The CIA has tweeted a Russian-language quote from author Boris Pasternak about his acclaimed novel Doctor Zhivago, which the agency published and helped smuggle into the Soviet Union during the Cold War.
The January 15 post on the CIA's Twitter feed quotes Pasternak as saying "I wrote this novel in order for it to be published and read, and that remains my only desire."
The post was one of several from the CIA ahead of a Washington event later on January 15 dedicated to the CIA’s covert program to distribute banned books to Soviet bloc intellectuals during the Cold War.
The CIA last year declassified 99 documents describing the agency’s role in publishing Doctor Zhivago in Russian for the first time in 1958 after it had been banned by Soviet authorities.

The CIA on Thursday baffled many of its watchers with a tweet written in Cyrillic, mystifying readers unlucky enough to never have taken a year of Russian in college and raising fears the account had been hacked, as a US military account was on Monday.
But Russophones quickly corrected the worried masses by pointing out that the agency had simply quoted the poet and novelist Boris Pasternak, whose 1957 novel Doctor Zhivago the agency had a hand in disseminating throughout the Soviet bloc in the 1960s.

Indonesia's parliament has approved the controversial appointment of General Budi Gunawan as chief of the national police despite allegations that he has been involved in corruption. Speaker Taufik Kurniawan says he was approved by a plenary session Thursday after a positive report from a parliament commission. However, the Democratic Party (PD) and PAN party voted against the appointment. Benny K. Harman, deputy chairman of the Democratic Party faction in parliament, says the general's presence in the post will hurt the credibility of the national police. “If General Budi Gunawan is to become the Chief of Police [KAPOLRI] as a suspect [of corruption], for sure Indonesian police [POLRI] would never gain people’s confidence, after all POLRI is also required to actively enforce the law including combating corruption,” said Harman. Emerson Yunto, a coordinator with Indonesia Corruption Watch, criticized President Joko Widodo for failing to have the general properly vetted for suspicious financial dealings. “The most appropriate entities to assess whether the transactions are normal or suspicious are the [Corruption Watch Commission] KPK and the [Center for Financial Transactions Reporting and Analysis] PPATK, which were not asked to be involved," Yunto said. Supporters of the president say the appointment of Budi Gunawan, who would talk with reporters after the vote in parliament, was based on the recommendation of the National Police Commission. A senior commission official has said the investigation showed there is no ongoing issue with the general. He added KPK and PPATK were not involved in the investigation because there was not enough time. It is not known yet when Budi Gunawan will be sworn into his new post. President Widodo, who is widely known as Jokowi, has said running a clean government is a top priority of his. Almost all of his other major appointees have been vetted by the KPK before taking their posts. This report was produced in collaboration with the VOA Indonesian service.

Terrorism in France Stokes US Political Battles

U.S. lawmakers in both parties have seized upon last week's terrorist attacks in France in an ongoing battle over reforming America's oft-criticized immigration system. Funding for domestic security operations, as well as President Barack Obama’s executive actions on immigration, stand in the crossfire. The terrorist carnage in Paris sent shockwaves around the world and re-energized a political fight on Capitol Hill. Republicans accuse the Obama administration of lax immigration enforcement that imperils America. "While there are many factors that play into the spread of this jihadist ideology in the West, it is time for an honest and plain admission that our open immigration policies are ineffective," said Republican Senator Jeff Sessions of Alabama. "For the national security of the United States, it is imperative that Congress block executive amnesty and restore essential enforcement." Legislative pairing On Wednesday, the Republican-led House of Representatives voted to extend domestic security funding while also blocking Obama’s orders shielding millions of undocumented immigrants from deportation. The pairing makes the bill unacceptable to Democrats, who argue the Paris attacks strengthen the case for U.S. immigration reform and make partisan gamesmanship over security funding utterly indefensible. "First, congressional Republicans obstructed immigration reform legislation. Now, they want to obstruct the very agency responsible for homeland security," said Democratic Senator Richard Durbin of Illinois. "The president’s executive action will make America safer, bringing millions of immigrants out of the shadows to register with the government and to go through background checks." But John Hudak, political analyst at the Brookings Institution in Washington, said, "The last thing President Obama or any Democrat or Republican wants is to throw open the doors of America to terrorists." Bombastic rhetoric driven by day-to-day world events hinders America’s ability to rationally address both immigration and security challenges, Hudak said. "House Republicans and House Democrats are fighting over how to fund the Department of Homeland Security. Obviously, the funding of that department has huge implications for the security of the United States, both here and abroad," he said, calling it "a vital part of public policy." That fight pits Republicans claiming a need to rein in an out-of-control president against Democrats. It was congressional inaction on comprehensive reform that compelled Obama to act on his own. With Republicans now controlling both houses of Congress, the face-off with the White House will continue – with domestic security funding currently hanging in the balance.

