Paul Goble:
"The number thinking about leaving is certainly large if polls are to be believed, and they are disproportionately concentrated among the most educated and well-off members of Russian society, people that no country interested in modernization can easily afford to lose. Their loss is thus an indictment of the regime."

Putin Supports Ukraine’s Territorial Integrity as a Rope Supports a Hanging Man
Shared by 1 person
Staunton, December 8 – Vladimir Putin’s declaration to visiting French President Francois Hollande that he supports the territorial integrity of Ukraine is just as hypocritical and fraudulent as his past remarks about the country he has subverted and invaded. In fact, he supports this idea in exactly the same way that a rope “supports” a hanging man.
Moscow commentator Igor Eidman points out that some see Putin’s latest words as “a certain step” toward an agreement and “a sign of the softening” of the Kremlin’s position, but in fact, those who are drawing such conclusions do not understand Putin’s policies in the Donbass or in Ukraine as a whole.
Putin, the commentator argues, has never been interested in the Donbass in and of itself but rather as “a bomb inserted under Ukraine.” He wants to control that region even while he is prepared to “formally” consider it part of Ukrainian territory. Such a tactic is useful to Putin for three reasons.

A Tenth Sierra Leonean Doctor Dies from Ebola

Sierra Leone’s chief medical officer has said he is baffled by the deaths of three doctors from Ebola over a three-day period.   Dr. Brima Kargbo said a survey conducted jointly with the US Centers for Disease Control found that 70 percent of infections did not come from either the country’s Ebola holding centers or treatment facilities.   Kargbo said Dr. Aiah Solomon Konoyeima died Saturday, becoming the 10th Sierra Leonean physician to die of the virus.  He said Konoyeima was the third doctor to die from Ebola since Friday. “We have Dr. Tom Rogers and Dr. [Dauda] Koroma who were buried yesterday, and also Dr. Konoyeima,” Dr. Kargbo said. Rogers was a surgeon at the Connaught Hospital, the main referral unit in the capital, Freetown. He was reportedly being treated at the British-run Kerry Town Ebola treatment center. He was said to be responding well to treatment when his condition deteriorated dramatically on Friday. Koroma died at the Hastings Treatment Center, which is run entirely by local Sierra Leone medics. Kargbo said it’s difficult for him to understand where the doctors got the disease; a survey conducted jointly with the US Centers for Disease Control found most infections did not come from medical facilities. “It interesting to note that a survey was conducted together with the CDC and it came up very clear that more 70 percent of our infections did not come from either our holding or treatment facilities,” he said. He said it is possible doctors became infected from patients they had been treating. “Most definitely because, at the end of the day, if you follow the trend of the disease, the most affected persons are the health care workers and the care givers or those who are taking care of persons with the virus,” Kargbo said. Kargbo said compounding the problem is the fact that most of the people who come to the treatment centers do not tell the truth if they had been in contact with someone infected with Ebola. Sierra Leone revealed last week that between 80 and 100 new cases of Ebola were being reported every day. Kargbo said November saw the highest number of cases since the Ebola outbreak in May. But, he added, the numbers have begun to level off. “Although we will not be able to say, ‘Yes, we are out of the woods’ yet, for the past three days, the figures are far lower than we saw in the month of November,” Kargbo said. He said Sierra Leone is pleased with the international assistance it has been receiving, particularly from the African Union. But he said no amount of assistance will stop the infections if health workers do not adequately protect themselves. “That is why, about three weeks ago, we had a symposium with the Sierra Leone Medical Association where we actually explained to them the reasons for them to fully protect themselves, even when examining your own father, your professional colleague, you need to be adequately protected for you not to be infected with the virus,” Kargbo said.

Window on Eurasia: Russian Commanders Said Forcing Draftees to Sign Up for Longer Terms

Paul Goble

Staunton, December 8 – Reflecting Moscow’s difficulties in finding enough men to serve in the military because of Russia’s demographic decline, difficulties exacerbated by Vladimir Putin’s aggression in Ukraine, commanders are exploiting the ignorance of many draftees and forcing them to agree to sign on for longer terms of service as “professional soldiers.”

This violation of Russian law has been going on at least since last April, the Nizhny Novgorod Committee of Soldiers’ Mothers says, noting that 23 draftees had turned to it for help in demobilizing from the Russian army on schedule (niann.ru/?id=465398&query_id=877735 andnr2.com.ua/News/world_and_russia/V-Nizhnem-Novgorode-soldatam-otkazyvayut-v-demobilizacii-86208.html).

The committee said the 23 included Nizhny Novgorod natives now serving in Chita, Nizhny Novgorod oblast, Leningrad oblast, and other parts of the Russian Federation, evidence that this is now a widespread problem. Some of the soldiers, it said, are desperate because they do not know their legal rights and officers are not inclined to tell them what they are.

