Russia 'Sends Jets To Syria' As Talks Held

US officials claim Russia has sent at least four fighter jets to Syria as it continues to bolster the embattled forces of Bashar al Assad.
Moscow had already sent troops and military hardware, including helicopter gunships, tanks and as many 500 Russian marines, to an airfield near the Syrian port city of Latakia, the US claims.
One US official, speaking on condition of anonymity, told Reuters that four tactical Russian fighter jets have now been sent to Syria.
Another US official confirmed the presence of multiple jets, but declined to put a number on it.

The latest deployment adds significant airpower to the build-up, which has led to the first talks between US and Russian defence chiefs in more than a year.

A US defence official briefed on the 50-minute phone call told Reuters that Mr Shoigu described Russia's military activities in the war-torn country as "designed to honour commitments made to the Syrian government".
The Cold War foes have a common enemy in Islamic State, also known as ISIL, in Syria - but the US opposes Russia's support of Mr Assad.
Pentagon spokesman Peter Cook said Mr Carter and Mr Shoigu agreed to further discuss the "counter-ISIL campaign".
Russian Defence Ministry spokesman Igor Konashenkov said "the course of the conversation has shown that the sides' opinions on the majority of issues under consideration are close or coincide.
"The ministers noted the restoration of contacts between the countries' defence ministries and agreed to continue consultations."
US Secretary of State John Kerry, speaking in London, said the initial military talks were an important step in avoiding Russia and the US coming into conflict with each other in Syria.
"We're looking for ways in which to find a common ground," he said.
The last time a US defence chief spoke with Mr Shoigu was in August 2014.
High-level communications were halted after Russia's annexation of Crimea and its intervention in Ukraine.
The West and Kiev claim Moscow is driving a pro-Russian separatist rebellion in east Ukraine, which Russia denies.
Mr Kerry stressed that talks with Russia over Syria were separate from action on Ukraine.
"There is no trade-off with respect to Syria," he told Channel 4 News. 
"Syria is another set of consideration and is not subject to bargaining, bartering with respect to Ukraine."