Attacks in Paris, Threat in US, Point to Evolution in Terrorist Tactics

Last week's terrorist attack against a French satirical publication that left 12 dead in Paris came despite years of efforts by the United States and its allies to degrade Islamic extremist groups.  Analysts are warning the attacks on Charlie Hebdo magazine in Paris and a foiled plot in Washington point to a tactical shift in terrorist attacks.  Rather than receiving direct commands from a particular extremist Islamist organization, attackers are increasingly creating their own networks to plan and carry out strikes. Vice president of tactical analysis for global intelligence firm Stratfor, Scott Stewart, told VOA attackers are responding to calls from militant groups to conduct individual jihad and then operating on their own.  "The idea is to shift it so that you can not just monitor one organization and their communications and then track down all the operatives," said Stewart. "The idea is to make it this kind of diffuse, amorphous network that can then conduct the attack without having direct links that the intelligence agencies can focus on." Al-Qaida in Yemen has claimed responsibility for the Paris killings, saying it was directed by one of its senior operatives, Anwar al-Awlaki, and carried out by brothers Said and Cherif Kouachi. But while U.S. and Yemeni officials believe Said Kouachi may have trained in Yemen, analysts are skeptical the brothers received anything more than inspiration and target information from the organization. Al-Awlaki was killed in a U.S. drone attack in Yemen in September 2011.  The al-Qaida operative had identified the French publication Charlie Hebdo and its editor Stephane Charbonnier as targets. The FBI says an Ohio man arrested Wednesday for planning a deadly bomb-and-gun attack on the U.S. Capitol was inspired by the Islamic State (IS) and Anwar al-Awlaki. A criminal complaint notes suspect Christopher Cornell did not think he would receive specific authorization from his contacts overseas to conduct a terrorist attack in the United States, but he stated he wanted to go forward with violent jihad anyway.  The FBI had been tracking Cornell for at least six months. Thed director of the Center on National Security at Fordham Law School in New York, Karen Greenberg, says trying to track down these kinds of individually-organized terrorists is difficult and may demand a counter-terrorism approach beyond drone strikes. "If what AQAP [al-Qaida in the Arabian Peninsula] and/or ISIS have become are monikers of people who self-radicalize, then I am not so sure that cutting off the head, which used to be the way you would say 'Cut off the head of the organization and you kill the organization, is going to help in any way, because this is the narrative that is driving this, more than an individual or a hierarchical structure," said Greenberg. While leaderless individual operatives are harder to track, Stewart says, they are also less professional and therefore less able to pull off a major terrorist attack. French intelligence had been tracking the Kouachi brothers and a third attacker, Amedy Coulibaly, for several years before they launched the Paris attacks.  Greenberg says the problem is not a lack of intelligence . Instead, she says, there needs to be better analysis and improved ways of countering potential threats.

Russian-backed separatists announced that they have captured the shattered remains of the Donetsk airport terminal in eastern Ukraine and plan to claw back more territory, further dashing hopes for a lasting peace agreement.
The airport, on the fringes of the rebel stronghold of Donetsk, has been at the centre of bitter battles since May. Control over it was split between the separatists and Ukrainian forces, who had held onto the main civilian terminal. Reduced to little more than a shell-strewn wreck, the building is of limited strategic importance but has great symbolic value.

EU Parliament Accuses Russia of ‘Acts of Terrorism’ in Ukraine

The European Parliament is accusing Russia of what it calls "acts of terrorism" in Ukraine. Meeting in Brussels, the European Union legislative body passed a resolution condemning what it called Russia's "aggressive and expansionist policy" and "the acts of terrorism and criminal behavior" by Russian-backed rebels in east Ukraine. Ukraine is observing a day of national mourning for 13 bus passengers killed in a rocket attack Tuesday south of the rebel-controlled city of Donetsk. Kyiv has accused rebels of firing the rocket; Moscow lays blame on Ukrainian troops.   The EU Parliament also urged maintaining sanctions against Russia unless it meets a number of conditions, including respecting the cease-fire agreed to last September, unconditionally withdrawing its troops and "illegal armed groups" from the region, exchanging prisoners, and restoring Ukraine’s control over its territory, including Crimea.  The parliament said the sanctions should be broadened in the event of further Russian actions "destabilizing" Ukraine. Also Thursday, separatist officials said they had nearly recaptured all of the Donetsk airport after a months-long battle.  But Ukraine's military says it continues to control part of the largely ruined facility. The fighting in eastern Ukraine has recently intensified, particularly in and around the airport. Ukrainian military spokesman Andriy Lysenko said Thursday that two servicemen had been killed and six wounded over the previous 24 hours. Ukraine alleges massive Russian troop presence Meanwhile, the secretary of Ukraine's National Security and Defense Council, Oleksandr Turchynov says separatist forces in eastern Ukraine now number 36,000 troops, including 8,500 Russian military servicemen, and they are armed with 542 tanks, 990 armored fighting vehicles, 694 artillery systems and 57 anti-aircraft missile systems. He also said that there are more than 52,000 Russian troops in a state of "full combat readiness" on the Ukrainian-Russian border, along with more than 300 tanks, 1,800 armored fighting vehicles, 750 artillery systems and up to 360 warplanes and attack helicopters. Turchynov warned that "the renewal of hostilities by the enemy on a large scale," and with the participation of Russia's armed forces, could lead to what he called "a continental war on a large scale." Despite what Kyiv and the West call incontrovertible evidence, Russia continues to deny any direct involvement in the conflict in east Ukraine.

