Lithuania to Reinstate Limited Conscription

Lithuania said Tuesday it would reinstate limited conscription later this year as a precautionary measure, given a new geopolitical situation. "The current geopolitical environment requires us to enhance and accelerate army recruitment," said a statement by President Dalia Grybauskaite’s office issued after an emergency meeting of the State Defense Council.  The statement also said that “threats to the state's security” necessitate that “the country's defense capabilities need to be strengthened further." The conscription, which would be renewed for a five-year period, still requires parliamentary approval.   Once lawmakers sign off, starting in September some 3,000 men between the ages of 19 and 27 would be drafted to serve for a period of nine months. Russia’s annexation of Ukraine’s Crimea in March of last year and subsequent separatist conflict between pro-Russia rebels and government forces in eastern Ukraine have sent jitters through Lithuania, as well as neighboring Latvia and Estonia. All three are former Soviet republics with sizeable ethnic Russian minorities. Even though all three are members of NATO, some analysts have warned that after breeding instability in Ukraine Russia might move to employ similar tactics against the Baltics. Russia denies that it is behind any efforts to destabilize Ukraine or party to the conflict in the country’s east.

    A Metrolink train derailed early Tuesday in Oxnard after slamming into a truck that was in flames. Twenty-eight people were injured, four critically.
    The driver of the truck fled the scene and was taken into custody, officials said. 
    The train was going 79 mph near the crossing at 5th Street and Rice Avenue at about 5:40 a.m. when its engineer spotted the fiery truck, said Sergio Martinez of the Oxnard Fire Department.
    The engineer immediately hit the brakes but was unable to stop in time, officials said. Four train cars derailed.
    Four people were critically injured, officials said, but there were no fatalities. There were 51 passengers on board and 28 were taken to local hospitals. The other 23 were not injured.
    The injuries included significant head trauma, broken limbs, and back and neck injuries, emergency service personnel said.
    Metrolink spokesman Jeff Lustgarten said the train's engineer was among those injured.
    Fire officials at the scene said the train was traveling at its cruising speed of 79 mph when the conductor spotted the flaming truck and anticipated the crash from "a far distance out."
    The conductor immediately initiated the train's flashing lights and braking mechanisms.
    The exact type of vehicle struck by the train wasn’t immediately known. But fire officials said it was not uncommon for farm equipment to travel through the area.
    The driver left the scene but was found a couple of miles away and was taken into custody, officials said.
    Jorge Garcia, 56, was getting ready for work when he heard something unusual shortly before 6 a.m. He didn't think much of it until he heard the ambulances racing past his home. 
    "I just heard a bang and then an explosion," Garcia said. "It was a big old boom. And then the ambulances started. ... You could see it was something big."
    Multiple emergency units responded. Several tarps were laid out where victims were being treated. Others were on stretchers being wheeled into ambulances.
    Three of the four cars that derailed had been equipped with a “crash energy management” system meant to absorb the shock of a crash and redistribute force away from passengers, a Metrolink official said. The fourth car, a bicycle car, was not equipped with the system.
    Union Pacific was hoping to make repairs by the morning, fire officials said.
    The National Transportation Safety Board, which investigates rail crashes, said in a tweet that agency officials were aware of the incident and were gathering information.
    In 2008, a Metrolink commuter train collided with a Union Pacific freight train on a stretch of shared track in Chatsworth, killing 25 people and injuring others. Investigators said the Metrolink engineer went through a signal light that should have warned him to stop until the freight had moved onto a siding.
    A year ago, Metrolink launched a state-of-the-art safety system along sections of its 512-mile network in Southern California at a ceremony that remembered the Chatsworth crash victims.

    51 injured, 4 critical, in Southern California commuter train collision with truck

