NATO launches war games near Russian border

Despite being quick to condemn Russian military manoeuvers, NATO is conducting wide-scale war games in the Baltic states and creating a “line of troops” across Eastern Europe. The US denies a double standard, but records and transcripts suggest otherwise.
Thousands of US troops and hundreds of tanks have poured into Estonia, Latvia and Lithuania in the past two months as part of an operation dubbed “Atlantic Resolve.” In February, 140 NATO vehicles and 1400 troops swept through Narva, a mere 300 meters from the Russian border.
“As you connect countries, there is almost a line of US troops,” Defense News quoted Col. Michael Foster of the 173rd Airborne Brigade on March 2 as saying. US forces have previously held joint war games with Baltic nations, with names such as “Saber Strike,” “Spring Storm” and “Flaming Sword.”
When asked why the US was condemning Russian exercises inside Russia, State Department press official Jeff Rathke told RT no such statement had ever been made.
While the US has not criticized every military drill conducted by the Kremlin, last August State Department spokeswoman Jen Psaki said Russia’s aviation exercises are “provocative and only serve to escalate tensions.”
Just last week, Washington pushed Vietnam to prevent Russian aircraft from refueling there.
“We have urged Vietnamese officials to ensure that Russia is not able to use its access to Cam Ranh Bay to conduct activities that could raise tensions in the region,” one State Department official told Reuters, on the condition of anonymity.
Meanwhile, in the first three weeks of February, the US Navy flew its latest surveillance aircraft from bases in the Philippines over disputed islands in the South China Sea. The P-8 Poseidon is equipped with the latest sensors and electronics in the US Navy arsenal, and can “pack a serious punch,” according to one US military analyst.
“Wouldn’t US and NATO maneuvers on Russian borders, at a time when the West and Russia are at odds over the crisis in Ukraine, also “raise tensions?” asked AP diplomatic correspondent Matt Lee.
“We would disagree with that,” replied Rathke.
Some, however, found the assertion unconvincing.
“It’s a shocking level of hypocrisy, double standards, doublespeak,” Brian Becker of the ANSWER coalition (Act Now to Stop War and End Racism) told RT.
Russia announced a massive surprise military drill earlier this week, putting forces all over the country on high alert and conducting exercises in the Baltic Sea, Black Sea, the Arctic and the Far East. The ongoing snap check of the military involves about 76,000 troops, over 10,000 vehicles, 65 warships, 16 support vessels, 15 submarines, 200 warplanes and helicopters.

Medical treatment is becoming unaffordable for Ukrainians

A visit to a pharmacy is like a tour to a museum for many Ukrainians now. They rather come to check out the price tags than to buy anything. Pensioners, the biggest clients of pharmacies, have been suffering the most.
The hryvnia has seen 40-percent devaluation over the last month and an 11 percent tax has been levied on almost all imported goods. This has forced many Ukrainians to do without any medical treatment or to make do with traditional medication. The alternative therapies did not work for Natalia.
Druggists say clients have turned to buying the domestically produced manufactured medication. 70 percent of the imported drugs have Ukraine-made substitutes. Now the currency exchange rate has stabilized, but pharmacies do not seem willing to reduce the prices. And experts warn of a future rise in the prices.
The government is hoping to reduce prices by canceling a registration for the foreign medicines and monitoring retailers. Experts say that law initiative is a good start but it needs months to pass through the parliament while people need immediate help. In the meantime, they urge the government to lift obstacles like customs duties and taxes on medication.
Ukrainian patients are not protected by the state. While subsidies partially ease the pressure from the expensive utility bills, patients are left to face the unaffordable medicine costs on their own.

The Tunisian authorities have pledged to hold an inquiry into possible security lapses at the capital’s Bardo museum, where gunmen reportedly armed with Kalashnikovs carried out an attack on Wednesday that left 21 people dead, most of them foreign tourists. The two gunmen were themselves also shot dead, as rapid response ploice units intervened.
On Friday afternoon, prime minister Habib Essid announced a “detailed investigation” into security at the site – which houses the parliament building as well as the museum.

