Islamic State militants have threatened to target the White House and kill US troops in a new slickly made video response to Barack Obama's campaign to "degrade and destroy" the organisation.
The video, in the style of a blockbuster movie trailer for what is "coming soon", depicts a masked man apparently about to shoot kneeling prisoners in the head. Towards the end of the clip there is shaky footage of the White House filmed from a moving vehicle, suggesting the building is being scoped out for attack.

Two days before the 2012 presidential election in France, an Ifop poll for Paris Match put the gap between François Hollande and Nicolas Sarkozy at four points. Hollande was seen as the clear favourite, and won the election by 3.5 points.
If this were a normal election we probably wouldnt say, based on current polls, that the outcome of tomorrows independence referendum in Scotland was too close to call. Three polls were released yesterday - all three had the no (to independence) vote ahead by four points. Fourteen polls have so far been released this month. The gap may have narrowed - significantly - but 12 of these polls have still shown no in the lead.

            Staunton, September 17 – Many of the leaders of the radical Islamic State of Iraq and Syria come from Muslim regions of the Russian Federation, and they plan to launch attacks in its regions, coming in via Afghanistan and Central Asia rather than the more direct but more difficult route across Turkey and Iran, according to Moscow experts.

 

            Both the danger of such new jihadist attacks in Russia and this route help to explain, commentator Ruslan Gorevoy says in surveying this expert community, why Moscow has been devoting so much attention to improving security in Central Asia in the hopes of stopping ISIS militants there (versia.ru/articles/2014/sep/15/dzhihad_dlya_rossii).

 

                ISIS has two centers of power, Gorevoy says, the main Iraqi one and the shadowy Syrian one. Most reportage has focused on the former and largely ignored the latter. “Why? Because almost all of its leadership without exception are people from the Soviet Union,” who “speak Russian,” and who know “about all our realities.”

 

            According to the Kurdistan-24 news agency, “up to 80 percent of ISIS groups in Syria are former residents of the North Caucasus and the republics of the Middle Volga.”  The remaining 20 percent, it says, “are former citizens of the Soviet republics of Central Asia. These people speak Russian more often than Arabic among themselves.”

 

            The Central Asian countries have not been able to establish tight control over their borders, even when Moscow has provided as it has in the case of Tajikistan military units. As a result, terrorists can cross them easily and with impunity, and that is the first stage in a campaign against Russia itself, Gorevoy suggests.

 

            He points with alarm to the recent “loss” in Kazakhstan of a 50 kilogram container of Cesium 137, something officials have tried to minimize but in fact likely is the work of terrorists, including those with links to ISIS. As a result, the commentator says, ISIS is approaching Russia’s borders and with nuclear bomb-making materials.

 

            A major reason for the large number of Central Asians and North Caucasians in ISIS, he continues, is that the group pays well. Kyrgyz members are paid on the order of 5,000 US dollars a month, more than twice what gastarbeiters from that Central Asian country could earn in Moscow or other Russian cities.

 

            When they return home, he continues, at least some of these people are prepared to continue the fight for ISIS as recent arrests and seizures of arms in Kyrgyzstan demonstate.

 

            Russian officials have put on a brave face about this, with Chechnya’s Ramzan Kadyrov saying that he can take care of any ISIS operatives who may appear. But experts are less sure about that, at least over the longer term.

 

            Denis Maltsev, a senior researcher at the Russian Institute for Strategic Studies, says that ISIS does not threaten Russia directly at present but that it does threaten to destabilize Russia’s neighbors. And that in turn means, he concludes, that the terrorist threat inside Russia will grow. “It is only a question of time.”