Some of the soldiers who are being intimidated into signing agreements extending their service directly connect this pressure with what is going on in Ukraine, the committee continued, and they have not been told that under a 2012 Russian law, individual commanders are prohibited from pushing draftees to agree to become professional soldiers.

If the draftees do sign the agreements their commanders are seeking to have them do, they must serve at a minimum two additional years.

Official: US Unaware of Negotiations to Free S. African Hostage

The U.S. ambassador to South Africa said the United States did not know about negotiations to release a South African hostage who died Saturday during a U.S. special forces raid in Yemen. Ambassador Patrick Gaspard said Monday that Washington was also unaware that South African teacher Pierre Korkie was being held at the same site as American journalist Luke Somers, whose rescue was the objective of the failed mission.  U.S. officials said both men were killed by their captors during the raid. At least 10 other people, including a 10-year-old boy and a local al-Qaida leader, were also killed during the raid in the village of Dafaar in Shabwa province, a militant stronghold in southern Yemen. Gaspard reiterated that President Barack Obama ordered the raid because the al-Qaida militants holding Somers indicated they were going to kill him. Family doesn't hold US responsible South African aid organization Gift of the Givers said it had reached an agreement with the militants for Korkie to be released, and told his family several days before the raid that he would be home soon. Gift of the Givers and Pierre's wife, Yolande, who was released in January after being held with her husband, told Reuters they didn't hold the U.S. responsible. "There is no accusation toward anybody. Mrs Korkie is not in a position to say they (U.S.) were wrong," Korkie family spokesman Daan Nortier told Reuters. Gift of the Givers spokesman Imtiaz Sooliman confirmed that Washington had not been informed about the negotiations. "I don’t judge them for making the raid or have any anger toward them. They were working in the best interests of their citizen," Sooliman told Reuters. "Any other government would do something similar." Pierre Korkie's body was due to be returned to South Africa on Monday. At least two more hostages are being held by AQAP. Some material for this report came from Reuters.

UN Declares 2014 a Devastating Year for Millions of Children

The United Nations children's agency UNICEF declared 2014 a devastating year for children on Monday with as many as 15 million caught in conflicts in Central African Republic, Iraq, South Sudan, Syria, Ukraine and the Palestinian territories. UNICEF Executive Director Anthony Lake said the high number of crises meant many of them were quickly forgotten or failed to capture global headlines, such as in Afghanistan, Democratic Republic of Congo, Nigeria, Pakistan, Somalia, Sudan and Yemen. Globally, UNICEF said some 230 million children were living in countries and regions affected by armed conflict. “Children have been killed while studying in the classroom and while sleeping in their beds; they have been orphaned, kidnapped, tortured, recruited, raped and even sold as slaves,” Lake said in a statement. “Never in recent memory have so many children been subjected to such unspeakable brutality.” Significant threats also emerged to children's health and well-being like the deadly outbreak of Ebola in the West African countries Guinea, Liberia and Sierra Leone, which has left thousands orphaned and some 5 million out of school. “Violence and trauma do more than harm individual children - they undermine the strength of societies,” Lake said. In Central African Republic, where tit-for-tat sectarian violence has displaced one-fifth of the population, some 2.3 million children are affected by the conflict with up to 10,000 believed to have been recruited by armed groups during the past year and more than 430 killed or maimed, UNICEF said. Some 538 children were killed and 3,370 injured in the Palestinian Gaza Strip during a 50-day war between Israeli troops and Hamas militants, it said. In Syria, UNICEF said more than 7.3 million children have been affected by the civil war, including 1.7 million who fled the country. In neighboring Iraq an estimated 2.7 million children have been affected by conflict, it added, with at least 700 believed to have been maimed or killed this year. “In both countries, children have been victims of, witnesses to and even perpetrators of increasingly brutal and extreme violence,” UNICEF said. Some 750,000 children have been displaced in South Sudan with 320,000 living as refugees. The United Nations said more than 600 children have been killed and more than 200 maimed this year, while some 12,000 are being used by armed groups.

Putin Supports Ukraine’s Territorial Integrity as a Rope Supports a Hanging Man

First, Eidman says, it forces Kyiv to bear the social welfare costs of this region and gives Moscow a propaganda theme if the central Ukrainian government doesn’t do so. That means Putin gets control without having to pay for it.
Second, by making this declaration, Putin “deprives Ukraine of the formal basis to tightly control the border with these [breakaway] territories” and restricts “the movement of people and goods from there.” That opens the way for Moscow to send even more forces into the Donbass and thus continue with his plans to destabilize Ukraine as a whole.
And third – and some in the West are more than ready to fall for this – Putin’s declaration allows him to adopt the pose of “a peacemaker” and “a civilized politician” and thus put additional pressure on Western governments to reduce or even eliminate sanctions.
Ukraine cannot possibly take this declaration seriously except as a the latest example of Putin’s lies, and neither should anyone else.

