G-7 Meeting in Hiroshima: 5 Things to Knowby webdesk@voanews.com (Associated Press)
Foreign ministers from the Group of Seven (G-7) industrialized countries -- Britain, Canada, France, Germany, Italy, Japan and the U.S. - are meeting in the western Japanese city of Hiroshima on Sunday and Monday. Why Hiroshima? Japan hopes to send a message of nonproliferation and peace. Once all but annihilated by a U.S. atomic bomb, Hiroshima has risen back as a symbol of peace and nuclear disarmament. It's also the hometown of host Foreign Minister Fumio Kishida. Hiroshima can...
Obama: 'No Political Influence' in Clinton Email Probeby webdesk@voanews.com (Associated Press)
President Barack Obama is guaranting that evidence, not politics, will dictate the outcome of the FBI's investigation into Hillary Clinton's handling of emails as secretary of state. Obama's comments came during an appearance on Fox News Sunday, his first as president. Obama said he continues to believe Clinton didn't jeopardize America's national security with her private email server, but he added that "there's a carelessness in terms of managing...
There were no immediate reports of widespread damage from the quake, which shook buildings and houses and caused panic in several cities.

CNN: Carter to Visit Site Near Archipelago Claimed by Chinaby webdesk@voanews.com (VOA News)
During an upcoming trip to Asia, U.S. Defense Secretary Ash Carter will visit sites in the Philippines where the U.S. plans to station troops, including one base close to the disputed South China Sea. CNN reported Saturday that the secretary would visit the base about 160 kilometers (about 100 miles) from the Spratly Islands archipelago, which China claims. But Carter will not visit the key player in the dispute, China. He had accepted an invitation to visit Beijing after he met with the country’s defense minister last year. But when the Pentagon released details about the trip Friday, China was not included. Pentagon press secretary Peter Cook said a “complicated schedule did not allow for it [a stop in China] to take place during this trip." Carter will also travel to India next week, followed by Middle East stops in the United Arab Emirates and Saudi Arabia. China claims almost the entire South China Sea, believed to have huge deposits of oil and gas. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims to parts of the waters, through which about $5 trillion in trade is shipped every year. Beijing's more assertive pursuit of its claims over the past year or so has included land reclamation and the construction of air and port facilities on some isles and reefs. In a speech Friday, Carter said countries in the Asia-Pacific region have been voicing concern about China's military actions, which he said "stand out in size and scope." He said those countries had expressed their concerns to the United States both publicly and privately, and at the highest levels. He said that although the United States has disagreements with China, Washington is committed to working through them in ways that do not destabilize the region. The secretary called the Asia-Pacific region "the single most consequential region for America's future."

Indian Temple Fire Kills 100by webdesk@voanews.com (VOA News)
India's prime minister is traveling to Kerala state where the death toll from a massive temple fire has risen to more than 100 people. The death toll is expected to rise. Narendra Modi said Sunday on his Twitter account the fire in Kollam is "heart-rending and shocking beyond words." Authorities say at least 200 people were injured Sunday in the blaze at the Puttingal Devi temple complex, which was filled with people at time. The fire was ignited during a festive fireworks display that a huge crowd of people had gathered to watch in the early morning hours. Officials say temple organizers did not have permission for the display. Authorities say a spark landed among a large amount of fireworks stored in the temple complex, causing explosions and a massive fire.

