay out his strategy for taking on the Islamic State, some Republicans are, for the moment, moderating criticism while continuing to urge bold action. “The threat from ISIL is real, and it is growing," said Senate Minority Leader Mitch McConnell. "It is time for President Obama to exercise some leadership in launching a response.” That message is echoed by Democratic Senator Jeanne Shaheen. “They [Islamic State] have threatened to conduct terrorist attacks internationally, including here in the United States," she said. "We must hold ISIS accountable for their despicable acts.” Some lawmakers of both parties say Obama need not secure congressional authorization to strike against Islamic State fighters who control territory in Syria and Iraq. Republican Senator Ted Cruz is not one of them. Cruz is outspoken in his support of military action. “ISIS is a study in oppression and brutality," he said. "The response must be, principally, military.” But Cruz, who accuses Obama of weakness in combating global terrorism, said any action taken against the Islamic State group must be approved by Congress. “The president is reportedly considering an action that could last as long as three years," he said. "If this is, indeed, the case, then it is incumbent on him to come to Congress and lay out his strategies.” In the House of Representatives, Republican Speaker John Boehner was repeatedly asked if congressional authorization is required and repeatedly gave a cryptic response. "What I am hoping to hear from the president today is a strategy that goes after ISIS, and destroys them,” he said. Overall, Democrats are sensitive to criticism the president has been slow to act. Florida Senator Bill Nelson took to the floor to note that Obama has already ordered air strikes in Iraq that have halted Islamic State advances on key cities and infrastructure targets. Lawmakers of both parties say they will watch the president’s speech Wednesday with great interest.

Staunton, September 9 – In his latest update on Stalinism as “effective management,” Vladimir Putin has disbanded Russia’s Regional Affairs Ministry, yet another sign of his drive to further centralize the country, eliminate any serious discussion of Russia’s regions and their problems, and thus undermine any chance that Moscow will have an effective nationality policy.
Yesterday, Vladimir Putin disbanded the Russian ministry for regional affairs and two other bodies responsible for overseeing Moscow’s relations with its regions and with the non-Russian nations who populate many of them.
At one level, of course, his move is nothing more than the latest indication of a problem Moscow has faced since the dawn of Soviet times: Were the Kremlin to give any one agency enough power to deal with the multi-faceted nature of regional and ethnic issues, it would be creating a monster that could threaten itself.
Consequently, the Soviet and Russian governments have been reluctant to allow “nationalities ministries” to function for very long – Stalin headed the first one from 1917 to 1922 and Putin disbanded the post-Soviet one at the start of his rein – and have frequently shifted responsibility from one region to another.
But this Putin initiative appears to many to be more than that, to be instead an effort to downgrade regions and non-Russian nations even further than he already has. As Vadim Shtepa bitterly commented on Facebook: What Putin has done is “correct” because “in Russia there are no regions; the slavishly obedient provinces are unworthy” of this term.
And soon, the prominent regionalist writer said, the Kremlin will ban “the term ‘regionalism’” as well as the agencies responsible for dealing with regions and nationalities. That would be consistent with Putin’s Stalinist and Orwellian dispositions: no region or nationality – no problem.
Or as Kavkazskaya Politika’s Anton Chablin put it, “the dissolution of the federal ministry marks a turning away from a clearly defined nationality policy” toward a situation in which the regions and non-Russians will be affected by general policies but will have fewer chances to ensure that these policies take their needs into account.
According to Chablin, the dissolution of the regional affairs ministry and the distribution of its functions to other ministries whose primary responsibilities are to other larger issues or only to specific regions as in the case of the ministries overseeing the Far East, the North Caucasus and occupied Crimea end hopes of creating a nationalities ministry under Putin.
Instead, they suggest, Chablin argues, that Russia is shifting from the “Brazilian” to the “Canadian” model of regional policies and is likely to carve out additional ministries for particular regions rather than for all regions of the country as a whole. Russia now has three such regional ministries; Canada has five.
Despite Prime Minister Dmitry Medvedev’s promise that all the functions of the regional affairs ministry will continue to be met, albeit by offices in other ministries, many are skeptical about that. This is not only because the focus of these other ministries is different and regional and national issues are thus going to be treated at a lower level but also because of the loss of expertise.
Preserving that expertise is a major concern of those working in the area. As Vladimir Zorin, deputy director of the Moscow Institute of Ethnology and Anthropology told Nazaccent.ru, however one assesses the quality of the work of the now disbanded ministry, it contained “a literate collective of professionals who knew well the ethno-political realities of the country.”
In the new set of structures, these professionals are likely to be cut out and with them the knowledge needed to guide Moscow through the complexities of regional and ethnic affairs, a development that almost certainly guarantees more errors will be made and many regional and ethnic problems that might have been “solved” will now grow into bigger and more threatening ones.

