More than anyone, President Vladimir Putin of Russia has set the agenda for NATO’s 65th summit meeting this week, which could well be the most consequential since the Cold War ended.
Early this year, the alliance was deep into one of its periodic assessments about the future as its role in Afghanistan was winding down. Now Mr. Putin, who has long been eager to see NATO weakened, has forced on it a new and urgent purpose by effectively invading Ukraine and demonstrating his utter disregard for the international system. He seems to delight in taunting the West, including supposedly telling a European official that he could “take Kiev in two weeks,” according to a report in the Italian newspaper La Repubblica.
The question is whether NATO is up to the challenge of pushing back against Mr. Putin’s expansionist tendencies, starting with the need to reassure Eastern European countries that feel most threatened by Russia’s push into Ukraine. While leaders of NATO’s 28 member states are expected to reaffirm the alliance’s core principle of common defense — an attack on one is an attack on all — when they meet in Wales, they have serious differences that could undermine the initiatives intended to deal with Russia and other threats.
The summit meeting’s centerpiece is a formal agreement on a new rapid-reaction force of 4,000 troops, capable of deploying on 48 hours’ notice to protect any NATO member from external aggression, which under the current circumstances means Europe’s periphery — the Baltic States and Poland. Wisely, alliance members have decided to abide by the NATO-Russia Founding Act, a 1997 agreement under which NATO pledged not to base substantial forces in Eastern Europe permanently, which could harden the growing divide and make a diplomatic solution to Ukraine, if one is still possible, more difficult.
There are no plans for new permanent bases or deployments, but troops will be rotated to that region for three- to four-month stints. The force will be supported with logistics and equipment, including weapons and fuel, pre-positioned in Eastern European countries closer to Russia. This will be enhanced by more military exercises and air patrols.
All this will take money, which has been a source of friction among NATO members. The United States bears about 75 percent of the alliance budget, while the contributions from most European countries have fallen. That’s partly because of the economic recession and because the United States has always filled any gaps. They are also divided on the threats. For instance, while NATO opposes Russian moves against Ukraine, Eastern Europe feels more directly threatened and determined to act than, say, Italy, which has been more willing to appease Mr. Putin.
The Europeans obviously have to do more, including increasing defense budgets and imposing sanctions on Russia that could finally cause Mr. Putin to reverse his dangerous course in Ukraine. They should use the Wales meeting to make clear they are prepared to back up their words with action.
Even as Russia preoccupies NATO’s attention today, the alliance should not revert to its Cold War role with Russia as its chief focus. The world will also be looking to NATO for leadership on dealing with the Sunni extremists, the Islamic State in Iraq and Syria. Because of other crises, Afghanistan appears to be getting less attention at this meeting. There are still thousands of American and allied troops on duty there, and NATO has to use its clout and aid money to press the Afghan presidential rivals to settle their election dispute so a president can take office.
NATO is strongest when its members are united in a common purpose, and it will take leadership — and not just talk — from the United States, Germany and others to produce a meaningful consensus.

