C.I.A. Director, Admitting Agency Mistakes, Calls for End to Interrogation Debate

WASHINGTON — John O. Brennan, the director of the Central Intelligence Agency, on Thursday acknowledged problems and misstatements during the agency’s former interrogation program as he called for an end to a rancorous debate over brutal interrogation tactics.
Mr. Brennan, in a rare news conference at C.I.A. headquarters, said agency leaders “still fundamentally disagree” with a Senate report that concluded that waterboarding and other so-called enhanced interrogation techniques produced no valuable intelligence.
“There was very valuable intelligence obtained from individuals who had been, at some point, subjected to E.I.T.'s,” Mr. Brennan said.
He would not say whether he believed that the agency tortured any of the terrorism suspects it held and questioned for years. A Senate report this week described instances of prisoners’ being chained to walls for days, waterboarded until they lost consciousness and locked in small boxes.
“I will leave to others how they might want to label those activities,” Mr. Brennan said. “For me it was something that is regrettable.”
Mr. Brennan’s speech came a day after Democratic members of the committee criticized him for the agency’s response to the report. They said the C.I.A.'s response is at odds with a separate, internal review overseen by a former director of the agency, Leon E. Panetta, which they claim is far more critical of the detention and interrogation program. President Obama halted the program in 2009.
“My fervent hope is that we can put aside this debate and move forward,” Mr. Brennan said.
Mr. Brennan was a senior C.I.A. official in 2002 when the detention and interrogation program was put in place. He has said publicly that he opposed the brutal interrogation methods that C.I.A. interrogators used against Qaeda suspects, including the drowning technique known as waterboarding.
Mr. Brennan would not say whether he ever raised objections to the interrogation techniques. “I was not in the chain of command,” he said.

The Myth of the Russian Oligarchs

Moscow’s most popular joke today is unfunny: “Next year Putin, the ruble, and a barrel of oil will converge at just over 63.” Allow me to translate: The ruble will soon be trading at 63 to the dollar, or nearly double what the dollar was worth in Russia a year ago (meaning most Russians will be roughly 50 percent poorer); a barrel of oil will fall to $63 a barrel, roughly 2005-level prices, devastating the Russian economy; and President Vladimir Putin will turn 63. All three predictions are depressingly realistic: The Russian economy appears headed for disaster just as certainly as Mr. Putin will most likely celebrate his next birthday in October 2015. And more likely than not, he will still be president of Russia then.
Conventional wisdom — or conventional hope — among many of the people who would like to see the end of the Putin regime has long been that a turn for the worse in the Russian economy will make the moneyed elite turn on the Russian president. Journalists, pundits and Mr. Putin’s political opponents in Russia have predicted that Western sanctions and the economic disaster they hasten will result in a coup d'état staged by oligarchs. There is just one problem with that argument: There are no oligarchs anymore.
When Mr. Putin became acting president 15 years ago this month, Russia was an oligarchy — indeed the oligarchs, a small group of men who had grown very rich in the preceding decade, were instrumental in picking Putin out of obscurity and installing him at the helm. But within months, he made the oligarchs an offer they could not refuse: give up all of their political power and some of their wealth in exchange for safety, security and continued prosperity, or else be stripped of all power and assets.
He meant it. The media mogul Vladimir Gusinsky, who rejected the new rules, was forced into exile in the summer of 2000, and uber-oligarch Boris Berezovsky followed him a few months later. When the richest man in Russia, Mikhail Khodorkovsky, refused any such bargain, he was jailed and his company was taken away. The process of destroying the Russian oligarchy was completed.
In the 11 years since Mr. Khodorkovsky’s arrest, Mr. Putin has consolidated power into what the political scientist Karen Dawisha calls “kleptocratic authoritarianism.” Its essential characteristic is all-encompassing corruption, which makes all the moneyed men of the Russian elite — and they are all men, and all moneyed — profoundly interdependent. Many of them have held public office during this time, but it has invariably been subject to three interlocking conditions: They had to pay to get into office, and though they could use the office for accumulating greater wealth, they could not use it to wield or gain political power.
Giving up any pretense of independent political action has remained a condition for staying wealthy and safe. When the billionaire Mikhail Prokhorov tried, and rather modestly, to test this condition by reshaping an essentially pro-Kremlin but populist political party three years ago, he was yanked back harshly. Faced with the threat of losing his assets, he then fell back into line. In the new era of economic hardship, he has stayed in line: In his most recent demonstration of loyalty to the Kremlin, a media company Prokhorov owns has just kicked the tiny, embattled independent television company Dozhd (Rain) TV out of a temporary studio on its property.
Over these years of helping Mr. Putin solidify his regime, the Russian rich have not only become entrenched in this corrupt system, but they have lost the very ability to form and pursue a political agenda. Those who predict an imminent coup — a coup by oligarchs as independent actors who can form a coalition to pursue their economic interests — are far off the mark. Imagine, rather, a large number of spiders all living in a single web. As the economy takes a dive, they are compelled simply to hold on for dear life. As the web begins to shrink, they can kick off it some of their weaker comrades — as has already happened with two major Russian entrepreneurs, Vladimir Yevtushenkov and Maxim Nogotkov, whose companies were taken away from them by men richer and more powerful than they. Meanwhile, Mr. Putin, who still sits in the middle of the intricate system he has woven over the course of 15 years, faces no such risk.
Russia’s economic troubles probably mean that the moneyed elite will suffer, with more of its members going into exile or even to jail while their assets are redistributed. As for the rest of the Russian population, more than 140 million people, bad economic news is just bad economic news: It spells out-of-control inflation and real daily hardship. But neither the self-cannibalizing rich nor the newly poor are likely to pose a challenge to Mr. Putin’s power.

