Germany Pledges Aid for Ukraine as Russia Hails a Returning Convoy

KIEV, Ukraine — Pulling back a huge aid convoy whose entry into Ukraine stirred Western outrage, Russia on Saturday cheered the completion of what it called a successful humanitarian mission, while Chancellor Angela Merkel of Germany visited the Ukrainian capital and pledged more than $690 million for the rebuilding of war-ravaged areas of eastern Ukraine and aid to refugees.
The German pledge, the latest in a series of European offers to assist Ukraine since the toppling of President Viktor F. Yanukovych in February, signaled a desire by Europe not to allow Russia to become the sole benefactor of the Russian-speaking eastern portion of Ukraine.
It was accompanied by warnings from Ms. Merkel that the government in Kiev could not subdue pro-Russia rebels through force alone.
While denying that German calls for a cease-fire by all sides in the conflict implied a criticism of Ukraine’s increasingly bloody military offensive against the rebels, Ms. Merkel insisted that “there will be no military solution to this problem.”
In the rebel-held eastern city of Donetsk, heavy artillery bombardments struck at least three districts on Saturday afternoon. Artillery shells exploded in a residential neighborhood near a traffic roundabout and rebel checkpoint not far from the city center, killing three people and wounding others while missing a separatist military installation. Neighbors said the three dead were members of a family caught in the open while running for a bomb shelter.
Ukraine’s military, determined to reconquer eastern areas seized by rebels, has stepped up a drive to oust the separatists from their last major strongholds, encircling the cities of Donetsk and Luhansk, the destination of the Russian aid convoy that crossed into Ukraine on Friday. By Saturday, most of the trucks appeared to have driven back into Russia without incident after unloading their cargo of food, water and other supplies.
Russia’s decision to send the convoy across the border without an escort by the International Committee of the Red Cross or final clearance from the Ukrainian government in Kiev had drawn harsh criticism. President Petro O. Poroshenko of Ukraine called the move a “flagrant violation of international law.” Another senior Ukrainian official denounced it as a “direct invasion.” And Secretary General Anders Fogh Rasmussen of NATO, in a statement condemning the convoy’s entry, said it coincided with a “major escalation in Russian military involvement in eastern Ukraine.”
Vice President Joseph R. Biden Jr. spoke with Mr. Poroshenko on Saturday and “commended Ukraine’s restraint in the face of Russia’s blatant provocation and disregard of Ukraine’s sovereignty,” according to a White House statement.
Mr. Poroshenko told Mr. Biden that most of the Russian military trucks had returned to Russia, the statement said. Mr. Poroshenko did voice concerns about “continued Russian military activity,” the statement said, including the firing of artillery directly into the Ukrainian town of Novoazovsk.
By swiftly returning the trucks to Russia, the Kremlin seemed to seize an opportunity to make its detractors in Kiev and the West appear alarmist.
The Foreign Ministry said the goals all along had been strictly humanitarian. “We are satisfied that the Russian humanitarian aid for southeast Ukraine was delivered to the destination,” the Foreign Ministry said in a statement. “We were guided in this exclusively by the goal of helping needy civilians.”
During his meeting in Kiev with Ms. Merkel, Mr. Poroshenko said that 185 trucks had returned to Russia. It was unclear where the rest of a fleet of more than 200 vehicles that crossed into Ukraine on Friday had gone. Russian news media reported that some of the trucks might move from Luhansk to Donetsk.
While Moscow cheered a successful aid mission, Mr. Poroshenko said Ukraine’s “strong and coordinated efforts managed to avoid provocation.” He derided Russia’s relief effort as “so-called help” and said Russia’s convoy was “in violation of all norms of international law.” But he praised Ms. Merkel for the pledge of aid — 500 million euros, about $660 million, in the form of credit guarantees for reconstruction projects for eastern Ukraine, known as the Donbass, and 25 million euros for refugees.
“We all remember the Marshall Plan for postwar Europe,” Mr. Poroshenko said. “Today I can say that this is the beginning of the Merkel plan to restore the infrastructure of Donbass.”
Russian TV stations, largely controlled by the government, had carried constant coverage of the convoy crossing the border on Friday. The Russian Foreign Ministry declared the humanitarian crisis in eastern Ukraine so grave that it could no longer tolerate what it described as stalling by the Ukrainian government and the Red Cross, which had agreed to oversee the convoy.
For weeks, Kiev and its allies, including the United States and major European countries, had raised suspicions about Russia’s plans to deliver humanitarian aid, fearing that the trucks could be used to carry arms and other supplies to pro-Russia militants who seem to be on the verge of defeat in their fight against the Ukrainian government.
There were also concerns that Russia would use the trucks to slow the Ukrainian government’s military operations in Luhansk, essentially to shield rebels as they regrouped and rearmed.
In Kiev, a military spokesman, Col. Andriy Lysenko, said the Ukrainian government was also hoping to defuse the situation, but he accused Russia of using some of the aid trucks to take military equipment from Ukrainian factories back to Russia. However, he offered no evidence to support his assertion.