Putin Outlines 7-Point Plan for Ukraine Cease-Fire

KIEV, Ukraine — President Vladimir V. Putin of Russia listed seven steps on Thursday that he said were necessary for a cease-fire in the conflict in eastern Ukraine. Mr. Putin said he and the president of Ukraine, Petro O. Poroshenko, had a similar understanding about what was needed, and he urged Ukraine and the pro-Russian separatists in the east to reach a settlement at talks scheduled for Friday in Belarus.
The primary conditions on Mr. Putin’s list are that the separatists halt all offensive operations and that Ukrainian troops move their artillery back out of range of cities and large towns in the rebel-held area.
Mr. Putin also called for Ukraine to cease airstrikes; the establishment of an international monitoring mission and humanitarian aid corridors; an “all for all” prisoner exchange; and “rebuilding brigades” to repair damaged roads, bridges, power lines and other infrastructure.
His remarks came at a news conference during a state visit to Mongolia. After confirming that he had spoken with Mr. Poroshenko, Mr. Putin offhandedly mentioned that he had “sketched out” a peace plan during his flight from Moscow. An aide then handed Mr. Putin a notebook, from which he read the plan.
Mr. Putin offered his seven-point plan a day before the leaders of the NATO alliance, including President Obama, are scheduled to meet in Newport, Wales, with the crisis in Ukraine at the top of the agenda. The alliance was expected to announce at the meeting that it would create a new rapid reaction force for defending its members in Eastern Europe, along with other measures.
Mr. Putin said he expected Ukraine and the separatists to announce an agreement by Friday. The two-day NATO summit is scheduled to conclude that day.
Earlier on Thursday there was confusion about whether Mr. Putin and Mr. Poroshenko had reached an agreement of their own. Mr. Poroshenko’s office first issued and then retracted a statement saying that the two had agreed to a “lasting cease-fire.” A spokesman for Mr. Poroshenko's office said the initial statement, posted on the presidential website, went too far in describing the results of a telephone call between the two leaders, and that the call had not produced a formal agreement. Following protocol, the spokesman did not give his name.
Dmitri S. Peskov, the Kremlin’s press secretary, said separately that Russia could not negotiate a cease-fire because it was not a party to the conflict, but that the opinions of the two presidents overlapped.
“Putin and Poroshenko did indeed discuss steps which could facilitate a cease-fire between the militias and the Ukrainian military,” Mr. Peskov was quoted as saying by the news agency RIA Novosti. “Russia cannot physically agree on a cease-fire, as it is not a side in the conflict.”
The West and Ukraine have accused Russia of providing arms and soldiers to support the separatists, an allegation that Mr. Putin has repeatedly denied.
Mr. Peskov said Mr. Putin and Mr. Poroshenko had “continued discussion regarding the military and humanitarian crisis in Ukraine.”
They discussed “what should be done primarily to stop the bloodshed” in southeastern Ukraine, Mr. Peskov said, suggesting that the two leaders had found common ground.
“The presidents’ viewpoints on possible ways to overcome the grave and critical situation coincide to a considerable degree,” Mr. Peskov said.
Vladislav Brig, the head of the political department for the rebels’ Ministry of Defense in Donetsk, said in a telephone conversation that combat operations were continuing as usual.
“Nobody is holding negotiations about a cease-fire with the representatives of the Donetsk People’s Republic,” Mr. Brig said. “As long as there are Ukrainian soldiers on our territory, there will be no cease-fire.”
He echoed Mr. Peskov’s statements in saying that Russia could not negotiate for the rebels.
“The conversation was about measures for a cease-fire,” Mr. Brig said. “Mr. Putin did not agree with Mr. Poroshenko about any cease-fire because Russia is not involved in this conflict.”
The latest updates to the current visual survey of the continuing dispute, with maps and satellite imagery showing rebel and military movement.
Mr. Brig said the rebel leadership had not met to discuss the statement by Kiev.
Miroslav Rudenko, a member of the rebel Parliament, suggested that the cease-fire might be a trick, but also suggested an openness to negotiations.
“If the Ukrainian side will hold to their promises to cease fire, then we are prepared for a political side of the settlement,” he told the Russian news agency Interfax.
President Obama, on a visit to Estonia on Thursday, suggested that the real test would be whether Moscow was willing to rein in the separatists and stop its military support for them.
“If, in fact, Russia is prepared to stop financing, arming, training, in many cases joining with Russian troops’ activities in Ukraine and is serious about a political settlement, that is something we all hope for,” Mr. Obama said at a televised news conference in Tallinn, the Estonian capital.
“We haven’t seen a lot of follow-up on so-called announced cease-fires,” Mr. Obama said after meeting with President Toomas Hendrik Ilves of Estonia.
Mr. Obama’s comments came as he began a day of private meetings with Baltic leaders and of public statements meant to reassure fretful allies — particularly those bordering Russia — that the United States and Europe were serious about defending them from a newly aggressive neighbor.
“There’s an opportunity here — let’s see if there’s follow-up,” Mr. Obama said. “No realistic political settlement can be achieved if effectively Russia says we are going to continue to send troops and arms and advisers.”
Mr. Ilves said the Ukraine conflict and its wider impact on European security was “the question on everyone’s mind.”
“This is Russian aggression,” Mr. Ilves said of Moscow’s actions in eastern Ukraine. “Russia must admit that it is a party to the conflict and take genuine steps that will lead to a de-escalation of the conflict.”
Mr. Obama’s stop in Estonia came on the eve of a NATO summit meeting in Wales where members are expected to endorse a rapid-reaction force capable of deploying quickly to Eastern Europe, their strongest response yet to the situation in Ukraine. Over the weekend, Ukraine and NATO accused Russia of sending troops and armor over the border. European Union leaders then discussed a new round of sanctions against Russia, the fourth, that could be enacted within a week.
Russia has been escalating pressure on Ukraine, demanding that it grant some measure of autonomy to the eastern provinces of Donetsk and Luhansk, where groups of armed militants have been demanding independence.
Until now, the administration in Kiev, the capital, has been reluctant to engage in such talks, arguing that the separatists are a Russian proxy force who do not represent the feelings of most of the people in the east.
But in recent days, the Ukrainian military has lost ground in the east. Ukraine has said the reverses were a result of the direct intervention of the Russian military. Russia denies sending men and arms across the border.
A shaky cease-fire reached in June between the government and the separatists collapsed after 10 days. Mr. Putin and Mr. Poroshenko met in Minsk, Belarus, last week, but no results were announced from that meeting, and within days the separatists opened a new front along the coast of Ukraine.

