US Foreign Policy Headed for Millennial Shift

Move over, baby boomers: Millennials now outnumber you as America’s largest living generation. And their very different views of themselves and their place in the world will likely reshape U.S. foreign policy for decades to come. Baby boomers, born between 1946 and 1965, came of age during a period of unprecedented American prosperity – and peril: The omnipresent nuclear threat created in boomers a sense of unease and uncertainty that made the world seem a very threatening place, experts say. Millennials, roughly defined as those born between the early 1980s and early 2000s, came of age after the Cold War and, therefore, see the world as less menacing despite 9/11 and the rise of global terrorism. Sense of danger “It’s not to say that they don’t appreciate danger,” said Trevor Thrall, an associate professor at George Mason University and co-author of a recent CATO Institute white paper on Millennials and foreign policy. “It’s just that compared to the danger that older people feel, it’s just markedly less.” Thrall said he wasn’t surprised to learn that Millennials were not more affected by 9/11 than they appear to have been. Most were too young to understand events at the time, and their understanding of the attacks is based on how the discussion on terror has evolved since that time.   ​“Older people think, ‘We’re a great people, we got attacked by these crazy people, and now we are dealing with it and we have to be careful,’ ” Thrall said. “Millennials are the only generation the majority of which think the U.S. must have done something to provoke 9/11.” His finding is based in part on a 2011 Pew Research poll that found 52 percent of 18- to 29-year-olds in the U.S. believed U.S. actions might have motivated the 9/11 attacks. Changing world view Indeed, millennials take a dim view of American exceptionalism. A Pew poll in 2011 found that only a 32 percent of them perceive the United States as superior to other countries, as compared to 64 percent of boomers. The study also found that although most millennials say they are patriotic, they express that patriotism far less fervently than older Americans. Millennials also showed that being patriotic does not mean they are uncomfortable criticizing government policies nor do they believe in an aggressive foreign policy. “But they are very strong on human rights, and although they are more resistant to using military force around the world to solve problems, one way in which they are the most likely to be moved by arguments to use force is humanitarian intervention," Thrall said. "They are actually a little bit more supportive in most polls of humanitarian military intervention than older folks," he added. His study also shows that millennials view Asia, not Europe, as the most important region of the world, and China will figure strongly in U.S. foreign policy and perhaps push it in a less adversarial direction. This, he said, could work out well, if the Chinese are similarly inclined. It could fail, however, if millennials are misreading Beijing’s intentions. In general, Thrall predicts millennials will steer the U.S toward a more restrained “grand strategy” that relies less on unilateral force than on cooperative ventures.  The 'Thumb Tribe' Back in 2002, a researcher at Britain’s Warwick University noted that youngsters’ thumbs had evolved to become more dexterous than their other fingers due to their constant use of hand-held electronics.   Today, technology may be the single greatest factor shaping the “thumbers' ” – now millennials’ – world view. They are less likely to read newspapers because they find all the information they want online – even if they aren’t consciously looking for it. “Even if they are playing online, the amount of information that they are consuming and are exposed to, it’s probably difficult for them to have a large online presence and not be exposed to some perspective on key foreign policy issues,” said Jarrel “J.P.” Price, president of Young Professionals in Foreign Policy, a nonpartisan group looking to groom the next generation of foreign-policy leaders and promote international relationships. “Technology also makes it easier for a millennial sitting at home in the United States to reach out and build a personal relationship with someone overseas,” Price said. "And to the extent that is used well by our generation, then I think the global partnerships that we could see could be transformative," he said.   ​           Census information Census data show another important factor contributing to millennials’ global view: More than 44 percent of them belong to a minority race or ethnic group. Price and Thrall both pointed out that millennials are not just the largest generation in the United States, but the largest in many regions of strategic interest to the U.S. Telecommunications giant Viacom estimates the global millennial population to be 2.5 billion, though this figure is higher than other estimates. Millennials account for about a quarter of the European Union’s population, according to Pew findings. And in the Middle East, they account for 40 percent of the population and are powering dramatic change from Tunisia to the Gulf States.  “Their critical periods of between the ages of 14 and 24 have been chock-a-block full of horrendous events that will shape their views for a lifetime,” Thrall said, “and many of those have some serious negative connotations for the United States.” Thrall points out that Arab youths’ view of the U.S. is so “horrible” right now that American millennials are going to be dealing with the fallout for the rest of their lives. 'Defining features' “How American millennials respond to that is going to be one of the defining features of American foreign policy for the next fifty years,” Thrall said. Thrall said it’s too soon to say whether millennials are having an impact on U.S. foreign policy. But Price said he can see already see their fingerprint on foreign affairs. “We see a rise in things like digital diplomacy, which the United States is eager to catch up with some of our world partners on,” he said. “Tools like Facebook and Twitter are used not just by individuals to affect global events, as we saw with the Arab Spring, but in how governments are communicating with their constituents on foreign policy and how governments are trying to highlight and explain their decision making through the use of technology – to reach predominantly millennials," Thrall said. None of this is to suggest that millennials all share the same viewpoints. “There are just as many big differences among Millennials as there are with any generation,” Thrall said. His study shows millennials are just as divided on core issues as their elders and that we can expect just as much debate over policy in coming years as we see today. Thrall’s study shows millennials, like boomers, are divided between political camps. However, despite their differences, Republican and Democratic millennials agree on the importance of firm policy to help prevent nuclear weapons proliferation, combat terror and reduce U.S. reliance on oil. Implications for 2016 He may not be the right age, but at least one observer suggested that President Barack Obama could be considered the first American “millennial president” – not only for his ability to connect with millennials electronically but for his policy of nonintervention in Syria and Iraq and his pursuit of a nuclear agreement with Iran. “I certainly think every candidate considering a run or already running knows the importance of the millennial generation and is trying to replicate President Obama’s success in connecting with them,” Price said.  Price predicts that foreign policy matters will figure more highly in the runup to the 2016 presidential vote than in previous elections and anyone wanting to get into the White House is going to have to know how to connect with millennials on their level. Does he see anyone in the current pool of announced candidates who has that ability? Price only laughs, saying: “I’ll probably have to take a pass on that.”