The result would be to break up the Collective Security Treaty Organization and present Russia and China with destabilization where they can least afford it. And this is only the beginning of the pressure that Washington is mounting on Russia.
On March 18 the Secretary General of NATO denounced the peace settlement between Russia and Georgia that ended Georgia’s military assault on South Ossetia. The NATO Secretary General said that NATO rejects the settlement because it “hampers ongoing efforts by the international community to strengthen security and stability in the region.” Look closely at this statement. It defines the “international community” as Washington’s NATO puppet states, and it defines strengthening security and stability as removing buffers between Russia and Georgia so that Washington can position military bases in Georgia directly on Russia’s border.
In Poland and the Baltic states Washington and NATO lies about a pending Russian invasion are being used to justify provocative war games on Russia’s borders and to build up US forces in NATO military bases on Russia’s borders.
We have crazed US generals on national television calling for “killing Russians.”
The EU leadership has agreed to launch a propaganda war against Russia, broadcasting Washington’s lies inside Russia in an effort to undermine the Russian people’s support of their government.
All of this is being done in order to coerce Russia into handing over Crimea and its Black Sea naval base to Washington and accepting vassalage under Washington’s suzerainty.
If Saddam Hussein, Gaddafi, Assad, and the Taliban would not fold to Washington’s threats, why do the fools in Washington think Putin, who holds in his hands the largest nuclear arsenal in the world, will fold?
European governments, apparently, are incapable of any thought. Washington has set London and the capitals of every European country, as well as every American city, for destruction by Russian nuclear weapons. The stupid Europeans rush to destroy themselves in service to their Washington master.
Human intelligence has gone missing if after 14 years of US military aggression against eight countries the world does not understand that Washington is lost in arrogance and hubris and imagines itself the ruler of the universe who will tolerate no dissent from its will.
We know that the American, British, and European media are whores well paid to lie for their master. We know that the NATO commander and secretary general, if not the member countries, are lusting for war. We know that the American Dr. Strangeloves in the Pentagon and armaments industry cannot wait to test their ABMs and new weapons systems in which they always place excessive confidence. We know that the prime minister of Britain is a total cipher. But are the chancellor of Germany and the president of France ready for the destruction of their countries and of Europe? If the EU is of such value, why is the very existence of its populations put at risk in order to bow down and accept leadership from an insane Washington whose megalomania will destroy life on earth?

In the past decade, as a percentage, more print journalists have lost their jobs than workers in any other significant American industry. (That bad news is felt just as keenly in Britain where a third of editorial jobs in newspapers have been lost since 2001.) The worst of the cuts, on both sides of the Atlantic, have fallen on larger local daily papers at what Americans call metro titles. A dozen historic papers have disappeared entirely in the US since 2007, and many more are ghost versions of what they used to be, weekly rather than daily, freesheets rather than broadsheets, without the resources required to hold city halls to account or give citizens a trusted vantage on their community and the world.
The reasons for this decline are familiar – the abrupt shift from print to pixels, the exponential rise in alternative sources of information, changes in lifestyle and reading habits, and, above all, the disastrous collapse of the city paper’s lifeblood – classified advertising – with the emergence of websites such as Craigslist and Gumtree. The implications are less often noted.

Shi’ite Rebels Call for Yemen Offensive as U.S. Troops Evacuate

(ADEN, Yemen)—Yemen’s Shi’ite rebels issued a call to arms Saturday to battle forces loyal to the country’s embattled president, as U.S. troops evacuated a southern air base over al-Qaeda militants seizing a nearby city, authorities said.
The call by the rebels, known as Houthis, for a general mobilization only increases the ongoing chaos in Yemen, which grew exponentially in September when the Shiite rebels stormed into the capital, Sanaa.
In their statement, the rebels described their coming offensive against security and military institutions loyal to President Abed Rabbo Mansour Hadi as a battle against extremists.
Their appeal came just minutes after Hadi gave a defiant speech challenging the Houthis, his first address broadcast to the public since fleeing Sanaa last month. He described the rebels’ rule in Sanaa and elsewhere as “a coup against constitutional legitimacy.”
The U.S. troops, including Special Forces commandos, were leaving the al-Annad air base near the southern city of al-Houta, Yemeni military and security officials said. Speaking on condition of anonymity as they weren’t authorized to discuss troop movements, the officials did not say whether the troops had left the country.
Some 100 American troops and Special Forces commandos are believed to be stationed there. U.S. officials declined immediate comment Saturday.
The al-Annad base is where American and European military advisers help Yemen battle the country’s local al-Qaeda branch through drone strikes and logistical support.
Al-Qaeda’s local branch is considered by Washington to be the group’s most dangerous offshoot. The U.S. has carried out a series of drone strikes in Yemen targeting suspected militants. Al-Qaeda militants took al-Houta on Friday. Their offensive comes as Shi’ite rebels hold the capital and nine of Yemen’s 21 provinces.
In his address, Hadi declared Aden a “temporary capital” and told the rebels’ leader, Abdel-Malik al-Houthi, to stop trying to trick the Yemeni people. He accused Iran of backing the rebels, a claim the rebels deny.

