Authorities in Somalia say they have captured one of the most wanted al-Shabab commanders. Zakariye Ismail Hersi was captured in a raid Saturday morning in the town of El Wak near the border with Kenya. General Abbas Ibrahim Gurey, the commander of Somali government troops in the southern Gedo region, told VOA's Somali service that authorities received a tip from members of the public that al-Shabab suspects were hiding in a house. Gurey said that Hersi was captured with his secretary. The general said Hersi, who had a pistol on him, did not put up any resistance during the raid. In June 2012, the U.S. put a $3 million reward for the capture of Hersi, describing him as an associate of former al-Shabab leader Ahmed Abdi Godane. In an interview with VOA Saturday while in custody, Hersi himself confirmed that he was a member of al-Shabab. He said he left the group 18 months ago after differences with the leadership. He said he was not aware if the U.S. had placed a bounty on him. Hersi said he never became the intelligence chief of al-Shabab, as had earlier been reported. He said he held other positions, including head of Regional Administrations and was one of the commanders of al-Shabab militias.

Malaysian Prime Minister Najib Razak has returned home after cutting his Hawaiian vacation short to lead the national flood response during the country's worst rains in decades. Najib arrived in the worst-hit state of Kelantan Saturday afternoon and was briefed on the worsening flood situation. He plans to take a boat and helicopter to assess the situation. The Malaysian leader announced nearly $145 million for flood-victim relief nationwide, which will be administered by the National Security Council. That is in addition to an aid package announced earlier. Najib came under fire this week after photos emerged showing him playing golf with U.S. President Barack Obama in Hawaii. People posted messages on his Facebook page, urging him to return home as the flooding worsened. Several people have been killed by the rising waters and more than 160,000 have been displaced. Authorities have evacuated numerous villages and towns in five northern Malaysian states that were inundated in unusually strong torrential rains. Malaysian forecasters say the heavy rains will continue for the next few days, spreading to previously unaffected southern states. Neighboring countries have also experienced severe flooding.

Staunton, December 25 – Over the last year, Russia has experienced a coup “without a change of institutions, symbols or personnel,” being changed in even more significant ways than it was in the course of the “strong mutations of 2011-2013,” according to Aleksandr Rubtsov, the head of the Moscow Center for Research on Ideological Processes.
In a commentary in Vedomosti December 25, Rubtsov says his country has been transformed into “an exalted ideocracy which is incapable of living in the real world in accord either with itself or with those around it” and that it will be stable only on the basis of constant reference to threats of instability.
What happened “literally between the Olympics and Crimea” was something “rare: an almost hurricane-like coup without a change of institutions, symbols and people.” Rationalism and pragmatism disappeared and were replaced by appeals to “myths and blind faith,” the Moscow analyst says.
In short, viewed both from within and without, “an entirely different and unrecognizable country” appeared on the map of the world.
Until this year, Russia had tried various means of legitimating itself including formal elections, laws and courts, but none of this worked because none of it had the content that was required. Only two things have remained: “the deification of the leader who has given the country difficult but historic ‘victories,’” and all-powerful enemies “working for its destruction.”
The “main intrigue at the moment” is connected with the issue of transforming Russia from a raw materials exporter to a modern, industrial or post-industrial society, Rubtsov says. The regime has offered various notions but remains unwilling to act on an understanding that the entire system economic and political must be transformed.
Indeed, the regime has reversed the Soviet dictum that the material base defines ideas and assumes that announcing an idea is sufficient for its realization. Unfortunately for the Kremlin, as Vasiliy Melnichenko has observed, “Russia produces the impression of a great power…and doesn’t produce anything else.”
But what is especially troubling for the Kremlin at present is that the task of shifting from a country dependent on the export of raw materials to one that manufactures goods others want to buy is much more difficult than “building a planned economy or taking it apart,” according to Zubtsov.
All of this, the Moscow analyst concludes, suggests that it is time to update a Soviet-era anecdote: “Is it possible to order stability by telephone?” the question goes, with the answer being “Yes, it is possible; they will show it to you on television.”

