Window on Eurasia: One in Every Ten Young Russian Citizens Now a North Caucasian

            Staunton, August 9 – Although residents of Russia’s North Caucasus Federal District make up only about 6.5 percent of the population of the country as a whole, young people there form 10 percent of Russia’s youth, a demographic reality that makes them an ideological battleground over the future of the country as a whole.

 

            At a conference in Karachayevo-Cherkessia last week, Vladimir Zorin, former nationalities minister and currently deputy director of the Moscow Institute of Ethnology and Anthropology, cited this figure in order to stress just how important the ideological contest in the North Caucasus has become (kavpolit.com/articles/kavkaz_revoljutsija_umov_ili_deneg-8189/).

 

            He called for a “more intensive” ideological and propagandistic campaign in the region lest outsiders from the Middle East and the West win the hearts and minds of young people in the North Caucasus and thereby contribute to the destabilization of Russia as a whole.

 

            In the course of his remarks, Zorin said that his institution had recently conducted a sociological study in order “to determine the basic values which could be unifying for all Russians.” In the first group, where more than 50 percent agreed, were values like patriotism, social justice, and equality.

 

            In the second group, he continued, in which between 40 and 50 percent agreed, were human rights, national pride, spirituality, security, and democracy.  And in the third group, about which fewer than 40 percent agreed, were the ideas of socialism, great power status, social self-administration, internationalism and friendship of the peoples.

 

            Zorin argued that “the main resource” for “inter-ethnic integration should be “the popularization of a common culture,” especially language. He noted that in the 2010 census, 99.4 percent of the residents of the Russian Federation said they knew Russian. No other multi-national state in the world has “such a level of linguistic integration.”

 

            In addition, he noted that 42 percent of Tatars, 36 percent of the Osetins, and 19 percent of the Chechens called Russian their “native language.” But if the non-Russians have learned Russian, the Russians have not learned the languages of the others: only five percent of Russians overall and only 20 percent of them in Chechnya say they know the languages of neighboring peoples.

 

            Three other speakers at the meeting amplified on these points.  Yana Amelina, a senior researcher at the Russian Institute for Strategic Research (RISI), supported Zorin’s call but said that unfortunately “today we do not have any all-Russian order of the day” around which people can unite.

 

            Valentin Bianki, a psychologist at St. Petersburg State University, said that his survey of the VKontakte social network showed major divisions between North Caucasian users and those from elsewhere in the Russian Federation.  The former are 2.5 times more likely to identify ethnically than the latter and four times more likely to identify in terms of religion.

 

            But “at the same time,” North Caucasians are 2.5 times less likely to identify in terms of the state and are similarly divided from the rest of the country regarding “the level of active approval” of the regime in terms as measured by their “likes” and “reposts” of news items concerning current policies.

 

            And Iosif Diskin, co-chair of the Council of National Strategy and a member of the Social Chamber, suggested that these findings reflect the fact that Russia is now in “a zone of instability” because the growth of GDP and consumption has outstripped “the tempos of ‘the maturation’ of civic and political institutions.”

 

            Many countries have found themselves in this situation, he continued. Some manage to speed up the introduction of these institutions and thus win the support of the population, while others do not and fall ever further behind, falling into “the chaos of times of troubles and crises.” The situation in the North Caucasus highlights the extent of this challenge to Moscow now.

            Staunton, August 10 – Ever more people around the world want Vladimir Putin to leave the scene but very few have asked themselves what Russia will be like after his departure. One who has, Sergey Klimovsky, suggests that Russia will either be a fascist state even worse than the current regime or a genuinely federal system that would work to everyone’s benefit.

 

            In a commentary on the Ukrainian portal Khvilya, Klimovsky says that the desire to get rid of Putin has made the issue of what Russia might be like after him seem “not so important.” But in fact, the nature of the post-Putin regime in Russia is critical for that country, its neighbors and the world (hvylya.org/analytics/politics/kakoy-budet-rossiya-posle-putina.html).