U.S. lawmakers on Tuesday reviewed federal government programs that provide billions of dollars in surplus military equipment to civilian police departments. The action comes amid growing calls to end to the so-called "militarization" of local law-enforcement agencies, following last month's police response to protests in Ferguson, Missouri. Events in Ferguson drew worldwide attention when local police, dressed in military uniforms with assault weapons and armored combat vehicles, fired tear gas to break up demonstrations over the shooting death of unarmed black teenager Michael Brown by a white police officer on August 9. During a Senate Homeland Security Committee hearing Tuesday, Missouri Senator Claire McCaskill said the use of combat equipment in Ferguson was unnecessary. "Officers dressed in military fatigues are not viewed as partners in any community. Armored military vehicles, even if they are painted black and used with the utmost discretion are, by definition, intimidating," said McCaskill," said McCaskill. McCaskill and other lawmakers are looking into several federal government programs that give surplus military weapons and equipment to local police forces. Since 1997, the Defense Department has given away five billion dollars worth of equipment - meant to be used to fight crime and terrorism. and respond to disasters. Kentucky Senator Rand Paul opposes this. "Many of the police forces actually think that this equipment would be good for riot suppression in a big city, in an urban area and you [the Department of Defense] are specifically instructed that it is not for that. By supplying all of this free equipment, much of which is frankly inappropriate, and really should not be on anybody's list of authorized equipment," said Paul. Defense Department officials say the military equipment and supplies are useful to law enforcement agencies. But Alan Estevez, the Undersecretary of Defense for Acquisition, said the Pentagon cannot monitor how the equipment is used. "I think we need to review all of the equipment that we are providing, Senator. And as I said, we at the Department of Defense do not push any of this equipment on any police force. The states decide what they need," said Estevez. Saint Louis newspaper photojournalist Wiley Price covered the Ferguson unrest. He says people were surprised to see police driving around in military vehicles, pointing assault weapons at them. "Other photographers were questioning each other about what was going on and this went on for three or four days. And police aggravated peaceful marchers when they were just standing there chanting," said Price. Western Kentucky University Criminal Justice Professor Jim Bueermann told lawmakers he supports giving police military equipment -- but with more training on when it is appropriate to use. "If there is any silver lining that comes out of the event in Ferguson is that we begin this discussion that should have happened in 1997, not 2014, about how we use this equipment, whether it comes from a federal program or out of a city's general fund in an appropriate way that doesn't damage the relationship police have with the community," said Bueermann. Lawmakers say they will continue to review government programs that provide military equipment to domestic police departments. Meanwhile the Obama Administration is conducting its own investigation into the program - hoping to avoid the kind of police response in Ferguson that sparked so much outrage and controversy.

From too cautious to too slow, there has been no shortage of criticism for President Barack Obama's foreign policy decision-making, as world crises from Iraq to Ukraine seemingly ratchet out of control. As the president prepares to lay out his strategy for dealing with the threat posed by the Islamic State militant group, some hope Obama will refocus and take more deliberate action on the world stage. A sense of urgency seemed to grip the administration after Islamic State militants released videos showing the beheadings of two American journalists. The Islamic State group already had overrun portions of Iraq, leaving Republican lawmakers and other critics to question the president's foreign policy approach on world crises. "We cannot engage in photo-op foreign policy, or press release foreign policy of dropping a bomb here or shooting a missile there and not having a strategy that is dictated by clear and direct military objectives in the furtherance of U.S. national security interests," said Republican Senator Ted Cruz. Even members of his own party have accused Obama of being too cautious and displaying a lack of urgency in Iraq. Ken Sofer with the Center for American Progress countered that while the president's approach may not be "sexy" to critics who are advocating for immediate military action, his decision-making is strategic and takes into account the long term. "One of President Obama's biggest strengths is that he is very deliberative. He does not overreact in situations and he largely looks at these different foreign policy crises and assesses what are the threats to U.S. interests and U.S. opportunities and U.S. citizens," said Sofer. Some say President Obama's cautious foreign policy approach, including his reluctance to engage militarily, has contributed to a sense of American disengagement with the world. This perception comes at a time when other nations are looking to the United States for leadership in dealing with these crises, not just in Iraq, but in Ukraine, where Russian tanks have rolled across the border. "I think the president was trying for a couple of years to see if there were substitutes and I hope that he has now realized that even as the United States needs to work with coalitions and partners, there is nobody else in this international system of the 21st century so far that can play a leadership role," said the Brookings Institution’s Michael O'Hanlon. O'Hanlon said there is still time for Obama to shift his foreign policy focus toward more decisive action and rely less on other nations to take a greater leadership role. Despite this, the White House says the president is seeking out willing partners to fight what the secretary of state has said poses an "imminent threat" to the United States.