SIU investigates fatal police shooting in Mississauga - Toronto

Ontario’s Special Investigations Unit is investigating a shooting that left one person dead and sent three to hospital on Friday night in Mississauga, Ont. 
Two officers with the Peel Regional Police were among the injured. 
'Next thing you know I hear the pop, pop, pop, pop gunshots.'- Neighbour Rachel Firlotte
One of the officers was shot, the other was stabbed. Both were taken to hospital with serious but non-life-threatening injuries and, according to the police union, the officers had been released by Saturday morning. 
A 30-year-old male civilian was shot multiple times and was pronounced dead on the scene. Another civilian was taken to hospital with undetermined injuries.
Little is known about the incident. According to the SIU, the officers responded to a call for assistance at 3070 Queen Frederica Dr. near Dixie Road and Dundas Street East, around 10:40 p.m.
After an "interaction" with police, the 30-year-old male was shot multiple times and died. 
Neighbour Rachel Firlotte told CBC News she heard screaming around 10:30 p.m. 
"I got up to look out the window and see what the fighting was about. Next thing you know I hear the pop, pop, pop, pop gunshots."
Police are not commenting, as is standard procedure when the SIU becomes involved in an investigation. 
But area residents tell CBC News an argument between two neighbours had been escalating since early last week, until one allegedly made threats against the other, which led to the call for assistance on Friday. 
Peel Regional Police said at the time they were not looking for any suspects. Everyone involved in the incident was "accounted for" according to spokesman Const. George Tudos.
The incident drew a heavy police presence to the neighbourhood. As many as 80 police cars were on the scene at one point, and investigators remained on the scene Saturday morning. 
Five investigators and three forensic investigators have been assigned to the case by the SIU. The SIU investigates all incidents involving police in which serious injury or death occurs.

    20 Detained in Tunisia in Aftermath of Deadly Museum Attack

    SIDI BOU SAID, Tunisia — Tunisian prosecutors say 20 people have been detained over links to the deadly attack on the Bardo museum.
    Prosecutor's spokesman Sofiane Selliti declined to offer details on the Saturday detentions beyond saying there had been an "important evolution" in the investigation.
    Two Tunisians trained in neighboring Libya opened fire in the museum Wednesday, killing 21 people before they died in a shootout with security forces.

    U.S. Authorities Seize $180 Million Colombian Cocaine Shipment

    BOGOTA — U.S. authorities confiscated a $180 million shipment of cocaine from Colombian drug traffickers aboard a boat on the Pacific Ocean bound for the United States, the Colombian attorney general's office said on Saturday.
    The Drug Enforcement Administration (DEA) found 5.28 tonnes of the drug aboard the vessel, captured in international waters off Central America, said Alexandra Ladino, director of the attorney general's specialized police force, which cooperated with the DEA on the operation.
    The Panamanian-flagged boat had earlier departed the Colombian port city of Buenaventura, Ladino said. The drugs belonged to a Colombian trafficking group, which she said would not be named for fear of compromising further investigations.
    Fourteen crew members, from Colombia and other Latin American countries, were detained and will be processed in the United States, Ladino told reporters.
    Colombia, a major cocaine producer, manufactures some 300 tonnes annually, according to the United Nations Office on Drugs and Crime. Authorities confiscated about 166 tonnes of the drug in 2014.
    Marxist rebels, gangs made up of ex-paramilitaries and small cartels dominate much of Colombia's narcotics trade. Cocaine and other drugs are some of the principal sources of financing for groups fighting in the country's 50-year civil war, which has killed over 200,000 people.