    At least 51 people were injured, including four critically, Tuesday morning when a Metrolink commuter train collided with a tractor-trailer truck on the tracks in Ventura County, northwest of Los Angeles.
    Oxnard police Sgt. Denise Shadinger said the crash was reported at 5:44 a.m. Shadinger said the truck became fully engulfed in flames. Authorities are describing the scene as a multi-casualty incident.
    Authorities at a morning news conference said many of the victims were treated for head and extremity injuries. The train, which has a cruising speed of about 79 miles per hour, was traveling 'significantly' slower at the time of impact, an official said.
    "The conductor noticed the car early and established emergency protocol. He anticipated the crash from a far distance," Oxnard Fire Battalion Chief Sergio Martinez said.
    The train carrying 51 passengers was heading from Ventura County to Los Angeles. The stretch of track 65 miles from Los Angeles where the collision occurred was straight, and that allowed the conductor to see the truck on the tracks and begin braking, fire officials said.
    A Ventura County fire official told Fox News that the driver of the tractor trailer survived the crash and fled the scene. He was apprehended less than a mile from the crash site, the official said.
    The collision toppled three passenger cars. A fourth car is derailed but remains upright, along with the engine. The scene is in Oxnard, about 65 miles northwest of Los Angeles.
    A news helicopter is showing firefighters treating numerous people at the scene. Tarps were lying on the street and firefighters were treating victims.  Little was left of the truck but scorched and mangled wreckage -- some debris was in a nearby intersection and some close to the tracks.
    Metrolink's website says the train was on a run from Ventura County to Los Angeles.
    Emergency vehicles could be seen treating some passengers at the scene, while other passengers could be seen being wheeled on stretchers. 
    Feb. 24: Three cars of a Metrolink commuter train have derailed and tumbled onto their sides after a collision with a truck on tracks in Ventura County northwest of Los Angeles.
    The Los Angeles Times reported that in 2008, a train traveling on the same route was involved in a crash that killed 25 and injured 135.
    The National Transportation Safety board announced it was sending a team to investigate the crash.

    28 Hospitalized After Metrolink Train Derails in Collision With Vehicle on Tracks

    Nearly 30 people were hospitalized, including four in critical condition, and one person was in custody after five cars of a Los Angeles-bound Metrolink train derailed in a fiery collision with a produce truck on the tracks Tuesday morning in Ventura County.
    The vehicle was on the Ventura County Line tracks between Camarillo and Oxnard, about 70 miles northwest of Los Angeles, at the time of the collision, just before 6 a.m., according to Metrolink. The conductor used the train's emergency-braking system after noticing the truck and trailer on the tracks near 5th Street and Rice Avenue, according to officials with the Oxnard Fire Department.
    The train cars were being pushed by a locomotive from the rear at slower than the cruising speed of 79 mph, according to fire officials. The crash sent five cars off the track and toppled three cars on their sides near the rail crossing at 5th Street and Rice Avenue.
    The truck was sheared in half before it burned along with the trailer.
    Four victims were in critical condition, according to Oxnard Fire Department officials.
    The driver of the vehicle tried to run from the scene but was detained by police for questioning, according to authorities.

    "He was found a little while later some miles down the road," said Oxnard Fire Battalion Chief Sergio Martinez.
    He was hospitalized with injuries not related to the crash, Oxnard police said. Details regarding the injuries were not immediately available.
    Fire-rescue personnel set up a color-coded triage area with green, yellow and red tarps at the site. The tarps indicate the severity of the victim's injuries, with red being the most serious and green indicating minor injuries.
    "The extent of injuries ranged from significant head trauma and extremity trauma to neck and back injuries and trauma that you'd generally get from being thrown around," said Steve Caroll, of Ventura County Emergency Medical Services. "We did transport a total of 28 patients and we have 23 on scene who were not transported who did not complain of any significant injuries."
    The 51 people involved in the crash included passengers, conductors and the truck driver, fire officials said.
    All Ventura County Line trains will be delayed, with tracks remaining closed between Oxnard and Camarillo. Trains will travel as far as Oxnard, where buses will provide transport. Repair work on the tracks is expected to continue into Wednesday morning.
    Officials with the National Transportation Safety Board confirmed a crash investigation team is headed to the location.
    The crash follows two major crashes involving Metrolink trains in the past 10 years. In January 2005, a truck abandoned on a rail line near Glendale caused a Metrolink train to derail and strike other trains on either side of the track, killing 11.
    In 2008, a freight train and Metrolink train collided head-on in Chatsworth, killing 25. Authorities determined the Metrolink train went through a red signal before entering the single-track section.
    There are 228,000 street crossings in the country, about 140,000 of them on publicly owned roads, according to the Federal Railroad Administration. About 53 percent of the public ones are equipped with active warning devices.
    Collisions at the crossings have dropped by 85 percent from a high of more than 13,500 in 1978 to just over 2,000 in 2011, according to the administration. It attributes the dramatic decrease to engineering improvements, better enforcement of traffic safety laws and education of motorists. The administration estimates that 94 percent of collisions and 87 percent of fatalities are the result of risky behavior by drivers or poor judgment.

    Britain to send military advisers to Ukraine - Cameron

    British military personnel are to be deployed to Ukraine over the next few weeks to provide advice and training to government troops, David Cameron has said. 
    The announcement came as the prime minister stated that Britain would be “the strongest pole in the tent” over the crisis, arguing for tougher sanctions against Moscow if Russian-backed militias in eastern Ukraine fail to observe the provisions of the ceasefire agreed earlier this month with the Ukrainian president, Petro Poroshenko.

