Russia says the West is spreading nasty stories about it and that its damaging relations between the two sides, but is there any basis to them? Fiona Clark takes a look.

Russians have been speaking in a conciliatory tone recently. Take Foreign Minister Sergei Lavrov's article published a few weeks ago in the magazine "Russia and Global Affairs."
"We are not seeking confrontation with the United States, or the European Union, or NATO. On the contrary, Russia is open to the widest possible cooperation with its Western partners," he wrote.
He argued Russia was misunderstood and still viewed in the now obsolete pre-WWII view of a totalitarian aggressor.
"The notion of the 'clash of two totalitarianisms,' which is now actively inculcated in European minds, including at schools, is groundless and immoral. The Soviet Union, for all its evils, never aimed to destroy entire nations."

CHESTER, Pa. An Amtrak train locomotive partly derailed when it struck a backhoe south of Philadelphia on Sunday, killing two people and injuring 35, officials said.
Amtrak, the U.S. passenger train company, suspended service between Philadelphia and Wilmington, Delaware. It lifted a previous suspension of service between Philadelphia and New York.
Amtrak Train 89 bound for Savannah, Georgia, from New York with 341 passengers and seven crew aboard struck a vehicle on the tracks, Chester Fire Commissioner Travis Thomas said. Amtrak said the vehicle was a backhoe.

Two people were killed and 35 were taken to hospitals Sunday morning when an Amtrak passenger train struck a railroad backhoe that was doing maintenance work just south of Philadelphia.
Authorities said the two dead were not onboard the train. They declined to say whether they were Amtrak workers engaged in work on the tracks.
Amtrak Vice President Stephen Gardner said service between Philadelphia and Wilmington, Del., was suspended Sunday afternoon.
“We will be working to restore service as soon as possible,” Gardner said. He said that other than the injured, the 341 passengers on the train would be taken to Philadelphia. The train also had a crew of seven.

I was telling him he lost my sister’s vote when he retweeted a seriously unflattering photo of the pretty Heidi Cruz next to a glam shot of his wife, Melania.
He repeated his contention that he didn’t view the Heidi shot “necessarily as negative.” But I stopped him, saying it was clearly meant to be nasty.
Trump also got into his schoolyard excuse of “he did it first” and “that wasn’t nice,” insisting that Ted Cruz wrote the words on the digital ad put up by an anti-Trump group aimed at Utah Mormons; it showed Melania in a 2000 British GQ shot posing provocatively and suggested that it was not First Ladylike. Cruz denies any involvement.

Syrian forces seize Islamic State-held town near Palmyra

BEIRUT Syrian and allied forces backed by Russian air strikes drove Islamic State militants out of the town of al-Qaryatain on Sunday after encircling it over the past few days, Syria's military command said.
Surrounded by hills, al-Qaryatain is 100 km (60 miles) west of the ancient city of Palmyra, which government forces recaptured from Islamic State last Sunday.
Al-Qaryatain had been held by the militant group since late August. Syrian President Bashar al-Assad has been trying to retake al-Qaryatain and other pockets of Islamic State control to reduce the jihadist group's ability to project military power into the heavily populated western region of Syria, where Damascus and other main cities are located.

Vladimir Putin’s Mysterious Moving Border

TAMARASHENI, Georgia—The farmers awoke to find their wheat ripening inside another country.
South Ossetian troops and their Russian allies had worked through the night, sinking new border-marking poles across fields outside a hamlet called Tamarasheni in the golden hills of central Georgia. The Russians granted the local farmers 72 hours for an emergency harvest then ordered them to leave—forever. Piling out of a military truck the next day, the soldiers inspected their night’s handiwork: expanding Moscow’s perimeter of influence in the Caucasus.