“The leadership of Ukraine is using all diplomatic and political means to resolve this crisis and will not allow it to develop further,” Colonel Lysenko said at a briefing for reporters.
Though witnesses reported seeing more than 200 trucks in the convoy, Colonel Lysenko said that Ukrainian officials had counted fewer than that crossing the border on Friday and that some of them, having dropped off their cargo, were being used “to take away equipment from Ukrainian enterprises.”
He said, without offering any proof, that the equipment had been taken from the Topaz plant, which makes Kolchuga, a type of radar system, and from a factory in Luhansk that produces firearms magazines.
He said Russia was continuing to fire artillery and missiles at Ukrainian military positions from inside Russia, repeating an accusation that Ukraine has made consistently in recent weeks. Russia has denied direct military involvement in the conflict.
The aid convoy’s swift return, however, suggested that, at least for a moment, President Vladimir V. Putin of Russia had scored a public relations victory, especially on the domestic front.
Ms. Merkel, who on Friday expressed “great concern” about the Russian convoy in telephone conversions with Mr. Putin and Mr. Poroshenko, mostly avoided the issue on Saturday and instead focused on German efforts to help Ukraine, particularly its eastern regions. It was unclear, however, how the aid offered by Germany would help rebuild infrastructure in eastern Ukraine when two of its major cities are still controlled by rebels.
Ms. Merkel said after her talk with Mr. Poroshenko that Germany’s emphasis on the need for a negotiated settlement “does not mean that Ukraine must not defend itself militarily, but there must be diplomatic solutions for these sorts of problems.”
Both Ukraine and Russia pay great attention to Germany’s position as Ms. Merkel has become the dominant decision-maker in European foreign policy and, with President Obama dealing with a host of other issues, the West’s pivotal leader on the Ukraine crisis.
Mr. Poroshenko, who is to meet Mr. Putin on Tuesday in Minsk, Belarus, insisted that he, too, wanted a peaceful solution but said two previous cease-fire declarations by Ukraine had only emboldened the rebels.
“I can only affirm that Ukraine is ready and able to settle this conflict by peaceful means,” he said. “Why are we being hampered? Foreign mercenaries. Please, take away armed men from our territory and I can guarantee that peace in Ukraine will be established very soon.”

Александр Коновалов: Я бы не сказал, что они что-то раздувают. Но когда надо определить характер того, что произошло, не только Байден, а практически все лидеры европейских стран называют это провокацией. Но это вполне естественно с их точки зрения. Когда без разрешения властей государства пересекается граница тремя сотнями грузовиков — это выглядит достаточно провокативно. Слава богу, и российская сторона, и украинская проявили сдержанность. А представьте себе, когда по вашей территории двигаются три сотни «КамАЗов», и если вдруг кто-то их обстреляет, и два или три будут сожжены. Какова будет реакция на эти события России? А ведь такое вполне можно было предположить.
Меркель накануне о гуманитарном конвое ничего не говорила. Получается, что для Европы вопрос закрыт, а для США все еще нет?
Александр Коновалов: Я бы так не сказал. У Меркель был официальный визит. Я не помню, говорили ли другие европейские лидеры, но слово «провокация» звучало довольно часто. Я думаю, если история с конвоем будет последней точкой в наших попытках как-то повлиять на ситуацию, тогда никаких особых последствий в виде дополнительных санкций я не жду. Хотя они будут разрабатываться, чтобы показать Москве, что у Запада есть рычаги влияния, и что не все они еще использованы. Если мы будем какой-то новый конвой составлять, или еще что-нибудь в этом духе, тогда ситуация, конечно, будет двигаться в сторону эскалации напряженности. Я думаю, что особо наш имидж эта акция с конвоем не подняла, но и особого ущерба не нанесла. Хотя, может быть, поначалу европейцы опасались, что этот конвой может стать предвестником начала крупного конфликта. Этого не произошло, все пока вздохнули с облегчением. Вообще, идея создания ДНР и ЛНР не стала более популярной в современных условиях, потому что военное положение в этих регионах выглядит очень невыгодно для ополченцев. Ну, а Украине надо было отчитаться к 24 числу и к 26. На 26-е намечена встреча Путина и Порошенко. И Украина очень хотела бы прийти с сильными позициями. А 24 — День Независимости. Тоже хотелось бы заявить широкой публике, что очищены Донецкая и Луганская области, и военная операция успешно завершена.