Obama to Get Briefed on Military Plan Against IS

President Barack Obama is due to get a briefing Wednesday on "operational details" of a military campaign to combat Islamic State militants. The president will meet with General Lloyd Austin, the head of U.S. Central Command, to discuss the ongoing effort to build an international coalition to meet his stated goal of degrading and destroying the Islamic State group that has taken over parts of Iraq and Syria. Defense Secretary Chuck Hagel is also participating in the meeting, a day after he told a congressional panel that the effort is "complicated" and will take time.  He also highlighted the need for "effective partners." General Martin Dempsey, the chairman of the Joint Chiefs of Staff, told the same panel that if he thought U.S. military advisers in Iraq needed to accompany Iraqi troops into battle, then he would ask Obama for approval. No US ground troops The president has repeatedly stated he will not send combat troops back to Iraq.  Obama pulled out the last U.S. ground forces from Iraq in 2011 after a nine-year war that toppled long-time Iraqi dictator Saddam Hussein. Dempsey said U.S. advisers are acting "very much in a combat advisory role" and said there is currently "no intention" for them to engage in combat. The United States has carried out more than 160 airstrikes against Islamic State militants in Iraq. General Dempsey said Tuesday if U.S. pilots were shot down, ground troops would be deployed in a search and rescue mission. Obama is asking Congress to approve funds to train and arm moderate Syrian rebels who are fighting against the Islamic State group in Syria as well as waging war against the Syrian government. The president unveiled a four-part strategy to counter the Islamic State last week, including working to cut off terror funding and halting the flow of foreign fighters to the region. Those traveling to Iraq and Syria to fight alongside the militants include Americans. US residents to Syria Andrew Luger, the U.S. attorney for the state of Minnesota, said authorities there are investigating a number of men and women who have traveled to Syria to join militant groups. Luger told VOA's Somali service that more needs to be done to counter the "very clever" recruiters who use organized campaigns to entice people. He said videos and other online recruiting methods are not the means used to get recruits to travel. "It can’t be just online and here is why: an 18-year-old boy who has never traveled before doesn’t get the idea of applying for a passport and buying a plane ticket that costs a thousand dollars on his own. Somebody is part of that," Luger said. "Somebody is giving him the money. Somebody is explaining to him where to go. So an 18-year-old boy doesn’t wake up one day and say, 'I’m going to go to Turkey.' Somebody is teaching them what to do," he said. Luger also said young people in his area, which is home to the largest ethnic Somali population in the U.S., need better education, job opportunities and engagement in order to avoid becoming disenfranchised and losing touch with their communities.