Putin Tests His Future New York Speech in Dushanbe

Speaking this week (September 15) in Dushanbe, Tajikistan, at a summit of the Collective Security Treaty Organization (CSTO)—the Russian-dominated regional defense alliance—President Vladimir Putin detailed his understanding of regional and global security threats. The CSTO summit was notably held in former Soviet Central Asia, in Tajikistan, which borders unstable Afghanistan. And Putin began with the potential threat of destabilization emanating from extremist jihadist forces across the border. Putin accused the United States and allied forces of failing to stabilize the security situation in Afghanistan: He described their role as “partially positive,” but with the withdrawal of the bulk of troops, “the situation [in Afghanistan] has degraded.” Putin singled out the spreading influence of “the so-called Islamic State or ISIS [the organization’s former name—the Islamic State of Iraq and Syria]” in Afghanistan as the main threat and described the Islamic State as a world scourge. In Syria and Iraq, according to Putin, “ISIS controls substantial territory and plans to expand further—to [the holy cities] of Mecca, Medina and Jerusalem.” According to Putin, the Islamic State “is planning to spread its activities to Europe, Russia, [and] Central and Southeast Asia” (Kremlin.ru, September 15).
Putin called for a joint effort by the international community to resist the Islamic State threat and promoted the formation of a “broad coalition” to support the Iraqi and Syrian government forces “that are already fighting ISIS.” Russia is selling Iraq weapons and is “providing military-technical assistance to the Syrians to help resist the terrorist aggression.” According to Putin, without the support of the Syrian authorities and military loyal to Syrian President Bashar al-Assad, it is impossible to defeat the Islamic State and “save from devastation, servitude and barbarism the multi-confessional and multinational Syrian people.” Putin called on other countries to join in providing military assistance to al-Assad. Putin promised al-Assad was ready to share power “with healthy opposition forces,” without deliberating on who these forces were or the exact nature of possible political reforms. The Russian president insisted that joining forces in the fight against terrorism was essential to solving all problems, including the present refugee crisis in Europe. On the basis of fighting the common enemy, personified by the Islamic State, Putin moved on to a vision of a new world order, based on a “full reassessment of all problems and conflicts,” to the building of a Euro-Atlantic system “of indivisible security” that must “include norms to prevent the scheming of unconstitutional coups, support of radicals and extremists” (Kremlin.ru, September 15).
The threat of a possible jihadist insurgency spilling over the border from Afghanistan into Central Asia has been used by Moscow since 1991 to scare the post-Soviet secular authoritarian leaders of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan into submission. At present, the Islamic State’s activities and interests seem far off from Central Asia. In fact this extremist group is siphoning jihadist activists to the battlefields in Syria and Iraq, where many of them are killed in action. In doing so, the Islamic State is possibly reducing the present terrorist threat inside Central Asia, Russia and Europe.
The Dushanbe summit did not lead to any major changes in the CSTO. Uzbekistan, a frontline state bordering Afghanistan, faces the potential terrorist and insurgency threat of the Islamic Movement of Uzbekistan (IMU), which has associated itself with the Islamic State in recent years. Yet, Uzbekistan did not return to the CSTO fold, after having left the alliance in 2012. Thus, building an effective barrier on the Afghan border with Central Asia will be an uphill job. Tashkent could have moved closer to the CSTO and Moscow, if the transborder Islamic State–connected IMU threat had been imminent. But Putin did not seem disturbed by yet another hollow CSTO summit—he was apparently speaking over the heads of the authoritarian Central Asian leaders gathered in Dushanbe. Instead, in a sense rehearsing his United Nations General Assembly speech that he plans to deliver on September 28, Putin’s words seemed directed toward the West—and Washington, in particular. According to Putin’s foreign policy aide Yuri Ushakov, Putin will be speaking in New York about the terrorist threat (the Islamic State) and international security, possibly including the Ukrainian crisis (RIA Novosti, September 11).
Putin has been using the Islamic State threat to impress upon the reluctant West and the US-led anti–Islamic State coalition the need to join forces with al-Assad. In an apparent attempt to add more pressure, Moscow has implied it may act unilaterally by deploying a substantial military expeditionary force in Syria, with armor, combat troops and aircraft (see EDM, September 10). Official Russian denials of direct military involvement in Syria have been deliberately vague. In Novosibirsk, first deputy chief of the General Staff (a senior military position in Russia—a general with access to the nuclear launch codes), Colonel-General Nikolai Bogdanovsky, told reporters: “We do not, today, have a plan to establish an air base in Syria, but anything may happen” (RIA Novosti, September 16).
According to the pro-Kremlin weekly Expert, the Kremlin and the White House may be moving closer to the idea of President Putin and President Barack Obama meeting this month, during the UN General Assembly session, in New York. Expert argues that the seemingly irresolvable regional conflicts in Syria, Ukraine and Georgia are a mere reflection of the global Russo-US row that must be deescalated for everyone’s benefit. The US is in decline; it must accept Russia as an equal power and resolve their outstanding issues, taking Russian interests fully into account. Future rivalry between Moscow and Washington must follow strict rules of engagement, so as not to lead to uncontrollable escalations, the paper recommends (Expert, September 16).
Moscow is apparently offering Washington joint action against the Islamic State, together with al-Assad and Iran and Hezbollah—the forces that are, indeed, fighting in Syria against the jihadists and suppressing the more moderate Syrian opposition. The coalescence of such a coalition could help the Islamic State win the support of most Sunnis in Syria and seriously undermine US standing in the entire Arab world. But Washington may take the bait, some in Moscow believe, since the US is in decline and withdrawing from the world. Putin also clearly wants the United States and the West to publicly castigate the present Ukrainian regime: In accordance with Putin’s blueprint of a new Euro-Atlantic order, the government in Kyiv is deemed illegitimate, having taken power after an allegedly “unconstitutional coup.” The Kremlin apparently believes Putin’s visit to New York could be a game changer in ending the confrontation with the West on Russia’s terms, establishing a new multipolar world order including a humbled US.