The USGS says a 6.0- magnitude earthquake has been  registered in northern California's San Francisco Bay area. There was no immediate report of damage.
Northern California Seismic System, UC Berkeley and USGS Menlo Park said Sunday the tremor hit before dawn about six miles northwest of American Canyon, in California.
The USGS says and numerous small aftershocks have occurred in the Napa wine country.
A member of Napa County dispatch tells The Associated Press that there has been one report of structural damage, but additional details were not available.

Кнут и пряник от Меркель для Порошенко: итоги визита канцлера Германии в Киев - Политика, выборы, власть - Новости

Визит канцлера Германии в Киев долго анонсировался украинской стороной. Официальный Киев особенно настаивал на символизме приезда «пани Меркель» — в день флага Украины. Дескать, такой визит, да еще и накануне Дня независимости, свидетельствует о тотальной поддержке Германией именно украинской позиции. А вот неофициальный Киев увидел другие символы. Накануне встречи в Минске «сознательные украинцы» вновь решили сравнить фрау Меркель с Риббентропом. Под посольством Германии в Киеве даже устроили флеш-моб против «неопределенной позиции Германии». Протестующие заявили, что очень боятся подписания в Минске 26 августа «нового пакта Молотова-Риббентропа».
Сам же Петр Порошенко, видимо, тоже решил хорошенько подготовиться к встрече с немецким лидером. И вспомнив, что она все-таки женщина, встретил канцлера с букетом цветов. После чего они удалились в «номера» — то бишь на переговоры в здании администрации президента Украины. Этот букетик так и простоял за столом переговоров, а вот вышла к прессе Меркель уже без цветов…
Как отметил чуть позже Порошенко — визит Меркель после почти 20 контактов за 2 месяца имеет огромное значение для Украины. И назвал гостью «хорошим другом и сильным адвокатом Украины». Вообще, похоже, что госпожа Меркель взяла на себя функцию одного из посредников в урегулировании украинского кризиса. Причем посредника, который приехал не столько согласовывать позиции, сколько убеждать своего визави.
Во-первых, немаловажным оказался посыл вице-канцлера ФРГ, появившийся накануне в немецкой прессе — о неизбежной федерализации Украины. Похоже, именно этот тезис попыталась донести до Порошенко Ангела Меркель в Киеве. Правда, в Германии явно понимают, что тема федерализации для украинского руководства достаточно болезненная. Ведь главная идея государственного проекта, который строит новая киевская власть — единая, унитарная Украина. Столкнувшись с такой позицией на переговорах, Ангела Меркель на брифинге несколько смягчила тезис о федерализации. «Есть некоторая сложность. Если мы говорим по-немецки про федерализацию, на Украине это понимается иначе… То, что у нас понимается под федерализацией, на Украине называется децентрализацией, и это то, к чему стремится президент», — заявила она журналистам.
В целом Меркель в Киеве была достаточно дипломатична и очень аккуратна в высказываниях. Например, признала незаконным переход Крыма под юрисдикцию России. Однако на вопрос о возможном введении новых санкций из-за дальнейшей эскалации насилия и ситуации с гуманитарным конвоем ответила расплывчато: «Со своей стороны я хочу сказать, что речь не идет о новых санкциях со стороны Германии».
Кроме того, Меркель не обошла вниманием и вопрос прав русскоязычного населения Украины. Она заявила, что этот вопрос необходимо как-то решать. «Но для того, чтобы обсуждать это с жителями Донецка и Луганска, и, возможно, даже провести голосование по этим вопросам, необходим мир. А мир невозможен с неконтролируемой границей, через которую поступает оружие из России», — так сказала Меркель. Кстати, буквально за несколько часов до этого Петр Порошенко заявил — украинский язык останется единственным государственным. Поэтому вряд ли стоит ожидать уступок со стороны Киева в этом вопросе.
Однако Киев сейчас катастрофически нуждается в деньгах, поэтому склонить к уступкам Порошенко можно. Пообещав хорошую цену. И такая цена была озвучена в виде «плана Меркель». Создание фонда в 500 миллионов евро на «восстановление Донбасса». Тут, конечно, есть несколько вариантов. С одной стороны, вряд ли деньги будут выделены, пока боевые действия на Донбассе продолжаются. И тут Киев может попытаться вновь задавить повстанцев, бросив на них все свои ресурсы. Но эти ресурсы достаточно ограничены. С другой стороны — 500 миллионов евро могут быть выделены в качестве своеобразной платы за мир на Донбассе. Главная проблема — никаких подробностей «плана Меркель» широкой публике не предоставили, поэтому все прогнозы в той или иной мере будут спекуляциями.
В любом случае, деньги — это пряник. Однако, был и кнут. Он, правда, неофициальный — как раз накануне через немецкие СМИ до Украины дошла информация о продаже газовых активов компании RWE российским инвесторам. Между тем, именно на RWE приходится значительное количество реверсных поставок газа из ЕС на Украину. Таким образом Киеву дается знак — газ это «святое». А потому можно делать сколько угодно громких заявлений, но договариваться по газовым вопросам придется. И это опять-таки косвенный показатель согласованности действий Берлина и Москвы.
Итого — Меркель, вероятно, сегодня при личном общении пыталась убедить Порошенко пойти на уступки. Взамен, может быть, обещалось как раз то, чего требует Киев — восстановление контроля над границей Украины и России, и мир. Однако всё это не означает, что украинский кризис близок к разрешению. Во-первых, Германия — еще не весь ЕС. Во-вторых, Украина всё чаще согласовывает свои позиции с США, недаром в Киеве уже не раз звучали голоса о необходимости привлечь к переговорам в Минске Вашингтон. Да и денег МВФ, контролируемый США, по-прежнему обещает Украине больше, чем ЕС. И удастся ли оси Москва-Берлин убедить Киев идти на компромиссы и находить варианты урегулирования — вопрос открытый. Шансов на это, как видится сейчас, откровенно говоря, мало.