Residents of Isolated Villages Some of Freest People in Russia, Sociologist Says by paul goble (noreply@blogger.com)
Paul Goble
Staunton, April 10 – The absence of roads and the collapse of civil aviation in many rural areas of Russia has created a new class of “absolutely free” people, Artemy Pozanenko says, village residents who deal with their own problems without any intervention by teachers, policemen, doctors, or government officials.
Pozanenko, a sociologist at the Moscow Higher School of Economics, says that some relatively large Russian cities like Norilsk are cut off from the rest of the country but that he is talking not about them but about villages whose residents find it difficult if not impossible to go to district centers most of the year (zapovednik.space/material/Oni-absolutno-svobodny).
In some parts of Russia, people living in such special isolation form a large proportion of the population. In one district of Arkhangelsk oblast, for example, 40 percent of the population lives that way. Even in places not far from Moscow, there are villages that are cut off from larger population and political centers.
This is a relatively new development, Pozanenko says. In Soviet times, the state sought to intervene and control all aspects of life, by combining rural settlements into larger ones that were easier to control, by establishing heavily subsidized air fares to allow interaction, and by ensuring that officials from rayon and oblast centers visited regularly.
But over the last two decades, all of these innovations have collapsed: with people returning to a natural economy, with air fares now far more expensive than before, and with most officials not inclined to both travelling to these villages to try to ensure that Moscow’s rules are enforced.
The more isolated the villages are, the sociologist says, the less people in them rely on anyone but themselves – many are fishermen or hunters -- the more they cooperate with each other against outsiders and nature in order to survive, and the slower their numbers decline, the Moscow sociologist says.
“The main enemies” of these isolated villagers, Pozanenko continues, are government control agencies like the police, sanitation officials, and government agencies charged with restricting hunting and fishing. Many villagers are obviously in violation of the law, but with rare exceptions, officials don’t show up in these villages to enforce the rules.
Generally, he says, “the authorities do not help and they do not interfere – they do not give anything, but at the same time, they don’t check constantly. What emerges as a result is a kind of anarcho-communism. [Residents of such villages] life practically like one family and highly value their relationships.”
Such people have “a sense of absolute freedom, the opportunity to exploit resources as they want, to live the way they want, and to maintain communal relations which they do not want to lose.”
According to Pozanenko, there is only one government institution on which they are “absolutely dependent,” the school. If it is closed – and the government has been closing many small schools in recent years – then the villages begin to die because young people have little choice but to leave.
But adult residents do not feel similarly compelled. Instead, many of them highly value their isolation and oppose ending it. Recently, for example, the Murmansk governor offered to build a road to one such village, and the villagers voted overwhelmingly against that project. “They’ve become accustomed to isolation, they see its advantages, and they want to preserve it.”
Obviously, there are problems for the health care of such people, but funding for hospitals even in district centers is now so low that they do not lose much. The police seldom come, but there is little crime as everyone knows everyone else – and the possibility of getting away with anything is small.
But despite their physical isolation, the villagers are tied into the wider world: “television is everywhere,” although not every village has a mobile telephone network, although most have at least some telephone connections. And social pathologies like alcoholism are less noticeable than in better connected towns and cities.

Kerry, in Japan for G-7 Meeting, to Focus on Global Security Threats by webdesk@voanews.com (Pamela Dockins)
Global security threats are among the focal points for U.S. Secretary of State John Kerry and other Group of Seven (G-7) foreign ministers who have launched a two-day meeting in Hiroshima, Japan. Kerry arrived in Hiroshima Sunday following a visit to Afghanistan. He is the first U.S. secretary of state to visit Hiroshima, which was devastated by a U.S. atomic bomb near the end of World War Two. In an interview with the Hiroshima newspaper Chugoku Shimbun, Kerry said most global threats to international peace require collective action. “Gatherings, such as this one are important opportunities to help us address urgent international political and security concerns and to speak with one, clear voice on concrete actions needed,” said Kerry. G-7 meeting The Group of Seven industrialized countries also includes Britain, Canada, France, Germany, Italy and Japan. Some of the European members are grappling with security challenges in the aftermath of recent terrorist attacks in Brussels and Paris. In addition to terrorism, the group is expected to discuss maritime security in the South China Sea and the refugee crisis affecting Europe and the Middle East. On the sidelines of talks, Kerry and other foreign ministers will visit Peace Memorial Park, a World War Two memorial. The U.S. dropped an atomic bomb on Hiroshima, which led to the end of the war. The bombing resulted in the deaths of about 140,000 people. Three days later, the U.S. dropped a second bomb on the port city of Nagasaki, killing about 70,000 people. Kerry’s intention for visiting the memorial is to “recognize the huge loss of life” that occurred during the war, said State Department spokesman Mark Toner. “It is also an acknowledgement that since the end of World War Two that the United States and Japan have become the closest of friends and strong allies,” Toner added. The park has become a symbol of nuclear disarmament. “Being in this city, it will help us carry out a message of peace and disarmament in the world," Italian Foreign Minister Paolo Gentiloni said. Kerry’s visit to the country is also designed to clear the way for President Barack Obama’s May visit to Japan to attend the G-7 leaders summit. Kerry traveled to Hiroshima from Kabul, where he discussed issues including regional security and the status of efforts to hold peace talks with the Taliban. Kerry met with President Ashraf Ghani and Chief Executive Abdullah Abdullah. U.S. officials say several rounds of explosions erupted nearly 200 meters from the U.S. embassy in Kabul shortly after Kerry departed. There were no injuries and no immediate indication that Kerry was a target. Kerry is on a weeklong tour of the Middle East and Asia that also included stops in Bahrain and Iraq. After Japan, he will attend a trade event in California before returning to Washington.