    We are not at the stage of supplying lethal equipment. We have announced a whole series of non-lethal equipment, night-vision goggles, body armour, which we have already said that we will give to Ukraine.
    Over the course of the next month we are going to be deploying British service personnel to provide advice and a range of training, from tactical intelligence to logistics to medical care, which is something else they have asked for.
    Up to 75 personnel will begin to deploy to Ukraine from next month as part of the training mission, the Ministry of Defence said.
    There will be four separate areas covered by the deployment - medical, intelligence, logistics and infantry training.
    Jenkin presses Cameron on reforming the centre of government. Cameron says he thinks the key thing is to have a group of ministers who are working together on agreed aims. In this government, unusually, the prime minister and the chancellor actually work together, he says.

    Prime Minister David Cameron said on Tuesday Britain would deploy military personnel to Ukraine in the next month to help train the Ukrainian army, warning that Moscow would move to destabilise other countries if left unchallenged.
    “Over the course of the next month we’re going to be deploying British service personnel to provide advice and a range of training, to tactical intelligence to logistics, to medical care,” Cameron told a committee of lawmakers in parliament.
    Q: What are we doing in Iraq?
    Cameron says there is a fully joined-up strategy there, but it takes time. It involves supporting the Iraqi government, and providing air cover in the fight against Isis. Britain is the second largest contributor of military help.

    Cameron says Ukraine and the Baltic states see Britain as a very reliable ally.
    The key has been to get Russia and Urkaine together, he says. It matters less who is there on behalf of the EU.
    Don’t be precious about always being in the room.
    Cameron says Britain should be very tough insisting upon a good reform programme for Ukraine. “A good reform programme is worth billions of dollars of aid,” he says.
    Q: Would Britain consider further sanctions, going beyond the EU ones, if Russian aggression were to continue? And would it suspend Russia membership of the SWIFT banking system?
    Cameron says we should not rule that out.
    Cameron says there is no doubt that Russia is supplying the rebels in Urkaine with weapons. “You can’t buy these things on eBay,” he says.

    Cameron says Britain is not at that stage.

    In the Times today Douglas Carswell, the Ukip MP, has an article headed: “Enoch Powell was wrong about immigration” (paywall). Here’s an excerpt.
    Half a century ago, Enoch Powell made a speech about immigration that made it difficult to even mention immigration in Westminster. Full of foreboding, Powell warned of mass immigration leading to major unrest.

    Ed Miliband warned weeks ago that nearly a million voters had disappeared off the register and these figures published today confirm Labour’s worst fears.
    They are a direct consequence of the way the Tories and Liberal Democrats hastily forced through changes to the way people register to vote. Ministers ignored warnings from experts, including the Electoral Commission, that young people, students and people living in private rented accommodation risked losing their vote, pushing ahead regardless, over-riding sensible safeguards that would have prevented this from happening.
    Politics is a vital and necessary vocation. It carries important responsibilities not only for policy decisions but also for shaping the hopes and aspirations of people. Political leaders can choose to appeal to our sense of hope or of fear, to our desires to care for others or for ourselves, and to our sense of solidarity or to our selfishness.
    We expect politicians to be committed to the common good. We also each have a responsibility to be involved in the democratic process. It is important that we vote. It is a duty which springs from the privilege of living in a democratic society.
    Kevin Barron, chair of the Commons standards committee, and Kathryn Hudson, the parliamentary commissioner for standards, have issued a joint statement confirming that the investigation into Jack Straw and Sir Malcolm Rifkind will not be finished until after the election.
    Here it is.
    The parliamentary commissioner for standards is responsible for deciding whether or not there is sufficient evidence that there may have been a breach of the code of conduct to justify an inquiry. This is a decision for her alone.
    If the commissioner decides to conduct an inquiry, she will need to assemble evidence, including complete transcripts of the meetings on which recent reports have been based. In the past, broadcasting organisations have taken up to 5 weeks to release such transcripts to the commissioner. The commissioner’s procedures for investigation are designed to be fair and open. The commissioner shares the evidence she has gathered with the individual under inquiry and gives them an opportunity to comment on that evidence before she, or the committee, reaches any conclusions.
    My colleague Rowena Mason has sent me more on what Sir Malcolm Rifkind said when he spoke to reporters after the ISC meeting was over.
    No, I don’t think I did anything wrong. I may have made errors of judgement but then we all make errors of judgment. We are all human beings in that sense.
    Downing street does not have that power [to dismiss him]. The ISC acts under an act of parliament.
    I reflected on the situation last night and could see the issue is one of which there is a rising public interest. And I did not want the work of the committee to be distracted. I informed the committee at the very beginning of the discussions that have been going on all morning. It met at 10am and I read a statement about the issues in the press and then went on to the main business.
    I used the word entitled - it might not have been the right word. Each person determines on the work they do the kind of living standard they hope to aspire to and you make judgements based on that.
    I don’t blame the press. I certainly have some criticisms of some individual elements of the press.
    The prime minister’s spokesman told journalists at the lobby briefing that David Cameron “respects and supports” Sir Malcolm Rifkind’s decision to resign as ISC chair and to leave the Commons. The spokesman said:
    What the prime minister thinks is that there were very serious allegations and questions that had been raised. Because of that he thinks that Sir Malcolm has done the right thing, which is why he respects and supports his decisions.