U.S. and Europe Are Struggling With Response to a Bold Russia

WASHINGTON — American and European officials are struggling to devise a response as Russia bears down on Ukraine, searching for new measures that will have more impact than the economic sanctions imposed so far, without risking major damage to their own industries or a military escalation that could spiral out of control.
The officials are meeting this week to assemble a new package of sanctions targeting Russia’s banking, energy and defense sectors, but expressed skepticism that the measures would force Moscow to reverse course. President Obama faced rising calls from advisers and from Congress to move beyond economic actions to provide arms and more intelligence to Ukraine’s beleaguered military.
The frustration at the inability to deter Moscow follows a shift on the battlefield, where Russian troops have turned the tide in favor of Ukrainian separatists. President Vladimir V. Putin of Russia, who last week suggested “statehood” for parts of eastern Ukraine, ratcheted up his statements again by telling the president of the European Commission that Russia could “take Kiev in two weeks” if it wanted to.
The challenge by Mr. Putin came as Mr. Obama left Washington for Estonia on Tuesday to reassure Eastern European allies of American support, after which he planned to attend a NATO summit meeting in Wales to discuss Russian aggression. But while NATO plans to form a rapid-response force to protect its eastern borders, it became ever clearer that the United States and Europe do not view Ukraine in the same light as they do alliance members like Estonia.
The NATO meeting “is about drawing a line west of Ukraine,” said Shashank Joshi, a senior researcher at the Royal United Services Institute in London. “No one will quite abandon Ukraine, but there is a recognition that there will be no confrontation with Russia on Ukrainian soil. The focus will be on NATO’s boundaries, on reassurance for Poland and the Baltic nations, and drawing a sharp distinction between those in and out of NATO.”
Both Democrats and Republicans in Congress urged Mr. Obama to step up direct assistance to Ukraine’s armed forces, reinforcing private advice he has been getting from some officials inside his own government. The lawmakers and administration officials argue that economic sanctions have not been effective so far and that the Kremlin respects only strength.
“This is a watershed moment,” said Senator Robert Menendez of New Jersey, the Democratic chairman of the Senate Foreign Relations Committee, who just returned from a visit to Kiev. Mr. Menendez proposed sending antitank missiles and radar systems to Ukraine.
“Thousands of Russian troops have crossed into Ukraine,” he told NPR. “They’ve come in with columns of tanks and armored vehicles and surface-to-surface missiles. This is no longer the premise that, oh, separatists are fighting.”
Administration officials are considering such moves. “People are looking at all those options,” said one official, who like others declined to be identified discussing internal deliberations. But Mr. Obama has so far been reluctant to take such steps out of concern that they would worsen the fighting and encourage escalation with a nuclear-armed Russia.
Despite anger at Russian actions, there are few signs that Europe has the stomach for a more confrontational policy if the White House does not. In the end, European leaders whose economies are dependent on Russian energy are reluctant to widen the conflict beyond additional sanctions. Instead, they may seek an outcome that makes some concessions to the Kremlin.

“The center of gravity in Europe will be to recognize that Ukraine lives in the shadow of the bear,” said Nick Witney, former chief executive of the European Defense Agency and a fellow at the European Council on Foreign Relations. “We want to stabilize the situation in Ukraine and the Russians want to destabilize it, which is always much easier.”
It may be “deeply unappetizing,” Mr. Witney said, but Europe favors “some form of cease-fire and some degree of negotiation that will give eastern Ukraine more autonomy than Kiev wants and a clear sign that Ukraine won’t join NATO.”
Such a concept has driven a deep divide in Washington in recent days. A group of American and Russian experts and former government officials produced a 24-point plan during a meeting on the Finnish island of Boisto to defuse the confrontation over Ukraine. They proposed a cease-fire enforced by United Nations peacekeepers, a withdrawal of Ukrainian and Russian forces, partial amnesty and a guarantee that Ukraine remains unaligned.
Among those leading the effort were Thomas Graham, a former Russia adviser to President George W. Bush, and Andrew Weiss, a former Russia adviser to President Bill Clinton. Among those on the Russian side were Alexander Dynkin, a former government official in the 1990s, and Alexey Arbatov, a former member of Parliament.
But the plan drew a swift and heated response from other Russia experts in Washington, who complained that it was drawn up without Ukrainian participation and would reward Mr. Putin for aggression. Signing a letter assailing the Boisto plan were David J. Kramer, a former Bush administration official; Strobe Talbott, a deputy secretary of state under Mr. Clinton; Melanne Verveer, a longtime adviser to former Secretary of State Hillary Rodham Clinton; and Michael McFaul, Mr. Obama’s former ambassador to Moscow.
Some in Europe are pushing for a tough response. Chancellor Angela Merkel of Germany, who had been energetic in trying to negotiate a de-escalation with Mr. Putin, has proved in the last weeks to be resolute since Russian troops and weapons crossed into Ukraine. While continuing to stress that there is “no military solution,” Ms. Merkel has made clear there will be new sanctions soon if Russia does not pull back.
“Russia is trying to alter existing borders under the threat or even the use of force,” she told Parliament on Monday.
Norbert Röttgen, head of the German Parliament’s Foreign Affairs Committee, said the most recent sanctions “really impressed Putin,” adding, “Now the Europeans must make clear that this was not a one-off show of strength, but is part of a system.”
But some analysts said Europe would not go beyond sanctions. “They have to do something because Putin is behaving badly,” said Charles Grant, director of the Center for European Reform, “but it’s all they can do.”