Is Russia Training Chechen Commandos to Help Syrian Government Forces?

Politicians in the North Caucasus are increasingly calling on the government to step up efforts against the so-called Islamic State (IS) and take action against Russian citizens who support it. Meanwhile, the militants who became affiliated with the IS in the North Caucasus one year ago have not shown much activity since then (see EDM, September 10). The only two known attacks by IS affiliates in the North Caucasus have been the murder of the imam of a mosque in a Dagestani village (Kavkavsky Uzel, September 10; see EDM, September 17) and the shooting of a fortuneteller’s family, also in Dagestan (Kavkavsky Uzel, September 15).
The wave of calls in Russia for the West to join forces with the Kremlin to fight the Islamic State have “unexpectedly” coincided with emerging evidence of Russian involvement in the Syrian conflict on the side of President Bashar al-Assad. Against the backdrop of rising public awareness about Russian involvement in Syria (Rosbalt.ru, September 8), the government launched another wave of propaganda against the IS. In Chechnya, for example, the republic’s head, Ramzan Kadyrov, met with those accused of having spread rumors about IS activities. The meeting was broadcast on the Chechen state TV channel. Chechen authorities found out about these suspects by wiretapping their telephones, Internet data, and instant message applications like Whatsapp, Viber, Skype and others. According to Kadyrov, “one of the [suspected] young men sought infirm, weak-minded peers and tried to persuade them to go to Syria. He sent around messages that contained threats to members of the authorities and their families” (Instagram.com, September 15). Kadyrov wanted to send the message that he controls everything in the republic and that no one is free to write, send or listen to news about the Islamic State.
At the same time, Kadyrov called on all Muslim countries to join forces to fight the Islamic State, which he called the Iblis State (State of Satan). Kadyrov hinted that the United States was behind the IS: “I advise the masters of the IS to come to their senses, stop the games that are aimed at the destruction of the Muslim world. The Muslim world has not yet awakened. When it does, the masters of the Iblis State and all types of al-Qaedas [sic] will regret it” (Riafan.ru, September 15). Kadyrov seems to be convinced that the West created all Muslim terrorist organizations to destroy the Muslim world from within (Topwar.ru, September 15). This kind of talk aligns neatly with the official Russian ideological propaganda routinely imposed on the country’s population; Russian propaganda blames the West for everything happening in the Middle East. At the same time, Kadyrov did not forget to support President Vladimir Putin, who himself has been calling on the West to join forces against the radicals because they are a threat to all countries (Instagram.com, September 14; see EDM, September 17).
Chechnya’s ruler stated that the government should legally cancel the Russian passports of those individuals who became terrorists and ban their reentry to Russia (RT, September 15). Kadyrov’s longtime foe, Ingushetia’s governor Yunus-Bek Yevkurov, unexpectedly came out in support of this initiative. According to Yevkurov, republican deputies in Ingushetia have drafted an appeal asking the federal authorities to adopt such legislation (Rg.ru, September 8). Yevkurov believes the threat of losing Russian citizenship will keep many young people from taking a hasty, fatal step. It should be noted, however, that those who travel to the Middle East to fight for the IS are rarely sentimental people or thrill seekers. Rather, they are ready to travel to the Middle East to die for their “caliph” and are quite dangerous in many respects. Russian federal authorities and the authorities in the North Caucasian republics should be concerned about those people returning from Syria who fought for the Islamic State, since fealty to this militant extremist organization is incredibly difficult to reverse.
Kadyrov signaled that he is not only makings statements about fighting the Islamic State, but is also taking action. Chechnya’s governor convened a government meeting on the issue of countering the ideology of terrorism and extremism. Kadyrov’s aides for interaction with law enforcement agencies, Daniil Martynov and Yuri Torshin, Chechen Security Council Secretary Vakhit Usmaev, and commanders of the Ministry of Interior’s troops in Chechnya participated in the meeting (Instagram.com, September 15).
Setting up special ethnic units in Chechnya and their ongoing training under the guidance of the former members of the Russian special forces’ Alpha Group (Aif.ru, May 21, 2014) can now be seen in a different light. These Chechen units could turn up in Syria to help prop up President al-Assad’s regime and also accompany Russian units that might be deployed to aid the embattled Syrian leader. Thus, the situation in Syria could replicate what happened last year in Ukraine, where Chechens fought on both sides of the frontline—some on the Ukrainian side and others on the side of the Russia-backed separatists. It is hard to explain otherwise why Moscow would invest its resources so heavily in training Kadyrov’s Chechen special forces, which constitute overkill for the needs of the republic itself (for more details on Kadyrov's elite units training with Jordanian special forces, seeEDM, March 27, 2015).
For the domestic audience, Russian propaganda has regularly played down the strength of the militants over the past 15 years, even when the insurgency threat was quite high. The message for the outside world has been quite different. At the start of the second Russian-Chechen war in 1999, Vladimir Putin managed to convince the Western political establishment that his country was not fighting separatism in the North Caucasus, but international terrorism, part of the global jihadist movement. Putin is now trying to ally with the West against terrorism once again. The question is whether the West will pretend for a second time that it trusts Russia, or whether, this time, it will recognize the position Russia is really taking by helping al-Assad’s embattled regime.