A small knot of Georgian border guards, overmatched as usual, watched the proceedings bleakly from 50 yards away. The Russians ignored them. It was a kabuki theater of power and powerlessness.
“They took 10 hectares this time,” said farmer Levan Kipshidze, tallying the latest chunk of Georgia—about 25 acres—swallowed last August along a shifting line of demarcation between his country and the Moscow-backed breakaway region of South Ossetia. “This can happen anywhere. It can happen anytime. No one can do anything to stop it.”
Over the late summer and fall, I made several visits to this new boundary that is, by political design, one of the least secure frontiers in the world. It’s been a strange time to document how imaginary lines and the structures that mark them alter lives as well as landscapes. Hardened borders are back in geopolitical fashion with a zeal unseen since the height of the Cold War. In the U.S. presidential race, Donald Trump has built his campaign on an Iron Age technology—a Great Wall of China—to deal with 21st century immigration problems along the Rio Grande. A fearful Europe, meanwhile, is busy erecting barricades to check historic flows of refugees and Islamic terrorists.
In the Caucasus, the Kremlin—a seasoned master of aggressive boundaries—is doing what some other politicians have only promised. In the process it has exposed the continuing weakness of a former republic that it steamrolled in 2008 in a week-long war over South Ossetia. And though the legal status of the tiny “Republic of South Ossetia” is unsettled—only Russia and few of its clients recognize the separatist region’s independence—a de-facto frontier already zigzags among the rumpled hills of Georgia, veering between tragedy and farce. Russian and Ossetian troops creep out after dark to move the unofficial line—usually only a few yards, but once by more than a mile—deeper into Georgia. Georgian cows and sheep get stranded on the Ossetian side. So do people. One elderly Georgian couple, refusing to evacuate their farmhouse, have been fenced inside South Ossetia. (The Ossetians cut the castaways’ electricity; Georgian neighbors have run an extension cord under the razor wire.) Over the past seven years of frozen war, Georgia says more than 800 of its citizens have been detained by Ossetian forces for “illegal entry” to their lost fields, pastures and wood lots.
Georgia calls this nibbling away of its territory by Russia a “creeping occupation.” Russia says it’s simply heeding the wishes of its backwater vassal, one of two former Georgian regions now effectively absorbed by Moscow. (The other is Abkhazia.) And the outside world, represented by a small and rather lonely European Union peace monitoring team, labels the land grabs “borderization.”
“Similar problems occur in places like Lebanon, Israel and Bosnia,” said John Durnin, a European Union monitor who watched from his white SUV as the Russians marched their boundary posts into the fields around Tamarasheni. “What’s unique here is that nobody knows where a line should go, even if it were recognized. The uncertainty creates hardship. It’s a denial of civil rights, of freedom of movement.”

The erratic crack between Georgia and South Ossetia isn’t easy to spot at first.
Clues begin to appear about 50 miles north of Tbilisi, the Georgian capital. The rural roads simply cease to function as roads. Ribbons of asphalt devolve into parking lots for rusty tractors, kids’ soccer fields or drying yards for crops of beans. This means that somewhere ahead makeshift fences or concrete barriers block the way. From here, you must get out and walk. Old front lines snake vaguely through abandoned farms that have reverted to bush. Some of the trees hide security cameras installed by the Russians. And among the foliage, old torched houses gape rooflessly at the sky. Most of the unofficial boundary remains unfenced. The advancing Russian border posts often jut hundreds of yards apart. An air of stagnation hangs over villages nearby. South Ossetians usually occupy the heights and control water sources. Georgians cling to valleys. It’s a dead-end landscape. It doesn’t pay to wander off the roads.
“You might get kidnapped,” said Zakaria Mamagulashvili, an apple farmer from the village of Dvani. “I myself have taken a forced holiday twice.”
Mamagulashvili was referring to his capture by patrolling South Ossetian and Russian troops. Most recently, last March, he was pruning his orchard when two South Ossetian soldiers walked 60 yards into Georgia and marched the farmer across the murky new frontier at rifle point. He spent seven days in a ramshackle police cell. He heard another Georgian captive being beaten. Mamagulashvili paid a 5,000-ruble fine to be released. (About $90 dollars at the time.) This was a hardship because he’s getting poorer all the time: The new border has ingested half of Mamagulashvili’s harvest, or about 300 boxes of apples a year.
“Come back in five years,” he said bitterly, handing me one of his ripe Jonathans. “You’ll find all of us living on the South Ossetian side.”
A few miles away, Davit and Valia Vanishvili already are.
After refusing to budge from the path of an expanding border fence, the stubborn Georgian couple was sealed inside South Ossetia by Russian troops. The Vanishvilis lost access to their wheat fields. Today, they survive on charity passed through the razor wire by neighbors living in the amputated village of Khurvaleti. In exchange, the old couple places traditional Georgian offerings—boiled eggs, flowers—on the family graves of neighbors now cut off from the village cemetery.