    From Minneapolis to ISIS: An American’s Path to Jihad

    MINNEAPOLIS — Reading back over Abdi Nur’s Twitter feed, his chilling progression from the basketball courts of South Minneapolis to the battlefields of Syria is clear.
    Early last year, he began posting stern religious pronouncements and snippets of scripture. By April 2, a day after turning 20, he hailed Islamic fighters: “If the sky would be proud of the existence of the stars, the land should be proud of the existence of the Mujahideen.”
    On May 29, the day he disappeared, he posted, “I Thank Allah For Everything No Matter What!” Soon he was in Turkey, rebuffing his mother’s and sister’s anguished pleas to come home. In late July, he declared, “What A Beautiful Day in Raqqa,” the de facto capital of the Islamic State in Syria. Last Aug. 7, he posted a picture of himself online with his finger on the trigger of a Kalashnikov.
    Mr. Nur had become one of a small number of Americans enticed by the apocalyptic religious promise of the self-described Islamic State, which has seized large sections of Syria and Iraq and claims to be building a caliphate.
    A slightly built man with an easy smile, he is a rare example of an American fighting for the terror group whose story can be pieced together from online postings, interviews and public records. His case suggests that the Islamic State may rely on recruiters inside the United States and shows how hard it is to predict who will be swept away by ideological fervor.
    Mr. Nur was enrolled in community college outside Minneapolis and spoke of becoming a lawyer. Then he started visiting a new mosque and dressing in more traditional garb. He plotted his getaway with a friend, Abdullahi Yusuf, 18, but their fates starkly diverged. Mr. Yusuf was stopped as he tried to leave the country and is now in a Minneapolis halfway house, part of a closely watched experiment to spare him a long prison term and give him a role dissuading others attracted to terrorism.
    The number of Americans drawn to the Islamic State remains modest, especially by comparison with the 3,000 or so who have joined the group from Europe. More than two dozen men and women have been stopped by the F.B.I. and charged before they could fly away. Social media posts and court records suggest that perhaps another two dozen have made it to the group in Syria, though even intelligence agencies do not have an exact count. At least four Americans have died fighting for the Islamic State, also known as ISIS or ISIL.
    With no clear pattern among recruits, law enforcement officials have scrambled to identify people attracted to the terror group in time to intervene — blocking their travel or potentially stopping a plot at home.
    Most of the American ISIS volunteers display an earnest religious zeal, usually newfound. In an incongruous touch, several have visited malls to buy athletic gear before leaving for jihad — Mr. Nur, for instance, went to Macy’s for Nike apparel, the F.B.I. discovered.
    The majority of the Islamic State recruits are men, but there are quite a few women. The volunteers include teenagers too young to drive and middle-aged adults with families and careers; petty criminals and diligent students. A substantial minority are converts to Islam, while others are the children of immigrants with roots in 10 Muslim countries.
    The only cluster in the country is in Minneapolis, where two dozen young men with Somali roots departed in recent years to fight with the Shabab, the affiliate of Al Qaeda in Somalia. Now, to the distress of Somali elders, more than a dozen others have left or have tried to leave to join ISIS.
    But the trickle of volunteers has come from across the country. On Tuesday, a 47-year-old Air Force veteran with a checkered work history was charged in Brooklyn with trying to join the Islamic State. Two weeks earlier, a computer-savvy 17-year-old boy in Virginia was charged with helping a man a few years older make contact with the terrorist group and get to Syria.
    The cases raise a pressing question: Is the slick online propaganda that ISIS has mastered enough to lure recruits, or is face-to-face persuasion needed? A federal grand jury in Minneapolis is investigating whether an Islamic State recruiter gave Mr. Nur and Mr. Yusuf cash to buy plane tickets.
    “No young person gets up one day and says, ‘I’m going to join ISIS,’ ” said Abdirizak Bihi, 50, a Somali activist who has worked against radicalization since his nephew left Minnesota in 2008 and was killed fighting for the Shabab.
    “There has to be someone on the ground to listen to your problems and channel your anger,” Mr. Bihi said. “Online is like graduate studies.”

    Biographies are most complete on those caught at airports trying to leave the United States. Michael Todd Wolfe, 23, a convert to Islam from Texas with a record of assault and theft charges, for example, was stopped at the Houston airport. He had agonized over whether he would fit better with the Islamic State or the Nusra Front, an Al Qaeda affiliate.
    F.B.I. agents were waiting at the Denver airport for Shannon Conley, a 19-year-old who thought she could use her skills as a nurse’s aide to help ISIS fighters. She hoped to marry a Tunisian recruiter for the Islamic State whom she had met online.
    Mohammed Hamzah Khan, 19, took his younger brother and sister with him to O’Hare airport in Chicago, where agents intercepted them. He left his parents a long letter saying he could not stay in the United States because his taxes might be used to kill Muslims overseas.
    Recruits have a remarkable ISIS travel guide to draw on, called “Hijrah to the Islamic State” — hijrah meaning “emigration” or “journey.” Distributed on the web since February, the 50-page book mixes Fodor’s-style advice on electrical plugs and packing — “I also advise a backpack with many small pockets” — with more tailored counsel, including the Twitter accounts of 15 men and three women with ISIS in Syria who offer guidance.
    “Use a software to ‘hide’ all jihadi material you might be bringing,” the book warns, in flawed English. It advises travelers on what to tell suspicious officials in Turkey, the usual transit country. It comically alters a Turkish visa form to add a new checkbox for “purpose of trip”: “Commit jihad in Syria.” It advises travelers to check “tourism” instead.
    For the most part, the Americans who have reached ISIS can be glimpsed only through their occasional online appearances, hidden behind screen names. Anat Agron, who studies the online trails of English-speaking foreign fighters in Syria for the Middle East Media Research Institute, said she had tracked six men and four women who credibly claimed to be Americans now with ISIS.
    They include a young woman who calls herself Chloe, a Muslim convert from San Francisco who appears to have married an Islamic State fighter from Wales. Both posted pictures of their cat on Twitter, along with expressions of marital devotion. Chloe’s posts are mostly religious exclamations or lighthearted remarks on life under ISIS, including wearing the niqab, or face veil.
    “At the market being hugged by every little kid with a niqabi mother lol #niqabproblems#notyomama,” she tweeted on March 8. Another woman calling herself “Umm Jihad” posted a picture of an American passport, along with the passports of three other Western women. “Bonfire soon,” she wrote on Twitter, “no need for these anymore.”
    A man posting online as Bandar al-Californi documented his preparations for hijrah in a long-running Twitter series. “I have much to do yet. Learn Arabic, save money, plan my course,” he wrote last November, adding that he was giving himself six months to leave.
    “What an honor,” he tweeted to a self-described Islamic State fighter. “I hope to be in Sham soon,” he added, using a name for greater Syria. His Twitter account was suspended late last year, making it hard to say if he had succeeded.
    Then there are those who encountered the violence of the Islamic State and the brutal war it is fighting. One American from Pennsylvania and three from Minnesota have died in combat with the group. Last month, when masked militants beheaded 21 Egyptian Christians on a Libyan beach, their leader spoke to the video camera in American-accented English, leading to speculation that he might have lived in the United States.
    On March 2, ISIS-linked Twitter accounts claimed that a suicide truck bombing outside the Iraqi city of Samarra was carried out by “Abu Dawoud al-Amriki,” a nom de guerre that indicated he was an American. Officials say they have not been able to determine the bomber’s identity.