US Congratulates Ukraine for ‘Making History’ in Forging Closer Ties with EU

The United States has congratulated the Ukrainian and European parliaments for simultaneous ratification of Ukraine’s Association Agreement with the European Union. Washington also called on Russia and pro-Russian separatists in eastern Ukraine to honor the Minsk cease-fire agreement. U.S. State Department spokeswoman Marie Harf Tuesday said the people of Ukraine “made history” in forging ahead with the agreement "in the face of great challenges." She said Ukraine’s leaders have "carried out the will of the Ukrainian people, who demonstrated their overwhelming support for further integration with Europe, including with their votes in the May 25 presidential election." At a news briefing, Harf said the association agreement, which brought about the current crisis when it was initially rejected by then-Ukrainian President Viktor Yanukovych last November, represents a loss for Russia, which opposes it. When asked if the delay in its implementation to 2016, seen as a concession to Moscow, is a disappointment, Harf said the U.S. was not disturbed. "Well, we certainly respect the decision and know they’re going through a process. I would note that this is the association agreement that caused Russia to start all of this, that they were so worried about coming into effect so many months ago now. And, not only has it now been ratified by Ukraine, but Russia’s increasingly isolated from the rest of the world. So, it would seem a little bit of a lose-lose for them," said Harf. Ukrainian President Petro Poroshenko called the unanimous vote a “first, but very decisive step” toward bringing Ukraine into European Union membership. European analyst Leslie Templeton Holmes of the University of Melbourne said the decision is both symbolically and economically important for Kyiv. "It makes it absolutely clear to Russia that Ukraine under Poroshenko is turning to Europe. It’s not even going to divide its time, divide its loyalties between Russia and Europe," said Holmes. Yanukovych's move to reject the same association agreement in favor of closer Russian ties last year sparked months of protests in Kyiv that eventually forced him from office. Russia countered by annexing the Crimean peninsula and backing allied separatists, who have battled Ukrainian forces in the east since April. Lawmakers in Kyiv also passed legislation granting three years of self-rule to the Russian-speaking eastern regions of Donetsk and Luhansk. That bill also backs local elections there in November. A separate bill grants amnesty to separatists who have not committed war crimes. Harf cited this as proof Kyiv is trying to de-escalate the conflict. "This is something President Poroshenko pledged many weeks and months ago now, that he would upon taking office.  We understand the new law allows for the use of Russian as an official language, funds new development projects in Luhansk and Donetsk and gives the region the right to former their own police forces, also grants limited amnesty to those who participated in the conflict.  These are steps in line with the spirit of the Minsk agreement that we believe is really key here to de-escalating the conflict and moving forward.  And, these are important steps.  The Ukrainians have done what they pledged to do.  They’ve lived up to what they said they would do.  We haven’t seen the same on the Russian side, and that’s what needs to happen," said Harf. Holmes said that in his view, it is just a matter of time before Luhansk and Donetsk become autonomous regions, but not part of Russia. "I personally don’t think that eastern Ukraine will completely separate. We don’t know how representative the rebels are in any concrete way. If we had [public opinion] surveys, the majority of eastern Ukrainians would vote for greater autonomy, but still within Ukraine, as long as their language rights to use Russian were retained," said Holmes. Poroshenko travels to Canada and the United States this week, where he is to meet President Obama at the White House Thursday and address a joint meeting of the U.S. Congress. Holmes thinks a NATO commitment might be desired by Kyiv, but won’t be forthcoming. "What he might ask for is some sort of commitment to NATO, and I would be very surprised if Western leaders, including President Obama, would give that. I think there’s a big difference between being admitted to an economic bloc and being admitted to a military bloc," said Holmes. NATO says Russia still has about 1,000 soldiers inside Ukraine equipped with combat vehicles and artillery. The West accuses Russia of aiding pro-Russian separatists in Ukraine, a claim Moscow has repeatedly denied. During a Pentagon news briefing Tuesday, NATO commander General Philip Breedlove said Russian troops appear to be moving away from the Ukrainian border. "From a peak of well over 10 battalion task groups inside Ukraine, I believe we’re down to elements of probably four battalion task groups inside Ukraine. The Russians have been removing forces to the east of the Ukrainian border back into Russia. But, make no mistake. Those forces are close enough to quickly be brought back to bear, if required. They [have] not left the area that would allow them to be either a coercive force or a force used for actual combat, if required," said Breedlove. He added that Russian forces inside Ukrainian territory serve two purposes: to keep the flow of support and supply to pro-Russian separatist fighters and to keep pressure on the strategically important port city of Mariupol, as well as ensure any peace agreement is satisfactory to Moscow. Breedlove said that while the September 5 cease-fire remains tenuous, the overall situation is calm.

                Staunton, September 17 – Russian President Vladimir Putin’s suggestion at the end of August that the people of Tatarstan should have the right to decide the title of their republic leader (business-gazeta.ru/article/112750/) has opened a Pandora’s box with some in other republics now demanding the retention of the title “president” for themselves.

 

Yesterday, Murtaza Rakhimov, the former president of Bashkortostan, said that his republic must seek to have a president just “like in Tatarstan” because the substitute title some Bashkirs have proposed isn’t appropriate.  The title “president” must be retained. To do otherwise, he said, would mean that “the system” and not the people has the last word (prokazan.ru/news/view/94977).

 

            Putin and his advisors may think that this is a small thing, something that will mollify non-Russian leaders at a time when the Kremlin continues to push for greater centralization, but in fact, it is likely to spark a new round of debates and demands for more authority to be given to the republics.

 

            If as seems certain Moscow resists that, then tensions between the center and the Russian Federation’s non-Russian republics are likely to continue to grow, quite possibly sparking a new round of declarations like the sovereignty declarations that spread across the RSFSR at the end of Soviet times.

2 Killed in Eastern Ukraine Fighting

Fighting in the rebel-held eastern Ukraine city of Donetsk has left two civilians dead, the first reported since Ukrainian lawmakers voted to grant the region self rule. Municipal officials said two civilians were killed, and three injured, during heavy shelling in a residential neighborhood, but it is unclear when the shelling took place. Civilian deaths in the Donetsk region have continued to rise, despite a cease-fire agreement. On Tuesday, the Ukrainian parliament passed laws granting temporary self-rule to the region and amnesty to rebel fighters, with the exception of those accused of committing "grave crimes." The new laws, which were proposed by Ukrainian President Petro Poroshenko, are aimed at ending a five-month separatist rebellion, which has claimed an estimated 3,000 lives and paralyzed Ukraine politically and economically.