Turkey Investigating Newspaper for Publishing Charlie Hebdo Cartoon

Turkish prosecutors have launched an investigation into a national newspaper for publishing extracts from the latest edition of the French satirical magazine Charlie Hebdo. The investigation follows the Turkish prime minister condemning the magazine for publishing a cartoon depicting the Muslim Prophet Muhammad. Prosecutors in Istanbul announced they are investigating Turkey’s Cumhurriyet newspaper for “inciting people to hatred or humiliation,” after it published the excerpts. Cumhurriyet published four pages of the magazine as a special supplement, but it did not include the cartoon depicting Muhammad. Two columnists in the newspaper did include the cartoon in their columns and, according to local reports, they too are under investigation. The probes follow Prime Minister Ahmet Davutoglu strongly condemning both publications. He said Turkey does not allow insults to Muhammad and that very clear, sharp and principled stance have been explained to press institutions. Blasphemy Depicting Muhammad is forbidden under the Islamic faith. A Turkish court has banned access to websites depicting the controversial Charlie Hebdo cartoon, while social media site Twitter has also taken down links to comply with the ruling. And, according to local media, the country’s national air-carrier Turkish Airlines has stopped distributing copies of Cumhurriyet. Political scientist Cengiz Aktar of Istanbul’s Suleyman Sah University says, political tensions are rising over the issue. "Some newspapers and the social media are calling for revenge. They are openly supporting the killers of the Charlie Hebdo team," Aktar explained. "They imply openly or covertly that those people who insult the prophet have no place in Turkey. But the government does not make moves to soothe things down. They have talked exactly the same way as the protesters. This is something worrisome." While Turkey is a secular state, its population is overwhelming Muslim. The country is no stranger to religious disputes. Diplomatic columnist Semih Idiz of the Turkey’s Taraf newspaper and Al Monitor website, warns the latest controversy could turn violent. "Well it is a highly controversial issue," noted Idiz. "It has the potential to drive people onto the streets and cause violence. It is nothing new for Turkey. In the past, we have staunchly secular writers, columnists, commentators and professors, who were murdered most people believe because of their secular and anti-Islamist views. Being, if one may say so, a crusader for secularism in Turkey has always been a dangerous thing." Press freedom questioned The controversy has again put the spotlight on press freedom in Turkey. The European parliament Thursday passed a motion strongly condemning Turkey over press freedom for recent police raids on media establishments. Political scientist Aktar says the outcome of the Charlie Hebdo controversy is an important sign as to whether media freedom is being curtailed further in Turkey. "This freedom of speech has been extremely badly treated by the government," Aktar said. "Jailed journalists, pressure on the editorial boards, fired journalists because the government did not like them, forbidden YouTube and Twitter occasionally. So the record is appalling. So in that sense it will be an important test for Turkey’s freedom of speech. Turkish President Recep Tayyip Erdogan and the prime minister insist Turkey has some of the most liberal rules regarding press freedom. But observers say international pressure is growing on Turkey over this issue and the latest controversy over Charlie Hebdo is likely to only add to that pressure.

UN Appeals for End to Floggings of Saudi Blogger

The U.N. High Commissioner for Human Rights is appealing to Saudi Arabia to halt the punishment of a liberal Saudi blogger who is expected to be flogged again in public on Friday. Zeid Ra'ad al-Hussein said Thursday that flogging at the very least is a "cruel and inhuman punishment" that is prohibited under international human rights law, in particular the Convention Against Torture. He noted that Saudi Arabia has ratified that convention. Blogger Raif Badawi, co-founder of the Liberal Saudi Network website, received 50 lashes in public last Friday, the first of 20 weekly flogging sessions he was sentenced to after being convicted of insulting Islam. He also was sentenced to 10 years in jail and fined $266,000. The United States and human rights groups also have denounced the practice of flogging, calling it "inhumane."  Last week, the U.S. State Department asked Saudi authorities to cancel Badawi's sentence of 1,000 lashes. Amnesty International said flogging "violates the absolute prohibition of torture and other cruel, inhumane or degrading treatment in international law."

Lithuania is publishing a manual to advise its citizens on how to survive a war on its soil as concerns grow that Russia’s intervention in Ukraine heralds increased assertiveness in its Baltic neighbours.