Staunton, December 27 – In the new Russian military doctrine Vladimir Putin signed December 26, the fourth a Kremlin leader has issued since 1991, the Russian president speaks about an increasingly threatening foreign environment that can produce problems at home but provides few specifics about the threats, their source, or how Moscow will counter them.
The new doctrine replaces the one Dmitry Medvedev issued in 2010. Putin himself issued an earlier one in 2000 that replaced the one Boris Yeltsin signed in 1993. The complete Russian-language text of the new one is at kremlin.ru. Useful summaries can be found at Meduza and Rosbalt.
According to the document Putin has signed, Russia has gained two new allies since 2010: South Ossetia and Abkhazia. They join the member countries of the Collective Security Treaty Organization (CSTO) Armenia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan. And the doctrine says Moscow hopes for cooperation with Brazil, India, China and South Africa.
Putin’s doctrine does not enumerate Russia’s enemies, saying only the world has become more tense as a result of intensifying “global competition” over conflicting values. But it speaks first and foremost of “threats” emanating from NATO and the US, including the placement of Western forces in countries adjoining Russia and the development by the alliance of ABM, space-based, and new rapid reaction forces.
With respect to nuclear weapons, the new doctrine brings Russia into line with the US in specifying that Moscow can respond to any use of weapons of mass destruction, including non-nuclear ones, with nuclear weapons, something that has been American doctrine from the time of the Cold War.
It also points to the possibility that a potential enemy of Russia might use private firms or irregular forces against Moscow, much, it should be said, as Moscow has used against Ukraine. And it specifies that among the most serious threats to Russia are the overthrowing of governments in countries neighboring Russia, precisely what Putin says the West did in Ukraine.
And for the first time, the Russian military doctrine speaks about the defense of Russian national interests in the Arctic and about a requirement that officials in Russia remain in constant readiness for mobilization. Another innovation is that it calls for Moscow to take measures to counter the use of communications technologies against Russia, presumably although the document does not specify them, cyber-warfare and the social networks.
Putin’s new military doctrine also lays particular stress on agitation and propaganda among the young in order to promote patriotism while countering efforts to distort or undermine “the historical, spiritual and patriotic traditions” of the country and thereby prepare young people for service in the military.
Liliya Shevtsova, now of the Brookings Institution, provides one of the first commentaries on the new Putin military doctrine. She says that it effectively “legalizes the transition of Russia into an extraordinary regime of existence,” a term sometimes used for martial law but here applied more broadly.
After enumerating the contents of the measure, Shevtsova says that there is one thing “positive” about it: The new doctrine honestly admits that what is going on in the world is a competition between peoples with different civilizations and values, the first time since 1991 that Moscow has admitted this in a military doctrine.
That, she concludes, is “the Kremlin’s gift” to Russians for Christmas and the New Year.

After years of post-Cold War business and political alliances, mistrust over the conflict in Ukraine has created a slew of canceled deals and ventures.
Staunton, December 26 – Igor Trunov, the head of the Moscow city office of the Russian Red Cross, says that the Russian government used what it called “humanitarian convoys” to “most likely” ship arms to pro-Moscow fighters in Ukraine, in direct violation of international humanitarian law and practice.

Given the way in which Russian officials oversaw these convoys, it was possible for them to carry whatever Moscow wanted, including arms and military personnel, the Red Cross official said. Staunton, December 28 – A Buryat scholar has proposed combining Buryatia and the Transbaikal Kray into “a single production district” in order to address the economic problems of both by attracting the attention of Moscow, an idea that Russian critics see as driven by economic desperation in the republic.
But there is another possibility: such a regional amalgamation from below would bring the Buryat communities in the predominantly Russian Transbaikal together with the Republic of Buryatia, a step toward the creation of the Greater Buryatia which Stalin divided up in the 1920s in order to ensure Moscow’s control of the key transportation route south of Lake Baikal.
Last week, Margarita Namkhanova, a scholar at Buryat State University, said that she believes the creation of a new federal district embracing the two was necessary given what she said was “the peripheral status of Buryatia and the Transbaikal relative to the Siberian and Far Eastern Federal Districts” (baikal-daily.ru/news/19/109675/).
Reaction to this idea, which appears to have been percolating in Buryatia for some time, has been largely negative, at least among Russians. Mariya Blokhina of Polit.ru said it was simply a case of a republic trying to reduce economic risks to itself during the current crisis (polit.ru/article/2014/12/28/top9/).
She cited the argument of Yury Kravtsov, an ethnic Russian economist working in Buryatia, who said that the republic had been hit by four different economic crises – structural, conjunction, intellectual and geopolitical – and was currently looking in every possible direction for help (infpol.ru/ekonomika2/item/8053-ekonomist-v-buryatii-dejstvuyut-srazu-chetyre-krizisa.html).
Blokhina and Kravtsov may be correct that economics is the proximate cause of Namkhanova’s proposal: She herself casts it in economic terms. But it is likely that she and those who share her idea have a broader agenda as well, one that involves recovering Buryatia’s influence over a region which contains otherwise isolated Buryat communities.
Many Buryats were upset when Vladimir Putin engineered the absorption of two Buryat autonomous formations into predominantly ethnic Russian regions almost a decade ago and have been looking for a way to reverse that and expand the influence of the Buryat Republic over its co-ethnics beyond its borders.
It is thus possible and even likely that Namkhanova’s proposal reflects at least in part a belief among some Buryats that they may be able to use the current economic crisis to advance their own national goals as well.