Report: US Psychologists Colluded With Torture Program

The top U.S. psychology association has apologized for the group's collusion with the U.S. Defense Department and the CIA to issue guidelines that supported torture, including waterboarding and sleep deprivation, following the September 11 terrorist attacks on the country 14 years ago. "We profoundly regret and apologize for the behavior and the consequences that ensued," said Dr. Nadine Kaslow, who led the committee that commissioned a report on the allegations. The American Psychological Association (APA) retained attorney David Hoffman to conduct an independent review that resulted in a 542-page report detailing the relationship between various activities of the APA and the Bush Administration policies on interrogation techniques. The Hoffman report said the intent of the people who participated in the collusion was to "curry favor" with the Defense Department, possibly enabling the government's use of abusive interrogation techniques. 'Unethical behavior' The report found the ethical guidelines "prioritized the protection of psychologists -- even those who might have engaged in unethical behavior -- above the protection of the public." The review also found that two former APA presidents sat on CIA advisory committees. One told the agency he did not think sleep deprivation constituted torture. The report "contains deeply disturbing findings that reveal previously unknown and troubling instances of collusion," said Dr. Susan McDaniel, a member of the APA's Independent Review's Special Committee. "The actions, policies and the lack of independence from government influence described in the Hoffman report represented a failure to live up to our core values, Kaslow said. "Our members, our profession and our organization expected and deserved better," she said.

Minsk 2 Documents Undermine Ukrainian Sovereignty, Illarionov Says

            Staunton, July 11 – Speaking in Kremenchug this week, Andrey Illarionov said that Ukraine should continue to negotiate in its quest for peace but that it should reject the documents known as Minsk-2 because “the essence of this document is that the Ukrainian authorities are rejecting their sovereignty over the Ukrainian-Russian border.”

            Moreover, the Russian analyst said, “the sooner it does this, the better it will be” for Ukraine (telegraf.in.ua/yandex/2015/07/07/andrey-illarionov-ob-iyulskom-defolte-i-potere-suvereniteta-ukrainy_10046522.html).
                                                                 
            Some do not understand that this is what the Minsk-2 documents do because they couch this retreat in other words, he says. That is, they make Ukraine’s sovereignty in that region “dependent on the conduct in the east of Ukraine of local elections according to rules which must be agreed upon with representatives of ‘special regions of Donetsk and Luhansk oblasts,’” a euphemism for the Moscow-backed LNR and DNR.

            Moreover, Illarionov continues, Minsk-2 requires that the Constitution of Ukraine b changed so that “the domestic and foreign policy of Ukraine will become a hostage of the decisions taken by separatists in the DNR and LNR” and by implication of those in Moscow who are supporting them.

