More IS Targets Hit in Syria

A monitoring group said U.S.-led airstrikes have hit Islamic State militant sites in at least two Syrian provinces overnight. The Britain-based Syrian Observatory for Human Rights said Monday the strikes targeted jihadist sites in Aleppo and Raqqa. U.S. warplanes supported by Arab allies began a series of air attacks in Syria last Tuesday to along with strikes that began last month in neighboring Iraq. Airstrikes in Iraq have helped Iraqi and Kurdish forces gain ground against the militants. Islamic State militants have taken control of wide swaths of territory in both countries this year. President Barack Obama said earlier that the United States "underestimated" the rise of Islamic State and other Syria-based militants, and "overestimated" Iraq's ability to fight them. Obama told CBS television's 60 Minutes Sunday it is a myth that if the United States had armed the moderate Syrian rebels two years ago, as some in Washington urged, Syria would be fine today. The president blamed the situation in Iraq, in part, on former prime minister Nouri al-Maliki. Obama said the prime minister squandered an opportunity to unify the country. The U.S. leader said Maliki was suspicious of Sunnis and Kurds, and more interested in consolidating his Shi'ite support than putting together a unity government. Obama said Syrians, Iraqis and others in the region must think about what political accommodation means. He said young men who only think about whether they are Sunnis or Shi'ites should instead be concerned about getting an education and a good job.

Khorasan Leader Reportedly Killed By US Strike in Syria

A Twitter account purportedly run by an al-Qaida member said the leader of the al-Qaida-linked Khorasan group was killed in a U.S. air strike in Syria, SITE monitoring service said on Sunday, following several days of uncertainty over whether he survived the raid. SITE, a for-profit private terrorist monitoring group, did not name the jihadist who reported Fadhli's death but said he had trained under a close associate of al-Qaid leader Ayman al-Zawahri and had fought in Khorasan before traveling to Syria. A U.S. official on Sept. 24 said the United States believed Muhsin al-Fadhli, a senior al-Qaida operative, had been killed in a strike a day earlier, but the Pentagon said several hours later that it was still investigating what had happened to him. In a message posted on Sept. 27, the jihadist offered condolences for the death of Kuwaiti-born Fadhli, otherwise known as Abu Asmaa al-Kuwati or Abu Asmaa al-Jazrawi, following the Sept. 23 air strike, SITE reported. U.S. oficials have described Khorasan as a network of seasoned al-Qaida fighters with battlefield experience mostly in Pakistan and Afghanistan that is now working in league with al-Qaida's Syrian affiliate, the Nusra Front. Khorasan is a term for an area including parts of Pakistan and Afghanistan where al-Qaida's main council is believed to be in hiding. After the Sept. 23 strikes, U.S. officials said they were was still assessing how badly Khorasan had been hit. Islamist militants on social media have said there were unconfirmed reports that the 33-year-old Fadhli had been killed. A 2012 State Department notice offering a $7 million reward for information on Fadhli's whereabouts said he was an al-Qaid financier close to al-Qaid founder Osama bin Laden and among the few who knew in advance about the Sept. 11, 2001, attacks.