“We didn’t want to leave our house to strangers,” explained Valia, a twig-limbed woman of 75. “Why did they do this to us? We never had fences here before. We always got along with the Ossetians.”
This is largely true.
Each side in the conflict still promotes its own narrative of grievance. Georgians blame Russia’s divide-and-conquer policies during the Soviet era for colonizing swathes of Georgian farmland with Ossetian loyalists from the North Caucasus. The Ossetians, in turn, complain that they were discriminated against under Tbilisi’s rule. Yet the two ethnic groups have lived in harmony for generations. Until 2008, mixed marriages were common. And Ossetian and Georgian villages were interspersed. That’s precisely why the borderline’s artificiality is so demoralizing.
“We believe the Russians are using a 1984 Soviet general staff map to draw the new border,” Durnin, the EU monitor, told me. “But we really don’t know.” Russia doesn’t allow foreign observers into South Ossetia. Durnin wakes up, like everyone else, to proliferating green signs that read, in English, Russian and Georgian, “ATTENTION: State Border. Passage is Forbidden.” He describes his job in a Beckettian koan: “Ninety-nine percent of the world doesn’t accept the new boundary’s existence. But we have to know where it is in order not to cross it.”
Whatever ghostly map is used—if any—it’s working.
Mikheil Saakashvili, the flamboyant Georgian president who took on the Russians over South Ossetia, is long gone. Georgia’s new government, led by a flailing coalition called Georgian Dream, is noticeably warmer to Moscow. Its credibility is mauled with each new report of a Georgian shepherd “kidnapped” along a phantom borderline with teeth.
“We feel abandoned,” said Lia Mekarishvili, 52, an elementary school teacher in the village of Dvani, whose classes, once numbering dozens of students, have shrunk to four. Mekarishvili started to cry but stopped herself. “We are tired. People are ready to give up. We are alone. Russia never gets tired. It will win because it waits.”
A mile or less down a village road that was no longer really a road, the new frontier bent like a tensed muscle through a dead zone of brushy gardens and neglected orchards. It already had shifted within the heart of fruit grower Merab Mekavishvili.
“On Easter, I used to go down and shake hands across the fence with my old Ossetian friends,” Mekavishvili, 53, said. “The Russians don’t like this. So my friends don’t do it anymore.” The burly, white-haired farmer said his Ossetian friends’ children didn’t remember the good old days of ethnic coexistence. The younger Ossetians didn’t know Georgians at all, he said. He said they hated him.

Is Putin serious about peace in the Armenia-Azerbaijan conflict?