            Both those provisions represent a direct threat to Ukraine’s sovereignty, he says. While not all the details are filled in, Minsk-2 uses terms like “autonomy” in ways that will permit “the legalization” of the illegal forces in eastern Ukraine, a step that will “seriously influence the resolution of such issues” as Ukraine’s joining the European Union of NATO.

            Illarionov pointed out that what this means is that Minsk-2 is “a document about the liquidation of the sovereignty of Ukraine,” and he added that immediately after it was signed, he and Andrey Piontkovsky drew that conclusion but “not everyone in the Ukrainian authorities agreed with our assessments.”

            Among those who were upset by their analysis was Ukraine’s presidential administration, he says, but he said he had “no comment” in response to a question as to why President Petro Poroshenko nonetheless signed the Minsk-2 agreements.

The Week that Was: All of Lawfare in One Post

Lawfare kicked off the week with a post from FBI Director James Comey on encryption and “going dark,” following up on his conversation with Ben on the topic last week. “My job,” Director Comey wrote, “is to try and keep people safe,” and he sees a potential danger in the trend toward universal strong encryption that law enforcement can’t crack. Senator Ron Wyden (D-OR) disagreed, and his office commented in detail on Director Comey’s post (with the use of the annotation site Genius, most often used for rap lyrics).
Debate over “going dark” continued on Lawfare over the course of the week. Susan Landau added to her earlier commentary on the subject, critiquing the push for built-in “backdoors” allowing decryption. In Susan’s view, these backdoors will unavoidably represent a security risk. Paul alsoweighed in with some thoughts on the rapid changes in encryption technology that have brought on Director Comey's concern, and suggested mandatory biometric encryption as a solution that would bring us back to the status quo ante of encryption in the 1990s. He continued his thoughts with a suggestion that “encryption providers may be required to adopt a government sponsored ‘backdoor’ technology if, and only if, the methodology for that technology has been published publicly for more than 12 months and no efforts to subvert or defeat it have been successful.” Herb Lin posted a quick response.
Director Comey brought his concerns on encryption to the Hill on Wednesday, testifying before both the Senate Judiciary Committee and in a rare public hearing of the Senate Intelligence Committee. Cody linked us to video of the Senate hearings along with the prepared statements of both witnesses and members of the committees. Ben pondered Comey’s testimony and theorized that, while the Director has presented his concerns primarily in terms of “merely describing an emergent problem,” the path ahead will probably lead to a proposal for legislation mandating “backdoors.”
Over at Rational Security, “going dark” was the week’s topic du jour:
Bruce Schneier commented on Wikileaks’ new release of information on NSA surveillance of German officials, noting that a crucial spreadsheet of surveillance targets and selectors gave us a rare “glimpse… into the bureaucracy of surveillance.” Bruce also examined the recently released documents on the NSA’s XKEYSCORE program, which show the mechanics behind NSA surveillance.
Michael Knapp brought us news of the Second Circuit’s grant of an en banc rehearing in United States v. Ganias, concerning whether the retention of digital files outside the scope of a warrant constitutes a Fourth Amendment violation. The rehearing, Michael suggests, might lead the courts to reconsider what constitutes a “search” versus a “seizure” in Fourth Amendment jurisprudence as applies to digital duplication and retention.
Paul continued the week’s coverage of privacy and surveillance issues with an excerpt from his soon-to-be lecture series on the aforementioned topics. His post compares two “parables” on privacy: Jeremy Bentham’s famous Panopticon and the Ring of Gyges from Plato’s Republic. 
Ben acknowledged some possible errors in his post last week on the OPM hack, as pointed out by a senior intelligence official. Perhaps, he says, the intelligence community wasn’t aware of the weakness of OPM’s security systems prior to the data breach—but nevertheless, some agency other than OPM must bear a degree of responsibility for the breach.
Stewart Baker posted the Steptoe Cyberlaw Podcast, this week featuring cyberlaw expert Catherine Lotrionte:
Bobby considered the recent resurgence of “preventative prosecution,” used by law enforcement to arrest suspects at comparatively early stages of potential plots—a tactic used commonly in the months and years immediately after 9/11. “The wheel,” Bobby writes, “has come round again.”
Speaking of domestic terrorism, Daniel Byman reviewed Bryan Burrough’s book Days of Rage: America’s Radical Underground, the FBI, and the Forgotten Age of Revolutionary Violence.
Wells alerted us to two recent developments in Mukhtar al Warafi’s challenge to his continued detention in Guantanamo, on the grounds that the conflict between the United States and the Taliban has come to an end. A date for a hearing has been set for July 14 (this coming Tuesday). In addition, Al Warafi’s lawyers have filed a brief in response to the United States’ earlier filing as to the continuation of U.S. efforts against the Taliban and al Qaeda, which reiterates Al Warafi’s reliance on President Obama’s public statements indicating the end of armed conflict in Afghanistan.
On that note, in the Foreign Policy Essay, Stephen Watts and Sean Mann pondered the topic of “Afghanistan after the Drawdown.” They argue that the United States should prepare to settle in for the “long haul,” and go on to consider what that long haul might look like.
This week’s Lawfare Podcast also featured discussion on the question of U.S. military deployment to the Middle East and South Asia. Check out the podcast for audio of the first-ever Brookings Debate, on that oh-so-crucial question: “Should the U.S. put boots on the ground to fight ISIS?”

