Staunton, September 21 – Aleksey Grishin, head of the Religion and Society Center, says that 40 percent of all of Russia’s Muslims are “infected with radicalism” and that in some reasons what he calls their “Wahhabization” affects 80 percent of their number because Wahhabi organizations have been established in “all regions of Russia except Chukotka.”
Grishin suggests that there are four reasons for the current upsurge in radicalization: the formation of the Islamic State, mistakes by poorly trained Russian officials, a new focus by radicals abroad on Russia, and the impact of radicalized gastarbeiters from Central Asia on Muslim institutions in Russia (blagovest-info.ru/index.php?ss=2&s=4&id=64335).
The process of radicalization of Russia’s Muslims has been going on for some time, Grishin says, noting that over the last seven or eight years, many Muslim leaders who have opposed it have been killed but their deaths have not deterred the radicals from pursuing their “goal” of “establishing complete control via the existing Muslim Spiritual Directorates (MSDs).”
The radicals’ task has been easier by the proliferation of MSDs: there are now 81 “and possibly there will be even more.” The situation is disturbing: there are five in Sverdlovsk and two in a single village in Tatarstan. And that means that if the radicals cannot win one place, they can do so in another.
Moreover, the Muslim affairs specialist says, the MSDs have opened the way for this radicalization because in many cases they have become “’commercial enterprises’” which compete among themselves, not to mention the fact that the two “oldest” structures, the Council of Muftis of Russia and the Central MSD fight with one another.
The Russian government is not capable of controlling “such a quantity of MSDs,” he says. But the government’s problem is not limited to quantity: “there is in fact no one who can control them.” There is a lack of expertise at all levels of the Russian government, including in the Presidential Administration because Moscow has not promoted the necessary training.
Muslim educational institutions are corrupt, engage in commercial activities, and are thus easy prey for the radicals, who benefit even when the secular authorities contest them. That is because the failure of Muslim schools in Russia allows the radicals to promote the idea that “a quality Islamic education can be received only abroad.”
Grishin says that the situation with regard to Islamist media is especially troubling. According to Russian law enforcement agencies, there are now some 57,000 websites directed at Russia’s Muslims. 50,000 of them are supposed to be blocked but “a significant part of them,” he says, hasn’t even been identified let alone blocked.
In recent times, Grishin continues, Islamist radicals have adopted two new tactics against which the Russian authorities seem powerless: They have been recruiting among the staff of Russia’s special services and law enforcement organs; and they have been themselves arrested so that they can propagandize radical Islam in Russian prisons.
Moscow needs to respond to this upsurge of radicalism by training better government specialists on Islam, “unifying” the approach of all regions so that the radicals cannot play one off against another, develop better criteria of what constitutes radicalism, block the efforts of Islamists to recruit siloviki, and “clean the Augean stables of the MSDs.”
To oversee this effort, Grishin says, Russia must establish “a single state organ for relations with religious organizations, a ministry ‘for religious affairs’ or a special subdivision of the Presidential Administration” with real powers to act. Otherwise, he suggests, radicalization of Russia’s Muslims is likely to continue to expand.