Prosecutors: Brussels Attacks Had Planned to Hit France Againby webdesk@voanews.com (VOA News)
Belgian prosecutors said Sunday the terror cell linked to the November attacks in Paris was planning a second attack in France, but last month decided to hit Brussels instead. The Brussels bombings at an airport and metro station killed 32 people and came days after police arrested key Paris suspect Salah Abdeslam in the city's Molenbeek area following a four-month manhunt. Prosecutors said Sunday the cell was "surprised by the speed of the progress in the ongoing investigation" and shifted their plan to a quick attack in Brussels instead. There was widespread speculation following the March 22 bombings that Abdeslam's arrest triggered the cell to act. The statement from Belgium's Federal Prosecution Office came a day after it said another Paris attack suspect, Mohamed Abrini, told investigators he was the "man in the hat" seen accompanying the two suicide bombers who blew themselves up at the Brussels airport. Police searched for him for weeks after the blasts before arresting him Friday along with four other people. All five were charged with participating in "terrorist murders" and "activities of a terrorist group." Authorities also confirmed the arrest of a sixth person in connection with the Brussels attacks, but did not give further details.

US Defense Chief Visits India Amid New High in Bilateral Relations by webdesk@voanews.com (Carla Babb)
U.S. Secretary of Defense Ash Carter is in India during a wave of increased cooperation with India’s military. The two countries’ defense ministers will discuss "a large number of activities, technology projects, exercises and so forth that reflect the closeness of the U.S.-India strategic relationship,” Carter told reporters after arriving in Goa Sunday. Carter is looking to improve defense technology and trade cooperation while increasing military-to-military cooperation through additional bilateral and trilateral coordinated operations. “We are doing things now with the Indians that could not have been imagined 10 or so years ago,” a senior defense official said. Technology coordination between the two countries is focused on aircraft carrier design and the co-production of jet fighter aircraft, according to a senior defense official. Undersecretary of Defense Frank Kendall visited New Delhi ahead of the secretary’s trip to discuss these projects, but another senior official told VOA Sunday the U.S. And India have not yet reached a formal agreement on this technology cooperation. Carter said his Indian counterpart has stressed co-production and technology sharing “rather than a simple model in which buys military systems from other countries." The Indians “have an indigenous capability there,” James Clad, a former deputy assistant secretary of defense for Asia and a senior advisor for the Center for Naval Analysis, told VOA. “They want to be in the rank of people with military capability that is kind of first world.” Asia pivot The visit aims to demonstrate the priority that the defense department has placed on the Asia-Pacific region. Carter has touted the U.S.-India relationship as a “strategic handshake,” one that is “destined” to be among the most significant partnerships of the 21st century. “As the United States is reaching west in its rebalance, India is reaching east in Prime Minister (Narendra) Modi’s 'Act East' policy that will bring it farther into the Indian and Pacific Oceans,” Carter said. Clad told VOA the pivot has been a good way to formally display the “inside-our-government attitude” that gives Asia the priority many felt it deserved. "Because we need to be enabled to focus unrelentingly on what is I think the single comprehensive challenge," Clad said, “which is the way the Chinese are coming at us.” Carter has said the Asia pivot, however, is not aimed at any particular country and “excludes no one.” The secretary has accepted an invitation to visit China that is expected to take place later this year. His India visit will likely ruffle feathers in (bother) neighboring China – whose aggression has caused concern in the Himalayas and the South China Sea – as well as in Pakistan, India’s rival. Strengthening ties Clad believes strengthening ties with Pakistan’s rival is a sensible move and “doesn’t care” if it bothers the Chinese or the Pakistanis. “Pakistan has been an intervening drain on our resources,” Clad told VOA. “It's a country that's not really our friend. It’s a country that’s played a double and a triple game, vis-a-vis the Afghan war and all the rest of it.” Goa, Carter’s first stop, is the home state of Indian Defense Minister Manohar Parrikar. Senior defense officials say the visit to Goa underlies the “close, personal relationship” that Carter and Parrikar have developed. “I enjoy being with him, and he’s become a good friend over several times we’ve been together now,” Carter said during their first stop at the Manguesh Temple, one of the largest and most-visited Hindu temples in state of Goa. Parrikar also showed Carter the Basilica of Bom Jesus, a UNESCO World Heritage site sating back to the 16th century that is said to hold the mortal remains of St. Francis Xavier. Carter will head to New Delhi later in the week for talks with Prime Minister Modi and other senior officials.