Staunton, September 8 – Anyone watching Moscow television would conclude that “there is no more important news than the situation in Ukraine and the intrigues of NATO,” Olga Filina says in today’sOgonyok, but those who follow Russia’s labor market say that “the most important news” involves the spread of protests by workers who haven’t been paid.
According to the Moscow Center for Social-Labor Rights, there are now slightly more than one new strike every working day somewhere in Russia, increasingly about wage arrears and reflecting growing social dissatisfaction. The declining role of unions means that these strikes can develop in unpredictable ways.
That trend represents a departure from what had been the case between 2010 and 2013, when labor actions were “not ‘wild’ but institutionalized,’” Peter Bizyukov of the Center says. Now, workers are acting on their own and making the kind of demands for immediate recompense that their unions had often avoided.
Statistics bear this out, Filina says. In 2013, 42 percent of labor actions involved complaints about how companies were operating; in the first six months of this year, “50 percent of the protests were not coordinated by the trade unions and were in essence spontaneous protests,” up from 35 percent only 12 months ago.
The labor ministry has developed new legislation that will increase fines on those companies which owe their workers back wages, but as the Ogonyok journalist notes, “experts are not certain” that this will help or prevent more ‘Pikalyovos.’ The situation in Pikalyovo required Putin’s personal intervention, but there is no “instrument available for saving the workers of the entire country.”
Karin Kleman, director of the Collective Action Institute and a researcher at St. Petersburg State Humanities University, says that what is happening now recalls the events of the early 1990s, but there are two important differences: the trade unions established then have been destroyed, and the workers are much less patient than they were.
Biryukov says that “the dramatic nature of the situation is reflected in the fact that the authorities paradoxically are devoting less attention to information about the protests. We have no open official data on the real level of conflicts” in Russia. Rosstat, for instance, records only “actions carried out according to the law,” a tiny fraction of all labor actions.
According to the data that his center has collected, Biryukov says, the number and size of those areas in which spontaneous strikes could break out are growing rapidly and what is perhaps especially frightening is that they now involve not just workers at private companies but in government agencies and offices and in the large service sector.
As Filin notes, “Poland’s Solidarity movement began as a labor conflict and the new Russian arose at a time of the anger of miners.” That is, “unresolved ‘worker’ issues can quickly become political questions.” And that is more likely, they suggest, when people feel desperate enough to act on their own, fighting not just for wages, but for life itself.

Pro-Russian separatists have been patrolling the outskirts of Donetsk from where Ukrainian government troops have withdrawn.
Kyiv and Moscow both agree the fragile ceasefire in eastern Ukraine is largely holding but on the ground tensions remain.
Both sides are gradually releasing their prisoners of war - under the truce agreed last Friday all captives are due to be freed by the end of the week..
But it is in Mariupol where tensions are at their highest.

Ukrainian president looks to make front-line visit as fragile cease-fire holds by Anthony Faiola, Michael Birnbaum
KIEV, Ukraine — Ukraine’s military said Monday that a fragile truce was holding in the east of the country as the Ukrainian president planned a surprise visit to the front-line port city of Mariupol.
The break in hostilities came as government forces and pro-Russian rebels, who have seized territory in eastern Ukraine, regrouped after weeks of increasingly bloody fighting. Divisions about the political future of the country remain as deep as ever, however, fueling skepticism about whether the cease-fire can hold.

Amnesty International's Secretary General Salil Shetty has urged Ukraine’s government to stop abuses and war crimes by volunteer soldiers who fight alongside government troops in eastern Ukraine.