 

            The outcome won’t be determined by Russia’s geopolitical opponents because except for Japan, they do not have territorial claims against Moscow. (Some of Russia’s friends, on the other hand, do have some, including China on the Russian Far East and Belarus on Kaliningrad, Klimovsky says.

 

            Consequently, he continues, one must consider what would happen after “the inevitable fall of the Putin regime.” In that event, there would be “a political vacuum in Russia almost like the one which arose in the Donbas after the flight of Yanukovich. Indeed, it is possible it would be worse” because Russia lacks the parliamentary opposition that Ukraine had and has.

 

            That makes the transition many would like toward a Russia-wide union of “democratically oriented” forces “not great, if for purely technical reasons.” More likely would be the coming to power of “a regime of Russian Nazism” led by Girkin and Zhirinovsky that would begin “a second wave of imperial hysteria.”

 

            A better outcome which could have long-term positive consequences would be the establishment of genuine federalism in the Russian Federation in place of “the current imperial-style centralized” Russian state. “Federalization and not collapse” is in everyone’s interest, Klimovich says.

 

            At some point, the commentator argues, “Russia’s federalization is an almost pre-ordained and inevitable step,” all the more so because of the anger many in Russia’s regions feel toward the center. Today, “’Muscovites’ for Russia is almost the same as ‘the Donetsk people’ for Ukraine, according to Klimovich.

 

            And consequently, “one should not be surprised that the old slogan, ‘Liberate Russia from the Moscow yoke’ is again gaining popularity,” given that “the Golden Horde system” which made Moscow the tax collector continues to “function” with only one difference. “Now, Siberia pays tribute to Moscow and not the other way around.”

 

            For Russians, federalization would allow for a more just system; for Russia’s neighbors, that country’s federalization would represent “a remarkable means of removing all their problems.”  It would end Moscow’s “’defensive’ aggression” against Russia’s neighbors, and it would mean that Russia would “cease to be a source of a global military threat” and could join “a new geopolitical union from Lisbon to Vladivostok.”

 

            Russia’s nuclear arsenal would be “a reliable guarantee” that no outsider would interfere in the process of federalization and that it could thus take place “without any ‘death’ of Russia.”  Indeed, Klimovich says, “if the Ukrainian revolution had had such weapons, neither the seizure of Crimea nor the intervention of Russia in the Donbas would have occurred.”

 

            Such a “federalist” revolution, he continues, could make the new Russia “again as immediately after 1917 an attractive model for other countries.”  But whether this happens or not will depend entirely on the Russians themselves. “Neither NATO nor Ukraine will be doing this work for them.”

            Staunton, August 10 – Seventy-one percent of Russians watch television almost every day, 43 percent regularly use the Internet, 26 percent read newspapers and journals, and 20 percent listen to radio regularly, with TV use nearly constant, Internet use growing rapidly, and radio and print media use falling, according to a new Sreda survey.

 

            Those who watch television are far more likely to accept the Russian government’s version of events, the Sreda analysts say, while those who use the Internet are far more skeptical about the Kremlin’s suggestion that Russia is a besieged fortress surrounded on all sides by enemies and must adopt Soviet-style autarchy to survive.

 

            In part, this reflects differences in the demographics of the two groups, with younger and more educated people going online as compared to the country as a whole. But in part, it reflects differences in the information available to those who rely primarily on one kind of media than on another (sreda.org/ru/opros/kak-menyayutsya-media-auditorii-internet-rastet-radio-i-pressa-sokrashhayutsya-tv-stoit-na-meste).

 

            Television retains its dominance because of its overwhelming popularity among those aged 46 and above, the sociologists found, while it has lost ground among the young, those who have enough money to purchase a car, and whose incomes do not exceed 4,000 rubles (115 US dollars) a month. There is also a gender divide: women watch television more than men do.

 

            Those who identify themselves as members of the middle class or intelligentsia, the Sreda group continued, “more rarely watch television and more often prefer the Internet or the print media.” And while the groups which watch television are declining in size, those who turn to the Internet or the press are increasing.