    ‘Who Brain Washed You?’

    Because Mr. Nur, the Minneapolis man, is active on social media and has been charged in absentia with supporting ISIS, his story is easier to follow than most. His family declined to be interviewed. “They are devastated,” said Omar Jamal, a Somali-American activist in Minneapolis who spoke to family members. “They are afraid.” They are worried that anything they say might somehow endanger their son in Syria or relatives in Somalia, he said, in addition to attracting a hostile reaction from neighbors and co-workers.
    Mr. Nur’s immigrant parents most likely did not see that by late March of last year, he was posting a quote from Anwar al-Awlaki, the late American recruiter for Al Qaeda: “We are fighting for truth and justice and you (americans/westerners) are fighting for oppression and worldly gain.”
    Somehow “you” had become his fellow Americans. “We” were the jihadists. It was a few weeks after Mr. Nur and Mr. Yusuf had begun visiting a new mosque in Bloomington, outside Minneapolis. It was there that they became interested in ISIS, which was not yet associated with the videotaped beheadings of Westerners that would come later.
    A passport specialist, suspicious when Mr. Yusuf applied for an expedited passport and seemed vague about its purpose, alerted the F.B.I. On May 28, agents intercepted Mr. Yusuf at the Minneapolis airport and kept him from boarding. They found that the blue Volkswagen Jetta that had dropped him off belonged to the boyfriend of Mr. Nur’s sister. But when they searched for Mr. Nur late on May 29, they learned he had left the country hours earlier.
    Word that he was missing was a blow for the city’s large Somali community. “It went out like wildfire that he had left and nobody knew where he had gone,” said Abdirizak Warsame, a friend and, like Mr. Nur, a 2013 high school graduate. They had played basketball together just a few days earlier. “I had no clue,” he said.
    The next day, May 30, Mr. Nur’s older sister, Ifrah, walked to the police station near the family’s apartment to report his disappearance. Over the next day or so, she managed to reach him in Turkey via messages on Facebook and an app called Kik. Their exchanges are recorded in court papers.
    She challenged him, saying that their father “went into shock” and telling him that “going to kill poor people is not the answer.” She made an emotional appeal: “respond to me I love u and can’t live knowing this.” He gently put her off, saying that “if I didn’t care I wouldn’t have left but I want jannah” — paradise — “for all of us.”
    Since 2013, 29 people in the United States have been charged or detained as juveniles on allegations of supporting the Islamic State, usually after trying to travel to Syria to fight for the terrorist group. Two dozen other Americans are believed to either be with the Islamic State or to have been killed in the fighting.
    6 converted to Islam, the rest are from Muslim families.
    11 are teenagers. The rest are ages 20 to 47.
    During his early months in Syria, Mr. Nur was upbeat and posted frequently online. He was teaching English (“Got a Full Class”), trading tips on handguns and pistols, expressing excitement about fighting Kurdish forces (“Never Felt So Hyped”) and praising the “amazing brothers” with him. On Aug. 7, he answered questions on the website Ask.fm, including some from angry friends in Minneapolis.
    “Who brain washed you?” one asked.
    Mr. Nur was unfazed. “The Words of Allah, The Quran, that’s what brain washed me,” he wrote.
    But there were hints of homesickness — multiple messages about the mothers of jihadists — and his posts fell off. “Oh Mother Be Patient,” he wrote, suggesting that they would be reunited in the afterlife.