Sony Hack Reveals Email Crossfire Over Angelina Jolie and Steve Jobs Movie

LOS ANGELES — Salaries of its top executives. Unpublished scripts. Sensitive contracts. Aliases that stars use to check into hotels. 
Those are just some of the disclosures from a devastating hacking attack on Sony’s movie studio last month. But among all of the information that has spilled forth, perhaps nothing has riveted Hollywood more — and laid bare the machinations at the highest levels of the film industry — than a humiliating email exchange between Amy Pascal, Sony’s co-chairwoman, and the producer Scott Rudin overAngelina Jolie and a planned Steve Jobs biopic. 
On Wednesday, Sony was scrambling to cope with the fallout from the incendiary emails posted byGawker, the tabloid news site, that revealed an ugly internal battle over “Jobs,” an Aaron Sorkin-scripted biopic of the Apple co-founder. Mr. Rudin, who is widely known for his razor-toothed missives and temper, was upset that his favored director for the picture, David Fincher, was being pulled by Ms. Jolie toward a competing Sony movie, a remake of “Cleopatra” with Ms. Jolie in the title role.
Mr. Rudin referred to Ms. Jolie as “a minimally talented spoiled brat” and pressured Ms. Pascal to shelve “Cleopatra.”
Ms. Pascal at times tried to calm Mr. Rudin, whose company is supported financially under a deal with Sony, writing, “This doesn’t need to get crazy.”
By the end, however, “Jobs” had moved to Universal, and Mr. Rudin, according to the emails, told Ms. Pascal that she had “behaved abominably, and it will be a very, very long time before I forget what you did.”
Ms. Pascal then wrote a lieutenant to “get rid of him,” an apparent reference to Mr. Rudin’s deal.
Ms. Pascal declined a request to discuss the exchange. A spokesman for Ms. Jolie said she had no comment.
“This is not about salacious emails being batted around by Gawker and Defamer,” Mr. Rudin said on Wednesday. “It’s about a criminal act, and the people behind it should be treated as nothing more nor less than criminals.”
For Michael Lynton, the chief executive of a music, television and movies unit called Sony Entertainment, the hacking scandal has ensnared him and his company at a time when he was supposed to be on a victory lap. Some in the film industry have speculated that he soon planned to climb the corporate ladder into a job that would add to his responsibilities, perhaps to coincide with a planned move of his home base from Los Angeles to New York.
Mr. Lynton declined through a spokesman to address that talk on Wednesday, but one person briefed on his plans said no change in his corporate responsibilities was in the works.
Recently, Mr. Lynton had won a battle with the activist investor Daniel S. Loeb, who sought improved profitability. The studio announced layoffs, cut its budget, recruited fresh executive talent, and secured much-needed outside movie financing. In early November, Sony confidently projected that revenue would rise by a third over the next three years.
But now Mr. Lynton is instead scrambling to advise both his superiors at the Sony Corporation in Japan and his employees on the studio’s Culver City, Calif., lot as to the extent of the damage and of steps he and they must take to contain it over the coming weeks and perhaps years.
Some computer systems remain down for fear of reinfecting them, and the studio could be two to three months away from restoring all of them.
The studio is insured against at least some of its losses. The final tab is likely to be much less than the $100 million-plus estimates that have been floated by outsiders, one person briefed on the studio’s situation said.