    Like many people, the Lib Dem peer Lord Tyler suspects that Sir Malcolm Rifkind may have decided to quit in the hope of increasing his chances of getting a seat in the House of Lords after the election.

    I was working covering Scottish politics for The Times then, and during the 2001 campaign I had a chance to see how hard he worked at at a time where he had little national profile. He was giving his all, fighting for Scotland at a time when his party had pretty much given up on it. Had 900 people voted a different way in Edinburgh, he would have succeeded in fighting his way back to parliament in 2001.
    Stature, grit, oratory, courage — I became quite a Malky fan, and saw him as a potential Tory leader. As did he: when he came back in the 2005 election, he stood against David Cameron. But when he lost, and Cameron refused to make him shadow foreign secretary, he went into a huff.

    From UK complicity in CIA torture to mass-surveillance, the ISC has missed every major security-related scandal of the past 15 years. It has fallen to the press, the courts and NGOs to expose these events, with the ISC’s members only discovering them by reading the newspapers.
    My colleague Patrick Wintour says Lord Butler, the former cabinet secretary and an ISC member, is the obvious candidate to succeed Sir Malcolm Rifkind as ISC chair.

    Robin McGhee, the Lib Dem candidate in Kensington, has put out a statement welcoming Sir Malcolm Rifkind’s decision to stand down at the election. “Kensington people often say he is an absentee MP who does very little work,” McGhee says.
    Rod Abouharb, the Labour candidate in Kensington, has not commented yet on his blog today, but yesterday he wrote a post saying Rifkind’s behaviour illustrated why “so many people hold MPs in contempt”.

    Not Boris Johnson. At one stage there was speculation that he might stand in the constituency, buthe has already been selected for Uxbridge and he has been campaigning there. Recently one of his potential constituents sent me an email about what he’s been up to. Here’s an extract.

    Kim Howells, the former Labour MP and former chair of the ISC, arguably helped tipped Sir Malcolm Rifkind over the edge with his Newnsight interview last night. (See 6.45am.) Howells has just told Sky News that Rifkind did the right thing.
    It’s a shame because he’s had a very distinguished parliamentary career and to end in this way is really awful ...
    The intelligence and security committee has such an important role that there can’t be any shadow across it whatsoever. And I’m afraid that the whole affair that Malcolm Rifkind got into would not be good for that committee at all. It’s far, far too important for the country at large. And I think he’s done the right thing.

    None one of the current controversy with which I am associated is relevant to my work as chairman of the intelligence and security committee of parliament.
    However, I have today informed my colleagues that while I will remain a member of the committee, I will step down from the chairmanship.

    I have received tremendous support from my constituency association and from many constituents in Kensington over the last two days. 
    However, I have been pondering whether it is fair to my colleagues and friends in Kensington to remain the prospective Conservative candidate for the forthcoming general election.

    Tory MP Sir Malcolm Rifkind is to step down as an MP at the general election and has also resigned as chairman of the parliamentary intelligence and security committee, he said.
    Labour has announced that it will hold a Commons vote tomorrow on banning MPs from second jobs. It can do so because Wednesday is set aside for opposition business. Labour is not expecting to win - the Tories and the Lib Dems have both resisted the idea in the past - but the party knows that its stance on this has wide popular support.

    Lord King, the Conservative peer and a former chair of the intelligence and security committee, told the Today programme a few minutes ago that he did not understand why the investigation by the parliamentary commissioner for standards into Sir Malcolm Rifkind and Jack Straw would not be over until after the election.
    Everybody knows what the issue is. It’s all been recorded and published. I can’t understand why there can’t be a report by the parliamentary commissioner this week.
    The Labour MP John Mann thinks Sir Malcolm Rifkind will have resigned as ISC chair by the end of today. He posted this on Twitter last night.
    The only question now is whether Rifkind resigns before he is pushed from security Cttee. He will not be there this time tomorrow.