Russia has called for restraint after a fresh wave of fighting erupted Saturday between Azerbaijan and Armenia in the disputed region of Nagorno-Karabakh.
The territory, which lies within Azerbaijan but is populated largely by Armenians, has been the focus of a frozen conflict ever since the conclusion of a six-year war in 1994 that left 30,000 dead.
The intractability of the situation led to the creation of the Minsk Group, co-chaired by Russia, France, and the United States, to seek a solution. But Russia, the country most heavily involved on the ground, has a complex array of interests at stake.
“Russia is the main security guarantor for Armenia, but it sells weapons to both countries,” says Jeffrey Mankoff, a former adviser on US-Russia relations at the US State Department, in a telephone interview with The Christian Science Monitor.
“Russia is not just looking for peace, but is rather looking for some arrangement that maximizes their regional influence over both countries.”
Nagorno-Karabakh dissolved into conflict in 1988, as the Soviet Union was disintegrating, with Azerbaijani troops and Armenian separatists clashing in a brutal war.
A Russian-brokered ceasefire has maintained an uneasy truce ever since 1994, with periodic bouts of violence breaking out, and the Organization for Security and Co-operation in Europe (OSCE) set up the Minsk Group that same year to seek a lasting solution.
In this latest outbreak of hostility, it is hard to know how it began or what has actually happened, with <a href="http://PanARMENIAN.net" rel="nofollow">PanARMENIAN.net</a> talking of Azerbaijani “saboteurs” being thrown “back to their positions”, and AzerNews stating “on the night of April 2, all the frontier positions of Azerbaijan were subjected to heavy fire.”
Perhaps more interesting than the details of the latest hostilities, says Dr. Mankoff, who is currently deputy director of the Center for Strategic and International Studies' Russia and Eurasia Program, is the fact that the presidents of both countries are in the United States for the nuclear security summit, giving them a far larger global audience than they would normally expect.
So, if this latest development does represent some kind of a cry for international attention, what hope is there of a peaceful resolution?
“If there’s going to be a settlement, it will have to be on Russia’s terms,” says Mankoff. “Yes, there’s the Minsk group, but Russia has 5,000 troops in Armenia, and I’ve heard they sent more.”
The Russian troops’ main role, as Mankoff explains, is to deter Turkish involvement, should there be a serious resumption of conflict between Armenia and Azerbaijan. Turkey and Azerbaijan have a close relationship, and Turkey’s border with Armenia has remained closed for two decades because of this conflict.
The position of the United States is that Nagorno-Karabakh is a disputed region, but other surrounding tracts of land that Armenia has accumulated amount to occupied territory and should be returned.
Yet, while Azerbaijan is unlikely to take the risk of invading Nagorno-Karabakh, geography and a predominantly Armenian population making it a daunting challenge, many Azeris detect double-standards in the West’s approach.
“They wonder why the West punishes Russia for annexing Crimea, but not Armenia for similar behavior in Karabakh,” notes The Economist. “Many ask why the West approves of Ukraine using force to restore territorial integrity, but insists on Azerbaijan’s peaceful patience.”
Nobody has formally recognized Nagorno-Karabakh as a part of Armenia; even the Armenian government has made no effort to annex the territory.
And yet while full-scale military intervention - by any party - seems highly unlikely, there is also a question mark over how seriously Russia, the main power-broker, wants to pursue full-scale peace.
“Russia doesn’t want conflict because it’s trying to increase its influence over both countries,” says Mankoff. “If they can do that through resolving the conflict, then that’s an option, but failing that, the status quo benefits Russia fairly well.”

Mikhail Lesin’s Strange Death in U.S. Follows a Fall From Russia’s Elite

He returned, though, after Mr. Putin assumed the presidency for a third term. In October 2013, he took over Gazprom Media, the subsidiary of the energy giant that through a complicated ownership structure is controlled by one of Mr. Putin’s confidants, Yuri V. Kovalchuk, the main shareholder of Bank Rossiya. Mr. Kovalchuk and Bank Rossiya each face sanctions by the United States for their ties to Mr. Putin.
Within two months, Mr. Lesin oversaw the acquisition of Prof-Media, a subsidiary of one of Russia’s richest industrialist, Vladimir O. Potanin. Prof-Media owned television networks like MTV Russia, as well as radio stations and magazines. The deal, reported to be worth $600 million at the time, was seen as the Kremlin’s effort to bring even more independent media outlets under state political and financial control.
“There is a danger that Lesin will use his administrative resources not only to serve the interests of his bosses, but also to settle old scores,” a columnist, Yulia Latynina, wrote in The Moscow Times in December 2013.
Mr. Lesin did clash with the remaining vestiges of independent news media. Aleksei A. Venediktov, the editor of the radio station Ekho Moskvy, which is partly owned by Gazprom Media but ostensibly independent, said Mr. Lesin had invited him to dinner at one of Moscow’s fanciest restaurants and pressed him to dismiss several journalists who appeared on the air or on the station’s website, including Ms. Latynina.
Mr. Venediktov successfully resisted. Many attributed his departure from Gazprom Media to the fight with Ekho Moskvy, but Mr. Venediktov said he believed that Mr. Lesin’s abrasive character and his handling of the acquisition of Prof-Media had brought him into conflict with Mr. Kovalchuk.
“Lesin made enemies of all the heads of the federal TV channels, all the heads of advertising agencies and all media owners with his policies,” Mr. Venediktov wrote in an email.