OPM chief resigns after massive hack; Navy says fingerprints stolen - U.S.

WASHINGTON (Tribune News Service) –– The controversy over the computer breach of 21 million federal employment records ballooned Friday as the director of the government’s personnel office resigned and the Navy Department warned that pirated information included the fingerprints of more than 1 million people.
Office of Personnel Management Director Katherine Archuleta, who had resisted demands that she quit, submitted her resignation to President Barack Obama, who accepted it.
Late in the day, the Navy Department sent a notice to its more than 436,000 active and reserve personnel and more than 195,000 civilian employees warning them that the stolen information included “the findings of interviews conducted by background investigators and approximately 1.1 million included fingerprints.”
“Significant numbers of current, former, and prospective military members and government civilians, as well as contractors, have been affected,” said the notice, which added that advisories would be sent out in the coming weeks to Navy personnel affected by the hack.
The Navy Department “continues to assess the risks associated with these data breaches. It is prudent to assume that we are all affected by the compromise of this information,” it said.
The Navy statement was the most explicit warning so far of the seriousness of the breach, which, combined with a smaller but related hack of a database that was revealed last month, showed the vulnerabilities of government computers.
The Navy statement was likely to increase the fears that the pilfered personal data could be used to blackmail federal workers and contractors with top-secret clearances.
U.S. officials have said that the attacks on the OBM computer system appeared to have originated in China, although the investigation is expected to take some time to complete.
The pilfered data, which was not encrypted, included Social Security numbers, residency, health, employment and education histories and information on family members and friends. In the cases of 19.7 million people who had applied for security clearances, the data also included material on criminal records, drug use and love lives. Information on about 1.8 million non-applicants, mostly spouses or cohabitants of applicants, also was stolen.
Most of the background checks stolen by the hack took place in 2000 or later, but individuals who underwent checks before 2000 could also have been affected, the Navy said.
“It will … take years before the full security repercussions may be known, and the intelligence community is already taking steps to address any new vulnerabilities posed by the compromise of this data,” said Rep. Adam Schiff of California, the senior Democrat on the House Intelligence Committee.
White House spokesman Josh Earnest insisted that Archuleta had resigned “of her own volition.” He declined to say whether any of Obama’s personal data was swept up and who the administration suspects was responsible for the breach. He also refused to discuss what the administration believes the hackers intend to do with the stolen information.
“Obviously we want to make sure that those who may be affected by this breach get as much protection and support that we can offer them,” Earnest said.
“I conveyed to the president that I believe it is best for me to step aside and allow new leadership to step in, enabling the agency to move beyond the current challenges and allowing the employees at OPM to continue their important work,'” Archuleta said in a statement.
OPM will provide those affected with credit reporting and identity theft prevention services, and it is setting up a call center from which they could obtain advice, he said.
An administration official, who spoke on the condition of anonymity for lack of authorization to discuss the issue publicly, said “multiple attempts” had been made to contact all 4.2 million people affected by the first breach.
Of that number, more than 850,000 have enrolled to receive free 18-month subscriptions to identity protection services.
About 3.6 million people affected by the first breach also lost personal data in the second, bigger hack, he said.
Archuleta resigned a day after she disclosed the theft of the personal information of 21.5 million federal job applicants and current and past employees whose backgrounds her agency reviewed. At that time, she said she had no intention of submitting to calls for her to quit from lawmakers on both sides of the aisle.
Her disclosure of the breach followed the revelation last month of a separate but related theft of the Social Security numbers and other information of 4.2 million current and former federal workers that was stored in a database maintained at the Department of the Interior.
Word of Archuleta’s resignation was applauded by members of Congress who had been pushing for her departure, charging that she had ignored warnings from her agency’s own inspector general to implement protective upgrades to OPM’s computer systems.
“This is the absolute right call,” said Rep. Jason Chaffetz, R-Utah, chairman of the House Oversight and Government Reform Committee. “OPM needs a competent, technically savvy leader to manage the biggest cybersecurity crisis in this nation’s history.”
Republicans have sought to use the cyberattacks to accuse Obama of poor management, with former Florida Gov. Jeb Bush, a leading GOP presidential candidate, last month charging that if he had been president, Archuleta would have been fired.
The head of the country’s largest federal employees union, however, blamed the breaches on deep cost-cutting by Congress.
“Budget austerity has consequences and we are seeing one of them right now,” said J. David Cox Sr., national president of the American Federation of Government Employees. “OPM could and should have done a better job of cybersecurity with the resources they had. But going forward, I hope one lesson learned from these breaches is that when you refuse to fund the operations of government you will have hugely consequential failures.”
Archuleta will be replaced temporarily by Beth Colbert, a deputy director at the Office of Management and Budget, until a successor can be found.

