Syrian government forces and rebels clashed across the north on Sunday in the latest indication that a monthlong cease-fire may be breaking down, as the Islamic State group seized two villages along Syria's border with Turkey from other insurgents.
President Barack Obama said Sunday that his biggest failure as president was not planning for the aftermath of the 2011 intervention into Libya, after which the country became a failed state in which jihadists groups have gained strong footholds.
“[My worst mistake was] probably failing to plan for the day after for what I think was the right thing to do in intervening in Libya,” Obama said on Fox News Sunday.
In 2011, the U.S. joined a multi-state coalition of European and Arab countries to intervene militarily in Libya. The intervention was meant to prevent Libyan strongman Muammar Gaddafi from carrying out attacks against civilians.
Hillary Clinton was the primary advocate for intervening and persuaded a reluctant presidential cabinet to support the effort.
Obama let the Europeans take the lead with military operations in what he termed as an American strategy of “leading from behind.” Ultimately Gaddafi was killed in October of 2011 and his regime overthrown.
None of the intervening countries followed up with a plan to build a post-Gaddafi Libya, however, and the country steadily descended into chaos.
Several jihadist groups were able to entrench themselves in Libya in the following years, including the Islamic State, which has reportedly doubled its presence in Libya over the past year, causing some American policymakers to call for renewed military action in the North African country.
Obama recently blamed French and British leaders in Jeffrey Goldberg’s Atlantic article for causing the chaos in Libya today by ignoring the country after the initial intervention.

Ukrainian Prime Minister Arseniy Yatsenyuk on Sunday announced his resignation amid political turmoil and accusations that his government has been plagued by inaction and corruption.
Yatsenyuk, who blamed lawmakers’ failure to enact “real changes,” said he plans to step down from his post next week in a move meant to make way for the formation of a new government, the BBC reports. His decision comes after Ukrainian President Petro Poroshenko asked him to resign in February, according to the news outlet.
“I thank our nation, society, civil society activists, volunteers. I thank each and every one of you for your endurance and patience,” Yatsenyuk tweeted. “As of today my goals are broader: new electoral law, constitutional reform, judicial reform, Ukraine’s membership in the EU and NATO.”

A U.S. Navy officer faces charges of espionage, attempted espionage and prostitution in a highly secretive case in which he is accused of disclosing military secrets to a foreign nation.
The Navy examined charges against him in a preliminary hearing in Norfolk on Friday. The officer has not been identified but is a lieutenant commander with the headquarters for the Patrol and Reconnaissance Group, which oversees maritime patrol aircraft such as the P-8A Poseidon and P-3C Orion spy planes and the MQ-4C Triton surveillance drone.
A heavily redacted charge sheet released by the Navy states that the officer faces two specifications of espionage and three specifications of attempted espionage. He is accused of communicating secret information “with intent or reason to believe it would be used to the advantage of a foreign nation,” hiring a prostitute for sex, committing adultery by having sex with a woman who was not his wife, and making false official statements by not disclosing foreign travel to the U.S. government as required.

The country that received the information from the lieutenant commander has not been disclosed. The case was first reported late Friday by the Virginian-Pilot newspaper and USNI News. A Navy official told USNI News that the situation has been labeled a national security case, meaning it involves the compromise of military advantage over a foreign nation or terrorist group.
The military typically discloses the identity of a service member who faces a preliminary “Article 32″ hearing like the one involved in this case. But the officer’s name was redacted from the charge sheet released afterward “out of consideration for the service member’s privacy,” said Lt. Cmdr. Timothy Hawkins, a Navy spokesman.
“Prior to a decision for the referral of charges, we are unable to identify the officer at this time,” Hawkins said.
The top flag officer overseeing the case as convening authority is Adm. Philip S. Davidson, the commander of U.S. Fleet Forces Command in Norfolk. The officer facing charges is being held at the Naval Consolidated Brig in Chesapeake, Va.
The case remains under investigation by the Naval Criminal Investigative Service and the FBI. Spokesmen for senior Navy officials, including Navy Secretary Ray Mabus and Adm. John Richardson, chief of naval operations, declined to comment on Sunday.