    Experiment in Rehabilitation

    Since then, two related dramas have unfolded in Minneapolis. The federal grand jury investigating recruitment has called many young Somalis as witnesses. According to people who have talked to him, Mr. Yusuf said he received $1,500 for his plane ticket to Turkey from a young acquaintance who claimed he got it from a local man.
    Meanwhile, leaders of the Bloomington mosque, Al Farooq Youth and Family Center, have publicly accused Amir Meshal, a 31-year-old mosque volunteer, of encouraging militancy among the teens there.
    “When they learned in June that this particular individual was spreading radical views, they had him banned from the premises,” said Jordan Kushner, a lawyer for the mosque. A complaint filed with the police speaks of “concerns about Meshal interacting with our youth.” Officials at a second local mosque made a similar complaint about Mr. Meshal in local media.
    Mr. Meshal, an American citizen originally from New Jersey who has been involved in a long-running lawsuit against the federal government, said in a statement, “I would never suggest that anyone join ISIS or any other group that kills innocent people, nor would I provide money to do so.”
    In his 2009 civil rights lawsuit, Mr. Meshal accused F.B.I. agents and other American officials of threatening him while he was imprisoned secretly for four months in 2007 in Kenya, Somalia and Ethiopia. By his account, he was studying Islam in Somalia when fighting broke out; the government claims he got weapons training and helped translate for leaders of the Shabab.
    His lawsuit was dismissed last year, though the judge called his treatment “appalling.” The case is now on appeal.
    Mr. Yusuf, Mr. Nur’s co-defendant, has pleaded guilty to conspiring to provide material support for terrorism and faces a maximum sentence of 15 years. But in an experiment being watched nationally, Judge Michael J. Davis of Federal District Court agreed to a presentence plan to divert Mr. Yusuf to a halfway house with the support of Heartland Democracy, an education nonprofit in Minneapolis. He is working at Best Buy and attending community college.
    The idea, said Mary McKinley, executive director of Heartland Democracy, is to gradually reintegrate Mr. Yusuf into the community, and possibly give him a role in countering the radicalization of young people.
    “Ideally, Abdullahi will be able to tell his story in a way that is useful to young people who are frustrated and disengaged,” Ms. McKinley said. His lawyer, Jean M. Brandl, said her client was not prepared to speak publicly.
    Federal prosecutors opposed giving Mr. Yusuf a break, noting that he had lied to F.B.I. agents at the airport. But Judge Davis, who knows the Somali community well enough to ask about clans and sub-clans, went along with the plan, intended to reduce the chasm between Somalis and law enforcement officials. Parents and friends concerned about a young person drawn to the Islamic State are more likely to call the police, advocates say, if they believe there is an alternative to a long prison sentence.
    Meanwhile, in Syria, Mr. Nur, or someone using his account, still occasionally posts on Twitter. If he has regrets, he does not acknowledge them. In January, he praised the two gunmen who attacked a satirical newspaper in Paris: “Well well well done Iqwah,” or brothers, he wrote. On March 2, he posted a photograph of Beretta handguns, adding: “How Sweet Does That Look.”
    His most recent post came on March 8. “All Warfare,” he wrote, “Is Based on Deception.”