Angela Merkel calls for Ukraine truce and urges strict controls on Russia's border

Anders Fogh Rasmussen the head of Nato, called it was a "blatant breach of Russia's international commitments" and a "further violation of Ukraine's sovereignty by Russia", while the EU said there had been "a clear violation of the border".
Speaking side by side with Mr Poroshenko after their talks on Saturday, Mrs Merkel called for a truce in the four-month conflict between government troops and pro-Russian separatists, which has killed more than 2,200 people.
"Our focus cannot lie with military conflict, which unfortunately is necessary today," she told reporters. "There has to be a bilateral cease-fire. Deeds now have to follow words and I think on the Ukrainian side, much has been done."
Mrs Merkel stressed that peace plans were "on the table" before a meeting on Tuesday between Mr Poroshenko and Vladimir Putin, Russia's president, along with European Union officials, in Minsk, Belarus. "Now actions must follow," she added.
Meanwhile on Saturday, separatist rebels in eastern Ukraine began to hand out tinned food and pasta delivered by the controversial Russian aid convoy, as fighting flared in the region.
More than 200 trucks that delivered the aid a day earlier returned to Russian soil, although suspicions still lingered about their cargo as Kiev claimed some had been loaded with stolen military hardware for the return journey.
In Luhansk, the besieged rebel-held city to which the Russian trucks delivered their cargo, the aid was already being handed out, a senior separatist leader told The Telegraph.
"One distribution point is open and we hope to have 15 up and running in the city in the nearest future," said Oleg Tsarev, speaker of the parliament of "Novorossiya" (New Russia), which unites the breakaway Donetsk and Luhansk "People's Republics".
"It's better to have several because when there was a single aid point once before, the Ukrainians shelled it. We are giving out tinned food, cereals and pasta according to lists of about 15,000 people most in need."
Footage on a pro-Kremlin Russian news website showed sacks of food being unloaded from the trucks in warehouses in Luhansk. One of the drivers said the convoy had enjoyed a rebel escort. "The militiamen men rode with us in cars and ensured a safe corridor," he said.
A statement issued by rebel headquarters on Saturday urged Russia to send a second convoy, this time to Donetsk.
"We took control of the delivery of humanitarian cargo to Lugansk," it said. "We consider it possible to start movement of the second part of the column towards Donetsk. The armed forces of the Donetsk People's Republic are able to provide security for the delivery."
Mr Tsarev said that in Luhansk medicines from Friday's convoy were being sent straight to hospitals. Electricity generators and sleeping bags would go to hospitals and bomb shelters. "We have also set up canteens for hot food," he said.
Ukrainian forces and rebel militia are desperately contesting the outskirts of Luhansk, and residents have suffered weeks of shelling with Grad rocket launchers and mortars. Many homes and businesses are destroyed and fleeing residents told The Telegraph earlier this month how people were burying their dead in yards and gardens because it was too dangerous to get to cemeteries. The city has been without electricity, running water or telephone coverage for at least three weeks.
There were fears the aid trucks might get caught in the crossfire and become the pretext for an all-out inter-state war between Russia and Ukraine. But monitors from the Organisation for Security and Cooperation in Europe said they counted all 220 of the lorries, plus seven support vehicles, returning to Russia via the Izvaryne-Donetsk checkpoint on Saturday, a day after they crossed the border.
Speaking at the news conference alongside Mrs Merkel in Kiev, Mr Poroshenko predicted that Ukraine could find peace quickly if separatist militiamen and "armed mercenaries" (meaning fighters from Russia) were purged.
"The Ukrainian side and our European partners will do everything possible to bring about peace - but not at the price of sovereignty, territorial integrity and the independence of Ukraine," he said.
