Russia canceled a request to Spanish authorities to allow its Syria-bound flotilla of warships to refuel on its territory, according to Spain’s Foreign Ministry and Russian state media, a switch that came as Madrid faced rising pressure to refuse the request from U.S. and U.K. officials.
The Russian request to refuel its Navy ships at the Spanish exclave of Ceuta came amid rising tensions between Moscow and Western allies. North Atlantic Treaty Organization members have stepped up criticism of Russia’s operations in Syria and its military buildup in its Kaliningrad exclave.
NATO on Wednesday offered new details of its own planned troop reinforcement, including plans to send British and German tanks to the Baltic states early next year. The U.K. also said it would send Typhoon jet fighters to Romania next year to conduct an air policing mission.
The Russian request to refuel at Ceuta, a Spanish exclave on the tip of Africa’s north coast, had raised concerns within NATO. Dozens of Russian warships have docked in recent years at Ceuta, but this request was far more controversial because NATO Secretary-General Jens Stoltenberg had warned that the Russian fleet was headed to Syria to intensify its bombing in the besieged city of Aleppo.
The Spanish Foreign Ministry said in a statement that Madrid had initially granted permission for three Russian ships to dock and refuel at Ceuta starting Friday but, in light of reports that the vessels would take part in the siege of Aleppo, had asked Moscow for clarification.

In response, the Russian Embassy informed Madrid on Wednesday that Russia had withdrawn the docking request, the ministry statement said.
“Spain is following with great concern the bombardment of Aleppo, and the humanitarian tragedy that it is experiencing,” the statement said, noting that Madrid had called repeatedly for a cease-fire to facilitate humanitarian aid to the besieged city.
The flotilla comprises Russia’s sole aircraft carrier, the Admiral Kuznetsov, as well as a nuclear-powered battle cruiser, two anti-submarine warships, four support vessels and submarine escorts, according to NATO officials.
U.S. and U.K. officials had put pressure on Madrid to refuse Russia’s request. U.K. Defense Secretary Michael Fallon on Wednesday said he was extremely concerned that the Spanish government was considering allowing the Russian flotilla access to the port. “NATO should be standing together,” he said.
Spanish news agency EFE reported that Spanish naval vessels and air force planes were shadowing the warships as they passed through the Mediterranean.