    7 Children From an Orthodox Jewish Family Die in Brooklyn Fire

    Seven children from an Orthodox Jewish family died early Saturday when a fire ripped through their home in Brooklyn, trapping the children — ages 5 to 16 — in their second-floor bedrooms as their mother and a teenage sister clambered outside through windows.
    The fire, the deadliest in New York City in eight years, was sparked by a malfunctioning hot plate, the authorities said. Such devices are often used by observant Jewish families because they are forbidden from lighting a flame on the Sabbath. They can light one or turn on an electric device before the Sabbath begins Friday night and keep it going through the day.
    The blaze started on a first-floor kitchen counter at the home of the Sassoon family in the Midwood section of Brooklyn, a neighborhood populated by many large Orthodox families, and then raced up the stairs to the second floor, investigators said, where nine family members were in bed.
    Witnesses described hearing screams from the mother and her children piercing the cold night.
    The open stairwell through which the fire rose was transformed into a column of flames, Fire Commissioner Daniel A. Nigro said, confining the children to their bedrooms in the back of the house as thick smoke filled the home.
    The children’s mother, 45, jumped out a front window, Mr. Nigro said, and a 14-year-old daughter leapt from a side window, barely escaping the fast-deteriorating home, which was shrouded in smoke. Both sustained burns and smoke inhalation, and were in critical condition at local hospitals on Saturday.
    Firefighters arrived three and a half minutes after the blaze was reported, the fire department said.
    “Firefighters forced their way in, extinguished fire on the first floor, which had started in the kitchen,” Mr. Nigro said, “then pushed upstairs and found the children in their bedrooms.”
    Firefighters grabbed the children through windows, passing them to colleagues who were waiting on ladders and on a porch behind the house.
    “They took them out every which way,” said James Long, a fire department spokesman.
    The firefighters then rushed the children to waiting ambulances, which took them to hospitals, but they could not be revived. Three girls, ages 6, 11 and 16, died, as did four boys, ages 5, 8, 10 and 12, the police said. The two survivors were closer to the front of the home when the flames ignited.
    “It’s a tragedy for this family, it’s a tragedy for this community, it’s a tragedy for our city,” Mr. Nigro said, calling it “the largest tragedy by fire” in nearly a decade.
    The seven children of the Sassoon family who were killed were identified as Eliane, 16; Rivkah, 11; David, 12; Yeshua, 10; Moshe, 8; Sara, 6; Yaakob, 5.
    In March 2007, nine children and a woman were killed by a fire in the Bronx, all of them from two families of immigrants from Mali. That blaze started in a cord attached to a space heater, then raced up a staircase in a 100-year-old wooden building.
    On Saturday, fire investigators found a smoke detector in the basement of the Brooklyn home at 3371 Bedford Avenue, between Avenues L and M, but had not found any on the first or second floors, Mr. Nigro said. They were still searching the debris.
    “There was no evidence of smoke detectors on either the first or the second floor that may have alerted this family to the fire,” Mr. Nigro said.
    Mr. Long, the fire department spokesman, said that at a minimum, homes are typically required to have a smoke detector on every floor as well as outside areas where people sleep.
    The fire, the frantic escape and the unsuccessful search for survivors cast anguish over a Brooklyn block still flecked with the previous day’s snow. A large, square, charred hole gaped from the front of the light-colored, red-roofed house.
    On Saturday morning, many neighborhood residents had not yet heard the news because they had turned off their phones, televisions and computers the night before in observance of the Sabbath. The names of the victims had not yet been released Saturday morning because of difficulty reaching the children’s father, who was not at home when the fire broke out.
    A neighbor who gave only her first name, Bonnie, said the mother, a beautiful and popular girl in high school, had married in 1998 and moved to Israel, and that her husband worked in banking. She had moved back to Brooklyn to the house where she grew up about two years ago to be closer to her large extended family in Midwood, Bonnie, 40, said. The mother’s parents live in New Jersey, she said.
    "They’re a very close-knit family," Bonnie said. "It’s a tragedy."
    Another friend of the mother, who declined to give her name, described her as “wonderful.”
    Reached by phone, a man who identified himself as a relative of the family but refused to give his name said between heavy sighs that “it’s not a good time.”
    It was more than a coincidence that the fire struck on the Jewish Sabbath, a day of rest.
    Orthodox Jews do not cook on the Sabbath because doing so requires the lighting of a flame, which is forbidden at that time. But they will often light an oven on Friday before sunset, and keep it going through the next day, to heat a stew known as cholent or will keep a stovetop flame on covered by tin sheet called a “blech” in Yiddish and warming, say, a teakettle. Sometimes food is kept extra warm by covering a pot with a cloth.
    On Saturday, the Fire Department handed out fliers titled “Fire Safety for Jewish Observances” with a list of tips to avoid fires while cooking. However, some of them, such as “Stay in the kitchen — Don’t leave cooking food unattended,” were not compatible with the regular practice of leaving a heat source on overnight.