But while the aid convoy's return to Russia doused immediate concerns about an enlarged conflict, Kiev was clearly still suspicious about its motives.
Andriy Lysenko, a spokesman for Ukraine's National Security and Defence Council, told a briefing in the city that some of the aid trucks had been loaded for their return journey to Russia with equipment from a military radar producer and an ammunition factory in eastern Ukraine.
Mr Lysenko produced no evidence for the claim and Mr Tsarev, speaking in a telephone interview from Donetsk, dismissed it as "stupid".
"We control several sections of the border with Russia so if we wanted to transport that kind of thing we wouldn't do it in a humanitarian aid convoy under the eyes of the world," he said.
Clashes continued in the region on Saturday. Rebel authorities in Donetsk said shells fell in a residential district, killing two miners who were about to catch a tram to work. There were also two blasts at the Donbass Arena, a football stadium where England played two matches during Euro-2012. Nobody was hurt there.
The Ukrainian military said government forces were under attack near four towns and were being shelled from Russia.
Ukraine will celebrate the anniversary of its declaration of independence from the Soviet Union on Sunday with a military parade featuring rocket launchers and ballistic missiles. In Donetsk, the rebels announced a rival "anti-fascist rally, dedicated to the struggle of citizens of the Donetsk People's Republic and Novorossiya against Ukrainian Nazism". Destroyed Ukrainian military vehicles will be displayed at the event.
Mr Tsarev said a proposal to parade Ukrainian prisoners-of-war was still under discussion on Saturday. "Personally I'm arguing against it," he said.

Mahler started his work on his Tenth Symphony in July 1910 in Toblach, and ended his efforts in September the same year. He never managed to complete the orchestral draft before his premature death at the age of fifty from a streptococcal infection of the blood.
Mahler's drafts and sketches for the Tenth Symphony comprise 72 pages of full score, 50 pages of continuous short score draft (2 pages of which are missing), and a further 44 pages of preliminary drafts, sketches, and inserts. In the form in which Mahler left it, the symphony consists of five movements:
1. Andante -- Adagio: 275 bars drafted in orchestral and short score.
2. Scherzo: 522 bars drafted in orchestral and short score.
3. Purgatorio. Allegro moderato: 170 bars drafted in short score, the first 30 bars of which were also drafted in orchestral score.
4. Scherzo. Nicht zu schnell]: about 579 bars drafted in short score.
5. Finale. Langsam, schwer: 400 bars drafted in short score.
The parts in short score were usually in four staves. The designations of some movements were altered as work progressed: for example the second movement was initially envisaged as a finale. The fourth movement was also relocated in multiple instances. Mahler then started on an orchestral draft of the symphony, which begins to bear some signs of haste after the halfway point of the first movement. He had gotten as far as orchestrating the first two movements and the opening 30 bars of the third movement when he had to put aside work on the Tenth to make final revisions to the Ninth Symphony.
The circumstances surrounding the composition of the Tenth were highly unusual. Mahler was at the height of his compositional powers, but his personal life was in complete disarray, most recently compounded by the revelation that his young wife Alma had had an affair with the architect Walter Gropius. Mahler sought counselling from Sigmund Freud, and on the verge of its successful première in Munich, dedicated the Eighth Symphony to Alma in a desperate attempt to repair the breach. The unsettled frame of Mahler's mind found expression in the despairing comments (many addressed to Alma) written on the manuscript of the Tenth, and must have influenced its composition: on the final page of the short score in the final movement, Mahler wrote, "für dich leben! für dich sterben!" (To live for you! To die for you!) and the exclamation "Almschi!" underneath the last soaring phrase.