Obama to CBS: US Intelligence Underestimated Militants in Syria

U.S. intelligence agencies underestimated Islamic State activity inside Syria, which has become “ground zero” for jihadists worldwide, President Barack Obama said in a CBS television interview broadcast on Sunday. Conversely, the United States overestimated the ability of the Iraqi army to fight the militant groups, Obama said in a “60 Minutes” interview taped on Friday, days after the U.S. president made his case at the United Nations for action. Citing earlier comments by James Clapper, director of national intelligence, Obama acknowledged that U.S. intelligence underestimated what had been taking place in Syria. Islamic militants went underground when U.S. Marines quashed al Qaeda in Iraq with help from Iraq's tribes, he said. “But over the past couple of years, during the chaos of the Syrian civil war, where essentially you have huge swaths of the country that are completely ungoverned, they were able to reconstitute themselves and take advantage of that chaos,” Obama said according to a clip of the interview broadcast earlier. “And so this became ground zero for jihadists around the world.” Obama last week expanded U.S.-led air strikes, which began in Iraq in August, to Syria and he has been seeking to build a wider coalition effort to weaken Islamic State. This group has killed thousands and beheaded at least three westerners while seizing parts of Syria and northwestern Iraq. Clapper told a Washington Post columnist this month that U.S. intelligence had underestimated Islamic State and overestimated Iraq's army. “I didn't see the collapse of the Iraqi security force in the north coming,” Clapper was quoted as saying. “I didn't see that. It boils down to predicting the will to fight, which is an imponderable.” Obama outlined the military goal against Islamic State: “We just have to push them back, and shrink their space, and go after their command and control, and their capacity, and their weapons, and their fueling, and cut off their financing, and work to eliminate the flow of foreign fighters.” But he said a political solution is necessary in both Iraq and Syria for peace in the long term, according to the interview, which will be broadcast in full on Sunday night.

Karzai Defends His Rule, Admits Failed Peace Efforts

Afghanistan’s outgoing President Hamid Karzai in his final address to the nation Sunday night defended his 13-year rule, saying it has laid a “great foundation for our future.” In his nationally televised speech, Karzai thanked the Afghan nation for supporting him and urged his successor, President-elect Ashraf Ghani, and the country’s new chief executive, Abdullah Abdullah, to continue demonstrating “a spirit of cooperation and partnership” to serve Afghanistan. Former finance minister Ghani will be sworn in Monday, marking the first ever peaceful transfer of power from one elected government to another in the war-torn country. The ceremony will also see election runner-up Abdullah Abdullah named chief executive, a post similar to prime minister. “When I first took charge of office, we did not have a flag, or a currency. We were the target of foreign agendas we were homeless in our own country,” said Karzai. "I am proud to have worked toward rebuilding the nation and bringing [people] together to live in their shared homeland under one flag," he added. Karzai admitted his relentless efforts to establish a lasting peace in the country have remained unsuccessful, but said he is confident that “sooner or later peace will certainly be restored to Afghanistan.” He called on the newly-elected leadership to focus all its energies on accelerating peace efforts. Karzai has been leading the country since a U.S.-led military coalition ousted the Taliban from power in late 2001. Foreign leaders have arrived in Kabul to attend the inauguration ceremony for which Afghan authorities have put in place tight security measures. John Podesta, counselor to President Barack Obama, will be leading the 10-member U.S. delegation to inauguration.  It includes American Army General John Campbell who commands the NATO-led International Security Assistance Force in Afghanistan. The political transition is taking place at a time when the bulk of international forces prepare to leave the country at the end of the year. Ghani was named president-elect after he signed a power sharing deal with Abdullah that ended months of post-election turmoil in Afghanistan. U.S. officials have expressed confidence the new Afghan leadership will quickly sign a long-awaited bilateral security deal with Washington that would authorize the presence of a residual American military force in the country past 2014 to continue counterterrorism operations and train Afghan forces for another two years.

            Staunton, September 28 – The Russian occupation authorities not only have imposed “systematic discrimination” against the Crimean Tatar people but have conducted mass searches against them and their institutions and organized or looked the other way in cases of kidnaping and disappearances, according to Refat Chubarov, the head of the Crimean Tatar Mejlis.

 

            Russian officials like Foreign Minister Sergey Lavrov say, Chubarov wrote in his blog today, that the Crimean Tatars have all the rights other “citizens of the Russian Federation” have and that he has “not heard about any serious problems.” But reports about such “problems” are available to anyone who is willing to listen (echo.msk.ru/blog/chubarov_refat/1408454-echo/).