 

            Students are twice as likely to use the Internet as are Russians as a whole, 86 percent as opposed to 43 percent. Seventy-three percent of Russians 18 to 30 now go online regularly, as to 73 percent of specialists, 66 percent of those with incomes above 20,000 rubles (570 US dollars a month), and 65 percent with higher educations.

 

            Ever fewer Russians are reading the print media, with the share saying they do having fallen from 37 percent in 2012 to only 26 percent now. But beneath those general figures, there are differences, with higher shares of Muscovites (36 percent), those with higher education (35 percent), and specialists (34 percent) saying they read the press regularly.

 

            At the other end of the spectrum, Sreda reports, only 17 percent of Russians with incomes under 4,000 rubles (115 US dollars), 19 percent of workers, 19 percent of youth, and 21 percent of Russians with only secondary educations or less now read the print media.

 

            Russians also divide in terms of their use of radio. Only 20 percent of Russians routinely listen to the radio, but 40 percent of leaders do as do 31 percent of Muscovites and 30 percent of those with incomes above 20,000 rubles a month.  Poorer Russians and those living in smaller cities or rural areas turn to radio far less often. Since 2012, radio use has fallen by eight percent.

Window on Eurasia: Neither War nor Peace? – Putin’s Trotskyite Strategy in Ukraine

            Staunton, August 10 – With the defeat of the Russian insurgents in eastern Ukraine now within site and Western sanctions beginning to bite, many commentators are arguing that Vladimir Putin must choose between sending in the Russian army as part of a full-scale invasion or suing for peace and an end of Western sanctions.

 

            Both of those options carry serious risks: the first could trigger an even more serious conflict between Moscow and the West, and the second could undermine Putin’s standing with a Russian population he has whipped up into a frenzy and might even lead some within his regime to challenge his rule.

 

            But there is a third option -- and that is not taking any dramatic step in either direction but rather continuing to interfere in Ukraine as he has been, writer Aleksandr Goldfarb reminds in a blogpost on Obozrevatel.com (obozrevatel.com/blogs/31259-iz-dvuh-variantov-putin-vyibral-tretij-dlya-sebya-samyij-plohoj--chto-dalshe.htm).

 

            From Putin’s perspective, it seems clear, such an approach has at least three advantages. First, it allows him to keep his options open. He can always decide to do one or the other depending on how things develop – or alternatively, he can create a new crisis elsewhere and then be in a better position to decide how to behave in Ukraine.

 

            Second, the Kremlin leader may be drawing on a Soviet precedent, albeit a tricky one: Leon Trotsky’s argument in 1918 that Soviet Russia should not sign the punitive Brest-Litovsk treaty with Germany but not continue to fight either. Lenin rejected that view in principle but in fact briefly was compelled to follow in that case and then used on other occasions.

 

            And third and most important, pursuing a policy of “no war, no peace” will simultaneously keep interventionist elements in Russia in line because such people will continue to believe that Putin is ultimately on their side, and more important, they will wear out many in Ukraine and the West who want a quick resolution to the crisis.

 

            Almost nearly daily reports that the Russian leader is about to launch a full-scale invasion of Ukraine keep everyone on edge, but with each day he does not do so, ever more people will argue that he won’t and that the time has come to reach an agreement, possibly offering recognition of Putin’s occupation of Crimea in exchange for his promise not to move elsewhere.

 

            As he has demonstrated throughout his career, Putin is quite prepared to shift quickly and also to make promises that he has no intention of keeping, especially since the short time horizons of Western leaders and publics and their rapid shifts in attention to other problems mean that they want to move on and will not hold him accountable

           

            Indeed, it is quite possible that “no war, no peace” has become Putin’s strategy, one that he has every reason to believe will work against those who seem capable of responding to what he does only on an ad hoc and tactical basis. After all, that strategy allows him a freedom of action that few are prepared to recognize he very much still has.