Puerto Rico: The Other Debt Crisis

While Greece has center stage in the arena of on-the-brink finance, the precarious situation in the U.S. territory of Puerto Rico may actually take a greater toll on the American economy. Last month, Puerto Rico’s governor, Alejandro Garcia Padilla, announced that the island’s public debt of $72 billion was not payable. This includes debts owed not just by the central government, but also those of public corporations, like utility companies, and cities. An archipelago of islands that lie off the tip of the Dominican Republic in the Caribbean, Puerto Rico is the third-largest issuer of state and local debt in the United States, behind California and New York. Much of the island's debt is held by individual U.S. investors in hedge funds, mutual funds or other investment accounts, raising questions about how the U.S. economy might be affected were Puerto Rico to fall behind on its debt payments. That could happen as early as mid-July, which raises the possibility that investors might sue for their funds. Chronic economic woes Yet, Puerto Rico’s plight is lost among the reports of the economic crisis in Greece. In part, this is because economic troubles in Puerto Rico are not new. The territory's economy has been in recession since 2005, when the U.S. Congress ended a tax credit designed to attract businesses to Puerto Rico. Since then, the territory has borrowed to stay afloat. “Puerto Rico’s illness is a chronic condition.” Puerto Rican congressional representative Pedro Pierluishi wrote Friday in The New York Times. “The unemployment rate, poverty rate and median household income have always been far worse than any state’s. The main cause is inequality.” Pierluishi was making the case that Puerto Rico’s status as a territory, rather than a state, has led to second-class treatment. Residents of Puerto Rico cannot vote for the president or senators, and Pierluishi is a nonvoting member of the House of Representatives. “Congress routinely treats Puerto Rico and the other territories worse than it does the states,” said Pierluishi, pointing out that medical and other benefits paid to the territory are considerably less than those provided to states. "It is little wonder then that Puerto Rico is in recession, has excessive debt and is bleeding population. Unequal treatment at the federal level, combined with mismanagement at the local level, has a debilitating effect on the island's economy." No bankruptcy protection Pierluisi has sponsored a bill in the House asking that Puerto Rico be granted bankruptcy protection, the ability to restructure in order to pay off debt. Bankruptcy is open to U.S. municipalities — the city of Detroit filed for bankruptcy in 2013 — but not to territories. “The alternative is a legal no-man’s land that benefits neither Puerto Rico nor those who have loaned the territory money,” Pierluisi said. His bill is still in committee, but bankruptcy protection for Puerto Rico has gained support from some presidential candidates. “We’re not talking about a bailout. We are talking about a fair shot at success,” Democrat Hillary Clinton said in a statement Tuesday. "I think that Puerto Rico ought to be treated as other states are treated as it relates to restructuring," Republican Jeb Bush said during a visit to the island in late April. While Puerto Rico has a population of 3.5 million, almost 5 million Puerto Ricans and their descendants now live in the States, many of them in the swing state of Florida where they are voters to be courted.