 

            On Saturday evening local time, two young Crimean Tatars were abducted by unknown assailants and have disappeared.  Their families and friends immediately informed the force structures, the police and the FSB who said they would check but apparently have done nothing of the kind, Chubarov said.

 

            But given that “the FSB has established total control over all society” and follows “practically every resident of Crimea,” the Crimean Tatar leader said, it is impossible to believe that the Russian occupiers couldn’t say who had committed this latest act of force against the Crimean Tatars.

 

            And yet another reason for skepticism about Russian statements concerning the rights and protection of the Crimean Tatars, Chubarov continued, is the protection the occupiers have been given to the illegal actions of the self-proclaimed “detachments of ‘Crimean Self-Defense.’”  As a result of this pattern, he said, Crimean society is being subjected ever more to real terror.

Window on Eurasia: Moscow Preparing to Play Citizenship Card in Estonia and Latvia

            Staunton, September 28 – Just as it did in Ukraine, Moscow is preparing again to play the citizenship card in Estonia and Latvia, muddying the waters as to who is “a Russian” and who is thus part of Vladimir Putin’s “Russian world” and worthy of Moscow’s defense whether any of them want that “defense” or not.

 

            In the case of Ukraine, the Russian government at various points over the last six months has included in what Putin calls “the Russian world” “citizens of the Russian Federation,” “ethnic Russians regardless of citizenship,” “Russian speakers,” and those who identify with Russia regardless of their ethnicity, language, or citizenship.

 

            Now as it steps up the pressure against the Baltic countries, Moscow is again using a highly elastic definition of who is part of the Russian world and who is not, something that must be understood and acknowledged if the Baltic countries and their supporters are going to be in a position to turn back Moscow’s efforts to subvert, destabilize and otherwise move against them.

 

            An article by Nadezhda Yermolayeva in “Rossiiskaya gazeta” last week with the headline “Residents of Latvia are taking Russian citizenship in great numbers” provides both an indication of the direction the Russian government is moving and also the flexible way it is defining who is part of Putin’s “Russian world” (rg.ru/2014/09/24/grajdanstvo-site-anons.html).

 

            But even more valuable, although this was certainly not Yermolayeva’s intent, the article also provides important guidance on what the Baltic governments and their supporters in Europe may now face and should do lest the Kremlin leader succeed in so muddying the waters that many do not respond to his aggression until what may be too late.

 

            According to Yermolayeva, “every 50thresident of Latvia is a citizen of Latvia,” and their number is “growing from year to year.”  And she says that specialists say that citizens of Latvia as well as non-citizens are now taking Russian citizenship, something that one of her contacts said “the Latvian authorities ought to be thinking about.”

 

Some are doing so for purely economic reasons: the retirement age in Latvia rising and by changing citizenship some people can get pensions sooner. But more is involved than that, she suggests, noting that the number of people taking Russian citizenship now is especially large in Latgale, “the easternmost and poorest region” of the country.

 

According to the statistics Yermolayeva gives, 13 percent of the population of Latvia are not citizens of that country. That amounts to 288,000 people. In most cases, these are people who were moved into Latvia while it was occupied by the Soviet Union and thus could not qualify for citizenship under international law.

 

Many of these people are loyal to Latvia but resent the idea that they should have to apply for citizenship rather than gain it automatically, Yermolayeva says. But intriguingly she adds that such people are in some ways “the most privileged” group in the region because they have the right to travel freely in Europe and without a visa to Russia.

 

 “In neighboring Estonia,” the Moscow journalist continues, “the number of ‘non-citizens’ is lower than in Latvia” – only seven percent of the population is in that category. But at the same time, the number of Russian citizens is higher” – seven percent according to the Baltic Institute for Social Science.

 

The reason for this difference in the balance of persons without citizenship and those with Russian citizenship, the Moscow journalist continues, is a product of different decisions of the two countries in the 1990s. But it has important consequences: in Estonia, there are no “powerful and independent Russian-language political parties,” but in Latvia, there are.