МОСКВА, 23 дек — РИА Новости. Глава Минобороны России Сергей Шойгу во вторник призвал Таджикистан и Киргизию готовиться к худшему в преддверии вывода войск международной коалиции из Афганистана.
"В условиях вывода международных коалиционных сил из Афганистана наши Вооруженные силы должны быть готовы к любому варианту развития ситуации, в том числе самому негативному", — предупредил Шойгу на встрече с министром обороны Таджикистана Шерали Мирзо.
МО РФ, по словам министра, считаем необходимым уделять основное внимание повышению боевых возможностей Вооруженных сил Таджикистана и Киргизии, а также российских авиабаз в этих странах — 201-й в Таджикистане и 999-й в Киргизии.
Для этого ежегодно проводятся совместные военные учения, также Россия поддерживает программы модернизации национальных армий этих стран.
Кроме того, в учебных заведениях МО РФ обучаются кадры для местных Вооруженных сил (сейчас в России учатся 493 таджикских и 320 киргизских военных). Также идут поставки современного боевого оружия.
"Полагаю, что повышение боевых возможностей позволит создать надежный оборонный потенциал, способный противостоять вызовам и угрозам безопасности наших государств", — заключил Шойгу.
Уводя из Афганистана боевые подразделения, Запад оставляет там консультантов местных силовиков — соответствующее соглашение между НАТО и Афганистаном в декабре одобрил Совбез ООН.
Новая миссия альянса начнет работу 1 января 2015 года и будет включать около 12 тысяч военнослужащих, которые займутся обучением и консультированием афганских силовых структур.

China can soon target US with sea-based nuclear weaponsby The European Union Times
The Chinese Navy is now introducing new-generation Type 094 (Jin class) nuclear powered submarine with JL-2 intercontinental-range submarine-launched ballistic missile.
China could soon target the United States with sea-based nuclear weapons as it is reinforcing its submarines with long-range nuclear ballistic missiles, a US congressional report has found.
China’s military is set to acquire a reliable, hard-to-destroy sea-based nuclear deterrent, with a dozen JL-2 missiles that are being mounted on its JIN class submarines, according to a report submitted to Congress by the US-China Economic and Security Review Commission.
The missiles have a strike range of around 7,350 km, meaning they can reach all 50 US states if they are launched from waters west or east of Hawaii.
Currently, the Chinese can target the US only with land-based intercontinental ballistic missiles. However, land-based weapons had become vulnerable to a US first strike due to advancements in surveillance that could track their location and movements.
The integration of the new missiles into China’s three JIN-class nuclear-powered submarines has boosted their lethality, giving the country a credible second-strike capability and increasing Beijing’s nuclear deterrence.
The Chinese have also invested significantly on the CJ-10 land attack cruise missiles, capable of striking US forces in Japan and South Korea.
Many Chinese scholars believe that the sea-based nuclear deterrent can insulate China from a US nuclear attack.
The scholars say China’s military doctrine remains essentially defensive, and its accelerated weaponization program is mostly a reaction to Washington’s so-called “pivot” to the Asia-Pacific region, a strategy that Beijing interprets as China-containment policy.

Journalists with RFE/RL's Azerbaijani Service reported today that police are pursuing them individually, going directly to their homes to take them in for questioning following a raid on the service's Baku bureau yesterday. In a move the bureau's legal team is calling "unprecedented - even by Azeri standards," police late in the evening on December 27 knocked on the doors of at least four bureau reporters demanding that they accompany them to the prosecutor's office for questioning. An additional eight journalists were told to report for questioning on Monday. "These people are being dragged to the prosecutor's office by force and by threats," said one of the lawyers, who asked that his name be withheld out of concerns for his personal safety. "By being summoned over the weekend, they are being denied the opportunity to have any legal defense, despite the fact that by Azeri law a witness is normally summoned by phone or official summons to enable a lawyer to be present." RFE/RL Editor in Chief and Co-CEO Nenad Pejic condemned the police action, and said Azeri authorities are "terrorizing our staff and their families." In one case, a journalist's mother answered the door and was told by police that RFE/RL's bureau is closed and that the daughter must go with them to have "a conversation." In addition to the journalists, the bureau's cleaning woman was also confronted at her home by Azeri police. The employees, who have all requested legal representation for their questioning sessions, have been told they will be taken by force to the prosecutor's office if they do not cooperate. A lawyer for the bureau who demanded that his clients' right to counsel be respected was threatened by Iqbal Huseynov, a senior investigator in the case, with being disbarred. Siyavoush Novruzov, deputy executive secretary for the ruling Yeni Azerbaijan party, commented on the raid on Friday, characterizing it as a national security issue. Speaking to the local web portal Media Forum, he said, "Every place that works for foreign intelligence and the Armenian lobby should be searched." In a related development, a Baku court yesterday heard and rejected the appeal of investigative reporter and RFE/RL contributor Khadija Ismayilova, who remains in prison after being sentenced on December 5 to two months' detention on charges of inciting a colleague to attempt suicide.