    The unreformed county constituencies, prior to 1832, had - unlike the boroughs - a single fixed voting qualification for those having a freehold worth at least 40 shillings (2). Inflation over 400 years between 1430 and 1830 theoretically made the shires relatively democratic. In practice the parties, put off by the costs of bribing thousands of electors, normally did deals ensuring unopposed returns of one MP each from either side. William Wilberforce, the great anti-slavery campaigner, represented Yorkshire, one of the largest county constituencies. He was unopposed from 1784 to 1807 when he topped a tight poll with all three runners within 818 votes of each other out of 33,975 votes cast. Candidates’ spending was a then-record-breaking nearly £250,000.

    Sir Malcolm Rifkind, the former foreign secretary suspended by the Conservatives over cash-for-access claims, is facing calls from his colleagues to stand down as chairman of the Intelligence and Security Committee.
    He will be told on Tuesday by some of his colleagues at a meeting of the committee, which oversees the security services, that his position is now “untenable” and that he should stand down pending an investigation.
    I have acted in accordance with the parliamentary rules at all times in respect of Senator International, as in all other respects. All of these matters will be scrutinised by the parliamentary commissioner.
    Sir Malcolm Rifkind is under pressure to step down as chair of parliament’s intelligence and security committee. Here’s the Guardian’s story from last night about the plight he’s in and this is what Kim Howells, the former Labour MP and a former ISC chair, said about Rifkind’s situation on Newsnight last night. Howells said he was “bewildered” that Rifkind had time for outside work.
    It became for me a full time job, trying to get through that material and make sense of it. If the intelligence and security services are not properly overseen, if they are not properly accountable to Parliament and the people then all hell can break loose ...
    One would have thought that great care would have been needed by anyone who is chairing that committee. I think it is going to be very difficult for him.

    Vladimir Putin has said that a war between Russian and neighbouring Ukraine is unlikely and that he hopes it 'never happens'.
    Speaking to Russian state TV, the President called a military conflict between his country and Ukraine 'an apocalyptic scenario'.
    This comes as an international security watchdog has warned of several breaches of the ceasefire agreed between Ukranian state troops and separatist rebels.

    'I think that such an apocalyptic scenario [war] is unlikely and I hope this will never happen,' he told a reporter with Russia State TV company.
    This weekend's prisoner swap between Ukraine and pro-Russian rebels took place after Putin agreed to use his influence on the separatists during a conference call with German Chancellor Angela Merkel, French President Francois Hollande and Ukrainian president Petro Poroshenko.
    Today, Putin said he did not see the need for another meeting with the leaders of France, Germany and Ukraine on resolution of the conflict.
    This follows a statement by the Organization for Security and Cooperation in Europe, that although the current cease-fire has 'very significantly' lowered the level of military exchanges in Ukraine, violations are still taking place.
    Lamberto Zannier, head of OSCE, said Monday there have been a number of violations in the south, and some limited incidents around the town of Debaltseve and around the Donetsk airport, both seized by separatists.

    Zannier called the agreed ceasefire 'the best chance ... to de-escalate and bring this conflict to an end,' but he stressed that 'there is work to be done.'
    Today, Russian-backed rebels in eastern Ukraine said they have begun a large-scale pullback of heavy weapons in line with the peace plan.
    The claim by Eduard Basurin, a top rebel commander, couldn't immediately be confirmed. 
    Michael Bociurkiw, a spokesman for the observer mission that is monitoring the fighting in eastern Ukraine, said he couldn't comment until receiving monitors' reports at the end of the day.
    The peace plan that was signed February 15  calls for heavy weapons to be pulled back by each side from the front line by 25 to 70 kilometers (15 to 45 miles), depending on their caliber.

    The cease-fire has been troubled by violations, leading to concern that it wouldn't solidify and that fighting would continue. 
    A rebel website cited Basurin as saying about 100 122-mm howitzers would be moved on Tuesday.
    There was no immediate comment from the Ukrainian side, but military officials have said that they won't pull back weapons until a cease-fire fully takes hold.
    On Tuesday, military spokesman Lt. Col. Anatoliy Stelmakh said rebels had shelled the town of Popasna seven times and launched one barrage on the village of Luhanske.
    Stelmakh also said rebels tried to storm Ukrainian positions near the southern village of Shyrokyne, which is near the strategic Azov Sea port of Mariupol. 
    Concerns persists that rebels aim to take Mariupol to help establish a land corridor between mainland Russia and the Crimean peninsula that Russia annexed last March.