Window on Eurasia: Exodus of Russian Citizens from Russia, Already Massive, Likely to Grow

Paul Goble

Staunton, December 8 – The decisions by high profile Russians to go into exile because of what is happening to their country under Vladimir Putin continue to attract media attention in Moscow and the West, but such coverage often has the effect of obscuring rather than highlighting the dimensions of this term.

Last week, for example, the media gave extensive coverage to the decision of Moscow gallery owner Marat Gelman’s decision to leave (nvua.net/opinion/gelman/pochemu-ya-uezzhayu-iz-rossii--23789.html)but devoted less attention to the size of the flow to places like Turkey and the likelihood that the 650,000 Russians with dual citizenship will make use of that.

And those trends help explain why some in the Russian Duma and commentariat are now calling for additional restrictions on foreign travel, recognizing that those who go abroad nominally for business or vacations, may take advantage of the opportunities that presents for remaining beyond the Kremlin’s reach.

According to a Muslim from the Middle Volga now living in Turkey, there are approximately a million Russians living in Turkey now. Most of them are not Muslims, but many are, and they often have chosen to go there because they can no longer tolerate the way in which Russian officials are treating Muslims at home (islamnews.ru/news-443176.html).

According to Abud Amir, the overwhelming majority of Russians now living in Turkey are women who have chosen to marry Turks, middle class people who have visited Turkey on holiday and like what they saw, and others who find the balance between tradition and modernity in Turkey more comfortable than that on offer in Europe or in the Arab world.

Moreover, going to Turkey is easy, he continues. No visa -- and especially no Shengen visa -- is necessary.

Many people from Russia have found it easy to adapt and do not suffer from any nostalgia for their native country. Among Muslims, some would like to go back if conditions improve, he says, but at present, they feel threatened by slogans like “Russia for the Russians” and “Moscow for the Muscovites.”  Such ideas are “fatal for Russia,” he says.

Asked whether it is correct to say that “those who can are leaving while those who cannot are remaining,” Abud Amir says that he would put it the other way: Those who “cannot live in Russia are leaving,” while those who can still tolerate conditions there are the ones who remain whether they can leave or not.

The number thinking about leaving is certainly large if polls are to be believed, and they are disproportionately concentrated among the most educated and well-off members of Russian society, people that no country interested in modernization can easily afford to lose. Their loss is thus an indictment of the regime.

Such people, of course, are more likely than others to have dual citizenship, and the announcement last week by the Federal Migration Service that at least 650,000 Russians have a second passport means that if they can get out of Russia as some may want to do, they will have a place to go to, making emigration more likely rather than less (kommersant.ru/doc/2625937).

Ralph Baer, 'father of video games', dies at 92

An inventive and visionary engineer, Baer helped create the world’s first consumer video game console
It is rare that any creative industry can look at a single person and say with any confidence that they started it all. But perhaps that is possible with video game consoles, and perhaps that person is Ralph Baer, who has died at the age of 92.
Widely known as the “father of video games” Baer, a lifelong inventor and innovator, was instrumental in the design of the Magnavox Odyssey, the first ever commercial digital games console. With its futuristic looks, electronic game cards and strange analogue controller, it introduced consumers to the concept of interacting with games on their television sets. Released in the US in August 1972, it pre-dated Atari’s Pong arcade cabinet by several months.

The 10 best films of 2014: No 5 – Leviathan

Our countdown heats up with this booze-fuelled Russian epic, which warmed the hearts of critics at Cannes – and had officials at the Kremlin steaming
• Peter Bradshaw on Leviathan: ‘A new Russian masterpiece’
• Interview: Andrei Zvyagintsev

Has 2014 given us any more full-blooded a film than Leviathan? Even the best of the rest feel watery lined up beside the 70% proof sucker-punch of this. Andrei Zvyagintsev’s contemporary Russian epic is a one-stop shop for those in search of love, sex, adultery, an exploration of the role of the man in the state, of faith and freedom, institutional corruption and insidious patriotism. And a lot of vodka.
The story, given the whopping sources (The Book of Job, the work of Thomas Hobbes, etc) is actually quite a lean beast: Nikolay (Aleksei Serebryakov) lives with his second wife, Lilya (Elena Lyadova from Zvyagintsev’s Elena), and moody teenage son in a modest villa overlooking a lake. It was built by his ancestors, on a site coveted by the local mayor, Roma (Sergey Pokhodaev), who wants to slap his own grotesque palace there instead. Roma fixes the court, and the family face eviction, eased by derisory compensation. Nikolay enlists the help of an old school friend, Dmitriy (Vladimir Vdovichenkov), now a hot-shot lawyer in Moscow. So sets the stage for a battle which, if you’re familiar with Job’s lot, was never likely to deliver the happiest of endings.