    In Putin’s Nationalist Russia, a Tolstoy as Cultural Diplomat

    YASNAYA POLYANA, Russia — On a sunny winter afternoon here, Vladimir Tolstoy, a great-great-grandson of Leo Tolstoy and an adviser on cultural affairs to President Vladimir V. Putin, strode up the birch-lined path that leads to the bucolic family compound where his forebear wrote “War and Peace” and “Anna Karenina.” It is now a state museum. At each step, he was greeted by staff members heading home for the day.
    “Good evening,” Mr. Tolstoy said with a warm smile. “Good evening,” the museum employees, mostly women, responded. “Please send our best regards to our czar and tell him we respect him very much,” one woman told Mr. Tolstoy, who nodded cheerfully.
    At once friendly and feudal, the scene at this estate some 125 miles south of Moscow captured something of the mood in Russia today, where Mr. Putin is regarded as a czar, especially outside the big cities, even as the liberal intelligentsia reviles him and laments his popularity. It also reflects the benefits for Mr. Putin of enlisting the support of a member of an illustrious family as he continues to strike notes of national pride.
    Since being tapped by Mr. Putin in 2012, Mr. Tolstoy, 52, has emerged as the more conciliatory, highbrow and Western-friendly face of Kremlin cultural policy. He works with, but is temperamentally different from, Russia’s more combative culture minister, Vladimir Medinsky, who is known for aggressive assertions of Russian superiority and conservative values.
    Mr. Tolstoy said he had worked to remove language from a ministry policy draft that was leaked last year stating that “Russia is not Europe.” But, like most Russians, Mr. Tolstoy is full-throated in his support of Russia’s invasion and annexation of Crimea, a territory that many Russians believe should not have been ceded to Ukraine by Khrushchev in 1954.
    “Leo Tolstoy was a Russian officer who defended Russia in the Fourth Bastion in Sevastopol,” he said, speaking through a translator over tea in a cafe near the museum. “For us, in our mind, this has always been Russia.”
    He was referring to the siege of Sevastopol in 1854-55 in the Crimean War, in which Russia fought the allied forces of France, Britain, Sardinia and the Ottoman Empire and ultimately lost control of the city. “Of course, as a descendant of the Russian officer Leo Tolstoy, I cannot have any other attitude toward that,” he added.
    Mr. Tolstoy was raised in a middle-class family in the Moscow region and trained as a journalist. In 1994, he was named director of Yasnaya Polyana, which is centered on the house where the novelist wrote and has been preserved as it was at the time of his death, in 1910. There are also a working farm and orchards, and Tolstoy’s grave is in a wooded glen that the writer associated with his beloved older brother, who died young.
    Mr. Tolstoy improved the quality and range of activities at the museum, adding lectures, a literary prize and Russian-language classes. His wife, Ekaterina Tolstaya, took over as director after he became an adviser to Mr. Putin.
    Mr. Tolstoy said that Mr. Putin had offered him the post after a meeting of museum directors in April 2012 at which Mr. Tolstoy criticized the government’s cultural strategy and the president’s advisory council for culture as ineffective. “When the meeting was over, the president asked me to stay for a bit and asked if I was so critical, could I do this job better?” Mr. Tolstoy said. Now, he briefs Mr. Putin on cultural issues and acts a bridge between Russia’s cultural world and the Kremlin.
    On a recent afternoon, he was fielding calls from Irkutsk, Siberia, for help with funeral arrangements for the writer Valentin Rasputin, who died last week at 77 and had expressed a preference to be buried in Irkutsk, his birthplace. Mr. Tolstoy said he regarded Mr. Rasputin as the best writer of the past half-century. He was known for his vivid portrayals of the environmental devastation caused by industrialization in rural Russia and also for his conservatism: He called for prosecuting the punk activist group Pussy Riot after its provocative performance in a Moscow church and inveighed against perestroika, the liberalization initiated under Mikhail S. Gorbachev before the Soviet Union disintegrated.
    Not long ago, the sense that Russia had somehow lost its way after the fall of the Soviet Union was pervasive here, but Mr. Tolstoy and other Putin loyalists have succeeded in reviving a sense of national pride expressly through cultural policy.
    Guided by Mr. Tolstoy, a committee of leading cultural figures and state officials ultimately produced an 18-page policy document that defines culture broadly, saying it is as valuable to Russia as its natural resources. It also touches on moral precepts, the importance of religion in shaping values and the place of the Russian language in uniting a country of more than 140 million people and diverse ethnicities. The document also highlights Russia’s distinctiveness “as a country which unites two worlds, East and West.”
    Some cultural figures have criticized the document for not addressing the pervasive influence of Russian state television, which operates as a mouthpiece for the Kremlin. Many didn’t pay it much attention. “It’s abstract, like a biblical text,” said Kirill Razlogov, a prominent film historian.
    Far more concrete is the impact of laws that ban obscene words in the theater, films and public performances and that criminalize giving offense to religious believers, both of which were passed after Pussy Riot’s members were jailed in 2012.
    While Mr. Tolstoy may agree with the general direction, his approach is more tolerant. “I believe everything has a right to exist unless it’s a provocation,” he said. “I think art shouldn’t be offensive.” As for Pussy Riot, he said: “I don’t support them, but on the other hand I also believe the reaction was inappropriate. An artist shouldn’t be punished in court.”
    He described himself as a moderate who could “find balance” between traditionalists and liberals looking Westward. “On the one hand, Russia is open for cooperation,” he said. “And on the other hand, we have our own perspective on good and evil.”
    Mr. Tolstoy seems to be generally respected by the intelligentsia. Victor Erofeyev, a writer who has been critical of Mr. Putin, said he thought Mr. Tolstoy was “a smart guy” who also reflects a growing tendency since Mr. Putin’s re-election in 2012 to see Russia as somehow purer than the West.
    “They really believe in it,” Mr. Erofeyev said. “It’s not like during Communist times under Brezhnev” when “people say, ‘I love Communism,’ but we never believe in it. Here they play with a notion of Russia in a more delicate way. They say, ‘You know, Russia is still is a country of big culture, it’s a country of big human relationships, friendship, love affairs and so on, and that’s why we are more interesting than the West.’ ”
    Back at the cafe, Mr. Tolstoy grew animated in talking about Russian pride. “Today’s Russia cannot be forced to do what it doesn’t want to,” he said. “It’s impossible to achieve either by sanctions, or even by an overt attack. Russia respects itself, and it wants only justice, nothing else.”
    On that wintry afternoon, dozens of visitors flocked to Yasnaya Polyana. There was snow on the ground and gray ice on the pond, and the birch trees caught the afternoon light. The spirit of the novelist’s former home “is love,” Mr. Tolstoy reflected.
    In Tolstoy’s novels, “there are no characters who are complete villains,” his great-great-grandson said. “All of his characters are real people.”