Acquisitions in Los Angeles

Mr. Lesin’s return to an influential position atop Gazprom Media renewed attention on his own wealth.
In July 2014, Aleksei A. Navalny, the opposition leader whose Foundation for the Fight Against Corruption has become one of the most potent opposition organizations, published records that showed Mr. Lesin’s acquisition of several expensive homes in and near Los Angeles to be seemingly beyond the means of a government minister for much of the previous 15 years.
Three years earlier, Mr. Lesin had incorporated a company in California, called Dastel, primarily to buy real estate. According to a deposition in a lawsuit involving his son, given by the corporation’s only officer, Ilya Tsipis, “various members of the extended Lesin family” lived in the properties the company bought. A second company, HFC Management, was incorporated the same year in the name of his daughter, Ekaterina, and another, called Dastel Holdings, was formed in 2013.
The three companies bought two homes in Beverly Hills, at a cost of $13.8 million and $5.6 million, and another in Brentwood for $9 million.
Mr. Lesin’s son, Anton, began to make his mark in Hollywood not long after. The son, who Anglicized his name to Lessine, and a partner, Sasha Shapiro, formed a film-financing company called Media Content Capital. And in 2012, they acquired a controlling stake in QED International, a film production and distribution company founded in 2002 by Bill Block, for $25 million. The company has since produced a series of major movies such as “Fading Gigolo,” with John Turturro and Woody Allen; “Fury,” with Brad Pitt; and, most recently, “Dirty Grandpa” with Robert De Niro and Zac Efron.
The revelations about Mr. Lesin’s investments in Los Angeles came at a time of heightened animosity toward the West as a result of the war in Ukraine. With senior Russian officials and businessmen facing sanctions by the United States and Europe, Mr. Putin intensified his warnings that businessmen should keep or return their fortunes to Russia.
Mr. Navalny’s disclosures also had an impact in Washington. Vladimir V. Kara-Murza, a prominent journalist and opposition activist in Russia, said he passed on documents about Mr. Lesin’s properties to members of Congress as part of a campaign to persuade the United States to impose sanctions against more officials.
Senator Roger Wicker, Republican of Mississippi, publicly called on the Justice Department to investigate what he said was suspicion of wrongdoing under the Foreign Corrupt Practices Act and questioned Mr. Lesin’s ties to Mr. Kovalchuk, whom the Department of Treasury identified as “the personal banker for senior officials,” including Mr. Putin.
More than four months later, an assistant attorney general, Peter J. Kadzik, replied that the matter had been referred to the Justice Department’s Criminal Division and the F.B.I. Then nothing happened.
A law enforcement official, speaking on the condition of anonymity to discuss internal deliberations, said the referral was a formality, suggesting that no investigation followed.
Julie Davidson, the director of the Kleptocracy Initiative at the Hudson Institute in Washington, a research organization that works to expose the investment of ill-gotten gains by foreign officials, expressed puzzlement that the allegations against Mr. Lesin did not appear to have prompted an investigation.
“There is no question that the U.S. has become a relatively comfortable haven for questionable fortunes,” she said.
Although no evidence has surfaced that implicated Mr. Lesin in any wrongdoing, the scrutiny appeared to have an effect in Russia. Mr. Navalny publicized the Justice Department’s reply to Senator Wicker on his website on Dec. 14, 2014, mocking Mr. Lesin as a “patriot of California real estate.”
Within days, Mr. Lesin departed Gazprom Media, citing personal reasons.

Love and Litigation

In 2015, he retreated from public view. He regularly traveled to the United States on a tourist visa, visiting four times in the first 10 months of the year, usually to Los Angeles, according to a record of his travel disclosed by Mr. Navalny and confirmed by the United States Customs and Border Protection service. Mr. Lesin arrived one last time in Los Angeles on Oct. 21, only two weeks before his death.
Mr. Lesin, previously twice married, began a new relationship with a woman, Viktoria Rakhimbayeva, a model from Siberia, Mr. Aven said. “He really was in love,” he said. On Sept. 25, she gave birth to a daughter, Mr. Venediktov told his radio audience on Ekho Moskvy after Mr. Lesin’s death.
“When I learned of his death, my first thought was about the baby, actually,” Mr. Venediktov said. “This is a question of sympathy because, well, he’s dead and gone, but the girl with the baby — how is she?”
Even though he dropped from public view, his troubles at Gazprom Media followed him to the United States and were raised in 2015 in a lawsuit involving his son’s production company.
In late 2014, Mr. Block reached an agreement to depart QED International, leaving the entire company to Mr. Lessine and Mr. Shapiro. Last April, they sued Mr. Block for trademark infringement and unfair competition, accusing him of undercutting the company.
Mr. Block’s lawyer, Marty Singer, said in a statement at the time that Mr. Lesin was one of the company’s principals and said the lawsuit stemmed from a shortage of cash caused by Mr. Lesin’s departure from Gazprom Media and the reports of an investigation by the Justice Department.
The lawsuit was settled — with no terms disclosed — on the day Mr. Lesin’s body was found.