Pentagon calls Islamic State ‘threat beyond anything we’ve seen’

US Defense Secretary said on Thursday that Islamic State militants could possibly pose an even bigger threat to the United States than Al-Qaeda, and pledged efforts to weaken the group would continue.
Speaking at a press conference at the Pentagon, Hagel also said that potential airstrikes in Syria are on the table, and defended the unsuccessful attempt by American Special Forces to rescue murdered photojournalist James Foley and other Western hostages.
“[Islamic State militants] are an imminent threat to every interest we have, whether it’s in Iraq or anywhere else,” he said, as quoted by Reuters.
Responding to a question on whether or not the extremists are a threat on the scale of Al-Qaeda, which carried out the September 11, 2001 attacks on the World Trade Center, Hagel noted that “ISIL is as sophisticated and well-funded as any group that we have seen.”
“They’re beyond just a terrorist group. They marry ideology, a sophistication of strategic and tactical military prowess. They are tremendously well-funded. Oh, this is beyond anything that we’ve seen. So we must prepare for everything,” he added.
The comments come in the wake of a graphic video released by Islamic State earlier this week, which showed a masked, English-speaking man beheading Foley and threatening to murder another one if President Barack Obama did not halt his renewed airstrike campaign in Iraq. The individual is thought to be British born, and a member of a trio of hostage caretakers known by the group as ‘The Beatles,’ in reference to their shared UK nationality.
The militant Sunni group IS represents an extreme take on Islam, and began increasing its strength as civil war raged through Syria over the last three years. When the group initiated its campaign in Iraq, it was able to quickly take over territory in the western and northern parts of the country, in part thanks to the toleration of Sunni communities disaffected with the Shia-led government in Baghdad.
Its brutal tactics began making headlines around the world as it targeted religious and ethnic minorities, threatening them with death if they did not convert to their own brand of Islam. When militants forced tens of thousands of people up a mountain in order to avoid death, the US reacted by renewing humanitarian and military action in Iraq. At the press conference Thursday, Hagel said this effort has been effective so far.
“American air strikes and American arms and assistance helped Iraqi and Kurdish forces blunt ISIL’s advance around Arbil, where American diplomats and troops are working, and help the Iraqis retake and hold-Mosul dam,” he said.
At the same time, however, General Martin Dempsey, the chairman of the US Joint Chiefs of Staff, cautioned that the Islamic State could not be defeated without international efforts aimed at its base in Syria.
“This is an organization that has an apocalyptic, end-of-days strategic vision that will eventually have to be defeated,” he said, according to the Huffington Post. “Can they be defeated without addressing that part of the organization that resides in Syria? The answer is no.”
Meanwhile, the Global Post published the letter sent by IS to Foley’s family about one week before his death. In the letter, the group called its hostages “the scum of [US] society,” and said it would execute Foley “as a direct result” of American “transgressions” in Iraq.
The letter states that the Foley family was given “many chances to negotiate” his release, but the Post disputed this statement, saying the journalist was missing for more than a year before IS even made its initial contact with the family. After demanding about $132 million, it did not send another message until August 12, just one day before the video of Foley’s murder was released.
As RT reported previously, US and UK intelligence agencies are working on identifying Foley’s killer, with British Prime Minister David Cameron already admitting on Thursday that the individual seen in the video appeared to be British. One of the IS member’s former hostages claimed his name was “John,” saying he is a key negotiator for the militants and is “intelligent, educated and a devout believer in radical Islamic teachings.”