People briefed on Mr. Lynton’s movements said he returned at midweek from a long-planned trip to Japan, where he discussed business strategy and the breach. On Friday, he is expected to address a rare mass gathering of employees.
A veteran of the publishing industry, Mr. Lynton was named chairman of Sony Pictures, a post he still holds, in 2003. In April 2013, the studio said it had renewed his employment contract, but did not disclose its terms.
Executives at Sony say Mr. Lynton has been methodically but quietly engaged since the beginning of the attack — a posture that matches his notably cerebral approach to studio management. At his studio, marching orders are for a rapid return to business as usual.
In that spirit, the studio has rejected any notion that it should scrap “The Interview,” a planned comedy, starring Seth Rogen and James Franco, about the North Korean leader, Kim Jong-un, though hackers who identified themselves as the Guardians of Peace appear to cite the film as a reason for the attack.
On Wednesday, senior movie executives at Sony insisted that “The Interview” would be released as planned on Christmas, but acknowledged that additional security had been ordered for a premiere on Thursday in downtown Los Angeles.
Security experts and law enforcement continue to search for the attackers, who may never be found.
“Attribution is very difficult until there has been a full analysis and even then, it can be impossible,” said Liam O’Murchu, a senior security research manager at Symantec, the security company.
Speaking at a cybersecurity conference on Tuesday, Joseph Demarest, the assistant director with the Federal Bureau of Investigation’s cyber division, said only, “There is no attribution to North Korea at this point.”
The attacks on Sony were orchestrated by command and control centers across the world, including computers at a convention center in Singapore and one at Thammasat University in Thailand, as well as others in Cyprus, Poland, Italy, the United States and Bolivia.
Mr. Lynton and other senior Sony executives have so far not spoken publicly, but memos to employees have been leaked to the media. On Sunday — perhaps in an effort to counter reports that Sony had been lax with its computer security — Mr. Lynton sent a companywide bulletin quoting Kevin Mandia, the chief executive of Mandiant, an online security firm hired to help Sony recover.
“The scope of this attack differs from any we have responded to in the past,” Mr. Mandia wrote. “The bottom line is that this was an unparalleled and well-planned crime, carried out by an organized group, for which neither SPE” — Sony Pictures Entertainment — “nor other companies could have been fully prepared.”
Representatives from the F.B.I., which has been leading the investigation into the culprits, were on Sony’s Culver City lot on Wednesday to brief employees about online security. Some Sony employees have watched in recent days as their identities have been stolen; the leaked information has been used to open false mortgage accounts and even buy women’s handbags at Beverly Hills boutiques.
The crisis recalled an episode 20 years ago when about 200 pages of the studio’s financial documents were leaked to the trade publication Variety. Alan J. Levine, then Sony’s chief operating officer, threatened legal action if the numbers were printed; with that, and some backdoor bargaining, the problem was nipped.
“I couldn’t even dream of how big a nightmare this might be,” Mr. Levine said on Wednesday. “This could actually just be the tip of the iceberg.”