Staunton, September 21 – Many Russian opposition figures and commentators have long assumed that the exposure of the corrupt nature of the Putin regime will cost it support in the population and thus they greet each revelation of a major corruption scandal with predictions that the Kremlin will lose support.
But that has not happened despite the extraordinary level of corruption in the Russian regime and the ways in which it has been convincingly documented, Kseniya Kirillova points out, and there are three fundamental reasons why the assumption on which such prophesies are made is false and likely to remain so in the future (svoboda.org/content/article/27233447.html).
First of all, she points out, Russians as a whole view corruption as endemic. They recognize that the Putin vertical is about theft and illegality, but they believe, and are encouraged by the Kremlin media to believe, that the opposition is corrupt as well and that there is thus “no sense in ‘exchanging one group of thieves’ for another.”
Moreover, and again as a result of Russian propaganda, most Russians believe that while “the members of the Putin elite are ‘simply thieves,’” the regime’s opponents “are thieves and also ‘foreign agents’ who will not simply steal … but consciously ‘destroy Russian on the orders of their masters across the ocean.”
So far at least, Kirillova says, “the majority of Russians is not capable of believing that there exist states in which the level of corruption is extremely low” or that Russia could ever be a state in which thievery was not the norm.
Second, and especially during the “’fat’ years” of high oil prices, many Russians did not suffer that much directly from corruption and generally viewed corruption as someone else’s problem. And now, when times are tough, “many do not connect the decline of their standard of living with corruption but instead view the financial crisis as the result” of actions by outsiders.
And third, “despite its own corruption, the powers that be have been able to use the theme of the struggle with corruption to strengthen their own authority.” Even though most Russians are acceptant of “the inevitability of theft,” they positively welcome efforts by the Kremlin to fight against corruption.
And the Kremlin’s periodic campaigns against corruption allow it to achieve three goals. First, such campaigns inevitably directed at the boyars have the effect of raising the authority of the tsar, in this case the president, who is viewed as the only person capable of taking on those who oppress the people.
Second, the Kremlin can ensure that they are “extremely selective.” Thus it does not allow any mention about corruption in the FSB, although it is clear that that agency represents “a very large” fraction of corrupt activities. And third, such campaigns reinforce the popular assumption that only the powers have the right to struggle with corruption.
Thus, when the Russian opposition raises the issue of corruption, it often is unwittingly playing into the hands of the Kremlin because it reinforces the view that only Putin can really address the matter and therefore boosts his support in the population rather than undermining it in any way.

Staunton, September 21 – Yesterday in Moscow at an event paid organized by the Anti-Globalist Movement of Russia but paid for by the Kremlin, leaders of separatist movements from around the world, some serious, some entirely frivolous, assembled, denounced American imperialism, and elected Syria’s Bashar Asad and Iran’s Mahmud Ahmadinejad to its presidium.
There were representatives from Hawaii, Puerto Rico and Texas, from Catalonia and Northern Ireland, from Ukraine and the Western Sahara, as well as from groups that declared they sought not separate states but the amalgamation of existing states, in this case, Russia, Belarus and Ukraine, into a single one.
But there were two prominent exceptions to the invitation list: No one was invited from any group in the Russian Federation where any call even for having the country live up to its own constitution is treated as a criminal act of promoting separatism, and no one came from separatist movements in the few countries Russia still has good ties with, like China.
“Never in the history of humanity,” the meeting’s organizers declared, “have assembled in one place so many rights defenders who represent national liberation movements and parties from various countries.” But Russian speakers quickly made it clear that the meeting was not about self-determination but about alliances with Russia against the United States.
Fedor Biryukov of Rodina, who was one of the organizes of the conference of European national radicals and neo-Nazis in St. Petersburg earlier this year, told those assembled that “we are attempting to embrace everyone both right and left” who support Russia in its struggle with the West.
“Russia,” the Russian nationalist continued, “has shown how to successfully defend sovereignty. Accoreding to Russian cosmogony, the West is twilight,” while Russia is the dawn. “Everyone who wants to see over him the sun and not a bloody moon, he is in spirit a Russian!” (novayagazeta.ru/politics/70017.html).
That was likely news even to the Texans, Hawaiians and Puerto Ricans at the meeting, but later, when Biryukov was asked about the meeting, he said that it was not about national-liberation movements but about “opposition to Washington.” Russia, he said, “must support its allies,” just as it must oppose any separatism within Russia.
In short, as Nikita Girin of “Novaya gazeta” pointed out, “the participants of ‘the congress of separatists’ turned out to be inseparable from the [Russian] state.”

JERUSALEM (Reuters) – Israel and Russia will coordinate their military actions over Syria to avoid accidentally trading fire, Israeli Prime Minister Benjamin Netanyahu said on Monday after talks with Russian President Vladimir Putin in Moscow.
“My objective was to prevent misunderstandings between IDF (Israel Defense Force) units and Russian forces,” Netanyahu told Israeli reporters, adding that he and Putin “agreed on a mechanism to prevent such misunderstandings”.
