Russia to Revise Military Doctrine in Response to NATO - NYT

MOSCOW — With NATO leaders expected to endorse a rapid-reaction force of 4,000 troops for Eastern Europe this week, a senior Russian military official said on Tuesday that Moscow would revise its military doctrine to account for “changing military dangers and military threats.”
In an interview with the Russian state news agency RIA Novosti, the official, Mikhail Popov, deputy secretary of Russia’s military Security Council, called the expansion of NATO “one of the leading military dangers for the Russian Federation.”
Mr. Popov said Russia expected that leaders of NATO would seek to strengthen the alliance’s long-term military presence in Eastern Europe by establishing new military bases in the region and by deploying tanks in Estonia, a member of NATO that borders Russia.
“We believe that the defining factor in our relationship with NATO remains the unacceptability for Russia of plans to move military infrastructures of the alliance to our borders, including by means of expanding the bloc,” Mr. Popov said.
Russian foreign policy has long focused on NATO as a threat. Speaking at a news conference in Moscow on Tuesday, the Russian foreign minister, Sergey V. Lavrov, said a recent initiative by the Ukrainian government to shed its nonaligned status and to join NATO could scuttle efforts to negotiate a peace settlement between Kiev and separatists in southeast Ukraine.
Before a NATO summit meeting begins in Wales on Thursday, President Obama is expected to visit Estonia to highlight the United States’ commitment to the military alliance and the alliance’s determination to protect all 28 members from aggression — from Moscow or elsewhere.
On Tuesday morning, an aide to President Vladimir V. Putin of Russia played down but did not deny a report that Mr. Putin had told José Manuel Barroso, president of the European Commission, “if I want, I will take Kiev in two weeks.”
The comments came as Mr. Barroso asked Mr. Putin about Russian troops in Ukraine. Mr. Putin, who has repeatedly denied having any troops there, then turned “to threats,” Mr. Barroso told the Italian newspaper La Repubblica.
Yuri V. Ushakov, an aide to Mr. Putin, said Mr. Barroso’s recounting of a private conversation was “inappropriate.”
“Whether these words were said or not, in my viewpoint, this quote given is taken out of context and it had absolutely different sense,” Mr. Ushakov said.
On a nationally televised call-in show in April, Mr. Putin said, “When the infrastructure of a military bloc approaches our borders, we have grounds for certain apprehensions and questions.”
“We wanted to support the residents of Crimea, but we also followed certain logic: If we don’t do anything, Ukraine will be drawn into NATO sometime in the future,” Mr. Putin said, adding that “NATO ships will dock in Sevastopol, the city of Russia’s naval glory.”
Mr. Popov, the military adviser, also said that Russia believed it had sufficient forces in Crimea “to repel an invasion from a potential aggressor on the territory of the republic.”
“Crimea today is the territory of the Russian Federation, and armed aggression against Crimea will be seen as aggression against the Russian Federation with all of the resulting consequences,” Mr. Popov said.

Артиллерия самообороны также нанесла огневые удары по позициям противника в районе Орлово-Ивановки и Каменки. Удерживая прежние рубежи, вооружённые силы Новороссии продолжают свою, как они сами это называют, "гуманитарно-боевую операцию" в южном направлении, продвигаясь к Мариуполю и Азовскому морю.
Общие потери регулярных войск и Нацгвардии за минувшие сутки - более 20 единиц техники, несколько артиллерийских орудий и более 300 человек погибшими, ранеными и сдавшимися в плен.

Ukrainian forces looked to secure Mariupol in the country's southeast on Monday, as pro-Russian rebels threatened to advance on the major port city on the Azov Sea.
Large tank traps, designed to slow down a rebel attack, were laid down at the eastern approach to the city, and trenches have been dug on the city limits.
Some of the traps were taken from art installations in the city with paintings of flowers and doves still covering their surface.
The new security measures come after a spokesman for the rebels in Novoazovsk, who identified himself only as Alexander, said their plan was to push westward into Mariupol, about 35 kilometres away from their current post, where Russian tanks moved in last week before the city fell to the rebels, following fierce fighting with Ukrainian forces.
Ukrainian President Petro Poroshenko has accused Russia of direct and open aggression in the region.
Meanwhile, Mariupol residents were trying to get on with life as normal, with children beginning a new school year.
School children arrived for their first day of school on Monday, dressed in their finest clothes and carrying flowers for their teachers.
Many parents expressed concern about the latest aggression.
"Of course we are very worried, very much. I'm leading them to school and I'm scared that someone will shoot," said one mother.
Preparations for battle in Mariupol come amid heightened tensions between Moscow and NATO, ahead of the alliance's conference in Wales later this week.
Leaders of NATO member countries are expected to discuss the creation of force that could be rapidly deployed to Eastern Europe.
More than 2,500 people have died in Ukraine since mid-April in fighting between Ukrainian forces and separatists.
More than one million people have been displaced by the conflict in Ukraine, including 814,000 Ukrainians now in Russia with various forms of status, the UNHCR United Nations refugee agency said on Tuesday.
Numbers displaced inside Ukraine by the fighting have nearly doubled in the past there weeks to at least 260,000 and more are fleeing, the agency said.

Reports this morning suggest that Russian, or Russian-backed forces are now in control of the town ofTelmanovo.
Unverified twitter reports suggested combat had occurred in the area:

Telmanovo - the punishers [separatist term for ATO forces] have been smashed. During the clear-out 1BTR, 2 mortar detachments and 20 enemy soldiers were wiped out.
The separatist RusVesna (Russian Spring) news site claimed that the town had been "liberated by the army of Novorossiya."
The report noted that the taking of the town was of strategic importance as it freed up an arterial route for moving forces south towards Mariupol.
On August 27, the ATO press centre announced that reports had been received of a large column of Russian military vehicles headed south from Starobeshevo (which had just fallen to Russian or Russian-backed forces) towards Telmanovo.
No further news of combat in this area came until August 30, when reports and photographs from the area suggested that Ukrainian forces had been engaged in fighting, and that Ukraine was in control of towns lying north of Telmanovo, along the highway to Starobeshevo.
The Ukrainian National Guard announced that the towns of Volnovakha and Komsomolskoye were under Ukrainian control and that defences were being strengthened. There was no indication as to whether Ukrainian forces had encountered or engaged the Russian column described on the 27th by the ATO press centre.
RusVesna meanwhile reported that Volnovakha was also now in separatist hands. This claim has beendenied in Ukrainian media.
We are awaiting further details on this story but, if true, then Russian forces may soon be able to link up both the new 'southern front' near Novoazovsk, and the main front to the west of Donetsk.