Putin and Modi Reaffirm Bond Between Russia and India

NEW DELHI — As expected, the longtime allies Russia and India signed a raft of agreements here at their leaders’ annual summit meeting on Thursday, expanding their usual set of projects to an ambitious agenda that includes joint manufacture of military helicopters and production of nuclear reactors.
But the most intriguing event of the day occurred across town in a private dining room at a luxury hotel, where Sergei Aksyonov, the barrel-chested prime minister of Crimea, the Ukrainian territory annexed this year by Russia, signed a memorandum of understanding with a group of Indian businessmen who have named themselves the “Indo-Crimean Partnership.”
Mr. Aksyonov, 42, organized a paramilitary force on the Crimean Peninsula early this year as pro-Western protests rose in Kiev, the Ukrainian capital, and he was one of the first people to be singled out by the United States for sanctions. He traveled to India on a plane that carried Russian officials attending the summit meeting, and was flanked by senior Russian diplomats, whom he credited with arranging the event. Interfax, the Russian news agency, said it was Mr. Aksyonov’s “first international visit.”
But both Indian and Russian officials said Mr. Aksyonov had not come as part of the official Russian delegation, and a spokesman for India’s foreign minister said he had not been consulted about the planned event. Russia’s embassy in New Delhi had invited reporters to the event with Mr. Aksyonov, then announced hours later that the press event had been canceled.
As for Mr. Aksyonov, he said he had come to India so he could follow up on an overture from Gul Kripalani, a Mumbai seafood merchant.
“Business is looking for the best place — a place that is calm, where you can protect your capital, where it is possible to increase your economic indicators,” Mr. Aksyonov said. “So Crimea is a priority place.”
For President Vladimir V. Putin of Russia, the brief visit to India served a crucial function this year, reassuring his domestic audience that Russia has not been too damaged by its growing isolation from the West. The Indian prime minister, Narendra Modi, is enjoying a period of global celebrity after sweeping the general election six months ago. He has also attracted rapt attention from Washington — President Obama has agreed to visit on India’s Republic Day in January, a date that required him to reschedule his State of the Union address. India has rarely surveyed such a range of potential partners.
In comments on Thursday, Mr. Modi lingered on the subject of historic loyalty, which has bound India and Russia even as their joint agenda stagnated. Decades after the Bangladesh war in 1971, many officials still bring up Soviet Russia’s support when America was allied with Pakistan.
“The steadfast support of the people of Russia for India has been there even at difficult moments in our history, it has been a pillar of strength,” Mr. Modi said. “India, too, has always stood with Russia through its own challenges.”
Mr. Modi publicly reassured Mr. Putin that “even if India’s options have increased,” Russia would remain India’s top defense supplier, ensuring a predictable flow of income as Russia weathers falling oil prices and a weak economy. In response, Mr. Putin pledged to supply India with 20 nuclear reactors, and Russia’s state oil company agreed to supply Essar, a private company, with a 10-year, fixed-price contract for oil that one official said was worth $5 billion.
The agreements suggest that the relations between the two countries are more robust than many think, said Nandan Unnikrishnan, a senior fellow at the Observer Research Foundation in New Delhi.
“Given Russia’s isolation by the West and the slump in the economy, people thought it would fail to infuse any energy into the Indo-Russian deal,” he said. “But that is not what has happened.”
The visit of Crimea’s leader, however, remained the most surprising part of the day. Mr. Kripalani, the Mumbai businessman who invited Mr. Aksyonov to New Delhi, said that five Indian businessmen were present at the meeting of the Indo-Crimean Partnership but that the group had 204 members.
Mr. Kripalani runs a Mumbai business called the Pijikay Group of Companies, with what he said was an annual trade of $174 million in frozen shrimp. Crimea’s trade isolation, he said, had created a significant opportunity.
“We look at Crimea as an open door, welcoming Indian business,” Mr. Kripalani said. “I thought I would go and pick the low-hanging fruit.”
He confessed to a touch of nervousness on Thursday, because, as he put it, “our intentions might be misunderstood.” He said he and his associates “are not involved in politics, we know nothing about politics.”
“Look, I found this door open to me, and I went into it,” he said. “If the Indian government is not against it, why should I be against it?”

A man detained in Guantanamo Bay for nearly 13 years has said he was subjected to “dirty and sadistic” abuse at the prison, days after a Senate report revealed the extent of the CIA’s use of harsh interrogation tactics.
In a first-person account for the human rights organization Reprieve and published on CNN, Samir Naji from Yemen says he was deprived of sleep, drugged, and forced to watch pornographic footage or videos of other prisoners being abused.
Naji, a Yemeni who was accused of being a bodyguard for Osama bin Laden, was cleared for release in 2009 but remains in detention along with 135 other inmates.
“The dirty and sadistic methods I endured — which were then taken directly to Abu Ghraib — achieved nothing, except to shame that American flag hanging in the prison corridor,” he says in the account. “America cannot keep hiding from its past, and its present, like this. Our stories, and our continued detention, cannot be made to disappear.”

    The Chechen 'Death Battalion' fighting with Ukraine's rebels: Fighters from Russian republic now on both sides of the civil war

    Hundreds of fighters from the Russian republic of Chechnya have formed their own 'Death Battalion' to join the insurgency in east Ukraine.
    The 300 or so volunteers say they are mostly former state security troops in the mainly Muslim region, where Moscow has fought two bloody wars since the fall of the Soviet Union.
    Reuters reported seeing dozens of the armed men in camouflage uniforms chanting 'Allahu Akbar' as they trained in the snow in their camp outside Donetsk, east Ukraine.