Final Days

Little is known about the last days of Mr. Lesin’s life. One of his friends and former business partners, Sergei A. Vasilyev, told the newspaper Kommersant that Mr. Lesin had met friends from Russia who lived in Washington and was drinking heavily on the night of Nov. 2, a Monday.
Mr. Vasilyev, as well as Mr. Aven and others who knew him, said Mr. Lesin was known as a heavy drinker who would sometimes behave recklessly when intoxicated.
“The only thing I can tell you is that when Misha has failures,” Mr. Vasilyev said, referring to Mr. Lesin familiarly by the diminutive form of Mikhail, “there were instances where he fell and caused involuntary injury to himself, including quite heavily.”
The autopsy did not name the cause of the blunt trauma, leaving an open question whether it was a beating, a fall or a vehicle accident.
According to Mr. Vasilyev’s account, which he said was based on information from the Foreign Ministry, Mr. Lesin went to a liquor store on the morning of Nov. 3 — the day of the dinner he was to attend — and returned with alcohol to the hotel where he was staying, the Dupont Circle Hotel. It was that day when, Mr. Aven said, he called and sent a text message, but received no response.
Mr. Lesin was visited in his room on the night of Nov. 4 by a security guard who, finding him drunk, tried to help him into bed, Mr. Vasilyev said, but Mr. Lesin resisted. The next morning he was found dead in his room by a cleaner.
“How it is possible he did not call a doctor, the police, anyone?” Mr. Vasilyev said of the security guard. “I do not understand.”
A sales representative at the hotel said no one there would comment on his death. The medical examiner tested for alcohol in his blood, as a matter of routine. A spokeswoman would not discuss the details of those tests, citing privacy, but alcohol was not listed as a contributing factor in his death, only the trauma.
The police here continue to treat Mr. Lesin’s as a natural death, though the criminal division is in charge of the investigation. Neither the F.B.I. nor the Justice Department has taken a role in the investigation, according to officials from both agencies, who spoke on the condition of anonymity to discuss an unresolved case, suggesting that it was being investigated as an untimely death but not a federal crime.
One of the officials said a security video showed Mr. Lesin returning to his hotel in a disheveled state, suggesting he had been in an accident or altercation the night of Nov. 4. In addition to the blunt trauma to the head, Mr. Lesin’s body had bruises on the neck, torso, arms and legs, but the cause of those was not clear.
The handling of the inquiry has raised questions in Russia. The medical examiner’s office completes most autopsies within 90 days, but Mr. Lesin’s took longer, as officials carried out a rigorous series of toxicological tests for poisons to be certain to rule out that sort of foul play. (The joint statement by the office and the Metropolitan Police also misstated Mr. Lesin’s age, which was 57, not 59.)
In March, Russia’s prosecutor general asked the Justice Department for more information about the case, according to an embassy spokesman, Yuri Y. Melnik, but according to him and a spokeswoman for the Foreign Ministry, neither the police nor federal officials have provided answers.
In the febrile, largely virtual world where opposition to Mr. Putin thrives, Mr. Lesin’s mere presence in the United States has provoked conspiracy theories. One version held by Mr. Putin’s critics claimed he was silenced before he could cooperate with federal authorities investigating corruption.
Another theory suggested, fantastically, that he might not be dead at all but in witness protection. Officials here dismiss these as ludicrous. (A final notation of his departure in December was a clerical record closing out his travel record, a spokesman for the customs service said, not evidence he had departed the country, as was reported widely in Russia.)
The uncertainties are partly why theories about Mr. Lesin’s death have not fully subsided.
Many still suspect a crime, carried out by enemies in Moscow, but Mr. Aven scoffed at that, saying they had met in Moscow only weeks before they were to meet in Washington. “If anything was done to him,” he said, “why would anybody do it here?”