Obama’s Messy Iraq Intelligence Scandal

It’s happening again. A White House fumbling with the violent mess of Iraq finds itself surrounded by mounting accusations that it’s played dirty games with intelligence. A Pentagon facing charges that its analysts have skewed assessments on Iraq to tell top policymakers what they want to hear, rather than what is really happening in that troubled country.
If this sounds terribly familiar, it should. Only a dozen years after the George W. Bush White House was buffeted by allegations that it had “cherry-picked” intelligence to justify its 2003 invasion of Iraq, Barack Obama is facing similar accusations. Intelligence Community analysts alleged that, in the run-up to Operation Iraqi Freedom, they were pressured to exaggerate Saddam’s weapons of mass destruction. Now, analysts claim that they have been pushed to present Obama’s war against the Islamic State as more successful than it really is.
Only the most optimistic Obama backers still portray that year-long air campaign (its proper name isOperation Inherent Resolve) as adequate, and most security experts agree that the Islamic State is winning the war on the ground, thanks in part to an American-led air war that is bombing too little and too cautiously. There is no indication that Western airpower is anywhere near inflicting decisive pain on the Islamic State, while our Iraqi partners, who serve as the ground anvil for the U.S. airborne hammer, increasingly feel left in the lurch by Obama.

Bill thinks he was elected on income inequality, and he wasn’t. I think he misunderstands the electorate.”

I’ve built thousands of units of affordable housing. I think I met with his office of economic development once. I’ve created the first high school in the black community in 50 years, in Harlem, and I can’t even meet the [schools] chancellor. His administration is disorganized. You hear these complaints from other people, not just me. I think he feels comfortable in whoever is advising him that the black community is in his pocket. It’s not. If he’s really with us, stick with us. I need a John Brown [the white abolitionist who advocated armed insurrection] type. I feel strange saying this, but ‘People in the black community, please, don’t be taken for a ride by this man.’ … We’ve seen liberal racists before … I’m not going to call him a racist just yet. I just think that his posture shows great disrespect for the black and brown communities. Great disrespect. I will not call him the r-word. But it’s terrible now. It’s condescending.”
De Blasio garnered some praise from others quoted in the story, such as Hamilton James, the president of investment firm Blackstone.
“I understand why people are concerned, because some of what he says is a little scary,” James said. “But can they object to universal pre-K? Of course not. [His deals with] the unions? He’s actually cut deals that are better than most of us thought he could get. He’s gotten an awful lot done in a short time.”
However, James adds later in the story:
Sometimes he wades into issues that are not all that substantive, which people get agitated about … The Uber thing jumps to mind. He doesn’t have to do that. The horse-drawn carriage is another thing. A totally unnecessary controversy. I would like him to be a little more like a C.E.O., you know, let your team take care of these things, take some time, make some recommendations, and these things would just fade away.