    Seasoned Chechen fighters, whose combat experience often dates back to the 1994-96 and 1999-2000 wars, fight on both sides in Ukraine, adding to the complexity of a conflict taking on the character of a Cold War proxy war.
    The West says regular Russian troops are involved in the fighting, while Russia accuses Europe and the U.S. of engineering a coup in Kiev and supporting its new pro-West regime.

    'This is volunteer battalion Death,' said the deputy commander of the group, who only gave his nickname 'Stinger'.
    He spoke to Reuters at a former tourist camp outside the rebel stronghold of Donetsk, east Ukraine, which he and his men have turned into their base.
    'There are about three hundred of us in Donetsk region. We have battlefield experience from 10 to 20 years starting from 1995,' said the man, in his forties, a pistol fixed to his thigh.
    He had a little Chechen flag in green, white and red stitched to his cap and spoke Russian with a strong Caucasus accent. Several cars with Chechen registration plates were parked in the camp.


    Russia sides with east Ukraine's rebels but denies sending troops to reinforce them. Some fighters on the ground admit to being former Russian servicemen, or 'on leave'. Moscow says any Russians fighting there are volunteers.
    Chechnya's own separatist insurgency, in which the republic sought independence from the Russian Federation, was eventually squashed after two bloody wars, but unrest still simmers among Caucasian Islamist groups.
    Gunmen attacked a police post and captured a building in the regional capital of Grozny last week and at least 20 people, including ten police and ten suspected militants, were killed in gunbattles that ensued.
    Violence erupted hours before Russian President Vladimir Putin had been due to give a major speech in Moscow, a symbolic challenge to the man credited for the Russia's victory in the second Chechen war.
    Re-establishing Moscow's control over Chechnya and then introducing an uneasy peace under Ramzan Kadyrov, whom critics and rights campaigners accuse of heavy-handed tactics and human rights violations, is seen by Mr Putin's supporters as a key achievement.

    In Ukraine, Stinger's men are sworn enemies with another group of Chechens who fight on the opposite side of the conflict and support the Kiev government troops.
    Some of them have Western passports after fleeing Russia following the two wars. They say Moscow is theirs and Kiev's joint enemy and that Chechnya is occupied by Russia.
    Stinger, however, said Chechnya was being destroyed in the wars of 1990s and became peaceful again only when some local leaders allied with the Kremlin.
    Some of those in the 'Death' unit said they had initially fought against Russia in Chechnya but later switched sides and were amnestied by a former Kremlin-allied head of the region, Ramzan's father, Akhmet Kadyrov.
    'Now we are (former) soldiers and officers of the Russian army, of Russian special forces, mostly veterans of war campaigns,' Stinger said.

    Internal affairs investigators from the New York Police Department have questioned officer Daniel Pantaleo for two hours in the chokehold death of Eric Garner. 
    Pantaleo was cleared last week of criminal charges after a Staten Island, New York, grand jury declined to indict him. 
    But now the NYPD is beginning its own investigation over whether Pantaleo broke departmental rules when he arrested Garner on July 17 for illegally selling cigarettes on the street, according to DNA Info.

    In amateur video taken of the arrest, Pantaleo appeared to put Garner in a chokehold before forcing him to the ground holding him down while he was being cuffed.
    Garner, a father of six, passed after exclaiming 'I can't breathe!' He then died after being taken to the hospital.
    His last words became a rallying cry for thousands of protesters who took to the streets in New York and other cities after Pantaleo was not indicted. 
    Chokeholds are banned by the NYPD, though Pantaleo denies using one on Garner - despite video evidence that has been widely interpreted otherwise. 
    The medical examiner found that Garner, who was 6-foot-3 and 350lbs, died of a Heart attack resulting from compression of neck and of chest and 'prone positioning during physical restraint by police' resulted in his death. 
    However, his asthma, obesity and other health problems were also blamed for his death.

    Investigators with the NYPD Internal Affairs Bureau questioned Pantaleo for two hours on Monday, according to DNA Info. 
    'He pretty much told the same story he did to the grand jury, his actions, his thoughts, during the Garner encounter,' a police source told the news site.
    The 29-year-old cop has been pulled off the streets and stripped of his badge and gun pending the outcome of the investigation. He still works at the NYPD on desk duty.
    The investigation will likely take weeks, or even months, to conclude.
